HEMEON We dedicate this Town Report to Barry A. Hemeon. Barry was a person who took his public service seriously. Barry started as a call fire fighter in the mid 1960’s when he was in his twenties. He later served on the Board of Appeals and the Finance Committee. In 1972 Barry was elected full time Selectmen/Assessor/Board of Health. He would later serve as Selectman for twelve years until 1984. He was a member of the Bylaw/Charter Review Committee and an appointed member of the Board of Assessors from 1988 to 2007. Barry was one of the first to tee off at the new Cranberry Valley Golf Course. He started the Natural Resources Department and the search for owners unknown in the 1970’s. He was a strong supporter of education for Town employees and officials. Barry was one of the first in the state to receive the designation Massachusetts Accredited Assessor (MAA) #110. His knowledge of municipal finance, charter and by-laws was a resource for all. Barry’s hallmark was to always listen carefully and try to be fair and compassionate with people. We also thank his wife Rose and their children for sharing Barry with us. The Town is a better place to live thanks to his efforts. Barry’s leadership, conscientious dili- gence and unwavering love of Harwich will surely inspire others to this noble calling. 6 IN MEMORIAM 2007 BARRY A. As part of the No Child Left Behind Legislation along with the Massachusetts Education Reform Act, public school systems can opt to become school choice districts. This allows parents from outside their public school boundaries to send their child to any school district that has classified itself as a school choice district. In many parts of Massachusetts parents have been given more options to educate their child. This has become a staple within the 65-mile peninsula of Cape Cod Massachusetts. Cape Cod contains fifteen towns that are comprised of eight public school districts; all of which practice public school choice. Employing the methodology of qualitative inquiry, parents in this study shared their personal stories and experiences they encountered while engaging in the process of school choice. Inquiring about parent’s thoughts, ideas, perceptions, and stories associated with the choice to enroll their students in a non-community district created insight into many themes that parents saw as important when choosing a school. The major themes that surfaced throughout the research included dynamic school leadership, high academic standards, extracurricular activities, athletic programs, social networks, and school safety.

    TOWN OF HARWICH • 2011 ANNUAL REPORTS The A. Elmer Crowell Barn, c. 1900’s The A. Elmer Crowell barn, pictured here, where noted bird carver A. Elmer Crowell (1862-1952) created his bird carvings, was “flaked” and stored for several years in Sandwich. Thanks to the efforts of The A. E. Crowell American Bird Decoy Foundation, numerous town departments, the Harwich Historical Commission/Historic District Commission, the Harwich Historical Society and volunteers, the barn has been returned to Harwich. Plans are underway to restore the barn on property near Brooks Academy Museum. The restoration of the A. Elmer Crowell barn will be an appropriate way to celebrate the 150th birthday of a longtime Harwich resident and this nation’s most famous bird carver. Front Cover: The A. Elmer Crowell Barn.
