II. EMERGENCY RESPONSE MANAGEMENT

A. COORDINATION MEETINGS • NDRRMC convened on 17 December 2011which was presided over by the SND and Chairperson, NDRRMC and attended by representatives of all member agencies. His Excellency President Benigno Simeon C. Aquino III provided the following guidance to NDRRMC Member Agencies : ° to consider long-term mitigation measures to address siltation of rivers, mining and deforestation; ° to identify high risk areas for human settlements and development and families be relocated into safe habitation; ° to transfer military assets before the 3-day warning whenever a typhoon will affect communities at risks; ° to review disaster management protocols to include maintenance and transportation costs of these assets (air, land, and maritime); and ° need to come up with a Crisis Manual for natural disasters ° The President of the Republic of the visited RDRRMC X on Dec 21, 2011 to actually see the situation in the area and condition of the victims particularly in and City and issued Proclamation No. 303 dated December 20, 2011, declaring a State of National Calamity in Regions VII, IX, X, XI, and CARAGA • NDRRMC formally accepted the offer of assistance from the International Humanitarian Community through the United Nations Resident Coordinator and Humanitarian Coordination in the Philippines to the Philippine Government for the victims of Tropical Storm “Sendong” • NDRRMC convened on 22 December 2011 for the planning and re- implementation of “One-Stop-Shop” (OSS) in anticipation of more international assistance to facilitate quick release to victims of TS “Sendong” • Another Inter-agency cluster meeting was held on 23 Dec 2011, attended by government cluster leads and members, UN agencies and international organizations at DSWD X Cagayan de Oro. Thirty (30) organizations were also present in the said meeting • Chief of Operations, NDRRMC, met with UN-OCHA Philippines on Dec 24, 2011 and discussed the Organization of Islamic Cooperation (OIC) Humanitarian Mission to the Philippines which intends to send a Needs Assessment Team to the ravaged areas in from Dec 25-29. Since the OIC does not form part of HCT Team and UN system, and with the passage of RA 10121, there appeared a need to review the guidelines and policies on humanitarian assistance. • A meeting of the national cluster leaders and NDRRMC Vice-Chairpersons for Response and Rehabilitation was conducted on 27 December 2011 and

2 discussed the status of the ongoing response and rehabilitation efforts for TS Sendong with the following highlights:

Relief Assistance – acceptance of donations from the International Community and the declaration of a State of National Calamity triggered an overwhelming support from the national and international community as seen in the huge amount of food and non-food items entering the cities of Iligan and Cagayan de Oro. Additional Fund Approved by the President for response and rehabilitation amounting to PhP1.1Billion. DBM released PhP200 Million to DPWH for the immediate rehabilitation of Mandulong Bridges 1 and 2 to hasten the delivery of relief services. Strategic Action Plan (SAP) – NEDA is in the final preparation of its SAP consisting of individual plans of rehabilitation for affected Regions including damage assessment, list of projects and funding requirements Classroom Tents - DepEd reported that there are more than enough classrooms/tents that may be used by graduating students to finish the school year. NFA Stock Inventory – Currently, NFA has enough stockpile of rice in the affected areas. Improvement of the Early Warning System (EWS) – The DILG tested its improved EWS with the help of local/brgy executives through implementation of pre-emptive evacuation of residents living within hazard prone areas. Revision of Cluster Approach Response mechanism - Amendment includes the involvement of DENR-MGB in the livelihood cluster through certification of safe relocation sites and NEDA under Early Recovery in its SAP for development. Construction of Evacuation Centers from the 20% of the LGU’s IRA - DILG and DBM to undertake a joint memo allowing the use of 20% of IRA for use in the construction of evacuation centers particularly in areas frequented by disasters • RDRRMC/OCDRC X conducted series of regular inter-cluster coordination meetings from Dec 26-30, 2011 including the meetings between the UN Humanitarian Country Team and the government cluster leads presided by USEC Ramos. Said meetings were attended by RDRRMC TWG and the Council in banc, the secretaries of DSWD, Dep Ed and DILG with their undersecretaries, assistant secretaries and agency Officials to better address the concerns in each of the major clusters such as Food and NFIs, Camp/IDP Management, Emergency Shelter and Protection, Permanent Shelter and Livelihood, WASH, Health, Nutritions and Psychosocial Services, Education and Logistics. • RDRRMC X conducted ten (10) cluster meetings from Dec 26- 31, 2011.

C. DAMAGE ASSESSMENT AND NEEDS ANALYSIS • OCDRCX together with UN agencies and International Organizations Team conducted a joint humanitarian assessment on 19 Dec 2011 in Cagayan de Oro and Iligan cities. • A Team led by USEC Ramos with members from OCDRCs IX, XI, XII and CARAGA proceeded to Iligan City and CDO and conducted ocular inspection • CFSI deployed its emergency Response Team (ERT) and actively participated in the joint rapid needs assessment on 19 Dec conducted by UNHCT-NDRRMC team

3 D. DECLARATION OF STATE OF CALAMITY • Per Proclamation No. 303 dated December 20, 2011, the President of the Republic of the Philippines declared a State of National Calamity in Regions VII, IX, X, XI, and CARAGA

E. ONGOING RELIEF AND EARLY RECOVERY OPERATIONS

(Cagayan de Oro City and Iligan City)

• OCD/RDRRMCX spearheaded in the conduct of ocular inspection in the affected areas, assessment of immediate needs, mobilization of resources (equipment and personnel), conduct of survey and monitoring, continuous provisions of the basic needs to the displaced population, and processing of NDRRMC financial aid to the beneficiaries of dead victims at PhP10,000.00 each victim and provided financial assistance to the beneficiaries of 33 Dead and 12 Injured; • PRO13 Task Force Ilagan continue its clearing operations at Orchids subdivision and Santigao East High School, Iligan City. • Through the implementation of “One-Stop Shop” (OSS), the NDRRMC consolidates all international donations for Tropical Storm “Sendong” victims in Cagayan de Oro City and Iligan City • As of January 5, 2012, the following foreign countries and INGOs have provided assistance through DSWD, DOH, and other INGO partners : Switzerland, Spain, Indonesia, Brunei, Japan, Ireland, Korea, Taiwan, Singapore and Italy ; and INGOs such as: WHO, European Union Civil Protection Mechanism, ADPC, UNHCR-WFP, World Bank, JICA, KOIKA, UNICEF, UNHCR-Dubai, European Union to the Philippines; Taiwan Chamber of Commerce and Industry and Philippine Mine Safety and Environment Association • AUSAID provided the following assistance through the Philippine Red Cross (PRC) and Community and Family Services International (CFSI):

‹ PhP12.70 million (AUD300,000) worth of non-food items (sleeping mats, mosquito nets, hygiene kits and cooking sets) distributed through PRC to 5,000 families in Cagayan de Oro City, Iligan City and ‹ PhP31.70 million (AUD750,000) for temporary and transitional shelters and WASH (water, sanitation and hygiene) ‹ PhP10.60 million (AUD250,000) through CFSI for psycho-social support to survivors • CDRRMC Cagayan de Oro conducted mass burial for the unidentified bodies at Bolonsori, Camaman-an, Cagayan de Oro City after the forensic processing by the NBI; and CDRRMC Iligan City buried unidentified bodies at Brgy. Pugaan Cemetery and did the same in Brgy. Paitan • OCDRDX together with USEC Benito Ramos briefed the President on the current situation; • RDRRMC 10 TWG, Response and Recovery Committee met on 27 December 2011, in Cagayan de Oro City for the Damage and Loss Assessment (DALA). It was attended by concerned member agencies with OCDX Director Ana C. Cañeda and CDEXO Ronald Flores • CDRRMC Iligan established four (4) evacuation centers: City Central School; Sta. Filomena Gym; Santiago Covered Court; and the Upper Hinaplanon Hall & covered court for the affected families in Iligan City • CDRRMC CDO established the following evacuation centers: City Central School, West Central School, and Macasandig Covered Court - Evacuees were given basic needs

ACCOMPLISHMENTS PER CLUSTER • RDCC X, as Chair of the Council and as the government lead on coordination, communication, early recovery and logistics had established forward operations at the alternate response coordination center and also the One –Stop-Shop (OSS) at DSWD FO X; stationed personnel at the Command Post in Iligan City; continue to preside and take the lead in the harmonization efforts including the global counterparts and INGOs under the DRRMC coordination mechanism system

5 Agency for International Development Cooperation (AECID) provided assistance worth PHP 5,460,976.14 in the form of assorted relief goods thru DSWD X • DSWD XII provided the following relief items to Cagayan de Oro City and Iligan City : 2,000 family food packs; 10,000 bottled water; 1,500 used clothing packs; 2,000 plastic mats; 2,000 pieces mosquito nets; 1,629 used bed sheets; 1,579 hand towels; and 600 used bath towels • AFP mobilized four (4) teams composed of 22 personnel on Dec 28 on board a C130 bound for Cagayan de Oro City and provided transport assistance (air and land) to WFP from Davao City to Cagayan de Oro City and Xavier University warehouse. LC 551 completed unloading of relief goods and equipment in Cagayan de Oro City and Iligan City; and provided 100 cadaver bags to augment DOH stocks. • TOG-PAF mobilized three (3) choppers: 2 from Davao and 1from Butuan for relief operations in Cagayan de Oro City; LC550 (BRP BACOLOD CITY) departed Philippine Navy Headquarters on 27 Dec bound for Cagayan de Oro and Iligan Cities loaded with assorted relief goods and equipment from various donors. On December 27, 2011, the C-130 transported 127,395 lbs. of DSWD relief goods from Davao City to Cagayan de Oro City with a total of eight (8) sorties made and 4.6 hours flown • NFA reported that from Dec 15-23, a total of 9,618,750 bags were released in Bukidnon, Lanao del Norte, Cagayan de Oro City and Negros Oriental for relief operations relative to TS “Sendong”. Further assured that based on inventory, NFA has enough stock of rice. Imported rice stock inventory excludes 207 bags USPL480, 749 bags GSM, and 1,746 bags donated rice under East Asia emergency Rice reserve • NGCP Executives headed by CEO Henry Sy handed over PhP1,000,000.00 each to the cities of Cagayan de Oro and Iligan on January 5, 2012. Likewise, its employees in Quezon City donated earlier 45 boxes of relief goods and voluntary cash contributions on Dec 22, 2011 amounting to 178,980.00 to their co employees based in Mindanao • Xavier Science Foundation (XSF ) Inc received cash donations worth PhP585,395.00 and in kind donation of 2,000 water containers and 4,000 gallons of water from Ramon Aboitiz Foundation Inc on Dec 31. Cash donations were spent to purchse relief goods (water containers, mattresses, blankets and assorted kitchen utensils • CFSI ‘s emergency response build on existing partnerships with WFP, UNHCR and UNICEF and the areas of work include the following: food assistance including food for work; provision of non-food items like Family food support kits, blankets, mats, shovels; child protection and quick impact projects; basic education in emergencies and sychosocial support , ideally integrated in all interventions; distributed Family support Kits to 193 families /965 persons in 3 ECs in Iligan City • PDRRMC Misamis Oriental delivered 20 sacks used clothing, 10 bundles of drinking water and 1 bundle insulation to the Social Action Center on Jan 2; distributed 166 sacks of rice; 4,528 packs assorted goods; 59 boxes tinapa; 71 boxes noodles; 100 sacks used clothing; 88 sacks mat and blankets; 117 boxes & 156 gallons of water on Jan 2; delivered 204 sacks of Noche Buena packs to , Lugait and , Misamis Oriental; and continuousl delivery of 50,000 liters water in different barangays thru Pilipinas Kao Inc . • LGU Tubod, Lanao del Norte purchased relief goods worth PhP200,000.00 for distribution to affected families in Iligan City • LGU Baloi, Lanao del Norte donated PhP100,000.00 cash and relief goods worth PhP200,000.00 to Iligan City

6 • A group of CSOs/NGOs and the academe headed by Archbishop Antonio Ledesma of the Xavier University – Ateneo de Cagayan established a multi- sectoral operations and relief center • Acting ARMM Governor Ansarrudin Alonto Adiong provided relief goods to the affected families in Lanao del Sur • LGU Surigao del Sur provided relief goods to its constituents in the amount of PHP229,000.00 • OCD X released 90 sacks of rice to TS Sendong victims in Barangays Kauswagan, Bulua and Carmen, all of CDO; Conducted aerial survey together with DOST-PAGASA’s USEC Yumol and Dir. Alamban in the affected areas of CDO • OCD VI gathered PHP 1,672,002.00 worth of water, food, and non-food items from various donors and collected PHP 3,715,000.00 worth of cash from various DRRMCs in their region • DOH VI donated three (3) drums of ointment, nine (9) boxes of assorted items, and 100 pieces of cadaver bags worth PHP 234,800.00 • As of 06 January 2012, a total of 7,402 families/ 34,814 individuals in Region X received 3,298 blankets, 1,830 plastic sheets, 59 plastic roll, 1,561 kitchen set, 200 jerry cans and 251 shovels courtesy of UNCHR

Region XII • PDRRMC Cotabato together with the Diocese of Cotabato, AFP, PNP Cotabato and other concerned citizens have provided the following: rice for 1,600 families; 3,200 pcs sardines, 3,200 pcs noodles, used clothing, medicines for 1,000 recipients, 1000 pairs slippers and drinking water • PDRRMC South Cotabato approved the release of PhP1.5M for relief and other form of assistance and partially provided 450 bags of rice and funeral caskets • PDRRMO Sarangani collected the following items for transport to Cagayan de Oro: 469 sacks of rice, 53 boxes bottled water, 150 gallons of drinking water, 232 boxes of canned goods, 134 boxes noodles, 207 boxes of infant milk, 861 sacks and 142 boxes of used clothing, 4 boxes of assorted grocery items, 400 pieces plastic mat, 1 box and 2 packs of kitchen utensils, 2 sacks of bags, 1 sack assorted footwear, 15 funeral caskets and PhP3,266.00 worth of financial assistance • CDRRMC Gen Santos extended the amount of PhP500,000.00 to Iligan City and PhP500,000.00 to Cagayan de Oro • PDRRMC Misamis Oriental delivered 400 packs assorted goods to Brgy. Canitoan, CDO; Extended aid to Leptospirosis victims (fatalities); feeding programs to IDPs at the Capitol grounds (82 families); feeding programs to IDPs at Brgy. Consolacion, CDO; Tabang Medico conducted medical mission at Brgy. Canitoan serving 306 patients

Region X • Cash Assistance Extended are as follows: PHP 450,000.00 (NDRRMC) PHP37,893,190.00 (DSWD); PHP2,439,855.55 (LGUs); and PHP8,097,291.38 (NGOs/Others) • Assorted food and non-food items were also donated by the following: ‹ AECID Spanish Agency for International Development Corporation donated assorted food items like coffee, corned beef, sardines, instant noodles and mineral water amounting PhP5,460,976.14 (27 December 2011) ‹ Italian Government through Mr. Alfonso Tagliaferi donated the following items: 3,100 pcs of Tarpaulins (woven plastic 4x6 mtrs); 580 pcs common tarpaulins;

Mtrs/hr ‹ Good Neighbors International of South Korea gave 4,000 hygiene kits ‹ PETRON Company donated 8,000 pcs of hotdogs and sandwiches; 8,150 pcs t-shirts; 16,606 pcs of bottled water and 80pcs water drums ‹ UNICEF distributed Resource materials/play kits to the following areas: CDO (13 sets); Iligan (15 sets); and 29 pcs still for distribution ‹ Noche Buena Packs were distributed to the following areas: CDO (13,656 packs); Iligan (15,000 packs); Valencia (1,180 packs); and , Mis. Oriental (150 packs) ‹ DA donated and distributed the following items to Barangays Kauswagan, Bulua, Iponan and Canitoan, all of CDO: 32 sacks of used clothing, 18 cartons of sardines, 4 bags of sugar, 2 sacks of assorted vegetables, 18 boxes of noodles and 38 sacks of packed goods; on 23 December 2011, evacuation Centers namely, City Central School, West Central School, Xavier Heights Covered Court, Macasandig covered Court and Consolacion Brgy Hall received a total of 70 sacks, 12 boxes of assorted fish, 10 sacks of used clothing, and 19 packs of camote. ‹ UNHCR provided plastic sheets and rolls, blankets, kitchen sets and shovels to almost 35,000 people in remote areas in Iligan, Lanao del Norte and Lanao del Sur.

NCR • MMDA deployed a 19-man Rescue Team to assist in the rescue and retrieval operations in Cagayan de Oro on December 20, 2011 via Sulpicio Lines. The team brought 1 unit water purifying equipment with truck (2 tons); 1 Suzuki multi- cab; medical kit; basic tools and rescue kit. Chairman Francis Tolentino proceeded to Cagayan de Oro on December 22, 2011 to join the team and oversee the relief and retrieval operations • CDAG deployed 10 aquaboxes with standby 15-man team; 1 unit rescue van with rubber boat and 1 unit ambulance for deployment and conducted damage assessment and relief operations in Iligan City • TAO/C3 Snaptech DESAR brought assorted medicines, communication equipment, 1 squad medical team (7-man); provided medical and relief assistance • MDRRMC Makati conducted relief operations and provided 20,000 relief packs consisting of rice, water and canned goods for distribution to 10,000 families in Cagayan de Oro, 5,000 families in Iligan City and 5,000 families in Dumaguete • Association of Philippine Volunteer Fire Brigade (APVFB) provided assorted relief goods (clothes and slippers) • SAPTECH–DESAR – a team composed of Doctors, EMTs, Nurses and Flood Rescue Technicians arrived on Dec 21, 2011 in Cagayan de Oro City and provided medical and relief assistance and helped in the retrieval operations

2. HEALTH, WASH, NUTRITION AND PSYCHOSOCIAL DEBRIEFING

DOH Sec. Enrique T. Ona and Dr. Banatin of HEMS and delegates visited Iligan City and Balulang EC in Cagayan de Oro City • CHD X conducts daily tri-cluster meeting (Health, WASH, and Nutrition) every 4:00 PM in the Regional Office of CHD Northern Mindanao in CDO City; regular coordination meetings with the health sector and cluster partners for health (including mental health and psychosocial support, reproductive health, nutrition and WASH activities; and continuous coordination with LGUs to strengthen the operations with partner agencies • Self-reporting questionnaires were provided to all camp managers and psychosocial teams to help screen for victims • CHD VIII Medical Teams were deployed in Ubaldo Laya • As of January 7, 2012, all ECs are with regular coverage of City Health Office (CHO) teams composed of doctors and nurses: 1.) West City Central School conducts medical consultations every MWF afternoons; 2.) Macasandig Covered Court with German doctors doing medical consultations every Wednesday afternoons; 3.) Tibasak Covered Court with medical consultations every Wednesday mornings courtesy of German doctors; 4.) Upper/ Lower Balulang serviced by city health personnel; and 5.) Mobile Leptospirosis Prophylaxis Teams from the CHO conducting house-to-house DOTS for Leptospirosis prohylaxis

2.1 Health Surveillance and Prevention of Potential Diseases Outbreak

• DOH/CHD oriented the health staff of CHO-CDO manning the 10 evacuation centers in Iligan City to ensure that consultations for the day are reported through SMS • DOH Central Office, CHD Metro Manila, CHD IV-B, CHD V, CHD VIII, CHD IX, CHD XI, CHD CARAGA and CHD Central Visayas and PHO Davao, PHO Zamboanga and PHO Iloilo augmented drugs, medicines, supplies and psychosocial services • CHD X coordinated with LGUs in the augmentation and disposition of medicines, jerrycans, waterine and cadaver bags, took over ICS on health, conducts daily coordination meeting, and conducted coordination meeting with non-government organization • MHO Pangantucan, Bukidnon Medical Mission composed of 2 Doctors, 5 Nurses and NGO conducted relief operation in Libona and Baungon, Bukidnon • CHD X conducted rapid health assessment and immunizations in cities of CDO and Iligan to wit: ‹ CDO City (36 evacuation centers) – 6,202 persons with tetanus toxoid; 589 with oral polio vaccine; 1,170 with measles vaccine (mv)/ Amv; and 505 for vitamin A supplementation ‹ Iligan City (13 ECs) 2,402 with tetanus toxoid; 217 with OVP; and 2,039 with MV/AMV and 1,178 Vitamin A supplementation

9 ‹ Northern Mindanao Medical Center reported 77 cases of leptospirosis currently admitted and undergoing treatment and laboratory confirmation with currently one (1) mortality of suspected leptospirosis ‹ On January 02, 2012, an immunization program was conducted at West City Central School EC serving 583 individuals with tetanus toxoid, 33 with Oral Polio vaccine and 43 with Attenuated Measles Vaccine (AMV) • FPOP and UNFPA on reproductive health provided medical assistance in all evacuation centers • DepEd distributed medicines and vitamins to the affected teachers and personnel of DepEd Region X • WHO procured Equipment and supplies for 17 damaged health facilities which were received at DOH Warehouse and sent to CDO • Recovered bodies in the Municipality of Sibutad were swabbed of DNA samples and immediately buried to Sawang and Calube Cemetery to avoid spread of bacteria and viruses • DOH/CHD reported that as of 3 January 2012, a total of 171 cases and 3 deaths of suspected leptospirosis have been monitored in Region X; all admitted are undergoing treatment and laboratory confirmation; surge capacities of hospitals for possible influx of patients are being monitored closely • To date, a total of 231 cases of leptospirosis and 232 diarrhel cases have been admitted to NMMC, with 5 deaths reported due to complications of leptospirosis and CHD X is continuously providing prophylaxis to residents of Brgy Macasandig • As of January 05, 2012, NBI-DVI Operation is at its 3 rd Ante-Mortem Phase with 200 unidentified bodies processed and buried at CDO and 128 in Iligan City; continuous monitoring and assessment of all evacuees including those already relocated temporarily • CHO-CDO reported that health centers are adequately equipped with medications and other medical tools for the evacuees • DOH-NM continuous monitoring the health needs and health threats of the evacuation sites with the coordination of other LGUs and NGOs • Conducted free medical consultation, provided medicines and imparted health education

Leptospirosis Management • As of January 9, 2012, a total of 5,776 individuals in Region X have received leptospirosis prophylaxis (DOXYCYCLINE 100mg/tab/cap) through Direct Observed Treatment Scheme (DOTS) • Intensified monitoring and massive implementation of leptospirosis prophylaxis using Direct Observed Treatment Scheme (DOTS) similar to Tuberculosis Management • Leptospirosis prophylaxis was provided to different government agencies and private institutions that requested for the vaccines • Leptospirosis streamers and tarpaulins were installed in Carmen (Sabanal); City Hall (Gate Entrance); Kiosko; Xavier College; • City Central School; Provincial Capitol; CHD-NM (Front Gate); Macasandig Brgy Hall; Macasandig Elementary School; West City Central School; Overpass near West City Central School; Macanhan (DAR); Macanhan Centro; Centro Balulang; Balulang Health Center; Bridge near Paseo del Rio; Tibasak Covered Court; Bulua Covered Court; Tent City Calaanan; Canitoan Elementary School; Bulao Elementary School; Iponan Multi Purpose Hall; RER Church infront of Liceo de Cagayan University, Carmen; Ampitheater, Divisoria; Bgy 15 – Burgos; and Capitol University entrance, Corales Extension

10 • Orientation of Rapid Diagnostic Test Kit for leptospirosis by the WHO to Doctors and Medical Technologists from different hospitals and health centers in Cagayan de Oro City • A total of 16 deaths due to leptospirosis were reported, 8 of which came from Cagayan de Oro City, and 8 from Iligan City

2.2 Water Sanitation and Hygiene (WASH)

• Iligan City continues to experience water shortage due to the explosion of the biggest water pipelines that supplies the city – water supply is delivered while major repairs are ongoing • Distribution of 50 portalets to different evacuation centers was done in Iligan City; head of the command center will identify area for temporary excreta dump site • WATER District installed two (2) tap stand at Cala-anan tent City relocation site • CHD X provided jerry cans and waterine, chloride solutions and water disinfectants to the LGUs to ECs; provided ten 2,000 liters and six 1,500 liters water tanks, constructed pit latrines in selected areas, provided chloride solutions and water disinfectants to the LGUs; set up filtration machine at Waling Waling, Ilaya fire hydrants, Carmen in Cagayan de Oro City; provided water tanks to four (4) major evacuation centers; coordinated with UNICEF for the provision of 200 “portalets” (100 each for Iligan and Cagayan de Oro; As of January 4, 2012, there were 174 existing latrines in 23 evacuation centers in Cagayan de Oro City with 76 installed in 16 ECs out of the 100 identified needs and conducted spraying of disinfectant and deodorizer to City Central, Macasandig EC and Macasandid ES and Tibasak covered court • WHO donated diarrheal disease kits ready for ready transport • BFP X provided water to ECs, funeral parlors, hospitals and affected Barangays; deployed 37 firetrucks and 330 personnel and distributed 642 truckloads of water (2,858,760 liters) in the affected areas of Iligan City and Cagayan de Oro City • CHD XI deployed: One (1) medical team and one (1) psychosocial team from CHD X and one (1) medical team from Mayor Hilarion Ramiro Regional Training and Teaching Hospitals; augmented assorted medicines/ supply to CHO Iligan City; and Northern Mindanao Medical Center mobilized ambulance to Coast Guard to transfer patients retrieved by PCG; • Water District in Cagayan de Oro City is assisted by private water tankers in delivering potable water to the different evacuation centers and other sources are donations from Aquavida • CHD CARAGA augmented 9 cadaver bags and 72 boxes of hyphosol to CHD X; pre-positioned medicines and supplies; issued alert messages to local HEMS in respective provinces and cities for appropriate response and coordination • Local Water Utilities Administration deployed 2 portable water treatment equipment at 10 gal/min capacity; 2 mobile treatment plant; a commercial boat; Electrical and Mechanical Engineers to help CDO Water District; LWUA Administrator Salvador Ner and Chairman Rene Villa conducted needs assessment to CDO; and Maynilad water treatment are stationed at Marcos bridge and new bridge in Kauswagan-Puntod Bridge • FICO-Davao and Firetrucks delivered water to EC’s and augmented water tanker for refilling at City Central School and Puntod covered court • HOLCIM Company installed Water Purifier with 30 gpm capacity stationed at Tomas-Saco-16 th Sts. Nazareth, Cagayan de Oro under the supervision of MGB- DENR

11 • Manila Water Portable Treatment Plant is located at Rodelza Circle, Carmen, Cagayan de Oro City with water source from deep-well • Philippine Red Cross provided portable chlorinator to City Central and Kauswagan Elementary School • Joint OCD-RDRRMC V/Albay dispatched 2 WASH Teams to the affected areas in Cagayan de Oro on 24 December 2011. Latest population served by the teams per area is as follows: Iligan City (629 families/3,145 persons in Ubaldo Laya Medical Station with 150 persons served for consultation and treatment); Cagayan de Oro City (1,105 families/7,546 persons at West City Central Medical Station with 80 persons served for medical treatment and consultation) • WATSAN has been serving 3,500 families daily and the estimated water distributed for the whole day is 50,000 liters (40,000 liters for evacuation centers and 10,000 for the walk in affected families within Ilaya Carmen area where the AECID filtration machine is located. A Team composed of 8 locally hired staff are conducting data collection for disaster risk vulnerable sectors: no. of persons with disabilities (PWDs), children ages 0-18, lactating/ pregnant mothers and elderly • CHD V conducted water and sanitation services, distributed 24,500 liters of water with an 8-hour operations in three (3) evacuation centers in CDO City West Central School and Community Consolacion EC and Brgy Carmen and community; continuously provides water supply distribution from filtration machine to seven (7) ECs in CDO and 1 in Iligan City; augmented water filtration in West City Central School EC • Swiss Development Aid Water team, in conjunction with government water district confirmed that the water supply in CDO is adequate enough • Xavier University donated fifteen (15) Eco San toilets. • Save the Children commenced with the hygiene promotion activities in the ECs and installed water tanks (bladder/ stainless) at the following ECs in Region X: City Central School (24); West City Central School (30 bladder/2 stainless); Macasandig covered court (4 tanks); Tibasak covered court (8 stainless tanks); Kauswagan Brgy Hall (6 Bladder tanks); Bulao ES-Iponan (6 bladders); Old Church Iponan (3 bladders); Puntod Elementary (2 tanks); UCCP (6 bladder tanks); Upper Balulang (2 tanks); Macanhan Elementary School (2 tanks) and Consolacion covered court (18 bladders) • DOST Water Laboratory and the Swiss Government together with Provincial Health Office conducted random water testing/sampling to ECs • HOLCIM, MANILA WATER, MAYNILAD, LWUA, PRC, MWPTP companies/ agencies and several trucking firms installed/provided assorted WASH equipment like water purifiers, chlorinators, water testing and filtration kits and treatment plants at different ECs • WASH Teams have been providing pamphlets regarding leptospirosis and diarrhea • UNICEF provided 140 portalets to CHD X: 86 to be installed in Cagayan de Oro City, 34 in Iligan City and 20 left on standby. Installation of these portalents will commence this week end; Camp Manager to certify the services provided by the contractor on the daily basis; Sanitary Inspector (SI) assigned to ECs will do progress report every afternoon; City Health Officer (CHO) validate ECs available space for portalet placement; City Dump Site for Cagayan de Oro is the dump site for waste and at Barangay, Bonbonon in Iligan City (subject to confirmation / validation) c/o Kevin Lee of Single Drop • DOH-CHDNM procured 1,000 trash bags distributed to different evacuation centers for garbage disposal; BLGU is assigned for collection of the disposal and Private Garbage Collection Company BAI is routinely going around ECs to pick-up garbage . Distributed mosquito nets to evacuation centers and conducted spraying of disinfectant and deodorizer to the following ECs: City Central School;

12 Macasandig Covered Court; Macasandig Elementary School; Tibasak Covered Court; and West City Central School • LGUs Bacolod, Kapatagan, PHOs Lanao del Norte/Sur, LDN San Miguel provided fire trucks for water supply to evacuation centers • WHO visited the Operations Center in Iligan and other ECs in the area to verify and provide guidance in the ongoing operations particularly with the SPEED system; conducted orientation on rapid diagnostic Test Kit for leptospirosis to MD’s and med techs from different hospitals and health centers in CDO • Joint DOH/CHD and DOST-X conducted water analysis in various ECs and detected the presence of coliform and E. Coli in Puntod covered court tank and at the deepwell in Bulua Zone 6 - chlorination at the said sites was conducted • DOST provided water testing in Cagayan de Oro and Iligan City. Water treatment equipment were also stationed at strategic areas in Cagayan de Oro, facilitated by Maynilad, LUWA, Manila Water, HOLCIM, Team Albay and Agua Vida with 2 stations • PRC provided portable chlorinator to City Central School and Kauswagan Elementary School • As of Jan 5, 2012 water supply in Brgy Macasandig is 91 % in recovery rate; 95 % of water supply from the City Water District at east side of Cagayan de Oro is restored, quality of water supply has passed standards; new chlorinators are installed in supply points; City Water District made spot checks on different pipelines but yielded positive results; and eight (8) trucks are controlled and monitored by the City Water District • DOH constructed latrines; portalets are being used by the occupants at the Tent City; Water pipes being set up for the installation of water in Calaanan Tent City, Cagayan de Oro City • UNHCR delivered around 200 water containers to people in Lanipao, Iligan, which is a remote village still in need of humanitarian aid • Philippine Red Cross put up 1000 tents and undetermined number of portalets in Calaanan Tent City, Cagayan de Oro City • As of 05 January 2012, 95% of water supply from the City Water District at east side of Cagayan de Oro is restored; There are no additional wells at the west side of Cagayan de Oro City because production wells were totally damaged. However, Trio Verde will resume their water supply today • Water supply in Macasandig is at 91% recovery status

2.3 Nutrition

• DOH CHD c onducted orientation to RHTPP Nutritionist, BNS and BHWs of Cagayan de Oro City for nutritional assessment in 5 evacuation centers; coordinated with CHO-CDO regarding the orientation of BHW and BHN for field dispatch; issued a Joint Cluster Statement on Infant Feeding in Emergencies thru a Regional Memorandum (RM 2011-04 ) for dissemination to the cluster and sectoral partners including the PIA in the region; visited 2 evacuation centers in CDO and 1 EC in Iligan city to assess and monitor IFE, and advocate IFE support; transported Frozen Human Milk to CHO Iligan City to support infants fed with BMS and delivered 10 packs to Ubaldo Laya Elementary School with functional breastfeeding room catering an average of 25 mothers per day, with 2 nurses from CHD Bicol served as breastfeeding counselors; oriented the three (3) nutritionists from the Rural Health Team Placement Program (RHTP) of DOH and selected 8 BNS/BHW on the actual conduct of MUAC measurement to cover 5 ECs in CDO and Iligan to work with cluster; conducted Nutrition Cluster meeting with members: CHD-NM, NNC-X, ACF, Save the Children, CNO-CDO, UNICEF, Child Fund, World Vision, RHTTPP Nutritionist, and WFP to discuss the detailed

13 nutrition in emergency response plan of the CHD that will facilitate the generation of support from cluster partners; and received 49 pieces of flip chart on breastfeeding from Save the Children; conducted breastfeeding class to mothers in Brgy Bulua covered court; micronutrient supplementation using multiple micronutrient powder has started and will continue until January 13, 2012 by four (4) mobile teams composed of CHD Nutritionist-Dieticians and Barangay Nutrition scholars • World Vision and Child Fund partner agencies established child friendly spaces breastfeeding spaces in ECs • UNICEF provided micronutrient supplementation (Vitamin A) to 345 children (6-59 months) in 10 evacuation centers in CDO and led in the conduct of IFE orientation in CDO and Iligan cities; set-up breastfeeding tent in Upper Balulang and installed 2 freezers from NMMC and another in CHDX dormitory for the pasteurized milk • WFP distributed ready-to-use supplementary food (RUSF) to 829 children (6 months to 5 yrs olds) in 6 ECs in CDO and 1,115 children of similar ages in nine (9) ECs in Iligan city • Eighty eight (88) bags (200ml/bag) of pasteurized breast milk were delivered intended for distribution to CDO (43) and Iligan (45)

2.4 Psychosocial Intervention

• Reproductive Health – CHD V team set-up breastfeeding area for lactating mothers in Ubaldo Laya Iligan and FPOP, UNFPA and ACF supported the reproductive health in emergencies

• DSWD VII through its SWAD Team provided emotional support to 360 individuals • DSWD XII deployed 15 social workers to Iligan City to assist with the stress debriefing; conducted PSP for children below 5 years in the following schools: West City Central, City Central, Macasandig and Bulua that drew favourable results – children are gradually opened up their fears, anxieties and share their negative emotions and traumatic experiences; and will deploy their Mental Health Psychosocial Service Team to assist in the stress debriefing • CHD VII team provided an orientation on MDM and DVI to the CHD X MDM teams and some volunteer psychosocial teams from USC-Cebu. An orientation was also conducted for the CDRRMC Coordinators and City Officials on how to set up a One-Stop-Shop Action Center clarifying the roles and functions of different agencies and stakeholders • CHD IX conducted Medical Missions at City Central School from January 4-7, 2012, serving a total of 368 individuals. The group observed that the evacuees/patients are in need of psychosocial attention. • PRO X provided a live entertainment band and CDRRMC deployed CISD team to assist in stress debriefing. A total of 32 debriefers conducted stress debriefing to 1,360 persons (CDO:495 and Iligan: 865 ) • Child Fund, World Vision, Philippine Service of Mercy Foundation, Inc. and Hope World Wide Phils are also very active in counselling and the CHD X provided psychotropic drugs at the evacuation centers • CHO-TRC Dr. Benson Go is taking the lead in the assessment and provision of psychosocial services in all ECs • DSWD and WHO are also providing MHPSS together with the responders and LGU workers • NCMH conducted psychosocial intervention/debriefing to 50 CHDNM personnel (RN Heals and OpCen Logistics Team)

14 • NBI-PS conducted debriefing among the families with missing and unidentified deaths and conducted assessment to the affected individuals in 14 areas in CDO and Iligan Cities. A total of 435 individuals were debriefed by the psychosocial team from different agencies • CDO - MHPSS Cluster (PRC, DSWD, Vicente Sotto Memorial Medical Center, CHD X, DOH-Metro Manila, National Center for Mental Health and University of San Carlos) in 25 evacuation sites: 30 persons processed; 110 counselled, 3,520 persons debriefed and 10 patients needing psychiatric treatment. • Iligan City - MHPSS Cluster (NCMH, Cotabato Regional Medical Center, MERN- CM, CSWDO-Gensan) in 10 evacuation sites - 236 persons processed, 236 persons debriefed and 2 patients needing psychiatric treatment • Psychosocial team of Davao arrived in Iligan City last Jan. 9, 2012 and deployed in Ubaldo Laya Elementary School. • Iligan City, MHPSS Point person ask for Anti psychotic drugs and requested at CHDNM for augmentation.

3. PERMANENT SHELTER/LIVELIHOOD CLUSTER • DSWD allocated PhP206,360,000.00 (Subject for negotiation to qualified NGO) for Core Shelter Assistance Project • 9.5 hectares in Calaanan has been identified as permanent relocation site with the site development plan and 50 hectares in the municipality of Villanueva, Misamis Oriental was identified and being prepared by the National Housing Authority • 3.5 hectares of land in Balulang has been identified as a prospect relocation site and is being negotiated by the barangay captain

Core Shelter Assistance Project

• Calanaan with 3.5 hectares relocation site – 356 shelter boxes are now installed in Calaaan with the Rotarian Club, PNP trainees and Cagayan University (CU) student volunteers. Mayor Vicente Emano committed another 3 hectares in Calaanan as temporary relocation site • DSWD is constructing communal kitchens (one communal kitchen per ten families) and one operation center. IOM is also constructing two multi-purpose centers in the area • DSWD has funded the construction of 120 units of bunkhouses for 120 families as temporary shelter. The 52 nd AFP Engineering Brigade is building the bunk houses • Roman Catholic Archdiocese identified new temporary relocation sites at San Jose Seminary and old cemetery beside Xavier University in Cagayan de Oro • 967 tents were donated by International Donors are now with DSWD ready to be set up • Lumbia with 5 hectares relocation site - Ground breaking ceremony was done in Lumbia graced by Senator Richard Gordon, continuous clearing of the site; Xavier University and a Brown Company presented the site development plan for the 12 bunkhouses. The IOM linked with the DSWD X to construct 320 bunkhouses in Lumbia adjacent to the relocation site; ongoing installation of 408 tents in Calanaan, Canitoan, CDO City; a tripartite MOA for permanent shelter of TS “Sendong” victims is being drafted among parties concerned: DSWD X, CDO City and Habitat for Humanity • DENR X in coordination with Shelter Cluster Committee and DSWD conducted ocular inspection at Zone 3, Brgy. Lumbia, Cagayan de Oro City as resettlement site with the following assessments and recommendations: ‹ Five (5) hectares allotted to construct houses for 120 families ‹ Owned by Xavier University and accessible/near to basic services facilities like health center, primary and secondary school

15 ‹ Source of water is from the water tank of CDO water district ‹ Suitable as permanent resettlement site • Mobilized KALAHI Engineers to assist in the site inspection on the resettlement area and monitor the site development (Site No. 1 in Brgy Calanaan, CDO - 3 hectares prepared for putting-up of Tent City while 9 hectares for construction of row houses • Other support system – 6 volunteered for repacking of goods at the DSWD FO 10 compound and 2 volunteered in the encoding and data banking • Typhoon “Sendong” Response Coordination Center is installed at the 2 nd floor of DSWD 10 • Sec. Dinky Soliman directed 11 staff to augment the FO 10 staff in the Relief Operations: CO Standard Bureau (3), NCR (6), and Region IV-B (2). The staff arrived in Cagayan de Oro City

4. EDUCATION CLUSTER

• UNICEF donated school relief items to 250 students of Santiago East HS and were provided assistance from PRO13-TG “Tabang Ilagan” during the activity • DepEd dispatched an inspectorate team composed of technical staff (DepEd- PFSED) from DepEd Central, Regional and Division Office to conduct damage and needs assessment to all affected schools in all affected regions; assisted in the identification of recipient schools for the pre-positioning of the CFS/PLAY and school tents from the Save the Children Indonesia/UNICEF; dispatched a technical team (Division Project Engineers/Architects and PFCs) to conduct ocular inspection and evaluation to quantify the amount of damages of all affected schools and Northern Mindanao flashflood; Education Cluster led by Dep Ed conducted national and regional coordination meetings for the Rapid Needs Assessment and immediate plans for response, recovery and rehabilitation; assigned a staff/ coordinator to join the team/group formed by OCD-NDRRMC and BOC that will facilitate and monitor the 24/7 activities and operation of the “One-Stop-Shop” for the relief goods at designated ports at CDO • Sultan Kudarat DepEd Division donated PHP150,000.00; PLAN International donated 500 tents and pledged additional tents to benefit the displaced students in Region X • DepEd X and other contingents from the PN, PNP and Youth volunteers assisted in the cleaning and clearing of classrooms to prepare for the January 3, 2012 opening of classes • DepEd will see how many classrooms can be freed up and available for classes in Cagayan de Oro and Iligan City depending on the readiness of spaces and tents available for the temporary transfer of families that are inside school buildings, but IDPs will never be forced to vacate the classrooms, will have to use alternate classrooms in school yards, church grounds and other open spaces; disclosed that classes will resume as scheduled on 03 January 2012; and conducted Regional Executive Committee (REXECOM) meeting on the continued operation of DepEd X Command Center • Cong. Rufus Rodriguez led the decongestion/transfer of evacuees from 10 classrooms of West City Central School in CDO to the nearby Carmen Cathedral; and put-up 20 tents in Agusan Elementary School, also in CDO; • Plan International pledged to put up 400 tents • Save the Children, UNICEF and Rotary International promised additional tents • Families in Tuburan and Tambacan Elementary School in Iligan City has moved to the set-up tents within the school

16 • As classes resumed in Iligan City, UNHCR distributed plastic sheets and rolls that now serve as temporary learning facilities for more than 1,449 school-age children in 7 elementary schools which displaced people still occupy .

School Readiness: • Planning meeting with school heads of affected schools was conducted and encouraged them to formulate plans and initiate activities to make the schools ready on 3 January 2012; Heads of non-affected schools adopted the affected schools and were encouraged to tap more stakeholders to assist in the clean-up operation; IDPs were requested to assist in the cleaning / clearing operations; identify available barangay covered courts and chapels for possible temporary IDP relocation to decongest the West City Central School and City Central School; and directed all school heads to formulate project proposal for materials needed for the school opening and resumption of classes • Education Cluster for Emergencies met on 31 December 2011 together with the principals of schools in CDO that are currently being used as ECs and Engineers of PFSED for the preparation in the resumption of classes

Cleaning / Clearing of Classrooms (Brigada Eskwela): • DepEd Physical Facilities Schools Engineering Division (PFSED) were mobilized to help in the cleaning and clearing operations • So far, the following schools are cleaned, cleared and ready for the resumption of classes on 3 January 2012: Bulua NHS, Iponan ES, Iponan NHS, North City Central School, Puntod NHS, Baluan ES, CDO NHS, Balulang Annex, Macanhan ES, Carmen NHS, Canitoan ES, Angeles NHS, Consolacion ES and Pagatpat ES • PLAN International provided cleaning materials and equipment for the cleaning and clearing of classrooms at Consolacion Elementary School and other damaged school buildings • Spearheaded by DepEd X, other contingents from Philippine Navy, Philippine National Police and Youth volunteers from the National Youth Commission assisted in the cleaning and clearing of affected classrooms

Assistance to affected teachers and non Teaching Staff of Dep Ed • DepEd was able to generate PhP1,300,000.00 from various private sectors, other DepEd Divisions in Region X, other DepEd Regional offices, private individuals, etc. which will be utilized to assist over affected teaching and non-teaching staff of DepEd Region X ‹ Division of Cagayan de Oro – PhP400,000.00 ‹ Division of Iligan - PhP400,000.00 ‹ Affected Regional Office personnel – PhP150,000.00 • DepEd received assistance from ABS-CBN Foundation for the teachers and non- teaching staff of DepEd X; distributed 10 sacks of rice and 10 boxes of canned goods from Xavier University; distributed 8,000 assorted clothing and grocery items to ECs in Cagayan de Oro and Iligan City • Cong. Piamonte of A-Teacher Party List extended financial assistance, food (snacks), blankets and grocery items to affected teachers and personnel of DepEd CDO and Iligan

Assistance to Public School Students • All school heads were directed to formulate project proposals for materials needed for the school opening • UNICEF provided 57 resource materials /play kits distributed in Cagayan de Oro City and Iligan City

17 • Ayala Foundation will provide school bags and supplies (notebooks, pad, paper, ballpens, pencils, scissors and etc) to public school students and will also help Dep Ed in rebuilding classrooms

5. DSWD/IDP CAMP MANAGEMENT, EMERGENCY SHELTER, PROTECTION

• As of 31 December 2011, a total of 30 out of 45 ECs (12 ECs are closed in CDO and 3 in Iligan) • Number of schools identified as ECs = 11 in CDO with 268 classrooms utilized and 11 ECs in Iligan City • As of 31, December A total of 29,147 families/ 285,972 persons were served in Cagayan de Oro city (inside and outside) and 15, 937, in Iligan City (inside and outside) • Mobilized 936 persons from 7 ECs in Cagayan de Oro City (inside and outside) for the ongoing cash for work program

Child Protection Cluster • DSWD X hosted and facilitated the meeting of Child Protection Working Group on December 30, 2011 with 27 participants • Mr. Jordan Apat of the Philippine Service of Mercy Foundation (PSMF) Inc oriented the group on the programs and services of the foundation for children with special needs in the evacuation centers • Child Protection Working Group (CPWG) handle abandoned children, disabled survivor staying inside and outside evacuation centers and crafted a draft TOR for finalization on 30 December that will be participated in by NGOs like the CFSI, Balay Mindanao and Philippine Service of Mercy Foundation, Inc. • The Protection cluster, co-chaired by DSWD with UNHCR, supports 36,500 extremely vulnerable individuals. During the first phase, essential items are delivered to families to ensure protection and safety. Second phase focuses on community-based activities to help decongest ECs, stabilize communities and find durable solutions, particularly those in remote communities, those additionally impacted by the on-going armed conflict, and people with specific needs. The cluster also provides advice on humanitarian assistance and relocation. • UNHCR has distributed non-food items for the protection of about 34,814 people (7,402 families) in Iligan City, Lanao del Norte and Lanao del Sur in remote and hard-to-reach barangays. UNHCR distributed with DSWD, DepEd, Iligan City government officials and local NGOs, the following items: 3,298 blankets; 1,830 plastic sheets; 59 plastic rolls; 1,561 kitchen sets; 200 jerry cans (water containers); and 251 shovels as of 6 January 2011. • UNHCR assessment shows that 29 villages in Bukidnon and 9 in Iligan have in addition suffered the effects of the on-going conflict. UNHCR plans to expand its work to Bukidnon and is presently studying the overlap between conflict- and flood-affected populations. First integrated meetings of the Protection Cluster, including the two sub-clusters and co-chaired by DSWD and UNHCR, were held in Iligan and CDO.

6. LOGISTICS CLUSTER • OCD maintains close coordination with the AFP to facilitate use of military assets for transport of goods; Facilitated the availability of three (3) M-35 trucks from CG, 4ID, PA to transport relief goods • Organization of Islamic Cooperation (OIC) worked with DSWD X and DFA in the needs assessment of the victims of Cagayan de Oro and Iligan City • RDCG X – ARESCOM 12 reserved officers volunteered in repacking of relief goods at FO10 compound and another 4 individuals volunteered in repacking

18 • Facilitated the availability of trucks to transport relief goods from Lumbia Airport to DSWD Regional Office X • Coordinated with 10 RCDG, ARESCOM on the availability of fifty (50) ROTC cadets for augmentation to DSWD in assisting repacking of relief items • Augmented one (1) OCD Personnel to compose the ONE STOP SHOP (OSS) Team headed by BOC with DSWD as the primary consignee for the acceptance and processing of foreign donations and to expedite relief, recovery and rehabilitation efforts • Forward Operations and Coordination Center for TS “Sendong” has been established at the DSWD X Conference Room which is also the information management hub with support of OCHA. The One-Stop-Shop is co-located in the Forward Operations • Meeting of the Logistics cluster led by OCD with WFP, UNICEF, UNHCR, IOM, HABITAT, CFSI, Save the Children Foundation discussed the goods storages located in DSWD X, gym at 4ID, NFA warehouse in Patag 6 th Div and the one near the WFP Office in Iligan City; availability of vehicles for deployment; cargo movement and availability of commercial freight offering free space for goods • A masterlist of IDPs inside evacuation center will be provided • OCD X with support from OCHA made a draft action plan on the relocation of survivor families, the body agreed to send back to OCD suggestions on the cluster activities for the Action Plan • Chairperson Private Sector Disaster Management Network (PSDMN) reported the following : ‹ Air Philippines is offering use of cargo hold for relief goods/rescue equipment of new Airbuses ‹ Ayala Foundation has been conducting relief operations in CDO in coordination with Gawad-Kalinga Misamis Oriental and already distributed relief packs to 6,360 families • Negros Navigation has shipping available for a limited time from Manila to CDO and Iligan • WORLD VISION (CDO) and UNCHR (Iligan) have warehouses for shipments coming from Manila; IOM, UNFPA and OCF are currently looking for a warehouse in CDO for storage of relief items

III. PROBLEMS ENCOUNTERED

• Some of the problems encountered are partial restoration of light and water in the affected areas; scarcity of drinking water, shelter, food and NFIs; management of relief goods at the local DRRMC command posts/ coordination centers; influx of relief goods in large quantities from donor agencies/ companies; difficulty storing the relief goods; need for an established /improved relief distribution system and logistical mobilization • Recent problems encountered were delayed response from affected LGUs and increasing number of leptospirosis cases particularly those not staying inside ECs, both in CDO and Iligan Cities (they were offered prophylaxis but refused to take it) • Domestic animals are in close proximity with the evacuees (Cagayan de Oro City) • Nutrition and proper hygiene of the children • Warehouse for donated items

• Priority Needs in Region X V Non Food Items (NFIs) including kitchen utensils, blankets, sleeping mats and jerry cans V WASH facilities – water, soaps, hygiene kits, and latrines

19 V Food items – ready-to-eat food with appropriate nutrition (noodles and rice) V Potable/ drinking water, water purifiers, portable tents V Immediate availability of lot/ area suitable for temporary shelter/ tents/ bunkhouses to relieve congestions in IDP centers (ECs) and in preparation of vacating the schools used as evacuation centers in view of the resumption of classes on 3 January 2012

IV. CHALLENGES • Decongesting the schools utilized as IDP camps as prevention against spread of communicable diseases; • Processing IDP families for the available sites for temporary transition shelter/tents and cross matching the lists of families from the LGU and by the DSWD shelter cluster; • Prioritizing IDP families with totally damaged houses and those prohibited from returning to the Inhabitable/No build zones; • Collection and management of disaggregated data especially on IDP families outside of evacuation centers as well as delivery of assistance to these families; • Need to augment rice assistance to IDP families outside of evacuation camps; • Provision and delivery of WASH and other essential amenities/ utilities in the shelter; • Logistics for mobilization of equipment, facilities and IDP families to the shelter site; and • Need for more geologists to fast tract inspection and geohazard assessment of proposed relocation sites

V. RECOMMENDATIONS

Cagayan de Oro City Short term program – NFI, WASH, and food at the evacuation centers; Availability of tents for temporary shelter of IDPs; Debris clean up is a priority; provision of temporary shelter before school classes resumes Medium term – in depth assessment and analysis is required to look into early recovery and rehabilitation concerns Long term – need to strengthen early warning procedures and preparedness on the issues of zoning and identification of possible relocation sites

Iligan City WASH - water kits, hyposol and jerry cans - NFIs - cooking utensils, hygiene kits, sleeping kits, blankets, slippers, clothing, temporary shelter, food supply for one week; medicines, psychosocial support and livelihood support

• There should be separate area for domestic animals • Health education in proper hygiene and nutrition to children • Network and coordination with Accion contre la faim (Int’l NGO), DSWD, Food cluster and Religious group (Fr. Nasser/ Bro Evans Satur- camp manager) • Proper storage and management of breastmilk in bags • Continue intensive nutritional mgt for identified severely malnourished cases • Nutritionist led cooking demo to be conducted in the communal kitchen • Food program
