CITY OF VAUGHAN EXTRACT FROM COUNCIL MEETING MINUTES OF NOVEMBER 21, 2017 Item 2, Report No. 41, of the Committee of the Whole (Working Session), which was adopted, as amended, by the Council of the City of Vaughan on November 21, 2017, as follows: By approving that staff provide a report on the integrated fare issue by early 2018; By approving that Metrolinx be advised the Concord GO Station is a vital component of the transportation network required to enable and realize the vision of the integrated comprehensive transit network within southern York Region; By approving that appropriate staff provide by way of memorandum comments on the article in the Toronto Star (Opinion Editorial), dated November 20, 2017, regarding Metrolinx; and By receiving Communication C8 from Mr. Jack Weinberg, South Central York Region – Congestion Relief Committee, dated November 21, 2017. 2 METROLINX DRAFT 2041 REGIONAL TRANSPORTATION PLAN CITY–WIDE The Committee of the Whole (Working Session) recommends: 1) That the recommendation contained in the following report of the Deputy City Manager of Public Works and the Manager of Transportation Planning, dated November 13, 2017, be approved, subject to adding the following: 1. That recommendation 2. be amended by adding: That Metrolinx recommend to the funding authorities that this project be funded immediately to allow for the ongoing development of the project beyond its current phase of 30% design/engineering; 2. Transportation Factsheet Overview Whether it’s by car, bicycle, transit or walking, being able to move around easily is an important component of a healthy and dynamic city. Transportation has been identified as the most important issue by many Torontonians. This is likely because it’s becoming increasingly difficult to travel within and between cities in the region (Greater Toronto and Hamilton Area (GTHA)). There are a number of key issues affecting our region’s mobility. There has been a lack of transit infrastructure investment (streetcars, subways, light rail) from all levels of government over the past several decades; Development and growth within the suburbs means increased traffic congestion coming from all areas of the GTHA but there are difficulties in managing regional transportation Office space is scattered throughout the GTA and much of it is not located close to rapid transit, making commuting by transit difficult. (Think about offices and businesses at the Airport Corporate Centre in Mississauga – it’s very difficult to get there by transit); Generally our roads were built to accommodate cars. Cycling is becoming more popular, especially in urban centres like Toronto. However, cities in the GTHA have been slow to adapt and invest in cycling infrastructure; The suburbs that are throughout the GTA were made for the car, low density making servicing those areas by transit expensive. Transit affordability has been an ongoing concern for the City and with the recent increase in TTC fares, this is only going to get worse. Currently, every TTC rider pays the same adult, senior, student, or child fare, regardless of their ability to pay. -

COVID-19 Transit Funding
Thursday, September 17, 2020 Ministry of Transportation 5th Floor 777 Bay St. Toronto, ON M7A 1Z8 Dear Minister Mulroney, We, the undersigned, are writing to you today on behalf of the hundreds of thousands of young people, including 140,000+ post-secondary students, that we collectively represent. These students live, work, and commute within this city, and are an integral part of the communities in which they are a part of. On a typical school day, approximately 8 to 9% of TTC users are elementary or high school students.1 In 2016, 50% of youth ages 13-25 across Toronto relied on the TTC.2 Students commuting to schools and campuses across the city overwhelmingly use the TTC, as they often have limited access to a car, and Toronto’s cycling infrastructure is insufficient and incomplete. As school resumes across the city this month, the need for adequate physical distancing on the TTC is critical to keeping students and countless others safe, while in the midst of a global pandemic. Prior to COVID-19, students across the city faced significant overcrowding on the TTC. Students have numerous accounts of being pushed off crowded buses, waiting for up to ten minutes or more for a subway train, and being stuffed into a crowded streetcar. While students have tolerated these conditions in the past, overcrowding was not adequately addressed before the pandemic, and as we start a new school year, these conditions will continue to persist as a result. This will likely cause a spike in COVID-19 cases, putting students, their families, and members of vulnerable communities at a higher risk of contracting the virus. -

The government sits on the right side of the Speaker in four rows. The opposition sits on the left side of the Speaker in three rows. The first row is closest to the centre of the chamber. Above the Speaker’s dais is the press gallery. To the right of the Speaker’s dais are two seats designated for legislative counsel. One is assigned to M. Spakowski; the second is unassigned. In front of the Speaker, in the middle of the chamber, is the clerks’ table.
