Mr. President

The small progress we have made after 4 or five weeks close attendance & continual reasonings with each other, our different sentiments on almost every question, several of the last producing as many noes and ays, is methinks a melancholy proof of the imperfection of the Human Understanding. We indeed seem to feel our own want of political wisdom, some we have been running about in search of it. We have gone back to ancient history for models of Government, and examined the different forms of those Republics which having been formed with the seeds of their own dissolution now no longer exist. And we have viewed Modern States all round Europe, but find none of their Constitutions suitable to our circumstances.

In this situation of this Assembly, groping as it were in the dark to find political truth, and scarce able to distinguish it when presented to us, how has it happened, Sir, that we have not hitherto once thought of humbly applying to the Father of lights to illuminate our understandings? In the beginning of the Contest with G. Britain, when we were sensible of danger we had daily prayer in this room for the divine protection. ”Our prayers, Sir, were heard, and they were graciously answered. All of us who were engaged in the struggle must have observed frequent instances of a Superintending providence in our favor. To that kind providence we owe this happy opportunity of consulting in peace on the means of establishing our future national felicity. And have we now forgotten that powerful friend? I have lived, Sir, a long time, and the longer I live, the more convincing proofs I see of this truth- that God governs in the affairs of men. And if a sparrow cannot fall to the ground without his notice, is it probable that an empire can rise without his aid? We have been assured, Sir, in the sacred writings, that "except the Lord build the House they labour in vain that build it." I firmly believe this; and I also believe that without his concurring aid we shall succeed in this political building no better than the Builders of Babel: We shall be divided by our little partial local interests; our projects will be confounded, and we ourselves shall become a reproach and bye word down to future ages. And what is worse, mankind may hereafter from this unfortunate instance, despair of establishing Governments be Human Wisdom and leave it to chance, war and conquest.

I therefore beg leave to move, that henceforth prayers imploring the assistance of Heaven, and its blessings on our deliberations, be held in this Assembly every morning before we proceed to business, and that one or more of the Clergy of the City be requested to officiate in that service.

ALABAMA SOCIETY SONS OF THE AMERICAN REVOLUTION ORGANIZED FEBRUARY 10, 1889 President‘s Report October 2016

This year is moving fast. Before the Spring BOM I visited the John Archer Elmore, Tennessee Valley, Little River, Richard Henry Lee, General Galvez, Cahaba Coosa, and Birmingham chapters. Since the last BOM I have visited Cahaba Coosa, Black Warrior River, Cheaha, Tennessee Valley and Birmingham chapters, with visits to Wiregrass, General John Archer Elmore, and Tri State, General Richard Montgomery, and Birmingham in the coming months. I look forward to rounding out the year at the Cullman, Lamer County Sons of Liberty, Shoals Area, and Etowah chapters. I brought greetings at the 16th Annual SAR/DAR Constitution Week Awards Luncheon hosted by Wiregrass SAR and John Coffee DAR chapters. I attended the Blue Star Salute in Mobile. I will return to the Wiregrass for the October 16th grave dedication for William Lester.

Thanks goes to the SAR George Washington Endowment Fund for helping two of our chapters in projects. The General Galvez Chapter dedicated a Bernardo Galvez and the Spanish at Mobile Point” interpretive marker (Fort Morgan) and the Black Warrior River Chapters replaced the damaged Honor Rolls of Patriots (now honoring 52 patriots) monument in Capital Park in Tuscaloosa.

Bruce Buehler, chair of Training and Development had several GoToMeeting sessions for chapter Presidents/Vice Presidents as well for secretaries/treasurers and we had Executive Committee meetings on Risk Management and Financial Forecast all via GoToMeeting sessions. This method of communication is saving members time, and cost in traveling to training and leadership meetings.

Members of our Endowment Committee (Price Legg and John Wallace), Hal Thornton, Edmon McKinley and I meet for an educational session with the Community Foundation of South Alabama staff to learn more about our Endowment.

At our recent State Society convention I requested your assistance in recruiting new members. I asked you to tell your SAR story as the first step in recruiting a new member. We all joined the SAR to honor and preserve the achievements our patriotic ancestors but each of us has our own story of why we joined. Please join me in our recruitment efforts this year by sharing your SAR story with prospective members.

Remember all members of the Alabama Society are encouraged to attend the BOM meetings.

ALSSAR SENIOR VICE PRESIDENT REPORT 2016 FALL BOARD OF MANGERS MEETING

It has been a very busy summer for SAR activities. But, I must say, a very enjoyable and productive one as well. The activities really began for me when our President, Dr. Fred Olive, appointed me as the Chairman for Insurance and Risk Management, Chairman for the ALSSAR Annual Business Meeting and Convention Centralization Committee, and co-chair for the Finance Forecast and Management Committee. In the middle of these obligations we, my wife Beverly and I, attended the NSSAR Annual Congress in Boston, MA, along with many other members of ALSSAR.

I’ll discuss the major events separately.

1. The first order of business set by President Olive was the development of a Financial Forecast and Management document headed up by Committee Chair NSSAR Librarian President Bruce Pickette. The major emphasis was to prepare a dynamic document that could be used to forecast and manage the finances of our Society, and be pro-active and not re-active to the Society’s financial needs. This was accomplished through formulation of a policy that establishes a Financial Forecast and Management Committee, charged with the responsibility of monitoring the Society’s finances in an on-going manner, and advising the ALSSAR Executive Committee and ALSSAR President of the financial status of the Society and necessary Financial management actions. The recommendation for implementation of this policy was presented to the ALSSAR Executive Committee in a Go To Meeting conference on 28 June 2016. The ExCom heard and discussed the proposal and voted to enact the policy immediately. 2. As Chairman of the Insurance and Risk Management Committee, I worked with the other two members of the committee, Compatriots Price Legg and Alen Herod, in determining the type of insurance necessary to provide the ALSSAR state organization adequate coverage for ALSSAR’s multi- faceted activities. The decision was Directors and Officers and General Liability insurance was necessary. This coverage does not extend to the Chapters. We solicited proposals from several sources, including our National insurance broker, and received many different quotes and proposals. After all were considered State Farm Insurance offered the best coverage for the least money. It was determined that this was the coverage we should purchase, and this was recommended to the ExCom in a Go to Meeting on 4 August 2016. The ExCom heard the proposal, considered it, and approved the purchase to be made immediately. The coverage has been purchased, and is in force. 3. The full report from the Centralization of the ALSSAR Annual Business Meeting and Convention committee will be presented to the ALSSAR 2016 Fall BOM meeting. Following the presentation of the report, the BOM will be asked to approve the implementation of the recommendation of the committee. As discussion of this item is too lengthy for inclusion in this document, anyone wanting the committee’s report can contact me and I’ll be happy to send the report to them. 4. I have been able to visit several of the Chapters since May, and have visits scheduled to several of the others. It is my desire to visit as many as possible.

It pleases the Secretary to report that at the beginning of2016 the ALSSAR had 1006 members. Thus far this year we have:

We have a number of applications, supplementals and reinstatements that I am awaiting approval from NSSAR. All applications have been processed for new member::> , supplementals, etc. and all transmittals have been mailed to the National Registrar.

All Chapters have received their Dues Roster and have been given a detailed letter of instructions on reporting dues to the State Secretary. The Secretary would! like to thank Compatriot Bruce Buehler and Recording Secretary Felton Mitchell for their assistance in printing the membership cards. The Secretary would also like to thank all the Chapter Secretaries for assisting in the verification of data on the Chapter Membership Rosters.

Additional membership and dues cards will be mailed to the Chapter as needed. [ urge all Chapter Secretaries to collect their dues as soon as possible to determine which members have not yet paid their dues. These members need to be contacted as soon as possible so that their dues can be collected so as to cut down on the need for so many reinstatements.

I thank all of the Chapter Secretaries who are working so well with me and again let me urge you to get the dues collected so that we will have another great membt:::rship renewal rate this year.

Recording Secretary’s Report For the Fall 2016 ALSSAR Board of Managers Meeting

Highlights of the Recording Secretary’s activities since the ALSSAR 2016 Spring Board of Managers Meeting:

• The Recording Secretary has been appointed a SAR National Genealogy Assistant (one of only nine nationwide), with his genealogical specialty being probate records. Since being appointed, he has fielded telephone calls and emails for research assistance; and provided proof for a ‘brick wall’ generation for an Oklahoma SAR applicant allowing him to complete his membership application.

• The Recording Secretary attended the 2016 National Congress in Boston, MA. Accompanying the Recording Secretary was his wife (DAR), two daughters (both DAR), and five grandchildren ages 12, 11, 7, 3 and 18 months (SAR and CAR). While the Recording Secretary attended Congress, the family toured the Boston Freedom Trail and other Boston attractions. After Congress, the family rode the Amtrak train to New York City, where the Recording Secretary and entourage visited the Statue of Liberty and Ellis Island, the Museum of Natural History, the Metropolitan Museum of Art and other NYC tourist attractions. All had a wonderful, patriotic time!

• The Recording Secretary has been appointed to the SAR National Genealogy and Community Engagement Committees and he was reappointed to serve on the National Legal Advisory and Internal Audit Committees.

• The Recording Secretary will be giving a course on using probate records for genealogical proof for the Osher Lifelong Learning Institute at Auburn University winter 2017 term.

• At the request of President Olive, the Recording Secretary sat in on two Executive Committee meetings.

• The Recording Secretary placed the Fall 2016 Board of Managers Report Book on the Alabama SAR web site in digital format prior to the date of the BOM meeting. This continues the Alabama SAR’s successful effort to make the Report Book available to the Board of Managers for review prior to the meeting.

• A draft of the minutes of the 2016 Board of Managers meeting was prepared and distributed.

My activities as ALSSAR Genealogist since the Alabama Society 2016 Spring BOM Meeting Report of May 7, 2016, have continued and include the following:

• Provided genealogical data and research assistance to members and potential members. Currently working on several prospective member applications;

• Continue to maintain personal subscriptions to fold3.com (formally footnotes.com) and ancestory.com databases, and access to HeritageQuest online database;

• Maintain the newest version of the Cox “SAR AID” Application Software;

• Participated in additional testing of the NSSAR digital member application software since the 125th national Congress, providing input to NSSAR IT Committee;

• Maintain membership in the Alabama Genealogical Society and the South Carolina Genealogical Society and the Anderson County, South Carolina Genealogical Society;

• Maintain updated email list for ALSSAR chapter genealogist, registrars and chapter presidents using ALSSAR/Chapters web pages, ALSSAR Position Listing and NSSAR database; and

• Maintaining with the ALSSAR Registrar, an inventory of DAR Record Copies.

Recently resigned as Chairman, NSSAR Membership Committee for 2016-17, but agreed at the PG’s request to take a Vice Chairman position. Continue to be a member of the following additional NSSAR committees: Americanism; Medals and Awards; and Genealogy. The NSSAR Genealogy Committee is now a “standing” committees.

Will attend the NSSAR Fall 2016 Leadership/Trustee Meeting in Louisville, Kentucky.

ALABAMA SOCIETY TRUSTEE REPORT

My role as Alternate Trustee of the Alabama Society at the Boston Congress held July 8-13, 2016 was to represent and vote as an elected representative for our former Alabama Society Trustee, Bobby Joe Seales who could not attend the Congress and also in my capacity as the new Alabama Society Trustee along with President Fred Olive of the Alabama Society who was sworn in as the new Alternate Alabama Trustee.

The Alabama Society was well represented by our state delegates at the Boston Congress. The Alabama Society also participated in the vast majority of SAR youth contests. Our Vice-President General of the Southern District, Michael Wells of the Alabama Society hosted the Southern District Breakfast at Boston attended by delegates from Alabama, Tennessee, Louisiana, and Mississippi state societies. Gerald Brent of the Mississippi Society was introduced as the newly elected VPG of the Southern District.

The following national officers of the SAR were elected by delegates at the 126th Annual Boston Congress: President General, J. Michael Tomme, Secretary General, Larry Guzy, Treasurer General, Warren Alter, Chancellor General, Davis Lee Wright, Genealogist General, John Sinks, Registrar General Russell DeVenney, Jr., Historian General, Jack Manning, Librarian General, C. Bruce Pickette of Alabama, Surgeon General, Larry Leslie, and Chaplain General, Rev. Louis Carlton Jr.

Two members of the Alabama Society, Compatriots Bill Stone, Project Manager of the SAR Museum and Bruce Buehler, Chairman of the Strategic Planning Committee were also chosen by the President General as non-voting members of the Executive Committee for 2016-2017.

Alabama Society members were also awarded national medals for their service to the national society. Compatriots C. Bruce Pickette and Dr. Dave Billings each received the National Roger Sherman Medal and the National Distinguished Service Medal for the SAR was awarded to former Alabama Society president, Bill Stone. Many of our state membership were also awarded the Liberty Medal for each member being first line signers for ten or more society memberships.

The Alabama Society is making quality in-roads in attendance and participation within our national committee system at our Trustee/Leadership Meetings and at our yearly SAR Congresses. These results can be directly attributed to our state-wide leadership at the chapter and state levels. We can be proud of our current accomplishments at the national level but we need to remain steadfast in increasing our capacity regarding, membership, leadership and community development outreach within the state level.

Americanism Elementary School Poster Contest

The Alabama Society Sons of the American Revolution has sponsored the Americanism Elementary School Poster Contest for some years. Our highest level of participation from chapters has been to see five chapters participate. My hope is that we could have more chapters participate.

The General John Archer Elmore Chapter and the Tennessee Valley Chapter have produced a number of participants in recent years. My hope is that our membership will see the benefit of engaging third through fifth grade students in researching and using their abilities in learning about the American Revolution.

This year, the poster should be based around the theme of Revolutionary War people. The posters must be submitted the Friday night of the State Society Annual Meeting in February. At present, the chapter chairmen are:

The Eagle Scout Committee continues to send out Eagle Scout Proclamations of Honor and Distinction to all who ask for the recognition. We depend on you who have local Scout Troops in your area to let them know of this recognition. Please forward any requests directly to me. We have sent out a total of6 since our last report, and we are already getting requests for where to download the fonns for the Arthur M. & Berdena King Scholarship Competition for this calendar year.

The Outstanding Eagle Scout Award for 2016 is underway, and I have had several requests for local Chapter contacts for sponsorship. I still need to hear from the following Chapters for your Eagle Scout contact: Cullman, Etowah, Lamar County SOL, Tri State, Wiregrass and General Galvez. When they contact me, l would like to give them the proper information as to whom to speak to in your Chapter.

We had no submissions from the Alabama Society for the Robert E. Burt Boy Scout Volunteer Award for this year. The deadline for entries was August 2016. We would really like to pursue this award for 2017, so I will get this information out to you in the Spring of next year. There are many volunteers throughout the State of Alabama who are deserving of this award. Please let me know if you have someone in mind for next year.

not to exceed $1,000.00, of expense money will be provided to pay for the combined travel, taxi to and from the airport, hotel and related meals for both the Cadet and his / her chaperone. Expenses in excess of the $1,000.00 will be the responsibility of the Cadet. The travel expenses related to the respective State Conventions will be at the discretion of the said State Society Chapters.

The State Outstanding Cadet Award increased to $600 for 1st place winner. We now have an award of $250 for 2nd place winners and a $150 award for 3rd place winners. Travel expenses up to $250 will also be presented to 1st place winners for their trip to the State Convention. JROTC Coordinators were asked to include this information in their respective briefings.

July 2016 Cadet Chase Flatau from Huntsville, the ALSSAR 2015-2016 JROTC Outstanding Cadet placed 6th in a very large competitive field for the National Award. A Cadet from the neighboring Southern District (GA). was this years winner. Compatriot Bob Anderson, contacted Cadet Chase’s school and forwarded a letter of appreciation.

August 2, 2016 Compatriot David Jones of the Black Warrior ALSSAR Chapter (who is also a JROTC Instructor ) assisted me in briefing JROTC Military Science Instructors at the State’s annual ALACTE (Career Tech Educators) on ALSSAR JROTC awards program with emphasis on the JROTC Outstanding Cadet (Enhanced Award) program. The event was at BJCC in Birmingham. The 96 JROTC Military Science Instructors were very receptive to the program and I expect your Chapter JROTC Program Coordinators will be contacted soon for assistance – to bring their SAR JROTC awards programs up to speed to meet the program deadline.

To bring Chapters up to date on the briefing contents, attached are two versions of the briefing, one a “light” version (that can be best viewed in a “light room” presentation environment - Option 1) and one entitled “Dark” ) for viewing under another lighting environment. The second version below is Option 2.

To make these Power Point slides work, click on the attached images (“Light” version or” Dark Version”. Once on the cover slide image, double click to toggle through the slides. Feel free to use them when briefing your JROTC Senior Instructors.

RECOMMENDATIONS:

Although involvement for Outstanding Cadet has increased since last year, All Chapters are encouraged to increase interest and involvement in this important honors program for our Nation’s youth.

Thus far this year we have had numerous queries on the George S. and Stella M Knight Essay Contest. The requests have been throughout the State. In the majority of cases the request have come to me directly, as chairman of the Alabama Essay Contest. In each case I have responded and forwarded the requests to the appropriate Chapter President, Vice-President and Secretary in hopes that the request contact can be mad by the Chapter Contest Chairman.

The overall guidelines, deadlines and rules can be found on the updated Knight Essay link under Youth Programs on the ALSSAR webpage. There you will find the main information on the history, deadline dates and other information for both the Chapter and the student entering the contest. There are three other hot links on that page as well. The first is contained on the line titled CLICK ON THIS LINK FOR A COMPLETE SET OF RULES. This link contains the contest rules for this year. The rules are laid out in outline format to all the student to more clearly understand the strict rules in place. The second link is next to Chairman: Mike Wells where you may click on the name to open an email form that directly goes to the Chairman’s email address. The third and largest hotlink is the Title on the top of the page KNIGHT ESSAY CONTEST. This link is directed to the National George S. and Stella M. Knight Essay Contest website. It is preferable that the students go to the State links as they are easier to read and understand.

There is one item that is not included in the contest package that both the State and Chapter must provide before the State and National Deadlines. These are the Sponsoring SAR Forms. Each contest must provide them to National. I have attached them to the Committee report here along with the instructions. The forms are mandatory. Please take time to read the materials provided here. If you do not have a participant you may still want to avail your chapter, President, Vice-President and Secretary with them as non- participating Chapters may be called up for the State Essay judging process. The George S. and Stella M. Knight Essay Contest

The contest is designed to give high school students an opportunity to explore events that shaped American History. Contestants shall be in the 9th through 12th grade of study during the contest year.

Contest History: The George S and Stella M, Knight Essay Contestant was originally established and named in honor of President Calvin Coolidge, who won a local SAR essay contest while a student at Amherst. The contest was reestablished in 1988 by Compatriot (SAR member title) McCarthy DeMere. In 1995, the contest was renamed the George S. and Stella M. Knight Essay Contest in honor of their generous gift to the SAR to support the contest. The program is designed to give Freshman, Sophomore, Junior and Senior students an opportunity to explore events that shaped American History. Conducted at the Chapter, State and National Society levels, the students must submit an original essay with topics based on an original research and deal with an event, person, philosophy or ideal associated with the American Revolution, Declaration of Independence or the framing of the United States Constitution.

Eligibility, Submission and Essay Deadlines

The contest is open to all students who are United States citizens or legal resident aliens. Contestants must be in grades 9th through 12th during the contest year. They must be attending school including accredited home schools.

The contestant must be entered through an SAR Chapter near the student’s residence. If there is no Chapter Essay Chairman in the contestant’s area, then the essay may be entered at the State level known as a State level. Only one entry per student is permitted per contest year. The first place National winner is not eligible to participate in the contest again.

GEORGE S. AND STELLA M. KNIGHT ESSAY CONTEST RULES AND GUIDELINES

The topic of the essay shall deal with an event, person, philosophy, or ideal associated with the American Revolution, The Declaration of Independence or the framing of the United States Constitution.

The essay must be based upon no less than five sources, at least three of which must be published works. Use of encyclopedia or internet websites are acceptable, but will not satisfy the requirement that at least three sources be published works. If there are no published sources, the essay will be disqualified. Plagiarism will be grounds for immediate disqualification.

Essay Format:

An original essay must be submitted. If submitted by mail no bindings or special covers are allowed. Graphics are not permitted. The essay must be written in English.

Each George S. and Stella M Knight Essay Contest entry must have four parts.

1. Cover page. 2. Essay. 3. Bibliography. 4. Contestant’s Biography.

The cover page, bibliography and contestant biograph must be on separate pages. (In order to avoid bias, a blind-judging process is used and the judges are provided only the essay and bibliography pages. NO reference to the contestant’s name or other identifying information may appear on the pages of the essay or on the bibliography pages.) Contest entries that do not conform exactly to the above requirements will be disqualified

Patriotic Outreach Education Alabama Society

Recently, patriotic outreach education received considerable attention at all levels within the SAR. One can see a great deal of interest these days at the chapter levels in community and school programs and at the state levels simply by evaluating the 95% participation in national youth programs involving Alabama student participation. Its importance can also be seen in many other ways such as the majority vote of the national trustees in sponsoring and approving the go ahead to raise funds for the SAR Museum and the amount of SAR National Educational Programs being captured on DVD’s for distribution to state societies of the Sons of The American Revolution.

President General Tomme in his inaugural address to the 126th Congress defined some of the “Golden Opportunities” for the future of the SAR. His speech stated, “An important part of the SAR mission is patriotic education and therefore it is our responsibility to share our knowledge of the founding of this country and the struggle of our forefathers and ancestors. That is why my first initiative is Educational Outreach. To enhance our educational outreach beyond Louisville, a new Educational Outreach Team initiative will extend this mission into our chapters and reach out to the children in their schools, Scout organizations, civic groups, religious institutions and other patriotic organizations.

He further states, “The long range goal of this initiative is to develop and share educational program presentations by SAR members. These presentations would be Colonial Living History (era before and during the American Revolution), a discussion about our founding documents, presentations on battles or personalities, or other appropriate patriotic programs targeted for children. The long-term goal is to have an NSSAR database of all Educational Outreach Teams and their programs. This would enable educators to access a database of our nationwide programs, including contact information and scripts and/or videos”.

“NSSAR Educational Director Colleen Wilson, Brooks Lyles, Educational Committee chairman; Bill Stone, Educational Outreach Center production chair; and Tom Jackson, Web-based Educational Learning Subcommittee chair and others on the NSSAR Educational Team will work together to develop this initiative. The NSSAR educational director could assist in the developing of new presentations. The details of the long- range initiative can be found on the NSSAR website, There will be two levels of the program, one for those chapters that have never offered an educational program and the other for those chapters that already have an educational program in place. The basic requirements are the same and will require chapters to share their program information with NSSAR to be included in the national education website. Streamers will be available for those chapters that complete this initiative between now and May 31, 2017, but this initiative does not stop in 2017. It continues for many years into the future.”

While parking is available at the church and across the street, car pooling is strongly encouraged. Descendants, SAR & DAR members along with other lineage groups are encouraged to attend. Please bring your chapter or organizational wreath for presentation during the dedication program. The ALSSAR State President is attending and there will be a reception following the program in the Church Fellowship Hall. The following are driving directions from the north and south to reach the church. SAR Event signs will be in place at major intersections. FROM MONTGOMERY: Take US Hwy 231 S passing through Troy to Brundidge. Turn left on AL High- way 10 E. There is a stop light at the intersection and a Hardee’s on the left. Pass through Brundidge on Hwy 10 E to Clio (boyhood home of Gov. George Wallace) - approx. 13 miles. In Clio turn left on US Hwy 51 N toward Louisville (approx 6 miles). There is a stop light at the intersection of AL 10 and US Hwy 51. As you enter into Louisville, Hwy 51 N crosses over a bridge and makes a curve to the left. The church will be right in front of you - go right to parking.

FROM DOTHAN: Take US Hwy 231 N (Troy Highway) to Brundidge. Turn right on AL Highway 10 E. There is a stop light at the intersection and a Hardee’s on the right. Pass through Brundidge on Hwy10 E to Clio (boyhood home of Gov. George Wallace) - approx. 13 miles. In Clio turn left on US Hwy 51 N toward Louisville (approx 6 miles). There is a stop light at the intersection of AL 10 and US Hwy 51. As you enter into Louisville, Hwy 51 N crosses over a bridge and makes a curve to the left. FROM ENTERPRISE: Take US Hwy 167 N (from the by pass in front of Lowe’s) and drive approximately 6.5 miles to the intersection of US Hwy 51 N and turn right. Hwy 51 N will cross US Hwy 231 and then con- tinue on through Ariton and Clio to Louisville as described above. However, this is a very curvy two lane road, and it is recommended that once at US Hwy 231 (4 lane), take a left (north) and follow the directions above as if traveling from Dothan. It is approximately 12 miles north from the intersection of Hwy 51 and Hwy 231 to Al Hwy 10 E. In the event of inclement weather, the program will be conducted in the church sanctuary.

CENTRALIZATION COMMITTEE REPORT TO THE ALABAMA SOCIETY OF THE AMERICAN REVOLUTION (ALSSAR) FALL BOARD OF MANAGERS (BOM) MEETING 08 OCTOBER 2016 PURPOSE—The Centralization Committee was appointed by the ALSSAR President Dr. Fred Olive at the ALSSAR Spring Board of Managers Meeting 07 May 2016, to study the feasibility of centralizing the planning, execution, financing and location of the ALSSAR Annual Meeting and State Convention. COMMITTEE MEMBERSHIP-- Harold (Hal) E. Thornton—Chairman, Tennessee Valley Chapter SAR; Bruce Buehler, John Archer Elmore Chapter SAR; Gregory (Greg) T. DISCUSSION--The ALSSAR Constitution and By-Laws requires that there be held by the ALSSAR once each year, an Annual Business Meeting within thirty days of the Birthday of George Washington, 22 February. It has become the practice over the years that this also be the time when our annual convention and awards banquet is held. The custom has developed that the Home Chapter of the incumbent President be responsible for the planning, execution, financing and location of this annual event. The proposal has been suggested that this practice should be considered for change in that: 1. It places a significant financial strain on all but a few of the chapters , 2. There are only a few venues that can adequately support the size and type of event it has become, 3. A centralized location within the state will encourage greater participation by reducing the travel distances, 4. It will encourage members from smaller chapter being selected as state level officers, 5. Few Chapters have adequate personnel to plan and conduct an event of this magnitude. The committee began discussions of the many different aspects of this question, through telephone contact and emails. All members were quite responsive and offered many good thoughts and suggestions which are summarized below: 1. Establishment of a standing ALSSAR committee for the planning, execution, financing and location of the ALSSAR Annual Meeting and State Convention was unanimously supported and agreed to by all respondents on the committee. A committee organization of Chairman, ALSSAR Sr. VP; members: ALSSAR Treasurer; Vice President of the ALSSAR Sr. VP home chapter; five additional members from throughout the Society. This committee is to perform contract negotiation, registration and fees collect ion, finance management, and data collection and

management. As experience dictates, functions can be added or deleted. Members serving on this committee can continue at the pleasure of the ALSSAR President. A minimum term of two years is suggested and should be staggered to ensure continuity of knowledge. 2. ALSSAR financing of the event was supported by all respondents to relieve the chapters from this responsibility. Fund raising for the event is to be accomplished as possible by a designated portion of the committee, and will be for the benefit of the Society. Profits and losses from the event will be the responsibility of the Society. All financial matters are to be achieved through the Committee, under the auspices of the ALSSAR Treasurer. 3. Centralization of the location was 100% agreed to by all respondents as being a major advantage of this effort. Huntsville, Birmingham and Montgomery and areas in close proximity are the consensus locations of choice. Several committee members made the point that to locate in a central location and frequent the same location year after year eliminates “re-inventing the wheel”, provides a continuity of effort for all involved in the activity, and members and the hotel are knowledgeable of what to expect and what is expected. It was suggested that Huntsville was too far North to be considered a centralized location, and was eliminated from consideration. Birmingham and Montgomery are much more centrally located and one or the other would probably be selected as the preferred location, depending upon the availability of facilities and relative cost. 4. The consensus is that chapters throughout the State will have members on the committee and the chapters in the city where the event is being held will not be responsible for the event. The home (host) chapter of the ALSSAR President will continue to be involved for those traditional functions usually the privilege of the “Host” chapter, but when their time in the spotlight has passed, the core committee personnel will remain to continue the effort for the next Annual Meeting and Convention event. CONCLUSION—The centralization of the planning, financing, execution and location of the ALSSAR Annual Meeting and Convention should be approved by the ALSSAR BOM for implementation as soon as possible. RECOMMENDATION—That the ALSSAR 2016 Fall BOM approve the establishment of a standing committee for the planning, financing, execution and location of future ALSSAR Annual Meetings and Conventions beginning with the Annual Meeting and Convention to be held in year 2019.

This report covers the period of August 27, 2015 to September 21, 2016. This period represents our first full year with the Community Foundation of South Alabama {CFSA}. While in the past we endeavored to operate the ALSSAR endowment fund as a true endowment fund we lacked the administrative ability to fully comply with all regulations and procedures.

Our fund balance was not sufficient to allow us to participate in equity investments and we did not have the ability to properly manage this type of investment.

We now have an Endowed Agency Fund agreement with CFSA and our fund is in the Moderate Portfolio, with a yield of 7.21% over the past 5 years. We pay an annual administrative fee of 1.25%.

We transferred $27,878.82 to the fund in 2015 and have received contributions of $2930.00 this past year. Our current market balance as of September 21, 2016 is $33,031.37

We had 3 chapters make contributions and a few individuals contributions but the support from the ALSSAR leadership both past and present has been very poor. We ask that you help change that.

Our fund was created many years ago to perpetuate the ALSSAR and its programs. Our disbursements are limited to a portion of the income. With your help in building the fund this can make a significant impact on the future of ALSSAR.

The Medals and Awards Committee accepts and reviews recommendations for medals to be awarded and reports to the State Society President. There is a form and instructions on the ALSSAR.org website. At the top of the page click on “Programs” then “Administrative” then “Medals and Awards” to get to the link for the form and instructions.

The State inventory of medals was replenished in September to take advantage of the sale that National offers on medals in the month of September. These medals were picked up at the Fall Leadership Meeting at the end of September.

The Alabama Medal sets are available at $35/set. A set includes both the large and miniature medal. I have medal sets with me today if you would like to purchase one or more sets. See the attached order form to take back to your chapters. Also, we now have an online order form at the ALSSAR.org website. The link is on the left hand side of the home page.

PATRIOT DOORS COMMITTEE October 8, 2016

The Alabama Society raised $14,000 approximately 14 years ago for the “Patriot Doors” to be part of the Chapel being constructed at The American Village. On either side of the inner entry way to the Chapel are plaques bearing the names of Patriots either buried in Alabama or associated with Alabama through SAR members.

The initial listing consisted of 2531 names. The listing of Patriots did not stop with this initial listing of 2531 names. As new members were accepted and existing members filed supplemental applications, names were added to the database.

The second set of plaques contained approximately 150 new names.

The third and last set of plaques to be added most recently contained 275 names.

Names continue to be collected with the intent to continue to add to the plaques. We currently have 376 additional names for the Patriot Doors which have been given to Compatriot Rod Hildreth to have plaques made. Unfortunately, when the third set of plaques were added there was not enough room to add all of them. Until more space can be made available, we cannot add more plaques to the Patriot Doors but we will continue to have them made until space is found.

ALSSAR RISK MANAGEMENT AND INSURANCE COMMITTEE REPORT FOR 2016 FALL BOM

I. AUTHORIZATION, ORIGIN AND MEMBERSHIP—At the AL-SAR Board of Managers meeting May 7, 2016, “President Olive announced the creation of a Risk Management committee, which is charged with investigating issues of general liability, directors and officers insurance and other associated issues. The members of the committee are: Harold(Hal) E. Thornton, Chair, Allen Herod, and Price L. Legg. The committee is to report to the Board of Managers at the Fall Board of Managers meeting. “(May 7, 2016 BOM Minutes). II. STATEMENT OF QUESTION—Should the AL-SAR subscribe to insurance coverage for protection of the Directors and Officers (D&O) of the organization, and for General Liability(GL) coverage for the organization. III. FACTS BEARING ON THE QUESTION A. AL-SAR does not subscribe to Directors and Officers liability insurance nor to organizational General Liability Insurance. B. AL-SAR comprises chapters that conduct and participate in many different events and activities. IV. DISCUSSION—Vicarious liability arises from the common law doctrine of agency through the concept of respondent superior (“let the master answer”) where a master (employer) is liable in certain cases for the negligent acts of his servant (employee). Under vicarious liability one person or entity is liable for the negligent actions of another person even though the first party was not directly responsible for the injury. Society justifies vicarious liability on the belief that the entity that has the right, ability or duty to control and benefits from an individual’s actions should bear the costs of any resultant harm.

Within the association world, the state organization may be the master and the chapter and its members are its agent whereby the association is vicariously liable for the chapter’s actions. The chapter agreement or affiliation agreement is the basis for establishing or denying the agency relationship. When an agency relationship exists the association is vicariously liable for the chapter’s actions. If the chapter has insurance its policy will pay but the state association can also be financially responsible for a claim

Given the litigious society in which we exist today, and with all the activities and events in which our state and chapter organizations participate, it is not beyond reason to expect that at some time our state organization will be subjected to a law suit of some nature. It will not necessarily mean that there is a culpability proven, but the cost of defending the organization will be very costly. Therefore, it is the consensus of this committee that there is a justifiable need for the D&O and GL coverage for the AL-SAR state organization. With that conclusion, efforts were made by Hal Thornton and Price Legg to obtain proposals for D&O and GL coverages for the AL-SAR. Several avenues were used to include the National Insurance Broker (BB&T) with several proposals being submitted. However upon review of the proposals submitted there was only one which provided the coverage we were seeking. The others eliminated, through exclusion, key elements of coverage for the

events and activities in which we are involved. All of the proposals are on file with the committee Chair.

State Farm Insurance was the only proposal which provided the coverage we are seeking. The cost proposal for the D&O policy for all claims for twelve months and $1million coverage for a single event, and a $2million aggregate for all events was $842. The GL coverage for all claims was $325. There is a $1,000 deductible for each policy for each event.

This proposal is for the AL-SAR state organization and is not applicable for each of the Chapters. Because of the tremendous variance in the size and activities of the chapters, it was not possible to include each of the Chapters under an umbrella policy. This possibility was discussed with each of the proposing companies, and they each said no. Each of the Chapters which desire coverage for their organization will have to pursue it on their own.

Because the time of the year is approaching when the Chapters are becoming engaged in the bulk of their activities and events, it is necessary that this matter be moved on at the earliest possible time. As there is no BOM scheduled before school begins and with the emphasis on the youth programs becoming a focal point, and the patriotic season of events and parades begin for the color guard, it is suggested that consideration be given to implementation of this action be undertaken by the AL-SAR Executive Committee. It is within the scope of the Executive Committee providing timely management to pressing issues for the organization by the Executive Committee. Also, there is funding available within the current budget document for the Executive Committee to cover the cost of the insurance. V. CONCLUSIONS A. There is a need for D&O and General Liability Insurance coverage for the AL-SAR B. The AL-SAR Executive Committee should be used to authorize the purchase VI. RECOMMENDATION-- That the AL-SAR Executive Committee be convened by AL-SAR President Fred Olive as soon as possible, that this report be presented to them, and that the committee authorize the purchase of the State Farm D&O and General Liability coverage as expeditiously as possible.

NOTE: The AL-SAR Executive Committee did convene at a GO to Meeting conference call on 04 August 2016, and after discussion approved the recommendation to purchase the State Farm insurance coverage. That action has now been completed, and the policies are in force.

Jack posts an event daily, 365 day a year giving an excellent resource for the history of this era. You can reach the blog daily at: blog.alssar.org. Be sure to refresh your browser if you don’t see the latest post. I encourage you to share this with history teachers, students, and anyone who is interested in the founding of this great nation. The website consistently gets approximately 200 hits per day which work out to approximately 6,000 hits per month.

National Convenmtion, Southeastern Regional meetings, C.A.R. State Conference and Workshops, Senior State Leader Board meetings, plus local Society meetings and joint meetings with SAR and DAR. In addition, he is Past President of Birmingham Chapter and has served on the National C.A.R., SAR Eagle Scout, Membership, Hospitality, Flag, and Medals Committees. He has been a Senior C.A.R. adult leader since 1979.

REPORT & RECOMMENDATIONS:

We are proud that Alabama SAR, for the tenth year in a row, received the National C.A.R. Activity Award and Streamer at the SAR National Congress in Boston. Your annual financial support is recognized and greatly appreciated. We actively request that local SAR Chapters align themselves with local C.A.R. Societies and support their activities both financially and with leadership. Please get your young people involved in C.A.R. where they can be active with like-minded children their age and gain the experience of hands-on leadership by conducting meetings and managing committees.

Our new 2016 State President, Mr. David Henley Duffee, Jr., Robert Thomas Senior State President and Bill Clement-Senior State Treasurer recently attended the Southeastern Regional Conference in Greenville, SC and were accompanied by members George and William Jennings who escorted their Grandmother Mrs. Carroll Strickland, the Senior President of John Hunt Society of Huntsville. George served as the official Alabama Color Bearer and participated in several flag ceremonies during the event and William was busy serving as Conference Page. Both boys did an exemplary job as the represented Alabama.

The Conference Tour was to the Cowpens National Battlefield where children from NC, SC, AL, GA and FL participated in musket firing, cannon drills, marching in ranks, and learned about tactics used by General Daniel Morgan and his men to win a major victory over the British Troops led by Lieutenant Colonel Banastre Tarlton.

The 2016 National Theme is “Freedom’s Thunder” and the National Project is to raise funds to support enhanced interpretive programming at the American Revolution Museum at Yorktown. We will build and equip the Artillery Firing Station for Artillery education and for demonstrations including several types of cannons, carriages and ammunition. This will provide hands-on education about the role of Artillery in the Siege and Surrender of General Cornwallis at Yorktown leading to the American Victory.

Application papers for many new C.A.R. members are in progress thanks to SAR Compatriots throughout Alabama who are sponsoring their children and grandchildren.

Emory and Thomas Barton and numerous prospective C.A.R.s recently participated in the kickoff of the Alabama Bicentennial Celebration led by State Commission Compatriot Bobby Joe Seals and sponsored by SAR, C.A.R., and DAR. In October, our C.A.R. Fall Gathering will feature opportunities for our young people to learn more about their State History and get ideas for Bicentennial Service Projects in their hometowns. The Commission is sending outstanding speakers to present these programs. SAR Compatriot volunteers will man the grills for lunch and a good time will be had by all as we pass on our Alabama Heritage to the next generation of future SAR and DAR members and leaders.

SAR member participation and support in all local and state C.A.R. activities is welcomed and encouraged. We have two SARs that are C.A.R. Senior State Leaders and commend Compatriot Bill Clement for serving as Senior State Treasurer.

The goal of this committee is to increase participation between members and leaders of our two organizations, to promote better relations, to strengthen C.A.R., and to encourage SAR members to further their support and involvement with C.A.R. These young people of C.A.R. are the future members of SAR and DAR and are guaranteed membership with no application fee and no lengthy application process. Local Alabama C.A.R. programs for our active societies teach our young people about historical education, love of country and patriotism, which will better prepare them for their duties as responsible citizens and leaders, as well as future SAR and DAR members. We encourage your SAR Chapter to have joint programs and functions with a local C.A.R. Society. We encourage you to offer your services as a Senior Leader. If there is no C.A.R. Society in your area you are encouraged to partner with DAR to organize and sponsor one. Please contact me for any questions you may have regarding C.A.R. or for contacting other C.A.R. DAR Liaison Activities:

The Alabama Bi-Centennial will be in 2019. This seems like a long time away but it will be here soon. Several activities are planned leading up to the final celebration. In preparation for the events the Sons, Daughters and Children of the American Revolution have already had a meeting to discuss our involvement in the activities.

A meeting was held with the Cahaba-Coosa Chapter, led by Bobby Joe Seals, to announce the programs leading up to the celebration. There will be several meetings before the final preparations are made so all of the chapters in Alabama of all of these three organization are invited to participate in the planning.

Bobby Joe Seals has been appointed Ambassador for the Bi-Centennial and will be informing us of coming events. You are encouraged to participate and especially get the CAR involved for this historical event.

- May 29, 2016, Chapter Color Guard Commander Lt. Col. Tom Smith, and Col. Larry Cornwell, in uniform, participated in presenting the colors and the Laying of the Wreaths ceremony at the Trinity Presbyterian Church, Montgomery, Alabama, annual Remembrance for the Fallen, Memorial Day Service. Greg Holston, Gene Stabler, Ed Smith, Bruce Pickette, and junior Compatriot Jacob Todd Holston attended. Chapter President Greg Holston represented the Chapter’s Laying of the Wreath in memory of General Richard Montgomery and all who gave their lives in the American Revolution.

- June 10, 2016, DAR Flag Day, Montgomery DAR Regents Council, Montgomery Country Club was attended by Chapter member Bruce Pickette who presented the colors as the American Flag bearer.

- July 9-13, 2016, 126th National Congress, was attended by Chapter members Bruce Pickette, and Felton Mitchell, both voting delegates. Chapter Compatriot Bruce Pickette, was reelected and reinstalled as the National Society Librarian General.

- September 16, 2016, Chapter and State of Alabama Color Guard Commander Lt. Col. Tom Smith, and chapter members Jack Caraway, and Bruce Pickette, all in uniform, presented the colors at the Constitution Day celebration, Mobile, Alabama.

- September 21, 2016, Chapter Meeting: Program speakers Chapter Vice President Jack Caraway, and Compatriot Brad Sanders spoke on the topic of their Revolutionary War patriots and their war service.

Chapter Meeting Schedule:

The General Richard Montgomery Chapter meets for lunch at the Montgomery Country Club on the third Wednesday of the months of January through May and September through November. In May we usually have a Chapter social activity (this year May 03, 2016, at Huntingdon College) and in December, we have a formal evening banquet. The Chapter meeting schedule is posted on the Chapter web site. The General Richard Montgomery Chapter has implemented a new Chapter email address for use in sending notices to all Chapter members with email, in addition to postcards to members without email. Additional Information

Chapter Secretary Kim Keller published a Tennessee Valley Chapter handbook, that was distributed to members at chapter meetings. The handbook contains membership information such as addresses, phone numbers, and member's patriots.

The annual Fall Social was held at the Whitesburg South Campus. Entertainment was the Old Town Brass ensemble, who played Revolutionary and Civil War music. Chapter President Bob Baccus is a member of that group.

Alabama Society and Tennessee Valley Chapter member Daniel L. Coberly was presented the Silver Buffalo Award at the National Annual Meeting of the Boy Scouts of America in San Diego on May 27th. The award was presented by former Secretary of Defense Dr. Robert Gates, President of the Boy Scouts of America.

Color Guard Activities: 30 May 2016 Memorial Day Ceremony at Maple Hill Cemetery Bob Anderson and President Bob Baccus escorted WWII Navy Veteran Spike Field in the placement of the Chapter Wreath at the Memorial Day Celebration at Maple Hill Cemetery in Huntsville.

21 June 2016 Bob Anderson Presentation to Birmingham Chapter SAR on General Daniel Morgan.

25 June 2016 DAR Marker Dedication at Tuscaloosa, AL Participated with the Black Warrior River Chapter and the local DAR to re-dedicate a memorial marker to the 53 Revolutionary War soldiers/patriots who settled in the Tuscaloosa area.

Alabama Society Sons of the American Revolution Board of Managers Meeting 07 May 2016 Minutes

The Spring 2016 Board of Managers meeting of the Alabama Society Sons of the American Revolution (ALSSAR) was held at the American Village, Montevallo, AL on 07 May 2016, with President J. Fred Olive, III presiding, Secretary Edmon H. McKinley and Recording Secretary S. Felton Mitchell, Jr. present.

The Board of Managers members and other ALSSAR members attending the meeting were furnished the printed report book, which contained the agenda, reports from officers, committees, liaisons and chapters, and minutes from the 20 February 2016 Annual Meeting. The report book had been made available to the members of the Board of Managers on the alssar.org web site on 28 April 2016. Two handouts were distributed at the BOM meeting: revised Youth Programs and American History Teacher chart and proposed changes to the National SAR Constitution and Bylaws.

President Olive called the meeting to order at 10:02 am CDT. President Olive inquired of Secretary McKinley as to the presence of a quorum. Secretary McKinley certified that a quorum was present.

The Chaplain, Rev. R. Jefferson Coker, gave the invocation.

The ALSSAR Color Guard presented the colors; followed by the Pledge of Allegiance to the Flag of the United States of America led by Alternate Trustee William O. Stone. The Colors were posted. Secretary Edmon H. McKinley led the pledge to the SAR.

President Olive recognized and welcomed SAR Librarian General C. Bruce Pickette, Vice President General of the Southern District Michael C. Wells, past Vice President Generals from the Alabama Society, SAR Minutemen from the Alabama Society, and former ALSSAR State Presidents in attendance. President Olive also recognized all first time BOM attendees.

President Olive gave brief opening remarks.

Compatriot James H. Maples, chairman of the awards committee, assisted by President Olive, presented awards. C. Bruce Pickette and John R. Wallace presented certificates and/or pins.

President Olive presented Johnny L. Curry a check to the American Village for its continued support of the objectives of the ALSSAR and allowing the use of the American Village facility for the Board of Managers meeting.

The minutes of the ALSSAR Annual Meeting held 20 February 2016 were approved.

The meeting recessed at 11:46 am for lunch recess, lunch provided by the ALSSAR Ladies Auxiliary. The meeting resumed at 12:23 pm. ______

Old Business:

President Olive gave a report on the American Revolution: Alabama Brochure, stating that it had been printed, was being distributed to Chapters and to the State of Alabama Welcome centers.

President Olive named the members of the Executive Committee: J. Fred Olive, III, Harold E. Thornton, Edmon H, McKinley, Brian E. House, George W. Royer (non-voting), W. Edward Kilgore, and Paul Whaley, II. The Executive Committee will further name a former ALSSAR President to complete the composition of the Executive Committee. ______

New Business:

C. Bruce Pickette gave a report from the Budget Forecast committee regarding the suggested amounts of the awards and associated travel expense allowances for the Youth Programs and American History Teacher awards. After discussion, the suggested amounts were amended. The motion to accept the Budget Forecast report regarding the Youth Programs and the American History Teacher award amounts of 2017 as amended was made by C. W. Posey and seconded by John R. Wallace. The motion passed. A table of the suggested awards as amended is attached to these minutes, with proposed changes marked. The 3rd place Essay award was increased from $100 to $150, and the travel allowance was changed to $1,000 for the 2018 Congress, which is to be held in Houston. (The $750 amount is for the Knoxville Congress in 2017.) Approval of the complete Budget Forecast for 2017 will be at the Fall Board of Managers Meeting.

President Olive announced the creation of a Risk Management committee, which is charged with investigating issues of general liability, directors and

officers insurance, and other associated issues. The members of the committee are: Harold E. Thornton, Chair, Allen Herod, and Price L. Legg. The committee is to report to the Board of Managers at the Fall Board of Managers meeting.

President Olive called on Secretary Edmon H. McKinley for a report on members who had expressed an interest in being delegates to the upcoming SAR National Congress. Secretary announced that the ALSSAR has 24 delegate slots. After discussion,

Compatriot James H. Maples moved adoption of a motion, seconded by Michael C. Wells, as follows: to accept the following as delegates to the SAR National Congress for 2016: J. Fred Olive III, C. David Billings, W. Larry Crabtree, James H. Maples, Edmon H. McKinley, S. Felton Mitchell, Jr., Donald L. Roberson, Harold E. Thornton, and R. Shawn Thornton and to allow the Secretary and President to add to the list of delegates if members of the Alabama Society make such requests after today’s BOM meeting.

The motion was approved.

President Olive announced that Robert S. Doherty agreed to serve as the ALSSAR Speaker’s Bureau coordinator.

President Olive announced that he will be meeting with the Endowment Fund committee to learn more about the Endowment Fund and will ask the committee to prepare an educational presentation about the Endowment Fund for presentation at the Fall Board of Managers meeting.

President Olive announced the creation of a committee to explore the possibility of the centralization of the location, planning, and execution of ALSSAR State Conventions beginning in 2019. The committee will be composed of Harold E. Thornton, Chair, James H. Maples, W. Edward Killgore, Malon N. Murphy, and Gregory T. Holston. The committee is charged with presenting recommendations regarding centralization and the Board of Manager members will be asked to consider the committee’s recommendations. The committee is further charged with presenting their report at the Fall Board of Managers meeting.
