Tender documents containing details about quantity and specifications can be obtained from the office of the undersigned from 07-04-2016 to 25-04-2016 during working hours (Monday - Saturday) on payment of Rs. 500/- (Rs. Five Hundred only). 3. The tender along with Sample of Uniform and Shoes must be submitted at the office of the undersigned by 11:30 hours on 25-04-2016. The offers will be opened at 12:00 hours on the same day in presence of suppliers. Offers received late will not be entertained. 4. The bids should be submitted along with Bid Bond / Earnest Money through PO/DD in the name of Headmistress Government Special Education Centre, Nishtar Town, Lahore equal to an amount of 5% of the overall bid value as required in tender documents. Earnest Money in the shape of Cheque will not be acceptable. 5. The firms declared as blacklisted by any Government Agency are not eligible for participation in Tender. 6. Conditional / incomplete quotations will be liable for rejection. No.______________Dated.______________ TENDER DOCUMENT Invitation of Tender for the Purchase of Winter Uniform and Shoes for Students Purchase Price: Rs.500/- Sealed quotations /bids are invited from GST and NTN registered manufacturers/suppliers/authorized agents of repute for supply of Uniform and Shoes for Students. The tender form contains nine pages and includes appendix A+B+C+D. GENERAL TERMS & CONDITIONS 1. Tender Opening Date: The tender must reach the office of the undersigned on or before 11:30 hours on 25-04-2016. This will be opened on the same day at 12:00 hours in the office of the undersigned in the presence of Purchase Committee and the firms or their authorized representatives. 2. Bid Security and Performance Security: a. A Call Deposit Receipt at the rate of 5% of the tendered amount (refundable) (Cheque not acceptable) in the name of Headmistress Government Special Education Centre, Nishter Town, must be attached with the tender without which the tender may be rejected by the authority concerned. b. Single-Stage: One-Envelope Bidding Procedure will be followed. c. The rates / bids should be inclusive of all applicable Govt. Taxes. d. The successful bidder/Supplier shall have to deposit 5% security deposit after acceptance of his/her tender for the period of Six month as guarantee/warrantee for the correctness of material of item (s). 3. Validity of Offers. a. Offers shall be valid only if bidders submit their samples of Complete Set of Uniform and shoes for boys and girls along with their tender to the Purchase Committee for which rates are given in the bids. b. Offers shall be valid for at least 180 days from the date of submission of bids. c. Withdrawal / modification of the original offer within the validity period shall entitle the competent authority to forfeit earnest money. 4. Failures and Terminations: No offer of a supplier / firm will be considered if:- a. Received without Earnest Money / Call Deposit or less CDR than the required. b. Received without CNIC and last Six months bank statement of the bidder 2 c. Received later than the date and time fixed for tender. d. The tender is incomplete in any respect or is unsigned. e. The offer is ambiguous and the offer is conditional. f. The offer from a firm which is black listed at any level (Undertaking of not being blacklisted is compulsory on stamp paper). g. Any erasing cutting / overwriting etc. will not be accepted. h. The supplier fails to deliver the consignment within the specified delivery period strictly in accordance with the terms and conditions as laid down in the Purchase Order; 5. Other special condition a. The Firm/Company should be registered and possess NTN and GST numbers. The certificate of sale tax registration must be attached with each tender. The decision of the competent authority would be final & binding on both the parties and not challengeable in any court of law. b. The successful bidder/Supplier shall have to take sizes of each student immediately after issuance of supply order and then that supplier will be bound to provide uniform within fifteen days. c. Uniform and shoes of each student packed individually with the tag of his/her name, disability category and class should be delivered at the address of the institution. d. The quantities of items can be increased / decreased by the Competent Authority. e. The competent authority reserves the right to reject any or all of the tenders without assigning any reason thereof. f. All Government Taxes will be deducted according to applicable rules.     Plan/ schedule for Desilting Of Tertiary Drains- Lahore Executive Summary The Desilting plan has been prepared by Lahore Waste Management Company (LWMC) to remove the silt/ sludge from the tertiary open drains to facilitate drainage of severage and rain water in the city. The major objective of the plan is to facilitate drainage of water by removing solid waste and silt from open tertiary drains. The plan intends optimum utilization of available resources to achieve the desired results. LWMC will implement the schedule for desilting of tertiary drains in close liason with WASA and to ensure the proper execution of operaton as per schedule and SOPs explained in the plan.     Emergency Response Plan for Rainy Season Preface The emergency response plan for rainy season has been prepared by Lahore Waste Management Company (LWMC) to facilitate the discharge of storm water. The plan has been prepared through a consultative process with the field staff LWMC and WASA authorities. The major objective of the plan is to facilitate drainage of water by removing solid waste and silt from drains and to efficiently address emergency situations during monsoon. The plan intends optimum utilization of available resources of manpower, vehicles and equipment to achieve the desired results during rainy season. In order to coordinate and facilitate smooth implementation of this plan, LWMC has established a control room which will be operational round the clock. Similarly, offices of the zonal officers are declared as emergency centres to respond as quickly as possible in the event of an emergency or rainfall. During the implementation of this plan, LWMC will maintain close liaison with WASA and Regional Metrological Department. The plan’s activities will be triggered by broadcasting alerts on the basis of weather situation. The protocols for control room and field staff has been illustrated in the plan. The area handed over to International Contractors M/s. Albayrak and M/s. OzPak will be managed by respective companies during the monsoon as per SOPs attached with this plan.     FOREWORD Lahore is prone to flooding during monsoon season. Incessant rains always pose two pronged challenge i.e. from low degree to high degree flood depending upon the intensity of rains in catchment areas of River Ravi and accumulation of rain water in low lying areas of District Lahore. A befitting state of preparedness and with minimum reaction time in case of emergency requires a comprehensive planning. Through “Flood Plan 2020”, Lahore District aims at saving life and property, protecting vital installation and organizing timely information, evacuation, rescue, relief and rehabilitation operations. Lahore District is protected by Shahdara and Sharakpur bunds on the right side and by Mehmood Booti on the left. To save the population from the havocs of flood, a survey of the protection bunds has been got completed by the authorities of Irrigation Department in Coordination with Revenue Department. Necessary repair / maintenance work will be completed by 10th June, 2020 positively. All departments including LESCO, PTCL, SWM, Rescue 1122, WASA, Livestock, Health, PHA and Civil Defence have prepared comprehensive Contingency Plans which will help counter the havoc played by the floods. Exchange Rate: USD 1.00 = PKR80.00 (2010 Prices) PREFACE In response to a request from the Government of the Punjab in the Islamic Republic of Pakistan, the Government of Japan decided to conduct “The Project for Lahore Urban Transport Master Plan in the Islamic Republic of Pakistan” and entrusted to the study to Japan International Cooperation Agency (JICA). JICA selected and dispatched a study team headed by Mr. Takashi Shoyama of ALMEC Co., LTD. and consists of ALMEC Co., LTD. and Oriental Consultants Co., LTD. between April, 2010 and March, 2012. The study team held discussions with the officials concerned of the Government of the Punjab, conducted field surveys in the study area, prepared a Lahore Urban Transport Master Plan (LUTMP) and its Action Plan, conducted a capacity development through On-the-Job-Training (OJT), and prepared this final report. The project was composed of two phases; i) Phase I to conduct a Home Interview Survey (Person Trip Survey) and other transport/ traffic surveys and develop a transport demand analysis model, and ii) Phase II to prepare a master plan and its action plan. This report is presents the study findings of both Phases. I hope that this report will contribute to the promotion of this project and to the enhancement of friendly relationship between our two countries. Finally, I wish to express my sincere appreciation to the officials concerned of the Government of the Punjab for their close cooperation extended to the study team.
