The Society operate the Village's only senior housing facility, specifically developed as affordable rental housing for low-income seniors. Telkwa House has enjoyed a high level of success since opening its doors in 2012, with all of its original residents still occupying the 8 units that were built from the Olympic Village storage container housing modules.The Society is now embarking upon planning forthe development of a future facility that mirrors their existing facility in both design and intent. Society and development team documentation is attached as Appendix ”A”. The Need and Demand assessment attached as Appendix”B” identifies a growing need among Te|kwa’s low-income senior population for affordable housing. This demographic analysis is congruent with the Affordable Housing Needs Assessment and Action Plan prepared for the Village of Telkwa in 2011. Also, it is confirmed by the fact that the Society's current 8 units have had zero turnover since their opening in 2012 and have a growing waitlist of active applicants that is already large enough to fillup a new building of the same size. The Society has, since 2005, owned a 75 year leasehold interest in a 1.35 Ha site located at the northwest corner of First Street and Howson Avenue in the Village of Telkwa. The freehold interest is owned by the Village of Telkwa. In 2010, the Society released the southeast corner of the site from the lease enabling the Village to transfer the freehold interest in that portion to the ProvincialRental Housing Corporation unencumbered by the lease. The current project, which the society operates under a contract with BC Housing, was then constructed on that newly-subdivided parcel. The Society plans to construct the new project immediately to the west of the existing project facing Second Street. The architect for the first project has reviewed the site, including servicing options, and believes it is a suitable location for another, similar building. Site plan and location information is attached as Appendix ”C”. Using the existing Telkwa House model as a guide, the new project will be similar in size, shape and dimension to the original Telkwa House. Using basic wood—frameconstruction methods and keeping a modest level of design features, the new project will be affordable to both construct and maintain. The primary difference from the existing project willbe the addition of a common room which can be shared by all residents of both facilities. Having the projects adjacent to one another will provide efficiencies in both site servicing and daily operations. It will also provide a communal atmosphere for the residents that will maintain and strengthen the existing seniors’ community. The site plan and concept design drawings are attached as Appendix ”D”. The total development cost of the new project, at $175,000 per unit, is projected to be substantially less than it was for phase one. Estimates assume a simple design and costs have been assessed in interviews with suppliers and the municipality and validated using BC Housing’s Cost Target Framework and comparable costs from similar projects. To achieve the low income rental target (average required annual income of $20,000), the $1.4 millionproject willneed grants in the total amount of $1,130,000 to reduce the required mortgage to the supportable limit of $245,000. The Society has had preliminary conversations with BCHousing, the Village of Telkwa and the Community Forest Foundation and believes that total to be achievable. The financial model is attached as Appendix"E”. There is a clear need for the proposed project in Telkwa to enable the village to retain its seniors in affordable housing as their needs change. TheTelkwa Seniors Housing Society has successfully developed one project and has both the land and the expertise which would enable them to build a second similar design project. Potentialfunding partners have been identified but they willrequire more certainty about and development costs before committing to the project. The criticalnext steps are to approach potential funding partners for: 1. in-principal commitments of the grants required for project viability and clarification of the conditions on which such funds would be available; 2. Firm commitments of project development funding to enable the Society to assemble the information required to meet the funding conditions. The Village borders the Tyhee Lake ProvincialPark. Te|kwa’s population, according to the 2011 Census, was 1350, a 4.2% increase since 2006 when the population was 1295. Of that, 270 people were 55 years or older and 100 were seniors (aged 65 and over). Telkwa has a volunteer Fire Rescue Department, a Post Office, a Museum and Reading Centre and is home to a number of businesses providing travel lodging, food and services. Other major _ amenities and medicalservices including medical clinics, dentists, optometrists, pharmacies and the BulkleyValley District Hospital are located just 15 kilometres away in the town of Smithers. The project provides eight units of affordable modular housing for seniors and people with disabilities. The modular units are designed to be easily accessible for seniors and people with disabilities and include room sizes that allow for wheelchair access and manoeuvring, shelves and Iightswitches at an accessible height, and bathroom grab bars or step—inshowers. The project was supported by three levels of government, including the Village of Telkwa, who provided the land.
