CALL TO ORDER, APPROVAL OF MINUTES Chair Dennis Madsen called the regular meeting of the Board of Trustees of Western Washington University to order at 8:00 a.m., August 20, 2010 at Lakewood, 2410 Lake Whatcom Blvd., Bellingham, WA. RECOGNITIONS AND INTRODUCTIONS President Shepard welcomed Richard Van Den Hul, Vice President for Business & Financial Affairs, who began his duties at Western on July 8, 2010. Van Den Hul came from the University of South Dakota where he was the Vice President for Finance and Administration. Van Den Hul received his MBA from USD and a B.S. from South Dakota State University. 3. BOARD CHAIR a. Trustee Phil Sharpe recognized Howard Lincoln for his service as a member of the Board of Trustees. Lincoln’s term on the WWU Board of Trustees expires September 30, 2010. WESTERN WASHINGTON UNIVERSITY BOARD OF TRUSTEES RESOLUTION NO. 2010 - 07 RECOGNIZING THE SERVICE OF BOARD MEMBER HOWARD LINCOLN WHEREAS, on January 27, 2006, Governor Christine Gregoire appointed HOWARD LINCOLN of Seattle, Washington, to serve a term on the Western Washington University Board of Trustees through September 30, 2010, and; WHEREAS, HOWARD LINCOLN brought to his appointment as a trustee over 15 years of experience in business as a key player in the formation of the ownership group and later as chairman and chief executive officer of the Seattle Mariners, and; WHEREAS, HOWARD LINCOLN brought to his appointment as a trustee an extensive background in the practice of law as senior vice president and general counsel to Nintendo and later to the board of Nintendo of America, Inc., and chairman of the company, and; WHEREAS, HOWARD LINCOLN brought to his appointment as a trustee his important role as a philanthropist as a supporter of the Mariners Care Foundation, former chairman of the Children’s Hospital Foundation, former Campaign Chair of the United Way of King County, member of the Washington Roundtable and previously served on the boards of ArtsFund, the Bellevue Boys & Girls Club, the Pacific Science Center, and the Chief Seattle Council of the Boy Scouts of America, and; WHEREAS, HOWARD LINCOLN earned his bachelor’s degree from the University of California of Berkeley, and a law degree from Boalt Hall, the University of California School of Law, and; WHEREAS, HOWARD LINCOLN served as a Lieutenant in the U.S. Navy Judge Advocate General’s Corp, and; WHEREAS, HOWARD LINCOLN as a resident of Seattle, contributed his time to the stewardship of the University above and beyond the usual expectations for board service; and 2 WHEREAS, HOWARD LINCOLN contributed to the increased stature and the future potential of Western Washington University through his participation in numerous activities and decisions affecting the University; NOW, THEREFORE BE IT RESOLVED, that the Board of Trustees of Western Washington University that HOWARD LINCOLN be and is hereby honored for outstanding service and dedication to the University and is extended the gratitude and best wishes of the entire University community. PASSED AND APPROVED by the Board of Trustees of Western Washington University at its regular meeting on August 20, 2010. Lincoln thanked the Board and said that he will continue to be involved and support Western as much as possible. b. Trustee Dennis Madsen welcomed Ramiro Espinoza as a member of the WWU Board of Trustees. WESTERN WASHINGTON UNIVERSITY BOARD OF TRUSTEES RESOLUTION NO. 2010-08 WELCOMING TRUSTEE RAMIRO ESPINOZA WHEREAS, on July 26, 2010, Governor Christine Gregoire appointed RAMIRO ESPINOZA of Bellingham, Washington, to serve a one-year term on the Western Washington University Board of Trustees; and WHEREAS, RAMIRO ESPINOZA received his Bachelor of Arts degree in Political Science and Anthropology in 2008, and is a Masters’ candidate in good standing at Western Washington University; and WHEREAS, RAMIRO ESPINOZA brings to his appointment as a trustee leadership qualities developed as the 2007-2008 Associated Students President, as an ex-officio member of the WWU Board of Trustees and the WWU Foundation Board, as a member of the Presidential Search Advisory Committee, and as a member of several university committees; and WHEREAS, RAMIRO ESPINOZA brings to his appointment as a trustee dedication to the campus community through his recent employments as a Staff Recruiter in Human Resources and as the Veteran’s Outreach Coordinator in 2006-2007; and WHEREAS, RAMIRO ESPINOZA brings to his appointment as a trustee, dedication to the Bellingham community as a member of the Whatcom Museum of History and Art Board of Trustees, and as a volunteer for the Fairhaven Neighborhood Association and Worksource Whatcom; and 3 WHEREAS, RAMIRO ESPINOZA brings to his appointment experience as a Sergeant in the United States Marine Corps, 1998 - 2003; and WHEREAS, RAMIRO ESPINOZA was nominated by an Associated Students committee to serve as a student member of the Western Washington University’s Board of Trustees; and WHEREAS, RAMIRO ESPINOZA has declared his commitment to serve as a member of the Western Washington University Board of Trustees; NOW, THEREFORE BE IT RESOLVED, that the Board of Trustees of Western Washington University officially extends a warm welcome to RAMIRO ESPINOZA as he begins his term on the Board. PASSED AND APPROVED by the Board of Trustees of Western Washington University at its regular meeting on August 20, 2010. c. Board of Trustees Assessment Survey Trustee Madsen asked the Board to complete the BOT Assessment Survey and return to Liz Sipes by September 17. Feedback will be discussed at the September 28 & 29, 2010 Board Retreat. 4. UNIVERSITY PRESIDENT President Shepard thanked Kathy Wetherell for her service as Interim Vice President for Business & Financial Affairs. WESTERN WASHINGTON UNIVERSITY BOARD OF TRUSTEES RESOLUTION NO 2010 – 09 RECOGNIZING THE SERVICE OF KATHY WETHERELL WHEREAS, in March, 2009, KATHY WETHERELL was appointed by President Bruce Shepard as Interim Vice President for Business and Financial Affairs; and WHEREAS, KATHY WETHERELL brought to her appointment as Interim Vice President for Business and Financial Affairs, one year of experience as Western Washington University’s Assistant Vice President for Financial Services; and WHEREAS, KATHY WETHERELL brought to her appointment a 27 year career, including 19 years of experience in higher education having worked as the Associate Vice President for Finance and Administration at the University of Redlands in Southern California; as the Director of Finance and Administration for the Computing and Communications department, as the Associate Director of Physical Plant, and as the Principal Auditor at the University of California, Riverside; and 4 WHEREAS, KATHY WETHERELL earned a Bachelor of Commerce degree from the University of Alberta and achieved Chartered Accountant designation in 1982; and WHEREAS, KATHY WETHERELL provided university-wide leadership during a period of financial uncertainty and budgetary challenges; and WHEREAS, KATHY WETHERELL provided guidance to the Business and Financial Affairs unit during a time of significant transition; and WHEREAS, under KATHY WETHERELL’S leadership, the university addressed a number of significant goals, including the completion of Phase I of the Banner Finance and HR Initiatives Project; the redesign of the capital planning process; and reduced the planning and construction timeline to accomplish projects faster. THEREFORE BE IT RESOLVED, that the Board of Trustees of Western Washington University hereby offers thanks and commendation to Kathy Wetherell for her many achievements and for her service as Interim Vice President for Business and Financial Affairs. Dated and signed this 20th day of August, 2010. 5. ASSOCIATED STUDENTS Colin Watrin, AS President, briefed the Board on recent activities of the Associated Students. The AS is researching options to run the Western Late Night Shuttle on Sundays. The Whatcom Transportation Authority (WTA) has eliminated Sunday service and approximately 1,000 Western students are affected. The AS has increased new student outreach through involvement in the Summer Start New Student Orientation program. The Renewable Energy Fee Committee has been developing criteria for proposals. They hope to implement short

Yet, despite its significant contributions, outside of the gaming’s arcade golden age of the early 1980s, the history of gaming post Atari shock goes rather unrepresented as many historians simply refuse to discuss the topic for trivial reasons thus leaving a rather noticeable gap within the overall history. One such important aspect not covered by the majority of the scholarship and the primary focus of thesis argues that the history of early modern video games in the North American market did not originate during the age of Atari in the 1970s and early 1980s. Instead, the real genesis of today’s market and popular gaming culture began with the creation and establishment of the third and fourth generation of video games, which firmly solidified gaming as both a multi-billion dollar industry and as an accepted form of entertainment in the United States.

    All About Scouting Eagle Scouts Overview Eagle Scout is the highest rank attainable in the Boy Scouts of America (BSA). The designation "Eagle Scout" was founded over one hundred years ago. Only four percent of Boy Scouts are granted this rank after a lengthy review process. The requirements necessary to achieve this rank take years to fulfill. Since its founding, the Eagle Scout rank has been earned by more than two million young men. Requirements include earning at least 21 merit badges Of the 21 merit badges, 13 are required: • Camping • Citizenship in the Community • Citizenship in the Nation • Citizenship in the World • Communications • Cooking • Emergency Preparedness or Lifesaving • Environmental Science or Sustainability • Family Life • First Aid • Personal Fitness • Personal Management • Swimming, Hiking or Cycling. Scouting Values The Eagle Scout must demonstrate Scout Spirit, an ideal attitude based upon the Scout Oath and Law, service, and leadership. This includes an extensive service project that the Scout plans, organizes, leads, and manages. Eagle Scouts are presented with a medal and a badge that visibly recognizes the accomplishments of the Scout. Additional recognition can be earned through Eagle Palms, awarded for completing additional tenure, leadership, and merit badge requirements. The rank of Eagle Scout may be earned by a Boy Scout who has been a Life Scout for at least six months, has earned a minimum of 21 merit badges. After all requirements are met, he must complete an Eagle Scout board of review. He can complete the board of review after his 18th birthday as long as all other requirements are completed before his 18th birthday.

    UW School of Law Transcript - Moneyball Jason: All right, everybody. Thank you for showing up today. Now I'm just going to give you a little, brief introduction of our speaker, Chuck Armstrong. Graduated from Stanford Law, and then went on to serve in the Navy. After serving in the Navy, he worked in a commercial holdings company named Argyros, in which he was their general counsel. Argyros actually purchased the Seattle Mariners in 1981. By 1983, Mr. Armstrong was the president of the Mariners. After that, he had a brief stint, in the late '80s and early '90s, where he was away and, among many things that he did at the time, he actually served as the interim athletic director at the University of Washington. So, he has ties here, and he was obviously nice enough to come today. In 1992, he regained his position as president and has held that ever since. During that time period, the Mariners have seen unprecedented growth. They're one of the main revenue- earning ball clubs in all of Major League Baseball. His jobs include everything in the business that they do, he basically is in control of. And, like I said, he's overseen the building of Safeco Field, which was a very big deal, the strike in '94, and was part of the winningest team - Seattle Mariners, most wins in all of Major League history.     Johnson 1 Stephanie Johnson 3/18/03 STS 145: Case Study Nintendo 64 versus Sony PlayStation: The Cartridge/CD-ROM Battle "By 1995, Nintendo would be the only major video game company that did not have a CD-based game system" (Kent 453). How did Nintendo, the company that headed the computer- game renaissance of the 1980s, later seem to fall behind the times when so many other companies, most importantly Sony Corporation, were capitalizing on the technological advances of CDs? This case study is an examination of two types of game data storage, Nintendo's cartridge format and Sony's CD-ROMs, and the factors that led to Nintendo's release of the cartridge-based Nintendo 64 when consoles of the same generation were becoming increasingly CD-based. The Nintendo 64's main competitor was the Sony PlayStation, a CD-ROM-based console that actually evolved out of a joint CD project between Nintendo and Sony. But after the project was dissolved, Nintendo reverted back to focusing on cartridge-based consoles. The company's decision was largely the result of a business strategy that was (and still is) so strongly focused on control that, unlike Sony, Nintendo was unable to embrace technological advances, while Sony was able to recognize CDs as the format of the future and capitalize on their advantages. Nintendo Ltd., a Japanese gaming company that had originated as a non-computer-based toy company, released its third-generation console, the Nintendo 64, in 1996 for $199 ("What's in the Box?," par. 1). The console used cartridges, rectangular storage devices with ROM chips (semi-conductor memory) and 64-bit processors (Asakura 93).
