Minutes of the Previous Meeting The minutes from the 12 October 2020 meeting were agreed to be accurate, and the council resolved to accept them as a true record. Proposed: Cllr P Barker Seconded: Cllr Tate Vote For: 8 Vote Against: 0 Abstain: 0 MOTION CARRIED 4. PCSO Report PCSO Stevens reported from Ashford Police Station. The focus this week has been on vehicles. There have been groups of vehicles in the Singleton Centre, these groups have been approached and made aware that the area is being targeted. Two tickets have been given for parking on the yellow zig zag lines outside a primary school and one for parking across a dropped kerb. There have been numerous reports of nuisance vehicles in the Ashford Community Woodland. The bikes have no registration plates and although patrols have been carried out, the vehicles are being driven off when patrols appear. The number of calls have increased considerably this week so patrols will continue. There have been very few calls regarding the lake. The lake is open for fishing over the current lockdown. 1897 Parish Council Full Meeting 9 November 2020 5. Reports from Borough Councillors 5.1. Cllr Barrett – Singleton East Ward Very quiet month indeed. ABC Crime Support Unit have mobile cameras and if the police are in agreement, they can be placed in the woodlands. Dyke work is due to be carried out by Buxford Mill. The Singleton Centre is continuing through Phase 1 work. There has been no increase in fly tipping related to lockdown, but there was a small increase in levels around 3 months after the new charging system was introduced. Cllr Barrett will obtain official figures and pass these on. The depot fire is still affecting recycling of textiles and small electrical items. 5.2. Cllr Blanford – Weald Central Ward Connection problems meant Cllr Blanford’s report was forwarded after the meeting. • I was sorry not to attend the Remembrance wreath laying at the War Memorial but I understand that numbers were limited during lockdown. This is the first time since my election in 2007 as Councillor for Great Chart, apart from the year when I was Mayor, that I have not been able to attend but I did take part in the virtual church service at St Mary's including the two minute silence and the reading of the names of Great Chart people who fell during the 1st and 2nd World Wars. • I attended the Kent Design virtual conference on 5th November. This was a follow up on the Conference last winter when the regeneration of various East Kent towns including Dover, Chatham, Dartford, Gravesham and Medway were under review. This took place in the Turner Centre, Margate. On Thursday key officers from these Boroughs reported on progress. There were break-out sessions and I was asked to be a "Keynote Listener" to report back on one of the sessions. The reason I attended is that these towns have some similar issues as Ashford, such as design, accommodation, place-making and transport links including cycle routes and it is interesting to hear how other towns are dealing with these matters. The Stodmarsh issue which parish councillors may have read about. The BC received a report from Natural England saying that it was concerned about the amount phosphates and nitrogens which were present in the Stodmarsh wetlands and affecting the ecology. The report was rather vague and did not specify where Natural England thought that these materials were coming from. Stodmarsh is an important ecological site with various environmental designations such as a Site of Special Scientific Interest (SSSI). The water comes from the River Stour and pollutants could be run- off from agricultural land and from development sites in the catchment area which would include Canterbury, Dover, Folkestone and Ashford.

    GREAT CHART WITH SINGLETON – FEBRUARY 2020 As you are all aware, Ashford has recently seen very unsettled weather as Storm Dennis, Storm Ciara and Storm Jorge battered the country. Strong winds and torrential downpours caused many roads in the area to be blocked by falling trees. On Sunday, 16th February, my colleague and I were deployed to a tree that had fallen onto a vehicle along the A252 that runs from Molash to Chilham. Remarkably, the driver of the vehicle walked away uninjured. We were then there for 4 hours waiting for Kent Highways’ tree surgeons to remove the tree that had blocked the road. Over the last few weeks, Ashford PCSOs have attended many fallen trees in order to help keep the public safe and traffic moving. During the February school holiday, Police Community Support Officers have, once again, been involved in an operation with regards to nuisance youths and antisocial behaviour. Traditionally the school holidays have been a busy period for Kent Police when it comes to a minority of youths causing problems. The aim of this operation is to conduct pro-active patrolling and deal with youths as soon as possible when issues are reported to us. In February, Police Community Support Officers were also involved with a different operation which was organised by the Kent Police Community Safety Unit. This was to raise the awareness of knife crime and to talk to the 8000 children in our local secondary schools about it. Test purchasing of knives was also carried out by non-uniformed police cadets who were underage.

Existing Site The application site is located on Pluckley Road, Charing, approximately 0.5 miles from the centre of the village. The site is clearly defined with timber post and wire/mesh fencing to all four boundaries and measures approximately 2300 sqm in area. Site access for maintenance is via an existing temporary gate serviced by a drop kerb. The site boundary/gates in this location are set back approximately 4.9m from the edge of Pluckley Road. 1.0 Site Location Plan The application site, which was formerly part of the gardens to The Old Corn Store, has become scrub land in more recent years and is disused by the owners and can reasonably be defined as an infill site with clear definition of the residential curtilages of the adjacent properties continuing across the rear of the proposed development site. 1 Broadway cottages to the north-east of the site are a pair of Grade II listed late 18 th century – early 19 th century cottages, finished with timber weatherboarding and a hipped clay tile roof.
