Review of Regional TV Production and Programming Guidance Consultation
Review of Regional TV Production and Programming Guidance Consultation CONSULTATION: Publication Date: 19 December 2018 Closing Date for Responses: 27 February 2019 Contents Section 1. Overview 1 2. Background 7 3. The changing TV production landscape 14 4. Appraisal of the current regime and the Guidance 29 5. Review proposals 46 Annex A1. Responding to this consultation 65 A2. Ofcom’s consultation principles 68 A3. Consultation coversheet 69 A4. Consultation questions 70 Review of Regional TV Production and Programming Guidance 1. Overview Ofcom is reviewing the Regional Production and Programming Guidance (‘the Guidance’) 1 and associated reporting and compliance regime to ensure that the regulatory framework is effective in a rapidly evolving production landscape. Nations and regions’ production is a crucial part of the UK television production sector, accounting for almost half of public service broadcaster (‘PSB’) qualifying programme hours2 in 2017. TV production outside of London helps to disperse and stimulate investment and job opportunities in the sector, throughout the UK. This has resulted in the employment of a broad range of talent with a diversity of editorial perspectives, to create a wide variety of programmes for the enjoyment of UK viewers. This can also assist in strengthening regional production centres for the long term and supporting broader creative and cultural economies across the UK. To help promote nations and regions’ TV production, Ofcom has imposed quotas on the PSBs3 to ensure that a suitable proportion of their network programmes are made in the UK outside of the M25 (‘regional productions’). The BBC and Channel 3 services also have quotas to broadcast localised programmes, including regional news, across different areas of the UK (‘regional programming’), and a suitable proportion of these should be made in the local area. -
What Ideas Do Viewers Have About
A Discursive Thematic Analysis of Audience Response Towards the Portrayal of Mental Distress in United Kingdom Soap Operas EDWARD SMITH A thesis submitted in partial fulfillment of the requirements of the University of East London for the doctoral degree in Clinical Psychology July 2012 ABSTRACT The potential for stigmatising public attitudes to have a negative impact on the wellbeing of individuals identified as experiencing mental distress has been widely documented. The contribution of the mass media towards public attitudes surrounding mental distress has attracted particular interest, particularly that of television portrayals. Research into the influence of the media towards public attitudes has focused on a ‘strong media’ model that assumes a direct influence of the content on viewer attitudes. Recent theory has suggested an ‘audience response’ model whereby audience attitudes towards the subject matter, genre and purpose of viewing can influence their understanding of the content; however this approach is under-represented in research. In the United Kingdom the soap opera genre in particular is positioned to have a potential role in influencing public attitudes towards mental distress, frequently depicting mental distress within a realist frame and being presented as having a public service function. This thesis aims to explore the ideas that viewers take from soap opera portrayals of mental distress within an audience response approach. Soap opera viewers were interviewed about the ideas of mental distress they developed from storylines they had watched, and these interviews were analysed using a discursive thematic analysis, taking into account their beliefs about mental distress, the soap opera genre and their viewing purposes. -
Fudge the Elf
1 Fudge The Elf Ken Reid The Laura Maguire collection Published October 2019 All Rights Reserved Sometime in the late nineteen nineties, my daughter Laura, started collecting Fudge books, the creation of the highly individual Ken Reid. The books, the daily strip in 'The Manchester Evening News, had been a part of my childhood. Laura and her brother Adam avidly read the few dog eared volumes I had managed to retain over the years. In 2004 I created a 'Fudge The Elf' website. This brought in many contacts, collectors, individuals trying to find copies of the books, Ken's Son, the illustrator and colourist John Ridgeway, et al. For various reasons I have decided to take the existing website off-line. The PDF faithfully reflects the entire contents of the original website.
