ALERT AND NOTIFICATION for JORDAN & HARRIS LAKES, CAPE FEAR, DEEP & HAW RIVERS and SURROUNDING RECREATION AREAS

I. PURPOSE AND SCOPE

Appendix 2 to Annex G is to establish the basic procedures and organizational responsibilities for the emergency alert and notification on Harris and Jordan Lakes, the Haw, Deep and Cape Fear Rivers in addition to associated recreation sites, surrounding areas and other facilities within the 10-mile EPZ where persons may congregate regarding an emergency situation at the Harris Nuclear Power Plant. The emergency alerting procedures are to advise for the need to monitor of a radio or TV stations or weather radios for additional instructions or the precautionary evacuation of the areas within the 10-mile EPZ.

II. ORGANIZATION

The following organizations tasked with alert and notification of individuals in the following areas:

A. JORDAN LAKE, UPPER CAPE FEAR, DEEP & HAW RIVERS

2. Moncure Fire Department

3. NC Wildlife Resources Commission, Division of Enforcement

III. CONCEPT OF OPERATIONS

A. NC SERT or Wake County as the Lead County will take actions to initiate alert and notification based on information from the Harris Nuclear Power Plant Emergency Response Organization (ERO) and recommendations from NC SERT.

B. Precautionary alert and notification actions can be accomplished at any time prior to declaration of Site Area Emergency.

C. Prior to the State assumption of direction and control, Wake County as the Lead County, will coordinate initiation of alert and notification procedures on the lakes, adjoining rivers and recreation areas when conditions at the Harris Nuclear Power Plant warrant such actions. Actions will be coordinated with the following:

1. Jordan Lake, Upper Cape Fear, Deep & Haw Rivers and associated recreation areas - Chatham & Lee County 2. Harris Lake and associated recreation areas - Wake County 3. Lower Cape Fear River and associated recreation areas - Harnett County

D. If alert and notification actions have not been initiated prior to declaration of Site Area Emergency and activation of Harris' fixed sirens, Wake County as the Lead County, will initiate alert and notification procedures on the lakes, adjoining rivers and recreation areas at that time as indicated in Para III. C.

E. When the State assumes direction and control, the State may direct alert and notification procedures on the lakes, adjoining rivers and recreation areas at that time as indicated in Para III. C., if not previously accomplished.

F. Signs have been posted in conspicuous locations at boat ramps informing people of the warning systems and recommended protective actions (See Tab 2).

G. Prior to declaration of Site Area Emergency and activation of the fixed siren system, the primary means of alert and notification will be accomplished using boats displaying airborne red flares, using sirens and public address systems and fixed or rotary wing aircraft. Notification of individuals in adjoining recreation areas to be via vehicles with sirens and public address systems.

H. Once Site Area Emergency has been declared, the fixed siren system will be the primary means of alert and notification of boaters on Harris & Jordan Lakes and persons using the adjoining rivers and recreation areas. Notification of individuals in adjoining recreation areas to be via vehicles with sirens and public address systems.

I. The back-up method of alert and notification will be accomplished using boats displaying airborne red flares, using sirens and public address systems and fixed or rotary wing aircraft along with vehicles for the adjoining recreation areas.

J. Boats will be provided by the following agencies for the purpose of waterway warning on Jordan and Harris Lake.

1. NC Wildlife Resources Commission (NC WRC) – 3 boats 2. Wake County Sheriff’s Office (WCSO) – 2 boats 3. US Corps of Engineers, B. Everett Jordan Lake & Dam field office (USACE) – 1 boat

K. Fixed or rotary wing aircraft (if available and weather permitting) will be used to assist with identification of boaters and persons using the adjoining rivers and recreation areas. Following initial survey flights, aircraft will assist with verification of clearing activity.

L. If necessary and water depths permits, boats will be provided by the following agencies if aviation assets are unavailable or individuals identified by aircraft do not leave the Cape Fear River area when advised.

1. Summerville Volunteer Fire Department – 1 boat 2. Northwest Harnett Volunteer Fire Department – 1 boat 3. Moncure Fire Department – 1 boat

M. If weather prohibits the use of both boats and aircraft, alert and notification procedures outlined in this appendix will be conducted using boats only if and when the weather permits timely action. (NOTE: The fixed-siren system will be activated at Site Area Emergency regardless of weather conditions.)

N. When directed, boats will patrol assigned areas covering all navigable lake, river, creek, and cove areas making contact with boaters and other individuals in the area, informing them of potential dangers to health/safety and instructing them to

Boats will cover pre-assigned areas at an appropriate speed for current weather and safety conditions while displaying airborne red flares.

O. Aircraft will fly over Harris and Jordan Lakes and rivers within the 10-mile EPZ to confirm that boats and fishermen are leaving. After the boats have completed their assigned runs, the aircraft will direct them to individual boaters who have failed to leave.

IV. COMMAND AND CONTROL

A. The command and control mission for all areas (Para I A, B and C) will be accomplished using a designated VIPER talk Group. This talk group will be monitored by the following organizations:

1. NC Wildlife Resources Commission (NC WRC) – Jordan Lake Lead 2. Wake County Sheriff’s Department – Harris Lake Lead 3. Chatham County Emergency Management – River Lead 4. Harnett County Emergency Management 5. US Corps of Engineers, B. Everett Jordan Lake & Dam field office 6. NC Parks & Recreation 7. NC Forestry Service 8. NC Highway Patrol –Special Operations/Aviation Unit & Communications & Logistics Section 9. Wake County Emergency Management 10. Lee County Emergency Management

B. As the Lead County, Wake County Emergency Management will contact SHP Communications Center to obtain a VIPER Statewide talk group for the event. Once this talk group is obtained Wake Co EM will advise tasked agencies listed in Section I using the Decision line.

C. The NC SHP Mobile Command bus will be stationed at the SHP Aviation Facility on East Tryon Road in Raleigh. The NC SHP, Communications & Logistics Section will configure and operate the Mobile Command Post to act as a communications relay point for VIPER communication. Radio communication links will be configured to maintain contact with the following:

1. SHP Aviation Unit airborne assets 2. NC WRC boats on Jordan Lake 3. Corps of Engineers boats on Jordan Lake 4. Wake County Sheriff Office boats on Harris Lake 5. Wake, Chatham, Lee and Harnett County EOC’s 6. SHP & WRC representatives at the SEOC

If the SHP Mobile Command Post bus is unavailable, the Chatham County 1Mobile Command bus will be utilized. The primary location for this bus will be at the Jordan Lake State Park, Logistics Area. If unable to utilize this location, an alternate location will be determined by Chatham County EM.

D. The primary function and mission of the Lead Agency identified in Para III A is to direct and control warning and notification activity to ensure timely evacuation of or restrict access to the water areas, should conditions warrant.

E. Any problems or any request for additional assistance will be via the Lead Agency for that location.

V. RESPONSIBILITIES

A. HARRIS LAKE

1. WAKE COUNTY DIVISION OF EMERGENCY MANAGEMENT

a. Will contact SHP Communications Center to obtain a VIPER Statewide talk group for the event. Once this talk group is obtained Wake Co EM will advise tasked agencies listed in Section I using the Decision line.

b. As appropriate, initiate alert and notification procedures for persons using Harris Lake and the adjoining recreation areas within Wake County.

c. In concert with the Wake County Sheriff's Department, direct and control alert and notification procedures for boaters on Harris Lake and persons using adjoining recreation areas within Wake County.

d. Coordinate with the Chatham County EOC for initiating alert and notification procedures for Harris Lake recreation areas and secure the boat ramp areas in Chatham County.

2. WAKE COUNTY SHERIFF'S DEPARTMENT

a. Direct on-site operations for alert and notification of boaters on Harris Lake and in assigned recreation areas around the lake.

b. Provide operators with portable radios for boats to warn pre-assigned areas of Harris Lake.

c. While under way, the boats will sound sirens continuously and display red flares.

d. The boat operators will establish and maintain radio communications with SHP Mobile Command bus & Wake County Communications Center.

e. Boat operators will report on the status of boaters leaving the lake to the Communications Center.

After covering their assigned area, the boats will go back over the areas covered and inform any boaters remaining on the water to proceed to shore and turn on their radios.

g. As appropriate, secure the Wake county boat ramp area to prevent additional boaters from launching.

3. WAKE COUNTY SHERIFF'S DEPARTMENT, COMMUNICATIONS DIVISION (COUNTY WARNING POINT)

a. Receive messages from Harris Nuclear Plant about an emergency or impending emergency.

b. Transmit information to the Director, Wake County Emergency Management and other officials.

c. Monitor Wake County Sheriff boats on Harris Lake and communications with SHP Command bus to provide backup if necessary.

d. When directed by the Director, Wake County Emergency Management or other appropriate authority, instruct the Wake County Sheriff's Department to begin alert and notification procedures on Harris Lake and adjoining recreation areas within Wake County.

4. CHATHAM COUNTY EMERGENCY MANAGEMENT OFFICE

a. Coordinate with the Wake County EOC to initiate alert and notification procedures for Harris Lake recreation areas and secure the boat ramp areas in Chatham County.

b. As appropriate, initiate alert and notification procedures for boaters on Harris Lake and persons using the adjoining recreation areas within Chatham County.

c. Coordinate with the Wake County EOC for initiating alert and notification procedures for Harris Lake recreation areas and secure the boat ramp areas in Chatham County.

5. NC WILDLIFE RESOURCES COMMISSION, ENFORCEMENT DIVISION

a. If requested and available, have fixed or rotary wing aircraft to maintain radio contact with boats using assigned Primary communication channels and act as a spotter to identify boats remaining on the water.

b. Direct on-site operations for alert and notification of recreation areas in Chatham County adjoining Harris Lake.

c. Provide two boats with operators as backup or during security events to warn pre-assigned areas of Jordan Lake within the 10-mile EPZ (See Tab 4).

d. While under way, the boats will sound their sirens continuously and display red flares.

e. After covering their assigned area, the boats will go back over the areas covered and inform any boaters remaining on the water to proceed to shore and turn on their radios.

6. NC STATE HIGHWAY PATROL, COMMUNICATIONS & LOGISTICS SECTION a. Setup and operate the SHP Mobile command post at the at the SHP Aviation Facility on East Tryon Road in Raleigh. b. Configure Command Post to insure communication is maintained with the following: (i) SHP Aviation Unit airborne assets (ii) NC WRC boats on Jordan Lake (iii) Corps of Engineers boats on Jordan Lake (iv) Wake County Sheriff Office boats on Harris Lake (v) Wake, Chatham, Lee and Harnett County EOC’s (vi) SHP & WRC representatives at the SEOC

7. NC STATE HIGHWAY PATROL, SPECIAL OPERATION/AVIATION UNIT

a. Provide rotary wing aircraft to identify boats, campers, picnickers and bank fisherman in the following areas: (i) Harris Lake (ii) Cape Fear River (iii) Deep River (iv) Jordan lake (v)

b. To advise the identified campers, picnickers and bank fisherman return to their vehicles, evacuate the area and turn on their radios for further information.

To maintain radio contact with SHP Mobile Command bus and ground units using Primary communication channels to advise of locations of identified individuals.

B. JORDAN LAKE, UPPER CAPE FEAR, DEEP & HAW RIVERS

1. CHATHAM COUNTY EMERGENCY OPERATIONS OFFICE

a. As appropriate, initiate alert and notification procedures for boaters on Jordan Lake and persons using the recreation areas around the lake.

b. Direct and control alert and notification procedures for boaters on Jordan Lake and surrounding recreation areas immediately adjacent to the lake using Primary communication channels in the Chatham County EOC.

2. CHATHAM COUNTY COMMUNICATIONS CENTER (COUNTY WARNING POINT)

a. Receive messages from the Harris Plant about an emergency or impending emergency.

b. Transmit information to the Chatham County Emergency Operations Director and other officials.

c. When directed by the Emergency Operations Director or assistant, or the County Manager or assistant, instruct the following organizations to begin alert and notification procedures on Jordan Lake and recreation areas around the lake following the HNP Alert & Notification SOG.

(i) NC Wildlife Resources Commission, Enforcement Division (ii) DENR, Division of Parks and Recreation (iii) DENR, Division of Forest Resources (iv) United States Army Corps of Engineers, B. Everett Jordan Lake and Dam office (v) NC State Highway Patrol, Special Operations/Aviation unit

3. MONCURE FIRE DEPARTMENT

a. Provide boats with operators with radios to warn pre-assigned sections of the Cape Fear River.

b. While under way, the boats will sound sirens continuously and display red flares.

c. The boat operators will establish and maintain radio communications with the Chatham Co EOC to report status of boaters and fishers leaving the river.

d. After covering their assigned area, the boats will go back over the areas covered and inform any individuals remaining area to evacuate.

e. As appropriate, secure the Chatham county boat ramp area to prevent additional boaters from launching.

4. NC WILDLIFE RESOURCES COMMISSION, ENFORCEMENT DIVISION

a. Act as coordinating department for alert and notification of boaters on Jordan Lake, using the Wildlife Commission radio at the Chatham County EOC.

b. Provide a liaison officer at the Chatham County EOC who will maintain radio contact with boats and aircraft in the evacuation and notify the Chatham County EOC and State EOC when the lake has been cleared.

c. Provide three boats with operators to warn pre-assigned areas of Jordan Lake within the 10-mile EPZ (See Tab 3).

d. While under way, the boats will sound their sirens continuously and display red flares.

e. After covering their assigned area, the boats will go back over the areas covered and inform any boaters remaining on the water to proceed to shore and turn on their radios.

f. If requested and available, have aircraft (fixed or rotary wing) maintain radio contact with all boats using assigned communications channels and serves as a spotter to identify boats remaining on the water and notify the Chatham County EOC when lake has been cleared.

5. UNITED STATES ARMY CORPS OF ENGINEERS, JORDAN LAKE DIVISION.

a. Provide one boat with operator to warn pre-assigned areas of Jordan Lake within the 10-mile EPZ (See Tab 3).

b. After covering their assigned area, the boats will go back over the areas covered and inform any boaters remaining on the water to proceed to shore and turn on their radios.

c. This boat will communicate with Chatham County Communications Center using assigned Primary communication channels.

d. Will notify the liaison officer at the Chatham County EOC when this section of the lake has been cleared.

6. DENR, NC PARKS AND RECREATION DIVISION

a. Provide vehicles with operators, and public address systems to travel pre-assigned routes within the park areas surrounding Jordan Lake stopping periodically to warn campers, picnickers and bank fisherman to return to their vehicles, evacuate the area and turn on their radios.

b. Will notify liaison officer at Chatham County EOC that their section of the lake area has been cleared.

7. DENR, DIVISION OF FOREST RESOURCES.

a. Provide two emergency vehicles with operators, and public address systems to travel two pre-assigned routes surrounding Jordan Lake stopping periodically to warn campers, picnickers and bank fisherman to return to their vehicles, evacuate the area and turn on their radios.

b. The two routes involve the following roads and the warning may be started at any point on the route.

(i) Route 1 - From the intersection of SR 1749 and 1008, south on 1008 to 1750; east on 1750 to NC 751; south on 751 to SR 1747; west on 1747 to 1008; north on 1008 to 1750 then south on 1008 to US 64, going down 1748 and 1746. At the intersection of 1008 and U.S. 64, go east on 64 to 751, going down 1745 and 1744. Return to intersection of 1008 and 64 and go west on 1008 to the NC Park Service Campgrounds. Return to intersection of 1008 and U.S. 64 and travel south on 1008 to intersection with 1972, going down 1900 to N.C. 751 and going south on 1901 and 1902. Go down 751 to 1903 and go down 1903 to dead end. Return to intersection of 1008 and 1972. Go south on 1972 to its intersection with U.S. 1, going down 1906, 1907 and 1974.

(ii) Route 2 - Starting at the NC Parks Service Campgrounds off U.S. 64 (on the causeway) warn camp and picnic areas. Travel west on 64 to Griffins Crossroad include 1716 north to Parker's Creek and 1941 south to dead end. From Griffin's Crossroads, go south on 1700 to dead end. From Griffin's Crossroads, continue west on 64 to 1944, then south on 1944 to 1943, then south on 1943 to 1012, going down 1939 and 1977 to the dead ends. Travel southeast on 1012 to 1970 and northeast on 1970 to 1931, covering both ends of 1931.

Provide aircraft (fixed or rotary-wing) equipped with loudspeaker systems to identify boats, campers, picnickers and bank fisherman within the 10 mile EPZ, if requested.

8. NC STATE HIGHWAY PATROL, COMMUNICATIONS & LOGISTICS SECTION a. Setup and operate the SHP Mobile command post at the at the SHP Aviation Facility on East Tryon Road in Raleigh. b. Configure Command Post to insure communication is maintained with the following: (i) SHP Aviation Unit airborne assets (ii) NC WRC boats on Jordan Lake (iii) Corps of Engineers boats on Jordan Lake (iv) Wake County Sheriff Office boats on Harris Lake (v) Wake, Chatham, Lee and Harnett County EOC’s (vi) SHP & WRC representatives at the SEOC

9. NC STATE HIGHWAY PATROL, SPECIAL OPERATION/AVIATION UNIT

a. Provide rotary wing aircraft to identify boats, campers, picnickers and bank fisherman in the following areas: (i) Harris Lake (ii) Cape Fear River (iii) Deep River (iv) Jordan lake (v) Haw River

b. To advise the identified campers, picnickers and bank fisherman return to their vehicles, evacuate the area and turn on their radios for further information.

c. To maintain radio contact with SHP Mobile Command bus and ground units using Primary communication channels to advise of locations of identified individuals.

C. LOWER CAPE FEAR RIVER

1. HARNETT COUNTY EMERGENCY MANAGEMENT

a. As appropriate, initiate alert and notification procedures for along the Lower Cape Fear River and the adjoining recreation areas.

b. Coordinate with the Chatham County EOC for initiating alert and notification procedures for Upper Cape Fear River and secure the boat ramp areas in Chatham County.

2. NORTHWEST HARNETT VOLUNTEER FIRE DEPARTMENT *

b. While under way, the boats will sound sirens continuously and display red flares.

c. The boat operators will establish and maintain radio communications with the Harnett Co EOC to report status of boaters and fishers leaving the river.

d. After covering their assigned area, the boats will go back over the areas covered and inform any individuals remaining area to evacuate.

e. As appropriate, secure the Harnett county boat ramp area to prevent additional boaters from launching.

3. SUMMERVILLE VOLUNTEER FIRE DEPARTMENT *

a. Provide boats with operators with radios to warn pre-assigned sections of the Cape Fear River.

b. While under way, the boats will sound sirens continuously and display red flares.

c. The boat operators will establish and maintain radio communications with the Harnett Co EOC Team to report status of boaters and fishers leaving the river.

d. After covering their assigned area, the boats will go back over the areas covered and inform any individuals remaining area to evacuate.

e. As appropriate, secure the Harnett county boat ramp area to prevent additional boaters from launching. * These are backup alert and notification agencies to be activated for this area if SHP Aviation assets are unavailable or individuals identified by SHP do not leave the area when advised.

VI. COORDINATING INSTRUCTIONS

A. Alert and notification of boaters on Harris Lake and Jordan Lake and persons using the adjoining rivers and recreation areas will be accomplished using fixed sirens as the primary system.

B. Boats equipped with public address systems, sirens and flares will be used on the lakes as supplemental alert and notification for boaters with notification of individuals in the adjoining recreation areas to be via vehicles with sirens and public address systems.

C. Fixed or rotary wing aircraft (if available and weather permitting) will be used to assist with identification of boaters, campers, picnickers and bank fisherman using the adjoining rivers and recreation areas. Following initial survey flights, aircraft will assist with verification of clearing activity.

F. Aircraft will fly over Harris and Jordan Lakes and adjoining rivers and recreation areas within the 10-mile EPZ to confirm that boats and fishermen are leaving. After the boats have completed their assigned runs, the aircraft will direct them to individual boaters who have failed to leave.

G. When the alert and notification procedures are to be initiated, the following notifications will be made:

1. Wake, Chatham and Harnett Counties will notify SERT and all local agencies involved in alert and notification for Harris Lake, Jordan Lake, Upper Cape Fear, Deep & Haw Rivers and associated recreation areas to initiate actions.

2. Wake County Emergency Management will contact SHP Communications Center to obtain a VIPER talk group for the event. Once this talk group is obtained Wake Co EM will advise Warning Agencies using the Decision Line.

3. NCEM Operations/Emergency Services will notify State and Federal agencies involved in alert and notification for Harris Lake, Jordan Lake, Upper Cape Fear, Deep & Haw Rivers and associated recreation areas to initiate actions.

H. When actions and evacuation are completed Wake County, a s the Lead County, will confirm with Chatham, Lee and Harnett County EOC’s using Decision Line. Insure SERT is on the line prior to confirmation.

Description: Main lake off the public boat ramp moving north to the White Oak Creek Bed. Move to the little White Oak Creek Bed. Upon completion of the sweep of White Oak Creeks, move west and sweep Tom Jack Creek Bed.

Description: Main lake southwest of the public boat ramp moving to sweep the lake finger leading to SR 1130. Cross the county line to the dam site covering the public boat ramp in Chatham County. After sweeping dam site and public boat ramp, move east to sweep Jim Branch and Buckhorn Creek Bed, move up Cray Branch to area south of Holleman Crossroads. On return, sweep to the main lake visually checking each side slew.

WATERWAY WARNING AERIAL SUPPORT

The NC State Highway Patrol, Special Operation/Aviation Unit will provide personnel and rotary wing aircraft (if available and weather permitting) to identify boaters, campers, picnickers and bank fisherman along Jordan, Harris lakes, the Cape Fear, Deep and Haw Rivers.

SHP personnel assigned to the Aerial Support activity will follow guidelines in SOG Para III prior to departure for route surveillance. The assigned helicopter will depart the SHP Aviation Unit hanger facility and fly the following route using the attached GPS way- points:

1. Harris Lake 2. Harnett County Boat Ramp and Cape Fear River (Lower Cape Fear area) 3. Chatham/Lee County Cape Fear River (Upper Cape Fear area) 4. Deep River 5. Haw River 6. Jordan Lake

Following this route starts close in to the HNP and works out from that point. At locations along this route where individuals are identified, the helicopter will pause and broadcast the following message using the loud hailer system:

"ATTENTION. AN EMERGENCY SITUATION HAS DEVELOPED IN THIS AREA THAT CAN AFFECT YOUR SAFETY. PLEASE LEAVE THE RIVER / LAKE AREA AT ONCE AND TUNE YOUR VEHICLE RADIO TO AN EMERGENCY BROADCAST STATION FOR FURTHER INFORMATION".

This route will be flown again (minimum of twice) to insure individuals notified are taking appropriate action to leave the area and identify boats or individuals that may have been missed by boat patrols.

Assigned helicopters will maintain radio contact with C&C Team using Primary communication channels to advise marine and ground resources of locations of identified individuals needing further contact. If required, communication between aviation, can be achieved using common radio mutual aid talkgroups.

Upon completion or termination of aerial support, helicopters return to the SHP hanger facility (primary) or report to the Sanford Lee Regional Airport (secondary) for monitoring and decontamination (if necessary).

State aviation assets will be coordinated by the SERT, unless tasked to Wake County for a special assignment.
