AMOUNT INCURRED ON OF VARIOUS JAILS

†1504. SHRI PRABHAT JHA:

Will the Minister of HOME AFFAIRS be pleased to state :

(a) whether it is a fact that there is ahuge difference between the amounts to beincurred on prisoners of various jails of thecountry due to absence of uniform nationalpolicy for expenditure on prisoners;

(b) if so, the details thereof;

(c) whether Government has beenordered by the Hon'ble Supreme Court to carry out a probe in this context with thehelp of Comptroller and AuditorGeneral;and

(d) if so, the details thereof?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HANSRAJ GANGARAM AHIR)

(a) & (b): is a State Subject. Administration is therefore the responsibility of State Governments. However, as per data compiled by

National Crime Records Bureau, State/UT-wise details of expenses incurred on inmates during FY 2015-16 is at Annex-I.

(c) to (d) : The Supreme Court has issued an order on 22.2.2017 in Writ

Petition (Civil) 406/2013 titled “Inhuman Conditions prevailing in 1382 prisons in India”. The Court has observed that there is a huge discrepancy

RS.US.Q.No.1504 FOR 15.03.2017 on the amount spent on prison inmates between the Jail of one State to another. The Court has noted that it may perhaps be necessary to have the accounts audited and have, inter-alia, directed the Ministry of Home Affairs to have the accounts of the prisons audited with the assistance of C&AG.

The C&AG has been apprised of the order of the Court.
