Box 2489 White City, OR 97503 Re: Cease and Desist Distribution of Deceptive Subscription Notices Dear Ms. Lovrien: The undersigned represent the Newspaper Association of America (“NAA”), a nonprofit organization that represents daily newspapers and their multiplatform businesses in the United States and Canada. It has come to our attention that companies operating under various names have been sending subscription renewal notices and new subscription offers to both subscribers and non-subscribers of various NAA member newspapers. These notices falsely imply that they are sent on behalf of a member newspaper and falsely represent that the consumer is obtaining a favorable price. In reality, these notices are not authorized by our member newspapers, and often quote prices that far exceed the actual subscription price. We understand that the companies sending these deceptive subscription renewal notices operate under many different names, but that many of them are subsidiaries or affiliates of Liberty Publishers Services or Orbital Publishing Group, Inc. We have sent this letter to this address because it is cited on many of the deceptive notices. Nos. C–122–862 and A-122-861 Dear Secretary Ross: On behalf of the thousands of employees working at the more than 1,100 newspapers that we publish in cities and towns across the United States, we urge you to heavily scrutinize the antidumping and countervailing duty petitions filed by North Pacific Paper Company (NORPAC) regarding uncoated groundwood paper from Canada, the paper used in newspaper production. We believe that these cases do not warrant the imposition of duties, which would have a very severe impact on our industry and many communities across the United States. NORPAC’s petitions are based on incorrect assessments of a changing market, and appear to be driven by the short-term investment strategies of the company’s hedge fund owners. The stated objectives of the petitions are flatly inconsistent with the views of the broader paper industry in the United States. The print newspaper industry has experienced an unprecedented decline for more than a decade as readers switch to digital media. Print subscriptions have declined more than 30 percent in the last ten years. Although newspapers have successfully increased digital readership, online advertising has proven to be much less lucrative than print advertising. As a result, newspapers have struggled to replace print revenue with online revenue, and print advertising continues to be the primary revenue source for local journalism. If Canadian imports of uncoated groundwood paper are subject to duties, prices in the whole newsprint market will be shocked and our supply chains will suffer.

    Oklahoma Newspaper Digitization Project 1. Description of the Project For the National Digital Newspaper Program, the Oklahoma Historical Society will partner with the University of North Texas and the Oklahoma Press Association to digitize approximately 100,000 newspaper pages. The partnership will demonstrate that it holds the digital expertise, staff, advisors, vendors, and resources to effectively accomplish the work plan for this program. The Oklahoma Historical Society (OHS) has the collections and knowledge of Oklahoma newspapers that, when coupled with The University of North Texas’ (UNT) experience in large‐scale digital conversion projects, brings the skill to manage a challenging project such as this. OHS, with the cooperation of the Oklahoma Press Association (OPA), will handle the selection process of titles, as well as the scholarly essays. UNT will outsource production of the deliverables, while managing the quality of the product for transfer to the Library of Congress (LC). Through the National Digital Newspaper program, OHS and UNT intend to deliver 100,000 pages of Oklahoma newspapers to the Library of Congress. Digitization of all deliverables will fully comply with the specifications outlined in the document, The National Digital Newspaper Program (NDNP) Technical Guidelines for Applicants. For each title, the partnership will transmit the following: an up‐to‐date MARC record from the CONSER database, title‐ level metadata, and a 500‐word essay about the scope, content, history, and significance of the title. For each issue, the partnership will deliver required structural metadata. For each newspaper page, the partnership will send the following deliverables per Library of Congress specifications: two page images in raster formats, a 400dpi grayscale uncompressed TIFF 6.0 and the same image compressed as a JPE20000; a file with OCR text and associated bounding boxes; a PDF image with hidden text; structural metadata; technical metadata.

The Postal Service Reform Act of 2017, HR 756, recently ordered reported by the Oversight and Government Reform Committee would do just that, and create a savings of $6.3 billion in the process, according to the Congressional Budget Office. We urge you to approve or otherwise move this bill forward as swiftly as you can. The Postal Service is the hub of a diverse mailing industry critical to the economy and the growing e- commerce sector so important to our economic recovery. The combined industry and its suppliers in paper, printing and technology, comprising hundreds of large companies and thousands of small businesses, employs 7.5 million Americans and generates $1.4 trillion in sales revenue.1 That is 4.6% of total U.S. output. Yet, the Postal Service teeters on the financial brink, threatening many of those jobs and the industry’s economic output. HR 756 would put the Postal Service on a firm path to financial stabilization and is a bipartisan- sponsored bill that enjoys broad bipartisan support. It was approved by OGR by voice on March 16. It has also managed the virtually unprecedented feat of uniting all of the Postal Service’s stakeholders – the mailing community, the postal unions, and the Service itself – in support.

That is the law. We want to help the Departments of Labor and Homeland Security to make sure they get that chance. That is why the undersigned publishing organizations are offering comments on importance of using community newspapers—both in print and digitally—to give our local workers notice before an employer seeks legal authority to hire abroad. We are particularly focused on public notice to agricultural workers under the H‐2A program because the workers who need this notice are in our markets. They are our readers. The Immigration and Nationality Act requires employers to make a meaningful effort to find US workers before they search beyond US borders. The effort today is weak because the thousands of weekly newspapers and websites in markets closest to the jobs are not being used in the search. The advertisements, required to be only in daily newspapers, are often published miles away from both the jobs and the workers. Now the Departments of Labor and Homeland Security want to permit an even less effective system by requiring notice only on broad job‐recruitment websites.

    ITC Testimony Regarding Newsprint Tariffs Roger F. Wicker, United States Senator, Mississippi Thank you. Mr. Chairman and Commissioners, for this opportunity to testify today. I want to express my opposition to imposing permanent new anti-dumping and countervailing duties on Canadian imports of uncoated groundwood paper. I hope the ITC will vote to reject such new tariffs. The Petitioner, NORPAC, is the only domestic producer who claims these sanctions will protect domestic production of newsprint from Canada. An overwhelming majority of producers, including Resolute Forest Products, with newsprint operations in Mississippi, argues these sanctions are likely to harm domestic newsprint producers and their key customers. Let me reiterate: NORPAC is the only domestic producer that is arguing for sanctions. The imposition of costly tariffs, now close to 35 percent in some cases, is creating price volatility and supply challenges. Newspapers and printers, already navigating industry changes, will be put out of business. As I mentioned, Mississippi is home to one of the five mills in the United States that produces uncoated groundwood paper, also known as newsprint. This particular mill, in Grenada, Mississippi, employs over 160 workers with good-paying jobs and represents an annual economic impact of approximately $100 million. On top of the direct employment, it is estimated that more than 500 jobs are indirectly created by the mill. Additionally, the newsprint company continues to support the mill's future success, investing over $20 million into the facility. I want to see this mill thrive in the coming years, not close because tariffs chase away the already fragile market for newsprint.
