JOURNAL OF NEW BRUNSWICK STUDIES Issue 3 (2012) A Near Golden Age: The Cooperative Commonwealth Federation (CCF) in New Brunswick, 1940-1949 Laurel Lewey Abstract This history of the Cooperative Commonwealth Federation (CCF) in the 1940s in New Brunswick adds to a growing body of literature that challenges the misperception that the CCF scarcely existed east of Ontario. However, in spite of a host of historical (and later) social conditions that called out for the CCF, the 1940s was the only decade when the movement showed considerable promise in New Brunswick. This article will suggest that the failure of the movement to gain permanent traction was attributable to several factors: the political strength of the Liberal political machinery and Premier John B. McNair; anti-labour sentiments and the anti- CCF campaign in the media; organizational challenges within the party; social and economic conditions within the province; and the divergent agenda of Francophone and Anglophone New Brunswickers. FORTY-NINTH PARALLEL CONSTITUTIONALISM: HOW CANADIANS INVOKE AMERICAN CONSTITUTIONAL TRADITIONS I. INTRODUCTION While a debate over citing foreign law rages in America, Canadian constitutional discourse references the United States with frequency, familiarity, and no second thoughts. This is nothing new. After all, Canada’s original constitutional framework was in some ways a reac- tion against American constitutionalism.1 Similarly, the drafters of the Canadian Charter of Rights and Freedoms,2 passed in 1982, took care- ful account of the American Bill of Rights.3 Nevertheless, today’s burgeoning of comparative constitutionalism invites a closer and more structured look at the role America plays in Canadian constitutional discourse. As comparative constitutionalists strive for methodological discipline,4 setting out criteria for how and when foreign constitutional experience should be employed, the Cana- dian example, with its rich references to American constitutionalism, serves as a useful case study.5 This Note proposes a framework for understanding the ways in which Canadian constitutional discourse invokes American constitu- tionalism. Canadian political and legal actors, it suggests, use Ameri- can sources in three ways: as a model to follow, as an anti-model to avoid, and as a dialogical resource for reflecting on Canada’s own con- stitutional identity.6 Each of these positions, moreover, is situated ––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––– 1 See PETER H. 142 Acadiensis Technologies of Communication and the Canadian State BOTH OPTIMISM AND ANXIETY have greeted the historical advent of telephone, film, radio, television and the Internet. Advocates of each of these new technologies of communication promised that they would be a force for the education and enlightenment of the public and a boon to business. Critics argued that mass communications would debase culture and that the lack of privacy limited the business potential of the new technologies. In practice, the technologies developed in ways that disappointed the most sanguine technophiles and failed to justify the more irrational of the fears of the technophobes. This underlines the fact that technology is not an independent force that determines the shape of our lives. It is the social organization of technology that structures our life at work and leisure. The accomplishments and limitations of communications technologies developed as they did because each technology was integrated into existing social relations. Despite the insights of semiotics and the temptations of technological determinism, a political economy approach continues to be an effective tool in dissecting the development of communications. The second means of electronic communication to be developed, after the telegraph, was the telephone, and the hype around the telephone was strikingly similar to the recent optimism about the arrival of the Internet. There is a tendency among technophobes and technophiles alike to fall into the trap of assuming that technology determines society rather than to recognize that the social organization of technology is something that people create. Babe, Telecommunications in Canada: Technology, Industry, and Government (Toronto, University of Toronto Press, 1990) aims to demonstrate how government policy, and, more importantly, the business practices of Bell Telephone shaped the development of communications technologies from the telegraph to the Internet. -

BOOK REVIEWS 253 There is a distinct lack of contemporary critical analysis in By a Lady. Tippett does not ques- tion the exclusion of women artists from the canon of art history. The tone of the book is similar in nature to material written in the 1970s, when critical feminist thinking in the field of art history was just beginning to come to the fore. Instead of questioning the canon, she tries to emplace women within it. Tippett's writing smacks of formalism, a school of thought in which a work of art is judged in a cultural and social void, considered only for its formal elements, and placed within a qualitative hierarchy. Tippett's analysis of contemporary art in the final chapter creates the illusion that the zenith has been reached and that nothing more needs to be done or said about the art of the past two decades. This creates a serious analytical problem for art historians surveying the twenty years since the feminist revolution of the 1970s. Has the feminist revolution achieved its goals? Into what discourse does the art of contemporary women artists of the post-modern age fall? Tippett claims that most recent critics adopted "deconstructive jargon" as their main methodological and philosophical approach to Canadian art. Tippett quietly asks in her conclusion that all women's art be considered within the context of the circumstances in which it was created. She does not acknowledge that this would not be possible if the feminist revolution was not an ongoing critique of a still-perpetuated canon. -

Reviewed by: William Straw Carlton University Foundations, Alan Plaunt and The Early Days of CBC Radio Michael Nolan CBC Enterprises, 1986 Toronto, Ontario This book is very aptly named, for it was Alan Plaunt, more than any other individual, who set the philosophical and organizational foundations of the CBC and its progenitor, the Canadian Radio Broadcasting Commission. Plaunt's pivotal role in the genesis of public broadcasting in Canada was initially set out by Michael Nolan as his doctoral study for the University of Western Ontario where today Nolan teaches at the Graduate School of Journalism. CBC Enterprises published Nolan's work along with several other books in the fall of 1986 in celebration of CBC1s 50 years of public broadcasting service. The 162 page narrative is enhanced by its thorough footnoting and seven pages of reference sources on Canadian broadcasting history. Nolan's study is particularly detailed with regard to Plauntls English-French family background, his education, (straight Cs at the University of Toronto and only third class honours at Oxford), his politics, his friends, the forces that shaped his beliefs, the several causes he gave his energies to, his contradictory personality, and his extraordinary organizational skills. During his two years at Oxford (1927-291, Plaunt was a keen observer of the BBC in its first decade under the dominating leadership BOOK REVIEWS 89 of John Reith. Plaunt became a believer in Reith's approach to state-owned development of radio with its underlying philosophy that broadcasting's public service potential was too great to permit it to become a commercially oriented mass medium.
