Emergency Response Plan for Rainy Season Preface The emergency response plan for rainy season has been prepared by Lahore Waste Management Company (LWMC) to facilitate the discharge of stormwater. The plan has been prepared through a consultative process with the field staff LWMC. The major objective of the plan is to facilitate drainage of water by removing solid waste and silt from drains and to efficiently address emergency situations during monsoon. The plan intends optimum utilization of available resources of manpower, vehicles and equipments to achieve the desired results during rainy season. In order to coordinate and facilitate smooth implementation of this plan, LWMC has established a control room which will be operational round the clock. Similarly, emergency Centres have been established at selected places in the city to respond as quickly as possible in the event of an emergency or rainfall. During the implementation of this plan, LWMC will maintain close liaison with WASA and Regional Metrological Department. The plan’s activities will be triggered by broadcasting alerts on the basis of weather situation. The protocols for control room and field staff has been illustrated in the plan. The area handed over to International contractors M/s Albayrak and M/s OzPak will be managed by respective companies during the monsoon as per SOPs attached with this plan. Background Every year during Summer Monsoon the citizens of Lahore face the problems of water accumulation, choking of road/ street side drains. The problem has been aggravated for the last two decades. Natural storm water and wastewater drains and sewer obstructed by construction of new roads, plazas, building etc. and this haphazard/ weak infrastructure has reduced the water carrying capacity of drains. Water accumulation is correlated with rainfall intensity. High intensity rain during Monsoon season causes rainwater to accumulate at roads & streets. The city of Lahore lies on extremely flat land. The highest point within city is about 700 ft above sea level. In the south-west, abutting the actual flood plain of Ravi River, the land falls to 682 ft. Gradients are extremely flat and fall of only 0.3 to 0.4 m per km in many areas of the city which also favour the water accumulation during Monsoon season. The rainy season characterized by frequent monsoon bursts begins in July and extended to mid September. Typical rain fall pattern for Lahore is shown as follows: Graph indicates that most of the rainfall 202 mm in July, 164 mm in August and 61 mm in September. 2. Objective To facilitate the drainage by removing solid waste and de-silted material From drains. Duration of Plan This plan will remain operational from 1st June to 15th of September 2017. 4. Institutional Arrangements: 4.1 Establishment of Control Room A control room will be established at LWMC head office, Shaheen Complex. The control room is equipped with computers, telephones, hotline, fax and wireless communication. The control room will remain opened round the clock with agile and responsible staff on duty. The control room will be supervised by planning department. The phone numbers are 042-99205153-55. The fax number is 042-99205156. The information regarding weather alerts, update of the choking points and status of operations will be coordinated and disseminated from control room. Zonal offices at zone level will be declared as Emergency Centres and control room will remain in contact with Emergency Centres and all efforts will be made to promptly respond to urgency with no room for slackness. All the operations during monsoon will be managed and commanded through control room. The Standard Operating Procedures (SOPs) for control room would be as under: 1. On receiving Alert/Warning a. Inform or broadcast message for all ZOs/AMs and Manager Operations LWMC. b. Designated officer will take charge of control room. c. Send alerts for completion of cleaning activities promptly. d. Share and coordinate the warning with WASA. e. Continuous coordination with regional Metrological Department. 2. On start of Raining a. Maintain contact with all emergency camps and designated staff on choking points. b. Coordinate with field staff so that all filled containers are lifted. c. Collect update of choking points and maintain constant contact. d. Coordinate and ensure that requisite number of workers and staff present. e. Maintain contact with field formation and coordinate for provision of additional workers and equipment and vehicles. After the rain 5 Emergency Response Plan for Rainy Season f. Gather information of troubled areas, choking points, low lying areas, underpasses etc. g. Arrangements for sweeping of major roads by mechanical sweepers h. Acquire information about the visit of dignitaries i. Monitor that cleaning activities quickly completed before the onset of next rain. j. Get ready for next rain 4.2 Operational Mechanism of control room The rainy season plan will be executed through a control room. The broader mechanism of flow of information is explained in the following diagram.
