Breathtaking flora and fauna, heritage drawn from the ages and the presence of a large number of diverse groups makes this place a treasure grove. If culture represents the entire gamut of relationships which human beings share with themselves as well as with nature, the built environment, folk life and artistic activity, the north-east is a ‘cultural and biodiversity hotspot’, whose immense potential is beginning to be recognised. There is need for greater awareness and sensitisation here, especially among the young. In this respect, the National Knowledge Commission believes that the task of connecting with the north-east requires a multi-pronged approach, where socio-economic development must accompany multi-cultural understanding. -

Consequent upon the decision of the Government on the recommendation of the Fifth Meghalaya Pay Commission at Item 3.6 of its Resolution, the Governor of Meghalaya is pleased to sanction Winter Allowance at the rate of `600/- p.m. to all categories of State Government employees, pensioners/family pension holders including members of the All India Service stationed at places with an elevation of 1000 metres above Mean Sea Level. The Allowance shall also be admissible to pensioners/family pension holders whose residence is located in a station where the allowance is drawn by the government employees, subject to production of residential certificate. The Allowance shall be admissible for a period of four month commencing from the month of November to the month of February. The expenditure on account of payment of Winter Allowance shall be debited to the head of account from which the Government employees draw their salaries and the pensioners/family pension holders draw their pension. This order shall take effect from 1st December, 2017. The list of stations where Winter Allowance is admissible is given in the Annexure to this Office Memorandum. Sd/- R. V. PHELPS Abstract: To make appropriate restoration decisions, fisheries scientists must be knowledgeable about life history, population dynamics, and ecological role of a species of interest. However, acquisition of such information is considerably more challenging for species with low abundance and that occupy difficult to sample habitats. One such species that inhabits areas that are difficult to sample is the recently listed endangered, cave-dwelling grotto sculpin, Cottus specus. To understand more about the grotto sculpin’s ecological function and quantify its population demographics, a mark-recapture study is warranted. However, the effects of PIT tagging on grotto sculpin are unknown, so a passive integrated transponder (PIT) tagging study was performed. Banded sculpin, Cottus carolinae, were used as a surrogate for grotto sculpin due to genetic and morphological similarities. Banded sculpin were implanted with 8.3 3 1.4 mm and 12.0 3 2.15 mm PIT tags to determine tag retention rates, growth, and mortality. Our results suggest sculpin species of the genus Cottus implanted with 8.3 3 1.4 mm tags exhibited higher growth, survival, and tag retention rates than those implanted with 12.0 3 2.15 mm tags. -

The undersigned is directed to say that consequent upon the decision of the Government on the recommendation of the Fifth Meghalaya Pay Commission at Item 3.3 of its Resolution, the Governor of Meghalaya is pleased to sanction the grant of House Rent Allowance to all State Government employees at the rates indicated below:- Classification of cities/towns Rate of House Rent Allowance and other areas (i) Greater Shillong Area 15% of basic pay subject to a maximum of `8,000/- p.m. (ii) District Headquarters 12½ % of basic pay subject to a maximum of `6,000/- p.m. (iii) (iii) Other Areas 10% of basic pay subject to a maximum of `5,000/- p.m. Note : * Rates prescribed for Shillong will be applicable for Shillong and Urban Agglomeration as per areas notified by the State Urban Affairs Department. 2. The Governor of Meghalaya is also pleased to order that payment of House Rent Allowance herein sanctioned shall not be authorized in the following cases: a. Employees who have been offered suitable accommodation but have refused the same. b. Employees who have been allotted with Government accommodation but have failed to occupy the same. c.
