• There are currently 232 Democrats, 198 Republicans, 1 Libertarian, and 4 vacancies in the House. 218 seats are needed to win control.

• At this moment, Democrats will hold at least 222 seats and Republicans will hold 206 seats in the House in the 117th Congress. The Associated Press has not called 7 races. Democrats are expected to hold the majority.

• This document is coded to reflect members who will not be returning in the 117th Congress. This includes members who have announced retirements, given up their seats to run for another political office, or their primary or general election races.

• Races that have yet to be called are highlighted in yellow. As the outcomes of additional races will be determined in the days ahead, we anticipate routinely updating this document.

• As the margins in the House become clear and we learn more about committee ratios, we plan to expand this document to reflect seats that parties may gain or lose on each committee, as well as current committee members who may be at risk of losing a seat due to changing committee ratios.

• This document also tracks anticipated changes in committee leadership. Republicans have term limits of six cumulative years as chairman and ranking member. In other words, six years as chairman constitutes a term limit, but so does four years as chairman and two years as ranking member on the same committee.

• Democratic and Republican leadership of the Education and Labor; Financial Services; Intelligence; Judiciary; Oversight and Reform; Rules; Science, Space, and Technology; Small Business; Transportation and Infrastructure; and Ways and Means Committees is expected to remain the same in the 117th Congress.

• As current Agriculture Committee Chairman Collin Peterson (D-MN) lost reelection, Rep. David Scott (D-GA) is next in seniority to chair the committee, followed by Rep. (D-CA) and Rep. Marcia Fudge (D-OH). Ranking Member Mike Conaway (R-TX) is retiring, which means there will also be a new top Republican on the committee. By seniority, Rep. Glenn Thompson (R-PA) is next in line to serve as ranking member. Reps. Austin Scott (R- GA) and Rick Crawford (R-AR) have also expressed interest in the position.

• Rep. Nita Lowey (D-NY) is retiring, which means there will be new Democratic leadership on the Appropriations Committee. Rep. (D-OH) is the next most senior member of the committee and is interested in pursuing the gavel. Reps. Rosa DeLauro (D-CT) and (D-FL) have also thrown their hats into the ring. Democratic retirements and changes in committee leadership will also result in changes in subcommittee leadership. Rep. (R-TX) has served as ranking member for two years and is likely to remain the top Republican on the Appropriations Committee in the new Congress.

• Rep. Mac Thornberry (R-TX) is retiring, leaving a vacancy at the top of the Armed Services Committee. Though Rep. Joe Wilson (R-SC) is next in seniority, he has indicated he is not interested in the position. Reps. (R-OH) and Mike Rogers (R-AL) are also thought to be the frontrunners to serve as ranking member, although Rep. (R- VA) has also thrown his hat into the ring. Rep. (D-WA) is expected to continue to serve as chairman.

• On October 7, Budget Committee Chairman was appointed to serve as ranking member of the Financial Services and General Government (FSGG) Appropriations Subcommittee, replacing Rep. Tom Graves (R-GA), who stepped down from Congress on October 4. Rep. Womack has indicated he prefers an appropriations subcommittee ranking member slot to the full committee ranking member slot on the Budget Committee in the 117th Congress. Reps. Bill Johnson (R-OH) and (R-MO) have expressed interest in replacing Rep. Womack on the Budget Committee. Rep. (D-KY) will continue to chair the committee.

• Due to Rep. Greg Walden’s (R-OR) retirement, there will be a new top Republican on the Energy and Commerce Committee in the 117th Congress. Rep. (R-MI), who is next in seniority, has already served six years as chairman of the committee. The next most senior member of the committee is Rep. John Shimkus (R-IL), who is retiring. This potentially positions Rep. Michael Burgess (R-TX), who threw his hat into the ring to fill the role in the 116th Congress, to serve as ranking member. Reps. (R-OH) and Cathy McMorris Rodgers (R-WA) have also expressed interest in the ranking member slot. Rep. (D-NJ) is expected to continue to chair the committee.

• Reps. Kenny Marchant (R-TX) and George Holding (R-NC), the two most senior Republicans on the Ethics Committee are retiring. Rep. (R-IN) is next in line to serve as ranking member. Rep. (D-FL) may continue to chair the committee.

• Due to Rep. Eliot Engel’s (D-NY) primary loss, the gavel on the House Foreign Affairs Committee is up for grabs. Rep. (D-CA), an Israel hawk, has the most seniority on the committee and is expected to pursue the chairmanship. Rep. (D-NY) has been an active member of the committee, especially on European affairs, and has the backing of the Congressional Black Caucus (CBC). There is speculation that Rep. (D-CA) and Rep. Joaquin Castro (D-TX) are also interested in the position, although either of them winning the gavel would be somewhat unprecedented given they are not as senior. Rep. McCaul (R-TX) is likely to continue to serve as ranking member.

• Rep. Mike Rogers (R-AL), who currently serves as ranking member of the Homeland Security Committee, is thought to be interested in pursuing the Armed Services Committee gavel. Next in seniority is Rep. Peter King (R-NY), who is retiring or would otherwise be term-limited from serving as the top Republican on the committee, followed by Rep. Mike McCaul (R-TX), who previously chaired the committee, but also became term-limited and now serves as ranking member on the Foreign Affairs Committee. Rep. (R-NY) won reelection and could serve as ranking member. Rep. (D-MS) is expected to continue to chair the committee.

• Unlike other committees, the Speaker of the House selects the chairman of the House Administration Committee. Rep. (D-CA) could continue to chair the committee in the 117th Congress. Rep. Rodney Davis (R-IL) won his toss up reelection race and could also continue to serve as ranking member.

• Rep. Rob Bishop’s (R-UT) retirement means there will be a new ranking member of the Natural Resources Committee. Rep. (R-WY) is next in seniority, but is expected to continue to serve in House leadership. Next in seniority is Rep. (R-AS). While delegates can lead committees, this may be somewhat unprecedented. Rep. John Curtis (R-UT), who was hand-picked by Rep. Bishop to join the committee, could potentially be the new ranking member. Rep. Raul Grijalva (D-AZ) is expected to continue to chair the committee.

• Rep. Phil Roe’s (R-TN) retirement will open up the top Republican slot on the Veterans Affairs Committee. Rep. (R-FL), who is next in seniority, is likely to become ranking member. Rep. (D-CA) is likely to continue to chair the committee.
