Under Mamata Banerjee’s regime, unrest and distrust defines and dominates the atmosphere in the state. There is a no sphere, be it political, social or religious which is today free from violence and instability. It is well known that from this very land of Bengal, Gurudev Rabindranath Tagore had given the message of peace and unity to the whole world by establishing Visva Bharati at Santiniketan.

  • To Nadia District of West Bengal to Review Arsenic Mitigation Measures – 11Th and 12Th September, 2015
Report on Field Visit of Joint Secretary (Water) to Nadia district of West Bengal to Review Arsenic Mitigation Measures – 11th and 12th September, 2015 Report on Field Visit of Joint Secretary (Water) to Nadia district of West Bengal to Review Arsenic Mitigation Measures – 11th and 12th September, 2015. Background: It was in the 80’s when Arsenic contamination in groundwater was detected for the first time in West Bengal. Soon after the detection of geogenic arsenic contamination of ground water, various short term measures like i) installation of hand pump tube wells at deeper aquifer ii) installation of arsenic removal units attached to the hand pumps iii) construction of new dug wells etc. were taken up. However, most of those shot term measures failed because of complicated operation and maintenance issues and non-acceptance by the society. Afterwards it was felt that a comprehensive action plan has to be taken to combat the Arsenic menace and therefore a Master Plan for Arsenic Mitigation was conceived in the year 2006-07 to cover 6623 habitations, at a cost of Rs. 2831 Crores (revised) under Water Quality Submission with a cost sharing of 75:25 between the Centre and the State. However this Water Quality Sub Mission was made an integral component of National Rural Drinking Water Programme (NRDWP) since 1.4.2009. The Master Plan comprising of 338 nos. of new Groundwater based Piped Water Supply Schemes, 12 nos. of new Surface Water based Piped Water Supply Schemes & 165 nos. of Arsenic Removal Plants (ARP) in existing Groundwater based Schemes, is still under implementation under the NRDWP.

  • The Saffron Wave Meets the Silent Revolution: Why the Poor Vote for Hindu Nationalism in India
THE SAFFRON WAVE MEETS THE SILENT REVOLUTION: WHY THE POOR VOTE FOR HINDU NATIONALISM IN INDIA A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Tariq Thachil August 2009 © 2009 Tariq Thachil THE SAFFRON WAVE MEETS THE SILENT REVOLUTION: WHY THE POOR VOTE FOR HINDU NATIONALISM IN INDIA Tariq Thachil, Ph. D. Cornell University 2009 How do religious parties with historically elite support bases win the mass support required to succeed in democratic politics? This dissertation examines why the world’s largest such party, the upper-caste, Hindu nationalist Bharatiya Janata Party (BJP) has experienced variable success in wooing poor Hindu populations across India. Briefly, my research demonstrates that neither conventional clientelist techniques used by elite parties, nor strategies of ideological polarization favored by religious parties, explain the BJP’s pattern of success with poor Hindus. Instead the party has relied on the efforts of its ‘social service’ organizational affiliates in the broader Hindu nationalist movement. The dissertation articulates and tests several hypotheses about the efficacy of this organizational approach in forging party-voter linkages at the national, state, district, and individual level, employing a multi-level research design including a range of statistical and qualitative techniques of analysis. In doing so, the dissertation utilizes national and author-conducted local survey data, extensive interviews, and close observation of Hindu nationalist recruitment techniques collected over thirteen months of fieldwork. BIOGRAPHICAL SKETCH Tariq Thachil was born in New Delhi, India. He received his bachelor’s degree in Economics from Stanford University in 2003.
