*Source: Greatschools.org Concurrency Calculation Issue u Schools like Southside become overpopulated due to the number of new residential projects in the district boundary.

u Section 163.3180, F. S . allows local governments to allocate students produced by new developments to a nearby school district for concurrency calculation purposes.

u Those students cannot attend the schools outside their boundary and the necessary funds for school expansion are never requested due to the loophole created by Section 163.3180.

u This results in developers avoiding school concurrency fees, while students that new construction generates still being assigned to the overpopulated schools. u “Any educational facilities impact fees … are expressly designated and earmarked for the accommodation of capital educational facility impacts reasonably attributable to new residential development.”

u “The School Board shall spend these educational facility impact fees solely for capital educational facilities necessitated by new residential development.”

u The development “boom” in Brickell should have produced millions of impact fee dollars in the last 5 years.

u None of these funds were allocated for improvement or expansion of Southside Elementary, which is the only public school designated solely for the Brickell area.

u Southside is operating at overcapacity.

u There is no space to accommodate the new students being generated by over 6,000 units already approved to be constructed in the next 2 years.

u New projects, such as One Brickell (1,400 residential units), are going through the approval process and will generate additional student population.

Southside PTA Goals u K-8 conversion u Provide adequate middle school options for Brickell Community. u Continue with bilingual curriculum. u Expansion of the school facility u Demolition of Buildings 2, 3, including the cafeteria. u Renovation of the original historic school building that is facing the street (Building 1). u Construction of a 6-7 story state-of-the-art facility u Capacity for 700 – 800 additional students u Recreational Facility u Cafeteria u Classrooms u Offices u Designation of the Southside Park for school use u In order to add proper outdoor space for school sporting activities.
