Council's Plan 2006-2010 is the predominant planning and vision setting toolfor Council. lt articulates Council's vision for the future of our community and tñe Municipality. COUNCIL'S ROLE:

Council has an obligation under s55A of the Country Fire Auihority (CFA) Act to develop a Municipal Fire Prevention Plan (MFPP). The Auihority may appoint a Municipal Fire Prevention Committee (MFPC), which provides advice and recommendations to Councíl in the preparation of its Municipal Fire Prevention Plan.

The Municipal Fíre Prevention Plan that the Municipal Fire Prevention Committee develops is then presented to Council for approval.

CURRENCY AND DURATION OF THE PLAN:

The Plan is a live document that is to be reviewed, amended and updated annually by the MFPC. lt is the role of the Municipal Fire Preventíon Officer (MFPO) to regularly update and amend minor changes to the Plan. The Plan will have a major review after five years. This plan will be subject to audit triennially as required by the CFA Act section 558. This plan is a 5-year plan and will be due for a major review in April 2012.

This Plan will be reviewed and rewritten in accordance with the lniegrated Municipal Fire Management Planning Project.

DEFINITIONS:

AGT: Country Fire Authority Act 1958 including the Fire Authorities (Miscellaneous Amendments) Act 1995.

BBSC: Baw Baw Shire Council

CFA: Country Fire Authority - the agency responsible for fire prevention and suppression in the country area of Victoria.

DSE: Department of Sustainability and Environment. Government land management agency responsible for prevention and suppression of fire on on public land in Victoria.

EMP; Emergency Management Plan

FIRE ACCESS ROAD: A road providing access or providing a link between established routes, in order that access is available to firefighters.

FUEL BREAKS: A minimum 10 metre strip of land or suitable area, or at the discretion of the MFPO, in consultation with the relevant authorities, upon which the fuel load has been greatly reduced, lt may be a natural break or a maintained break by mechanical or chemical means. lts purpose is to isolate, slow down or stop the spread of fire or to provide a control line from which the fire can be attacked. Also serves the purpose of a transport corridor. (See also strategic fuel break.)

FIRE DANGER PERIOD: ln respect to country areas of Victoria, the period in which the lighting of fires is restricted in accordance with the CFA Act.

FIRE HAZARD: Any materialwhich presents a serious risk of fire by being easily ignitable or difficult to extinguish and/or by virtue of its position, if ignited would pose a risk to life, property or other assets.

FIRE PREVENTION; Activities undertaken to minimize the incidence of fire.

FIRE PREVENTION NOTICE: Notice served by MFPO, or an officer of the CFA exercising the power of the Chief Officero on the owner or occupier of land to clear a specified tire hazard or potential hazard.

FIRE RISKI A place where the incidence of fire is high or likely to be high, or the probabilíty of a fire starting is high.

FUEL REDUCTION: Reducing the fuel load from a specified area.

MUNICIPAL FIRE PREVENTION COMMITTEE (MFPC): A committee appointed in accordance with Section 54 of the CFA Act for the purpose of coordinat¡ng fire planning in the municipality in accordance with Sectíon 55 of the Act.

MUNICIPAL FIRE PREVENTION OFFICER (MFPO): The person appointed by the Baw Baw Shire Council in accordance with Section 964 of the Act.

,¡ARKS VICTORIA: Parks Victoria is a statutory authority that reports to the Minister for Environment. Under the Parks Victoria Act 1998, Parks Victoria's responsibilities are to provide services to the State and its agencies for the management of parks, reseryes and other land under the control of the State.

PHOHIBITED PEHIOD: The period during which lighting fires is restricted; (i) with respect to any state forest, national park or Protected Public Land - the whole of the year, (ii) with respect to any fire protected area other than (i) - a declared Fire Danger Period,

PUBLIC AUTHORITY: Means any board, commission or trust or other body corporate or unincorporated established or constituted by or under any Act for any public purpose, whether in respect of the whole or any part of Victoria, but does not include a municipal council. Parks Victoria, Vic Forest, Water, Melbourne Water, V/Line, power companies

PUBLIC LAND: Protected public land, state forest or national park under the controlof government departments or DSE.

'=lRE REFUGE: Means a place designated for public use where people rnay seek short term shelter from the fire front during a bushfire.

HESPONSE: The combat of an emergency and the provision of emergency relief including rescue and needs of affected persons.

STRATEGIC FUEL BREAK: A fire break established as part of a pre-planned strategy to form the basis of a control line and access corridor. These breaks can be; (¡) Primary fuel breaks: Breaks designed to provide protection to the municipality as a whole and are usually designed along the declared highways and main (arterial) road system. (ii) Secondary fuel breaks: Additional breaks designated by the MFPC and local brigades to provide protection at a local level and strategically dividing the municipality.

WATER SUPPLY: Location where water may be obtained for fire fighting and blacking out purposes. Supplies obtainable from reticulated mains, permanent streams, tanks or dams.

WILDFIRE: A freely burning, uncontrolled and unplanned fire that needs to be extinguished. lt includes fire in bushland or forests, crops and grass, or cultivated trees.

THE BAW BAW SHIRE:

The Shire covers an area of 3,855 square kilometres and has a current population of 38,597. The municipality extends from Longwarry in the west to Trafalgar in the east and from Ferndale in the south to Aberfeldy and Mt. Matlock in the rugged bushland of the noüh. The Shire has a varied topography from the steep terrain of the southern Strzelecki Ranges, the rich undulating pastoral land around Drouin and , to the rugged bushland mountain areas of the Great Dividing Range in the north. The Shire varles in vegetation cover. The Shire comprises of well developed fertile pasture land in the central and southern areas and has extensive tracts of forest in the northern ranges. The municipality includes a number of major water catchments and reservoirs and also state and national parks. îhe major industries are agriculture, timber, minerals (sand) and tourism. The agriculturalìndustry includeé dairy farming, beef, sheep, potato and numerous small intense industries of deer farming. The townshiþ of Warragul contains an extensive commercíal and industrial establishment and along with other towns, provides a vast array of numerous small rural type service industries. Tourism is also an important component of the local economy'

The major towns of the Shire are Drouin, Warragul, Yarragon and Trafalgar. There are many other srnalltowns and hamlets situaied across the shire. The average rainfall for the shire is around 1080 mm per annum. The area has a mild climate with an average minimum temperature of 11oC and an average maximum temperature af 21oC. The temperature extremes vary from -2oC to +40oC.

FIRE HISTORY:

The Australian natural environment will always be susceptible to the unpredictability of wildfire events. These occurrences have become more frequent and had a greater impact sínce European occupatíon.

The area encompassed by Baw Baw Shire has experienced major wildfire events in the years of 1898, 1939, 1944,'1978,1983, 1986,2003andasrecently as20A6|AT,Thetownshipsof Noojeeand Powelltown have suffered extensive losses in early years, with further widespread damage across the district. A number of fires within the Shire have been prevented from developing into major events due to the ¡uick response from local brigades and in no small part to fire prevention strategies that have been put in place.

Rural subdivisions and expansion of the population into rural centres and interface areas has resulted in more people being exposed io the risks of wildfire. Extreme weather conditions, including very low rainfall, have combined with high fuel loadings to create a high risk environment. Given this risk, every effort is required to educate all residents and visitors, provide for preventative rneasures to reduce the opportunity for and severity of any fire, and to be prepared to act efficiently and effectively in the event of any such threat.

The Department of Sustainability and Environment (DSE) in iheir document Gippsland Fire Protection Plan 1999 provides the information that the Gippsland Region contains approximately 2,576,835 ha of public land. The varieties of vegetation types in the region are capable of generating fires of cataclysmic proportions. Examples of such fires have occurred in 1939 and 1983 ( and Powelltown area) and 1978, 1986, 2003 and 2006107 fires in the alpine areas.

Damaging wildfires have occurred on public land in Noojee & Erica Fire Ðistricts of DSE in the Baw law Shire during each of the rnonths between September and April. Fires originating on public land pose a significant threat to adjacent farmland, rural settlements, and towns in the shire.

Wildfires of significance over the past 10 years are:

September 1997 Tanjil Bren Road 670 ha November 2003 Stolls Road 750 ha AprilZDÛ Blue Rock 2697 ha ln January 2006 near Erica the 'Moondarra' fire burnt more than 15,000 ha of State forest, National Park and private property including plantations. The cause of this fire is unknown. ln October 2006 more than 600 ha were burnt south west of Erica north of the 'Moondarra'fire.

The Great Divide Fire (1.1 million ha) and the Coopers Creek Fire (25,000+ ha) of December 2006 are two significant fires of note that had a devastating impact on the Baw Baw Shire.

CFA statistics indicate that incidents of structural fires occurring across the municipality and the state in dwellings, commercial, industrial and agricultural premises, includíng haystacks are on the increase. Since the late 1990's, CFA has seen an increase of more than 1O%in these types of fires over an eight year period. Undoubtedly linked to populatíon growth, both fire services and the Shire need to be prepared to work towards reversing this trend.

Hazardous materials incidents across have decreased slightly over the last few years from around 1600 in 02103 to around I300 in 05/06; but have fluctuated in CFA area. With major transport routes throughout the Shire, hazardous materials incidents pose a risk that requires management and mitigation measures as wellas support to CFA response capabilities.

A further impact on the munícipality is that of fires in structures. Each year across the nation, people are impacted upon by the devastation of lost of lives and property due to fires in residential and commercial buildings. Statistics in the following chart indicate that there have been a number of preventable deaths from fires across the state over the years 1998-2006:

By promoting the installation of smoke alarms in all residential dwellings and through partnerships in community safety and education campaigns, the Shire and CFA can reduce the impact of fires in structures of all descriptions. As statistics indicate, there is presently no downward trend in preventable fire deaths. Thís is something that we can work in partnership to change!

MUNTC|PAL EMERGENCY MANAGEMENT pLANNtNc COMMTTTEE (MEMpC):

The Municipal Emergency Management Planning Committee for the Shire is a committee formed under the Emergency Management Act 1986. The Committee ís responsible for the formation and maintenance of the Municipal Emergency Management Plan. It is important that there is a strong link between the MFPC and MEMPC to ensure the objectives of both groups complement one another.

The MFPO and CFA are representatives on the Commitiee and attend the two meetings, prior to the flood and fire seasons.

MUNTCIPAL F|RE PREVENTTON COMMTTTEE (MFpC):

The MFPC is established under section 54 of the CFA Act 1958.The functions of the commitiee are defined in s55 of the Act. The Act allows the committee to be made up of the MFPO (who is Executive Officer and Chairman), one representative from each rural and urban brigades, one representative from each group of brigades, a representative from Council and a representative from DSE, Vicroads, SP AUSTNET, HVP Plantations, Melbourne Water, Gippsland Water and V/Line.

The CFA shall, on the request of the committee, appoint a representative from any public statutory authority and a representative from any local interest group specified by the committee. The committee shall conduct meetings in accordance with s59 of the Act.

The Municip_al Fire Preveniion Committee has provided a two tiered structure. The Municipal Fire Prevention Gommittee is the overall decision making body and shall meet twice per year. Íhe date is set as the first Wednesday of April and the second Wednesday of September each year. An Executive Committee made up of two elected representatives from the brigades plus a representative from CFA, HVP PlantatÍons, Vicroads, DSE, Austnet SP, MFPO, BBSC Road Network Coordinator, Gippsland Water, Melbourne Water, Parks Victoria and V/Line. The Executive is to meet on the first wednesday of March and first Monday of september each year. The meetings are to be chaired by the MFPO or an Assistant MFpO.

BAW BAW SHTRE COUNCTL ROADSTDE MANAGEMENT PLAN (RMp):

Council adopted the Fìoadside Management Plan in 1999 as amended. This Roadside Management Dlán is subordinate to the MFPP. The aim of the plan is to improve the conservation value oiall ' oadsides in the Shire within a framework of sustainable and equitable use. Both the MFPP and the RMP provide generalized objectives for works and standards.

The RMP provides guidelines for the Baw Baw Shire Council to manage the roadsides for which it is responsible. ll does not provide guidelines for those roads and roadsides managed directly by Vicroads (Highways, Arterial Roads etc) or the Ðepartment of Sustainability andEnvironmént-(DsE) (Unused roads and forest roads etc).

The MFPP strategic fuel break system plan musi be overlapped with the RMP and where there are concerns these areas shall be better identified and a site specific plan developed to determine the best treatment for works, in a global sense, however without compromising the objectives of the MFPP.

Ïhe RMP encourages the use of the CFA Roadside Fire Management Guidelines for protection works however where burning ís to be carried out on roadsides of high or medium conservation value the DSE must be consulted. This may resulT in identifying different methods of protection works or rcssibly additionalworks externalto the sensitive sites.

Consideration shall be given to appropriaie signage of such areas to reinforce the particular site and the values and work variations necessary. Under the State Conservation Strategy lgBT and the Flora and Fauna Guarantee Act 1988, municipalities and the CFA have a responsibility to conserve the States native species. Fíre prevention works, on roadsides are exempt from the Native. Vegetation Clearance Controls however shall have regardlo the legislation objectives and take them into account before any works are carried out.

Primary fuel break -Moe Hawson Road, Erica

ROADSIDE FIRE MANAGEMENT WORKS ANÐ STANDARDS:

The objective of this section will be to define the desired requirements for roadside works for fire management and the standards to be achieved. The fire management works required are aimed at fine fuel reduction methods. This has an objective of assisting with the safe passage of traffic, to help restrict the risk of spread of wildfire from the roadside to adjoining land and to assist in wildfire suppression activities.

STATE ROADS: Vicroads is the responsible road authority and works are conducted in accordance with their Code of Practice for Fire Prevention on Arterial Road Reserves, it also uses the CFA Roadside Fire Management Guidelines to inform their fuel reduction practices. -he ' one constant standard to be applied, where practicable, over all of their categories is the cutting ,nd/ar slashing of vegetation up to 3 metres behind the guide posts.

MUNICIPAL ROADS: Municipal roads are all roads that are not a part of the State road system and are under council control. They do not include roads on private land or another public authorities land ( non-arterial state roads) . Municipal roads includp numerous roads within the defined "strategic fuel break" system. ]

Council's current "Routine Road Maintenance of Local Hoads in Baw Baw Shire" specifies works to be undertaken and "intervention levels".

All strategic fuel breaks forming part of the municipal road system shall have two cuts between 'l September and 31 March to 1.5 metres behind the guideposts (where practical) or 3 metres from the edge of seal or formation.

All other sealed and where possible, unsealed roads should be slashed to the guide post line or 1.5 metre from the road surface edge to achieve a minimum 10 metre clear width including the road surface, at a timing the same as above.

FIRE ACCESS ROADS: The purpose of fire access roads is to provide a reduced travel time for brigades when responding to fires. The nominated fire access roads under the control of council are;

There are also numerous fire accêss roads and tracks contained on public land. DSE is responsible for maintenance of these ídentified roads and tracks.

Funding for fire access road construction and maintenance is available through the Ministry of Police and Emergency Services under the Fire Access Subsidy Scheme'

WATER SUPPLIES AND WATER POINTS: Adequate water supply for ihe purpose of fire fighting is integral to planning for fire suppression. Water supply for fire purposes is available through two avenues; (i) Urban areas with reticulated water supply. Buln Buln, Rawson, Darnum, Rokeby, Drouin, Thorpdale, Drouin West, Tralalgar, Erica, Warragul, Longwarry, Westbury, Neerim South, Willow Grove, Nilma, Yarragon. Noojee,

Rural water supplies can be derived from; -water supply from nearby town supplies; -hydrants on water mains from storage reservoirs to town reticulation; -permanent rivers or streams; -farm dams or reserved fire fighting dams; -static water supplies (tanks); -reservoirs.

Each Brigade has developed a plan of the sites available for strategic rural water supply, these have been selected by the brigades as being permanent, accessible, reliable and adequate sites from which to obtain water for fire fighting purposes

FIHE PLUGS AND HYDRANTS:

Fire hydrants (including plugs) and responsibility for maintenance and markings is covered unde¡ the various requirements of the Water Act, CFA Act and CFA publication - ldentification of street hydrants for fire fighting purposes.

FIRE HAZARD CLEARANCE

PHIVATE LAND: ln accordance with the requirements of the Act, the MFPO (and Assistants) and MFPC shall oversee the planning for the fire preparation of the municipality. Brigades shall also assist in the identification of hazards or potential hazards in their areas.

For the purpose of site inspections and serving of notices for fire hazard removals or reductions it is important that each year be treated on its merits for the severity of the season to optimisethe timìng of ìnspections and particularly the serving of notices. This will assist in avoiding re-inspection and possibly further notices ts cut or remove hazards. The guideline to be used shall be that all areas shall be inspecied by the second week of November, wi1h-"Fire Prevention Notices to Clear"issued by the last week of November. Allproperties identified shall be cleared by the end of the first week of January'

OCCUPIED CROWN LAND: Any "Public Authority" lands identified as a fire hazard by the MFPC or MFPO during the course of insþections or identiiied otherwise, shall be recorded and appropriate notices for clearance made to the occupíer of the land. Where such occupier is unknown, the MFPO shall take the issue up with the Responsible Authority.

FIRE PREVENTION NOTICE TO CLEAR Following the inspection of properties throughout the municipality, fire preventíon notices to clear shall be served on the relevant properties by the MFPO' Note; fire prevention notices to clear can also include half the road width of any privalq street on which the land abuts. Section 418 and section 41C ot the Act allows for the right of objection or appealto a notice.

PERMITS TO BURN:

Following the declaration of a "Fíre Danger Period" no person shall light a fire in the country area ot Victoria without authorisation or direction as per the CFA Act. Note: There is a distinction between properties within 1.5 km of a state or national park (public land) for land north of the Princes Highway and for land south of the Princes Highway. Properties within 1.5 km of public land north of the Princes Highway require a permit to burn from DSE and not the MFPO. The prohibited period declaration may be different to the fire danger period, All applications for a permit to burn shall be in writing to the MFPO. lf the application is withín 1.5 km of public land and north of the Princes Highway, the application shall be referred onto DSE. When considered appropriate the MFPO will obtain comments from the relevant brigade captain prior to ihe issue of any permit to burn. The MFPO will determine wheiher to issue or not issue a permit to burn. Conditions on perrnits shall be in accordance with CFA comments, MFPO requirements and Schedules. A copy of the permit will be provided to the applicant and a copy shall be sent to the brigade captain. For land south of the Prínces Highway and within 1.5 km of Public Land, DSE to be advÍsed, by the MFPO, of the permit issued.

.:OUNCIL PROPERTIES:

ln accordance with section 43 of the Act, Gouncil is responsible to take all practical steps to prevent the occurrence of fires on property under its control or management including roads. The standards to be achieved by Gouncil should be the same as for private landowners. Where any land br reserves exist that require particular consideration for reasons such as environmentalvalues, Councilshall develop a "management plan" ihat includes a fire management plan. Where no such plan exists, land shall receive fire prevention work levels in accordance with surrounding private land fuel reduction practices.

Council encourages all statutory bodies to undertake fire management on their land and provide the MFPC with advice as to their planning. Any fire management plans should be forwarded Council.

WORKS AND STANDARDS:

The amount of work and the standard to be achieved for afirehazard clearance notice on a property rill be dependent sn the condition of the property and the requirements of the MFPO. ln general terms however the following work standards will be the minimum standard required providing a satisfactory and practical fuel reduciion level; (i) Standard residential size allotment: Grass and weeds cut over the whole of the land described, to a maximum height of 100mm above the natural surface of the ground (removed if deemed necessary by the MFPO); or Grass and weeds cut over a defined section of the land to a maximum height of 100mm above the natural surface of the ground (removed if deemed necessary by the MFPO); or Specified materialto be removed from a defined location on a defined siie (e.9. stacked timber, heap of undergrowth, heap of cardboard boxes., (¡i) Larger allotments: Any of the above, subject to determination by the MFPO. Where adequate stock are on or to be introduced to a property, a minimum 5 metre strip cut around the property boundary with the grass and weeds cut to a height of maximum 100mm above natural ground will be required.

SIGNAGE OF HIGH FIRE RISK AREAS:

Signs relaying the existence of a declared fire season and the need for permits are located across the municþality at strategic locations to advise local residents and all entering public of the declaration of ã fire dangèr period and that permits are required to burn off. The signs are erected by the relevant br¡gades at ihe commencement of the declaration of the fire danger period.

It ís also desirable to provide some form of educational signage throughout the rest of the year to assist wíth the education of the public in relation to other aspecis of fire safety and preparedness. The signs are erected by the relevant brigades at the completion of the fire danger period or at other periods throughout the year.

Education signage is disptayed on main roads throughoutthe shire- Queen Street, Warragul. Each year across the nation, l*pi" are impacted upon by the devastation of tost of lives and property due to fires in resìdential and commercíal buildings. Through partnerships in community safety and education campaigns, the Shire and CFA can reduce the impaet of fires in structures of all descriptions'

STAY AND DEFEND OR GO EARLY:

The strategy for people exposed to bushfire is to stay and defend or leave early. The right to stay and defenð-is aciiveiy promoted to residents in high risk environments. Victorian emergency services do not have the power to evacuate residents from their houses, and discourage late evacuation, as it is a potentialg dbad$ option. lntegral to this approach is developing a community of people who are well informed and well prepared for the event of fire. Those who are physically able and well prepared can probably survive avery high intensity io extreme intensiiy fushfire and save their property if they stay and defend it. Those who are unable to do this should leave their area by early morning on a high risk day that a bushfire is likely to occur (eg; total fire ban daY). eulíO¡ngs can be uséd as a refuge as they provide a radiant heat barrier between people and fire, howevðr they need to be in close proximity so that people can get to them quickly on foot when a bushfire occúrs. Conversely, buildings can pose a risk to life through asphyxiation from smoke as well as from flames, so they need to be properly prepared, ventilated, well clear of any vegetation, unlocked and accessible. People can shelter in them until the fire front passes and then move outside to defend the property from ember attack.

Local open spaces that are ideally free of fuel and put sufficient space between people and radiant heat can also act as refuges and reduce the risk. These informal places of shelter may be sports ovals, neighbour's tennis courts, main streets of a shopping centre where the distance from the flarnes and smoke is sufficient to protect those assembled from radiant heat and asphyxiation. At greatest risk from a bushfire are those who plan to stay, then later decide to flee, either out of the bushfire area or to a "safer" location that they need io drive to. This means that the distance to a designated fire refuge, further than a short trip by foot, creates ahazard to those fleeÍng the bushfire. People run the risk that they may be caught in the open or in their car on their journey to the refuge.

People who choose not to be at their home whilst the fire front passed could safely: Leave the fire risk area well before the fire starts, or Shelter at a neighbour's house which is less at risk than their own, or Shelter in the town centre or local shopping centre, or Shelter at a formally designated fire refuge or relief centre (To be determined by the MERO).

REFUGE AREAS:

. is impossible to provide any location that is guaranteed safe from a wildfire, however it is the MFPG's objective, along with other organisations involved in emergency management, to define locations that may offer the best refuge for persons who may be affected by a wildfire. This allows the brigades and MFPO to request or provide for specialtreatment of an identified site to support its use in a fire emergency.

The CFA has a clear policy that people tiving in an area subject to the threat of wildfire must "Prepare and stay and defend the property or leave early".

The Baw Baw Shíre currently has the following areas identified as fire refuge areas: Walhalla township; Dam wall Moondarra Reservoir; Rawson shopping centre; Dam wall Thomson Reservoír; Allambee Camp; Catherine Creek Recreation Camp; \oojee hall; anjil Bren dugout.

Parks Victoria manages several major parks within the Shire, Baw Baw National Park, Moondarra State park, Mount W;rth State Parli and Glen Nayook Park being the most significant. MELBOURNE WATER

The Department of Sustainability and Environment (DSE and PV) haslle statutory responsilllity for the preüention and suppression of fire within the Fire Protected Area (FPA) as defined in the Forests Rct igSA and in the Pärtnership Agreement. Melbourne's catchments are within the FPA. Melbourne Water, whilst not having any legislãtive responsibility, has long maintained an aciive involvement on the fire protection activities in añ¿ close to those catchments and strategic assets that supply Melbouine with water. This role has been clearly defined in the Partnership Agreement between Melbourne Water Corporation, the Department of Sustainability and Environment and the Country Fire Authority.

WALHALLA GOLÐFIELDS

The Walhalla Goldfields Railway lncorporated operates a tourist rail line from the Thomson River to thsWalhalla township. The wánaila Goldfields Railway lnc. is not a public authority, by virtue of the Rail Corporations nci (1996) and through the lnfrastruclure Lease Agreemen-t (ARTC a v1!,lt) or the Franchise Agreement (Conriex) the resþonsibilities outlined in section 43 of the CFA Act 1958 is transferred to the lessee. ln addition to the Deeds of Amendment the lnfrastructure Lease Agreement (ARTC¡/Line/Connex) also requires Walhalla Goldfields Railway lnc. to develop formal programs of community liaison to upgradé communications with Municipal Fire Prevention bodies and prepare an annualfire

management plan as required by the Office of the Director of Public Transport (ODPT). The plan should provide details of the work to be carried out to minimise the risk of iires òtartinj from iail operations, and to maximise community liaison. The plans should be taken to the Muñicipal Fire Prevention Committees (MFPC).

The Fire Prevention Management Procedure (Plan) enables Walhalla Goldfields Railway lnc. io satisfy current legislative and lease requirements and also serves to offer guidelines to éstablish and implement annual fire prevenlion plans.

RISK MANAGEMENT:

The fire risks across the municipality have been divided into ten risk environments to better define and treat all fire risks. This_process follows the risk management approach required in the Municipal Fire Prevention Planning Guidelines prepared by the CFA (2003) and assists councilto better address its obligations under the Country Fire Authority Act (19Sg).

Fesidential: - Primary land used is for the purpose of medium-long term accommodation. (Residential housing, units, apartments and caravan parks).

Public Accommodation:- Land used primarily for temporary accommodation (Hotels, motels, hostels, boarding houses, camping grounds and schoolcamps).

Commercial:- Land used for running a business or providing a service dírect to the public. (Shops and shopping centres, offices, cinemas and theatres, restaurants and cafes).

Healthcare & Special Accommodation:- Land used for ihe care and accommodation of people who require special care. (Hospitals, special accommodation).

lndustry:- Land used for any part CIf the production cycle of a product. (Factories and warehouses, chemical and petroldepots, mining, quarries and sawmills).

oublic Assemblyr Land is used for public assembly or multiple groups and organisations. Not used r accommodation. (Sporting events and stadiums, churches, elubrooms and halls, schools).

lnfrastructure Environment: - lncludes both infrastructure & transport, land used to support the supply of essential seruices to a comrnunity. lncludes pipelines, electricity lines, telephone exchange, public transport and transportation routes (roads & railway lines).

Transport:- A transportation route. Does not include transportation depots. lncludes infrastructure along the route and includes water routes (roads, railway lines, bridges and tunnels).

Agriculture:- Land used for the production of plant or animal material. This category can include low density housing. However agriculture is the main land use (crops and pasture, low density housing, plantations).

Natural Environment! - lncludes both private and public land. Environment might be slightly rnodified (native grasslands, bush areas and natural reserves, state forests and national parÉs).

ln order to determine which fire risks are relevant or severe enough to require treatment, the Australian/New Zealand Standard for Risk Management AS/N24360 was used to produce a Municípal risk profíle as described below. lt is considered that elements within each of the risk

The risk classification can be considered high where the likelihood and consequence of a wildfire, structure fire or hazardous materials (Hazmat response) incident event occurring falls within the range of the following parameters:

Likelihood: Event could occur at least once in every 20 years.

Consequence: Event could cause significant financial loss ($25,000 or more), casualties requiring hospitalisation or significant envíronmental damage.

The CFA have provided the followíng definitions for event type:

Wildfire: A freely burning, uncontrolled and unplanned fire thaT needs to be extinguished. lt includes fire in bushland or forests, crops and grass, or culiivated trees.

Structure Fire: ls any uncontrolled fire inside, on, under or touching a building or structure that needs to be extinguished.

HAZMAT: AHazmat incident is any event involving hazardous substances that may threaten life or property. Hazmat incidents include substances that may be flammable, combustible, corrosive, poisonous, oxidising, radioactive or explosive or otherwise harmful material.

TREATING THE RISKS:

The Municipal Fire Prevention Plan identifies areas, buildings and land use in the municipality that are at particular risk of fire. lt specifies treatments for each risk and who is responsible for implementing the treatments.

All risks assessed as high or above have been considered, with the aim of identifying and implementing appropriate risk reduction treatments.

These treatments fall into the following caiegories, Planning - ensuring that new sub-divisions and developments are designed taking into account fire safety; Regulation - permits, inspections, overlay zones and ensuring that sites have appropriate fire prevention, proteciion inf rastructure; Education - delivering programs that change peoples behaviour in relation to fire prevention, emergency identification and occupier response to an emergency; Manageme nt - hazard red uctio n strategies, f uel breaks, works prog rams : Community lnvolvement - Community Fireguard, sponsorship, Fire Ready Victoria; Technical- provision of facilities, new techniques, updated equipment, provisions of fire stations to address residual risk should an incident occur.

MUNICIPAL RISK PROFILE:

The fire risk rating within each of the risk environments has been determined using a qualitative risk assessment. This activity was undertaken with representatives from the Munícipality, DSE, CFA and HVP Ptantations and endorsed by the MFPC. The Residual Risk Hating has been determined after consideration of the treatment actions in place.
