7 ReaCTION B INFORMED OUR COLLEGE FEATURES IN PARLIAMENT

The Western Cape public Further Education and Training (FET) Colleges were recently invited to report on various key issues to the Parliamentary Portfolio Committee on Higher Education and Training at a strategic session.

FTER the strategic session was opened, colleges were obliged to report on A successes and challenges with regards to governance and management, student enrolment and registration, pass-, through-put and certification rate, the administration of student financial aid processes (Department of Higher Education and Training FET Colleges Bursary Scheme) along with infrastructure development plans, the credibility of examinations, partnerships with industry, work integrated learning, student accommodation, as well as the academic support initiatives.

The positive growth of the sub-system within the Department of Higher Education and Training (DHET) was commended while certain areas for improvement were identified and will be addressed at a national level. The Western Cape colleges were further commended for the positive improvement in student results and the success with regards to student placement as part of Work Integrated Learning initiatives. Trends that were discussed included registration dates and their possible extension, the investigation of the funding of skills programmes (currently only ministerial mandated programmes are funded) and the increased role of student leadership in governance structures.

Jandré Bakker, as council representative for support staff, provided feedback on issues that were of concern to support staff in general. Fifteen students were placed within BC, where they will gain relevant and appropriate working experience with regard to their respective course of studies.

The College responded to this comment by placing trust in its product and employing interns in various departments.

Mr Greyling gave vital feedback to Boland College on how we could improve our current Work Readiness training that all exit levels students receive.

The morning came to an end too quickly, afterwards there was an opportunity to network between host employers and Boland College, while enjoying some lovely treats. Boland College (BC) has been one of the providers partnering to offer the Youth Focus Programme. The aim of this programme, which was first piloted in 2013, is to offer students who were struggling to advance past Grade 9 the opportunity to advance through a bridging programme and funded learnerships.

HE QUALIFICATION students obtained after successful completion is a General T Education and Training Certificate (GETC): Wholesale and Retail Adult Basic Education and Training (Level 1). Upon completion of the GETC, the student will then also have a significantly improved possibility of access to Technical and Vocational Education and Training (TVET, formerly FET) Colleges.

According to Mr Wayne Blaauw of the Western Cape Education Department, the need for the programme is evident when viewing the number of students, often multiple repeaters, who fail to complete Grade 9 and then often drop out of schooling and struggle to find work. A study by the University of the Western Cape’s Institute for Post-School Studies aimed at determining how the programme was experienced by students and the College and the finding was a positive shift in students’ self-concept.
