NORTHUMBERLAND NATIONAL PARK and COUNTYJOINT LOCAL ACCESS FORUM NORTHUMBERLAND NATIONAL PARK and COUNTYJOINT LOCAL ACCESS FORUM JLAF MEETING THURSDAY 25 APRIL 2019 Venue: Wallington, Cambo, Morpeth, NE61 4AR and Kirkwhelpington Village Hall, Kirkwhelpington, NE19 7RT AGENDA Part One – Agenda for Afternoon Session 1330 – 1715 at Wallington The meeting is in two parts. Part One is the afternoon session and the theme of this session will be “Shared Use Paths” with particular interest in what the National Trust are doing in this regard. Part Two is the evening meeting and this part is open to members of the public. The JLAF last visited Wallington in 2009 and since then Wallington has opened the Dragon Trail and walking route and recently at Gibside, The National Trust hope to build on this approach at all sites and across the region. The aim of the session would be for the National Trust to show us what they have done at Wallington in regard to the aforementioned and to explain the rationale and ideally, to overview any further developments they have for walking, cycling and hopefully horse riding. See information overleaf for more details of site visit. Everyone attending the site visit should ensure they wear clothing and foot wear suitable for a moderate walk and take any other personal items which they require such as drinks, etc. Emergency contact number is Pete Trumper on 07881 109 620. 1330 Park and meet in the National Trust carpark in Scots Gap NE61 4EG (through first yard area). The car park is behind the former National Trust Regional Office at Scot's Gap, 1½ miles due north and east of Wallington on the B6343, grid ref: NZ037864. We will walk 1 km on unsurfaced flat level Y shaped disused railway tracks (DRT), part of 6.3 mile Wannie Line Walk. We will walk up right arm of DRT and back then take a peep up left arm. This is to see the potential these DRTs offer to provide better access to hidden parts of mid Northumberland – not just as part of a 6.5 mile circular walk. 1445 Return to vehicles then drive 1.75 miles to main site. 1500: Meet Steven Crawford, National Trust Active Outdoors Development Officer. Visit / look at walking and cycling trails and facilities. To look out for: Suitability and attractiveness for a range of users at both site visits. 1600: We will make use of the meeting space in Westwood cottage for a debrief with Q&A after the second walk. Please visit the website to find out more about it. Wallington offers a relaxing day out, exploring the house and grounds, watching the world go by in the grassy courtyard, letting off steam with your family or simply walking your dog. 2. The Trevelyans loved outdoors and being close to nature. The house is surrounded by informal landscape- lawns, lakes, woodland, parkland farmland, just waiting to be explored. 3. Enjoy being active outdoors with the Dragon cycle trail and newly launch low-cost cycle hire in partnership with British Cycling and HSBC. Take to one of the many scenic walks including the river walk, to refresh your mind and explore more of the wider estate on foot. Purpose of visit To see how National Trust at Wallington is meeting the challenge and expectations of visitors of all levels of mobility who specifically want to enjoy, walk or cycle traffic-free on the property. Page 5/6 JLAF Final Agenda 25 April 2019 NORTHUMBERLAND NATIONAL PARK and COUNTYJOINT LOCAL ACCESS FORUM Joint Local Access Forums in England Under Sections 94 and Section 95 of the Countryside and Rights of Way Act 2000, and in accordance with provisions of Regulation 7 of The Local Access Forums (England) Regulations 2002 (amended February 2007) the meetings of the Northumberland National Park and County Joint Local Access Forum (JLAF) are open to the public. Para 4.4.1 of the ‘Guidance on Local Access Forums in England (March 2007) further states that “Subject to certain exceptions, Regulation 7 requires forum meetings to be open to the public. This means the meetings are held in public but does not mean that they are public meetings. A person who is not a forum member may be allowed to participate in discussions on specific agenda items at the discretion of the person chairing the meeting”. Questions can be sent in writing to the Administrator, up to ten working days before the meeting.

    Northeast England – A history of flash flooding Introduction The main outcome of this review is a description of the extent of flooding during the major flash floods that have occurred over the period from the mid seventeenth century mainly from intense rainfall (many major storms with high totals but prolonged rainfall or thaw of melting snow have been omitted). This is presented as a flood chronicle with a summary description of each event. Sources of Information Descriptive information is contained in newspaper reports, diaries and further back in time, from Quarter Sessions bridge accounts and ecclesiastical records. The initial source for this study has been from Land of Singing Waters –Rivers and Great floods of Northumbria by the author of this chronology. This is supplemented by material from a card index set up during the research for Land of Singing Waters but which was not used in the book. The information in this book has in turn been taken from a variety of sources including newspaper accounts. A further search through newspaper records has been carried out using the British Newspaper Archive. This is a searchable archive with respect to key words where all occurrences of these words can be viewed. The search can be restricted by newspaper, by county, by region or for the whole of the UK. The search can also be restricted by decade, year and month. The full newspaper archive for northeast England has been searched year by year for occurrences of the words ‘flood’ and ‘thunder’. It was considered that occurrences of these words would identify any floods which might result from heavy rainfall.

I hope I will be able to speak to the haulage contractor before the meeting. Item 3c Munro’s buses: Since the last meeting I have spoken to the Parish Clerks to Belsay, Capheaton, Kirkwhelpington and Rochester in an attempt to gather documentary evidence to submit to Northumberland County Council. They all support Otterburn’s effort to have a bigger bus used on the Jedburgh-Newcastle route. We have agreed that I will produce posters seeking information from the public and will co-ordinate the responses. Items 3e Grants to local organisations: Since the last meeting I have received acknowledgements from First Responders, Tynedale CAB (which has dealt with 6 Otterburn residents in the last year) and the Friends of Bellingham Surgery. All are grateful for the donations received. I await an acknowledgement from Woodchips. Item 3f Tynedale Visitor: The following was prepared at the request of the Hexham Courant: ‘THE village of Otterburn is at the heart of Redesdale, a remote upland valley steeped in history and blessed with natural beauty. The Percy Cross stands in the midst of a small plantation, a mile north of the village. Near this peaceful spot, on an August evening in 1388, an English army of 8,000 men followed Sir Henry Percy into battle against the Scots, led by the Earl of Douglas. The battle of Otterburn ended in an English rout.

Creating a Capability Brown Landscape Lancelot Brown was born here at Kirkharle in 1716, 300 years ago. He walked to school at Cambo and back every day (3 miles or 4.8 kilometres - about 23 football pitches to school and then the same back again). When he left school, at the age of 15, he worked for the owners of Kirkharle. At that time, the Loraine family owned Kirkharle. He learned his skill of creating landscapes in this little corner of Northumberland. Lancelot’s landscape designs involved moving earth, creating lakes and planting trees. The aim was to create enjoyment for all visitors. Lancelot had the extraordinary skill of seeing how to improve what was already in a landscape. He could see the capabilities. This earned him the name Capability Brown. Lancelot Capability Brown decided to create a plan for a lake in the landscape at Kirkharle, for the young Sir William Loraine (cousin to Lancelot’s nephew, as his brother John had married into the Loraine family). Information about the site from Historic England: Kirkharle was a medieval settlement. The Loraines were landowners there as early as the fourteenth century. Sir William Loraine (1658-1743) succeeded to the Kirkharle estate as second Baronet in 1718. His Uncle was Sir John Fenwick of Wallington and Sir William was a barrister in London. In 1701 Sir William was elected as an MP. Whilst he lived at Kirkharle he built a new mansion house, out-houses, gardens, fountains, and fish ponds.
