This is despite the fact that the 567 federally recognized and 460 unrecognized tribes have unique nation-to-nation relationships with the federal government and histories of political participation that is much different from other racial and ethnic groups. Complex historical and contemporary factors, affect the level and depth of engagement of Native Americans in the political system, contributing to drastic underrepresentation as elected leaders at every level of government. A study conducted by the Women Donors Network of more than 41,000 elected officials from county to federal levels found that 90 percent of elected officials are white, while only .03 percent of elected officials are Native American.i 6 7 ADVANCE NATIVE POLITICAL LEADERSHIP ADVANCE NATIVE POLITICAL LEADERSHIP Between 2000 and 2010, the American Indian/Alaska Native population in CONTEXTUALIZING NATIVE AMERICAN POLITICAL PARTICIPATION the United States increased to 5.2 million citizens from 4 million – an increase of 30 percent.ii Native American tribes have unique nation-to-nation relationships with the federal government that are based on the U.S. Constitution and international treaty law. Santa Fe, N.M. – Animal Protection Voters (APV), the leading political and legislative advocacy organization for animal protection in New Mexico, works via APV-PAC, its political action committee, to support humane candidates for elected office. APV-PAC announced today its endorsement of 19 candidates facing contested races in the primary election on June 7, and early endorsement of 56 candidates seeking election or re-election in the general election on November 8. Incumbents won endorsements for consistently showing animal advocacy and leadership through votes and other actions in the state legislature. New challengers and candidates received endorsements based on their past activity involving animal issues, as well as their responses to a questionnaire on topics including wildlife protection, anti-whistleblower legislation, horse slaughter and funding for animal-related programs. APV-PAC endorsement decisions emphasized two APV priority bills expected to be reintroduced in the 2017 legislative session: a ban on coyote killing contests, and a ban on traps and poisons on public lands.     NATIONAL CONGRESS OF AMERICAN INDIANS POLICY RESEARCH CENTER October 6, 2020 Research Policy Update Native Vote Regional Report: Southwest Region The National Congress of American Indians (NCAI) Native Vote initiative is a non-partisan effort to promote American Indian and Alaska Native (AI/AN) voter engagement throughout Indian Country. The purpose of this report is to share bi-weekly updates on the status of competitive elections during the 2020 election cycle in NCAI regions where turnout of the Native Vote many make a difference. NCAI Southwest Region – Voting Age Population For the 2020 election cycle, a number of close races have the potential to be impacted by the number of voting age AI/ANs who may vote, especially if they are a significant percentage of the total population in the state. The NCAI Southwest Region includes the states of Colorado and New Mexico. Twenty-six tribal nations have land within the Region. For the states in the Southwest Region, the AI/AN voting age population number and percentage of the overall population for the state is shown in Table 1.     THE DISABILITY COALITION Advocating for People with Disabilities of All Types DISABILITY ISSUES IN THE 2021 LEGISLATURE FINAL REPORT Jim Jackson, Coalition Chair April 12, 2021 See page 4 for a list of abbreviations used in this report Governor completes action on bills passed by Legislature. The deadline for the governor to act on these bills was this past Friday at noon. Of the 158 bills passed in this year’s regular legislative session, Governor Lujan Grisham signed 140 of them into law. The other 18 (about 11%) were vetoed; 12 of those came with a message explaining the reason for the veto, while 6 others were “pocket” vetoed with no explanation. As noted below, two of the disability-related bills passed in this session were vetoed, while the remaining 11 that we followed through the session were signed into law. The percentage of bills vetoed this year was higher than in the first two years of this governor’s term, but still below the average during the administration of the last Democratic governor (Bill Richardson) and far lower than the veto rate during Republican Susana Martinez’s eight years in office.     Uncharted Waters: Alaska’s 2015 Budget Process Glenn Wright University of Alaska Southeast Jerry McBeath University of Alaska Fairbanks Introduction Fiscal year 2015 was an eventful one in Alaska contrary to expectations during the 2014 leg- islative session. In 2014, Republican Governor Sean Parnell proposed a conservative budget with few major changes from the previous year, and the legislature passed the governor’s budget with only minor alterations. One possible major change did not materialize when, in an August refer- endum, voters failed to repeal the More Alaska Production Act (MAPA)—a reform of Alaska’s oil tax laws passed by the state legislature in April 2013 that increased the marginal rate at which petroleum firms are taxed when oil prices are low and decreased marginal rates when prices are high. In late August, Alaska’s bland gubernatorial race was shaken up by the emergence of a “uni- ty ticket” in which two opponents to Republican Sean Parnell—Independent Bill Walker and Democrat Byron Mallott—joined forces and the Walker/Mallott ticket ultimately defeated Par- nell in the general election. Also in August, global prices for oil began a rapid decline with prices for Alaska North Slope Crude dropping about 50 percent by late December 2014. As revenues from oil make up more than 90 percent of the state government budget, this drop has substantial fiscal implications for Alaska. Going forward, the Walker Administration will likely propose significant cuts to operating budgets and eliminate funding for several large infrastructure pro- jects in 2015. This paper describes the process leading to the Alaska FY 2015 budget and important chang- es since the adoption of the 2015 budget in spring 2014.

    An Important Point on the Governor Race The governor race in Alaska has taken an interesting turn with Independent Republican Bill Walker jumping out of his party and platform to team with Byron Mallott, the Democrat’s candidate aligned with Begich and Obama. If this alliance wins, then it will have a major impact on the ongoing gasline projects. Some say that this race is now reminiscent of the Palin or Hickel races, but there are major differences. Sarah Palin ran against proven corruption in the legislature and won with the conservative populist vote, never abandoning party or principles. Hickel ran a conservative campaign against a liberal Republican opponent. Walker is running a liberal populist campaign based on an appeal to perceived evils in our successful oil and gas industry. He often talks of state taking back control of paid-for leases, and taking ownership of gas pipeline and liquefaction facilities as other countries have done. He’s running against an incumbent governor whose optimism and focus on increasing oil production and a gasline have created an economic boom with jobs increasing every year. We currently have a gasline deal moving forward with buy-in from the producers and approval of the legislature. From an energy perspective, the most important issue that the next governor will address is a gasline project. Bill Walker has for many years been a driving force behind the Alaska Gasline Port Authority (AGPA), established in 1999 by the Fairbanks North Star Borough, the North Slope Borough and the City of Valdez. It was created to support a gasline effort to Valdez, the one that the voters statewide also chose to support in 2002.

    3 Oil politics Man standing next to the trans-Alaska pipeline. 44 EYE ON THE CARIBOU There’s an old political cliché that most folks associate with the Watergate scandal: “Follow the money.” In Alaska, the statement should be amended to, “Follow the oil.” When the oil began to flow through the recently completed trans-Alaska pipeline on June 20, 1977, that’s exactly what Alaskans did. Oil was the new crowned king and has pretty much remained the dominant element in Alaska’s political and business life ever since. Over the last 50 years oil has driven Alaskan politics more than any other industry in the state’s history. Through taxes and fees levied by the state, it has contributed billions to the Alaskan economy and billions to the Alaska State Treasury. There also is the Permanent Fund (more on this later), a product of, and a tribute to, the genius of Governor Jay Hammond, who spearheaded an effort that placed on the Alaska ballot a requirement for a certain amount of the oil revenue to be sequestered away into a savings fund. From the interest off that fund there would be an annual distribution to legal residents of Alaska based on the number of years they had lived there. The principal was to remain forever sacrosanct. It was overwhelmingly endorsed by the people of Alaska and over the years has placed billions into the pockets of Alaskans. One has to wonder just where the state would be today if the liquid gold had not been discovered. When ARCO hit the jackpot by drilling a producing well, it set off the kind of frenzy that hadn’t been seen in Alaska since the early gold rush days.
