Volunteering: a Traditional Canadian Value
Volunteering A Traditional Canadian Value Janet Lautenschlager Voluntary Action Program Foreword IN 1996, VOLUNTEERING IS A WAY OF LIFE FOR MANY CANADIANS. The spirit of volunteerism is rooted in the traditions and values of the pioneers who built this country, and it is inspired by the concept of mutual help and co-operation that lies at the heart of our Native societies. Although enormous amounts of volunteer time have been devoted to humanitarian causes over the years, history has yet to chronicle these endeavours. This booklet is a first sketch of volunteering in Canada from a historical perspective, drawing together specific examples to illustrate the role of volunteers from earliest times to the present. The volunteer activities highlighted here represent only a small sample of the massive achievements of Canadian volunteers. The terms "volunteer" and "volunteerism" may never have been used by some of the people whose activities are described. Today, we apply these terms to the community involvement of countless Canadians who have acted of their own choice to meet a need without concern for monetary benefit -- people who have translated their sense of civic responsibility into action. We hope this short history of volunteerism in Canada will help increase public understanding of the size and diversity of voluntary action as a historic force in Canadian society. When added together, the day-to-day efforts of Canadian volunteers over the years have met countless human and social needs and show what can be accomplished through the active involvement of ordinary citizens. In recognizing the contributions of volunteers from a historical point of view, we hope that modern-day volunteering will become more visible and will achieve its full potential in years to come. -

HIGH SCHOOL LEVEL TEACHING RESOURCE FOR THE PROMISE OF CANADA, BY CHARLOTTE GRAY Author’s Note Greetings, educators! While I was in my twenties I spent a year teaching in a high school in England; it was the hardest job I’ve ever done. So first, I want to thank you for doing one of the most important and challenging jobs in our society. And I particularly want to thank you for introducing your students to Canadian history, as they embark on their own futures, because it will help them understand how our past is what makes this country unique. When I sat down to write The Promise of Canada, I knew I wanted to engage my readers in the personalities and dramas of the past 150 years. Most of us find it much easier to learn about ideas and values through the stories of the individuals that promoted them. Most of us enjoy history more if we are given the tools to understand what it was like back then—back when women didn’t have the vote, or back when Indigenous children were dragged off to residential schools, or back when Quebecers felt so excluded that some of them wanted their own independent country. I wanted my readers to feel the texture of history—the sounds, sights and smells of our predecessors’ lives. If your students have looked at my book, I hope they will begin to understand how the past is not dead: it has shaped the Canada we live in today. I hope they will be excited to meet vivid personalities who, in their own day, contributed to a country that has never stopped evolving. -

Of course, that was the aim of his magisterial scholarly work, and while unquestionably impressive, his tome turned out to be by no means the last word on the topic. Indeed over the intervening quarter century, quite to the contrary, we witnessed a continuously increasing outpouring of specialized political science, historical, philosophical, psychological, and other disciplinary studies with clearly ―no school of leadership‖with a single unifying theory emerging. -

Truth, Justice, and the Canadian Way: The War-Time Comics of Bell Features Publications Ivan Kocmarek Hamilton, Ontario 148 What might be called the “First Age of Canadian Comics”1 began on a consum- mately Canadian political and historical foundation. Canada had entered the Second World War on September 10, 1939, nine days after Hitler invaded the Sudetenland and a week after England declared war on Germany. Just over a year after this, on December 6, 1940, William Lyon MacKenzie King led parliament in declaring the War Exchange Conservation Act (WECA) as a protectionist measure to bolster the Canadian dollar and the war economy in general. Among the paper products now labeled as restricted imports were pulp magazines and comic books.2 Those precious, four-colour, ten-cent treasure chests of American culture that had widened the eyes of youngsters from Prince Edward to Vancouver Islands immedi- ately disappeared from the corner newsstands. Within three months—indicia dates give March 1941, but these books were probably on the stands by mid-January— Anglo-American Publications in Toronto and Maple Leaf Publications in Vancouver opportunistically filled this vacuum by putting out the first issues of Robin Hood Comics and Better Comics, respectively. Of these two, the latter is widely considered by collectors to be the first true Canadian comic book becauseRobin Hood Comics Vol. 1 No. 1 seems to have been a tabloid-sized collection of reprints of daily strips from the Toronto Telegram written by Ted McCall and drawn by Charles Snelgrove. Still in Toronto, Adrian Dingle and the Kulbach twins combined forces to release the first issue of Triumph-Adventure Comics six months later (August 1941), and then publisher Cyril Bell and his artist employee Edmund T.
