Paul Mitchell was first elected to the 115th Congress to represent Michigan’s 10th District, and is currently serving his second term. The district includes Huron, Sanilac, Tuscola, Lapeer, St. Clair and Macomb counties. He serves on the Transportation and Infrastructure Committee and Armed Services Committee.

Paul, the oldest of seven, is the proud son of a GM autoworker, and graduated from Michigan State University. Paul and his wife Sherry live with their family on a farm in Dryden, Michigan.

Paul’s love for his home state and its citizens has led him to a life of service. His record of leadership includes organizing the fight to defeat the Proposal 1 tax increase in Michigan, which would have been the largest tax increase in Michigan in fifty years. Congresswoman Cheri Bustos represents Illinois’ 17th Congressional District, which spans 7,000 square miles across Northwest and Central Illinois.

Congressman Garret Graves represents Louisiana’s Sixth Congressional District in the United States House of Representatives. More than 750,000 people live in the 13 parishes that make up the sixth district, which includes most of Garret’s hometown of Baton Rouge.

For the 116th Congress, Garret is the Ranking Member for the House Transportation and Infrastructure Subcommittee on Aviation and is the Ranking Member for the new Select Committee on the Climate Crisis. He also serves on the House Natural Resources.

Last Congress, Graves chaired the Subcommittee on Water Resources and Environment and was instrumental in the development, passage and enactment of a range of policy wins on rivers, levees, flood protection, coastal issues and Corps of Engineers reforms. He also brought about critical upgrades to federal disaster response and recovery programs, streamlining FEMA operations, creating faster recoveries and helping make communities across the nation more resilient to disaster. Representative Davids was raised by a single mother, who served in the Army for 20 years. After graduating from Leavenworth High School, she worked her way through Johnson County Community College and the University of Missouri-Kansas City before earning a law degree from Cornell Law School.

As a first generation college student who worked the entire time she was in college, Rep. Davids understands the importance of quality public schools and affordable higher education. It is that foundation that allowed her to go on to a successful career, focused on economic and community development, which included time as a White House Fellow under President Barack Obama.

As the Senior Vice President for the Association, Yvette Rose is an advocate for the all-cargo air carrier industry, specializing in monitoring regulatory activity in the safety and security area and participating in government/industry working groups. Yvette started her career with the Cargo Airline Association in 1994; she was promoted to Vice President in 1998 and Senior Vice President in 2004.

Yvette graduated from the University of Maryland, School of Business and the Capital University Law School. She is a member of the Maryland Bar. In 2017, she was appointed Chair of the Federal Aviation Administration’s Aviation Rulemaking Advisory Committee (ARAC). Yvette also serves as the President of the Aero Club Foundation of Washington and in 2020 was appointed to serve on the Youth Access to American Jobs in Aviation Task Force.

As Director of Operations at ABX Air, part of the ATSG umbrella , and formerly Bob Boja has been involved with flight management for 31 years and remains an active pilot. Prior to ABX Air, he was a pilot and flight manager with Eastern Airlines.

In totality, Bob has been involved with all aspects of commercial aviation for over 37 years. Bob resides in Wilmington, Ohio.

Bob Boja Director of Operations at ABXAIR James A. (Jim) Forbes was appointed to Executive Vice President and Chief Operating Officer of the company on January 1, 2020. In addition to his role as Executive Vice President and Chief Operating Officer of Worldwide, he serves as Chief Operating Officer of the company’s subsidiaries Atlas Air, Inc. and , Inc.

He has over 30 years of aviation operating experience, including more than 20 years with Atlas Air Worldwide. He is currently Senior Vice President, Chief Operating Officer for Southern Air. In this role, he has been responsible for all aspects of the day-to-day Southern Air operation, including flight, ground and technical operations, as well as safety, performance and customer satisfaction.

Mr. Forbes joined Atlas in 1997 as Senior Director of Ground Operations, where he helped build the global infrastructure upon which Atlas has grown. He was promoted to Vice President, Worldwide Ground Operations in 2001, overseeing station operations for all of Atlas Air and . In 2008, Mr. Forbes was named Senior Vice President for Jim Forbes System Performance and Quality at Polar Air Cargo Worldwide, Atlas’ joint venture with DHL Express. In that role he led the transformation of the all-cargo network into today’s Executive Vice on-time express operation that supports DHL Express’ worldwide air network. As EVP for Corporate Public Policy for DP DHL Americas, Roger Libby manages the engagement of Congress and the Administration on climate change, customs, energy, homeland security, trade, and transportation policies. He joined DP DHL in 2004 and represents the company before both U.S. and international governments and organizations on the development and implementation of public policy matters affecting the logistics industry.

Roger is a Board Member of the Express Association of Americas and member of the TSA Aviation Security Advisory Committee (ASAC). He played a central role in setting up the Air Cargo Advanced Screening (ACAS) program, for which he was recognized by CBP.

Prior to DHL, Roger served as Associate Director of Government Relations for the U.S. Department of Transportation from 2002 until 2004, where he was twice recognized by the Secretary, including with the Secretary’s Team Award for development and roll-out of the surface transportation proposal SAFETEA-LU and the Award for Partnering for Excellence for his work on Environmental Stewardship and Streamlining. Roger had previously worked in the U.S. House of Representatives from 1997 until 2002 for Rep. Zach Wamp Roger Libby (R-TN) and Rep. Harold “Hal” Rogers (R-KY), then Chairman of the Transportation Executive Vice Appropriations Subcommittee. President Corporate Roger earned his Bachelors from Washington and Lee University (1995) and Masters in Public Policy for DP Global Security Studies from Johns Hopkins University (2012). He is a Paul Harris Fellow DHL Americas with Rotary International, Bryce Harlow Foundation Fellow, and American Council on Germany Young Leader in 2010. As Vice President for Safety & Airworthiness, Ms. Wells is responsible for the Air and Ground Safety, Quality Assurance, Quality Control, and Airworthiness Records programs. Her departments ensure the safety, airworthiness, and regulatory compliance of the FedEx Express fleet and air operation worldwide. This includes efficacy in critical processes such as safety management, safety analytics, and human performance systems. Ms. Wells also leads capital planning, process and performance improvement analytics, strategy development, quality management, and fuel management across the airline. Ms. Wells joined FedEx in 1993. Most recently, as Managing Director for Planning & Analysis in Air Operations, she was responsible for creating the framework for the airline strategic plan and performance metrics. She also ensured effective execution and sustainment of Air Operation’s fuel efficiency program. In addition, she led an industrial engineering group focused on highly-leveraged process improvement initiatives.

Prior to Air Operations, she served as Senior Manager for Global Operations Control (GOC). She started at FedEx as a Senior Manager in Domestic Ground Operations in New York and New Jersey. In 2000, 2006, 2013 and 2018, Ms. Wells received the Five Star Award, the highest recognition for achievement at FedEx. Ms. Wells was selected for the exclusive FedEx EXCEL Bobbi Wells DRIVE Program designed to develop targeted executives. In addition, she serves as president- Vice President for elect on the board of directors for the International Aviation Womens Association. Safety & Before joining FedEx, she served 10 years as a U.S. Army Major in Logistics. Her assignments Airworthiness for included command of Alpha Company, Main Support Battalion in the 3rd Armored Division, FedEx located in Germany. Ms. Wells is the recipient of several awards, including the Meritorious Service Medal and Joint Service Commendation Medal. She was born and raised in Pinedale, Wyoming. Ms. Wells holds degrees from the University of Memphis (MBA) and University of Notre Dame (BA). She is married and has two sons.

As Vice President of Flight Operations & Safety, Captain Mills has global oversight of and responsibility for UPS Airline Flight Operations, Training, Regulatory Compliance and Airline Safety. Prior to his current position Houston served as Global Aviation Strategy & Public Policy Director, where he advocated for federal and international aviation policy and collaborated with domestic and international industry groups to harmonize aviation safety standards and sustainability rules. He was also responsible for aggregating aviation strategy issues under one umbrella within UPS to help maximize safety and reliability for the company, as well as service to UPS’s growing global customer base.

Houston currently serves as one of 35 executives on the newly formed FAA Drone Advisory Committee, where he brings an airline and pilot perspective to a group of other transportation and technology leaders as they explore policy considerations for unmanned aerial systems (UAS) integration into the National Air Space system. He also serves as the Chairman of the Cargo Airline Association Board of Directors, and member of the IATA Safety Flight Ground Operations Advisory Council, and the Airlines for America (A4A) Safety and Operations Councils.

A native of Indianapolis, Houston received a bachelor’s in English literature from Wabash Huston Mills College and an MBA from Webster University. He also holds a Professional Human Resources Vice President of designation. Married and the father of three, Houston particularly enjoys motivational speaking, Flight Operations & golf, and has coached various youth sports for many years.
