North Carolina Radiological Emergency Response Plan APPENDIX 2 to ANNEX G - JORDAN AND HARRIS LAKE January 2008 ALERT AND NOTIFICATION for JORDAN & HARRIS LAKES, CAPE FEAR, DEEP & HAW RIVERS and SURROUNDING RECREATION AREAS I. PURPOSE AND SCOPE Appendix 2 to Annex G is to establish the basic procedures and organizational responsibilities for the emergency alert and notification on Harris and Jordan Lakes, the Haw, Deep and Cape Fear Rivers in addition to associated recreation sites, surrounding areas and other facilities within the 10-mile EPZ where persons may congregate regarding an emergency situation at the Harris Nuclear Power Plant. The emergency alerting procedures are to advise for the need to monitor of a radio or TV stations or weather radios for additional instructions or the precautionary evacuation of the areas within the 10-mile EPZ. II. ORGANIZATION The following organizations tasked with alert and notification of individuals in the following areas: A. JORDAN LAKE, UPPER CAPE FEAR, DEEP & HAW RIVERS 1. Chatham County Emergency Management Office 2. Moncure Fire Department 3. NC Wildlife Resources Commission, Division of Enforcement 4. NC Department of Environment and Natural Resources (DENR), Division of Parks and Recreation & Division of Forest Resources 5. United States Army Corps of Engineers (USACE), B. Everett Jordan Lake and Dam field office 6. NC Highway Patrol – Communications & Logistics Section & Special Operations/Aviation Unit B. HARRIS LAKE 1. Wake County Department of Public Safety, Division of Emergency Management 2. Wake County Sheriff's Department 3. NC Highway Patrol – Communications & Logistics Section & Special Operations/Aviation Unit 4. NC Wildlife Resources Commission, Division of Enforcement C. LOWER CAPE FEAR RIVER 1. Harnett County Emergency Management 2. NC Highway Patrol – Communications & Logistics Section & Special Operations/Aviation Unit 3. NC Department of Environment and Natural Resources (DENR), Division of Parks and Recreation & Division of Forest Resources* 4. Northwest Harnett Volunteer Fire Department* 5. Summerville Volunteer Fire Department* * These are backup alert and notification agencies to be activated for this area if SHP Aviation assets are unavailable or individuals identified by SHP do not leave the area when advised. III. CONCEPT OF OPERATIONS A. NC SERT or Wake County as the Lead County will take actions to initiate alert and notification based on information from the Harris Nuclear Power Plant Emergency Response Organization (ERO) and recommendations from NC SERT. B. Precautionary alert and notification actions can be accomplished at any time prior to declaration of Site Area Emergency. C. Prior to the State assumption of direction and control, Wake County as the Lead County, will coordinate initiation of alert and notification procedures on the lakes, adjoining rivers and recreation areas when conditions at the Harris Nuclear Power Plant warrant such actions. Actions will be coordinated with the following: 1. Jordan Lake, Upper Cape Fear, Deep & Haw Rivers and associated recreation areas - Chatham & Lee County 2. Harris Lake and associated recreation areas - Wake County 3. Lower Cape Fear River and associated recreation areas - Harnett County D. If alert and notification actions have not been initiated prior to declaration of Site Area Emergency and activation of Harris' fixed sirens, Wake County as the Lead County, will initiate alert and notification procedures on the lakes, adjoining rivers and recreation areas at that time as indicated in Para III. C. E. When the State assumes direction and control, the State may direct alert and notification procedures on the lakes, adjoining rivers and recreation areas at that time as indicated in Para III. Signs have been posted in conspicuous locations at boat ramps informing people of the warning systems and recommended protective actions (See Tab 2). G. Prior to declaration of Site Area Emergency and activation of the fixed siren system, the primary means of alert and notification will be accomplished using boats displaying airborne red flares, using sirens and public address systems and fixed or rotary wing aircraft. Notification of individuals in adjoining recreation areas to be via vehicles with sirens and public address systems. H. Once Site Area Emergency has been declared, the fixed siren system will be the primary means of alert and notification of boaters on Harris & Jordan Lakes and persons using the adjoining rivers and recreation areas. Notification of individuals in adjoining recreation areas to be via vehicles with sirens and public address systems. I. The back-up method of alert and notification will be accomplished using boats displaying airborne red flares, using sirens and public address systems and fixed or rotary wing aircraft along with vehicles for the adjoining recreation areas. J. Boats will be provided by the following agencies for the purpose of waterway warning on Jordan and Harris Lake. 1. NC Wildlife Resources Commission (NC WRC) – 3 boats 2. Wake County Sheriff’s Office (WCSO) – 2 boats 3. US Corps of Engineers, B. Everett Jordan Lake & Dam field office (USACE) – 1 boat K. Fixed or rotary wing aircraft (if available and weather permitting) will be used to assist with identification of boaters and persons using the adjoining rivers and recreation areas. Following initial survey flights, aircraft will assist with verification of clearing activity. L. If necessary and water depths permits, boats will be provided by the following agencies if aviation assets are unavailable or individuals identified by aircraft do not leave the Cape Fear River area when advised. 1. Summerville Volunteer Fire Department – 1 boat 2. Northwest Harnett Volunteer Fire Department – 1 boat 3. Moncure Fire Department – 1 boat M. If weather prohibits the use of both boats and aircraft, alert and notification procedures outlined in this appendix will be conducted using boats only if and when the weather permits timely action. (NOTE: The fixed-siren system will be activated at Site Area Emergency regardless of weather conditions.) N. When directed, boats will patrol assigned areas covering all navigable lake, river, creek, and cove areas making contact with boaters and other individuals in the area, informing them of potential dangers to health/safety and instructing them to G - 2 - 3 (Change 1, January 2009) North Carolina Radiological Emergency Response Plan APPENDIX 2 to ANNEX G - JORDAN AND HARRIS LAKE January 2008 evacuate the area. Boats will cover pre-assigned areas at an appropriate speed for current weather and safety conditions while displaying airborne red flares. O. Aircraft will fly over Harris and Jordan Lakes and rivers within the 10-mile EPZ to confirm that boats and fishermen are leaving. After the boats have completed their assigned runs, the aircraft will direct them to individual boaters who have failed to leave. IV. COMMAND AND CONTROL A. The command and control mission for all areas (Para I A, B and C) will be accomplished using a designated VIPER talk Group. This talk group will be monitored by the following organizations: 1. NC Wildlife Resources Commission (NC WRC) – Jordan Lake Lead 2. Wake County Sheriff’s Department – Harris Lake Lead 3. Chatham County Emergency Management – River Lead 4. Harnett County Emergency Management 5. US Corps of Engineers, B. Everett Jordan Lake & Dam field office 6. NC Parks & Recreation 7. NC Forestry Service 8. NC Highway Patrol –Special Operations/Aviation Unit & Communications & Logistics Section 9. Wake County Emergency Management 10. Lee County Emergency Management B. As the Lead County, Wake County Emergency Management will contact SHP Communications Center to obtain a VIPER Statewide talk group for the event. Once this talk group is obtained Wake Co EM will advise tasked agencies listed in Section I using the Decision line. C. The NC SHP Mobile Command bus will be stationed at the SHP Aviation Facility on East Tryon Road in Raleigh. The NC SHP, Communications & Logistics Section will configure and operate the Mobile Command Post to act as a communications relay point for VIPER communication. Radio communication links will be configured to maintain contact with the following: 1. SHP Aviation Unit airborne assets 2. NC WRC boats on Jordan Lake 3. Corps of Engineers boats on Jordan Lake 4. Wake County Sheriff Office boats on Harris Lake 5. Wake, Chatham, Lee and Harnett County EOC’s 6. SHP & WRC representatives at the SEOC If the SHP Mobile Command Post bus is unavailable, the Chatham County 1Mobile Command bus will be utilized. The primary location for this bus will be at the Jordan Lake State Park, Logistics Area. If unable to utilize this location, an alternate location will be determined by Chatham County EM.
