Executive 24 June 2021 Report of the Director of Housing, Economy and Regeneration Portfolio of the Executive Member for Economy and Strategic Planning Supporting the York Economy Summary 1. Throughout the Covid-19 pandemic, City of York Council has had a clear focus on working closely with the business community, supporting small and micro businesses, and promoting our unique approach to economic development – “the York way”. 2. In March 2020, the Council allocated £1.14m of its own funds to support micro businesses that were not eligible for the Government grant regimes that had been introduced. Grants of up to £1,000 were provided to 1,114 businesses, together with a year’s free membership of the Federation of Small Businesses. 3. The discretionary funding committed by the Council recognised small, micro and one-person businesses, including the many self- employed people ineligible for Government support, as a foundation of our economy, and was able to provide immediate and critical support in the earliest days of the pandemic. These businesses were facing financial difficulties because of COVID-19 and needed to adapt to new trading arrangements. 4. An independent evaluation of this Micro Business Grant (MBG) scheme has now been completed (see Annexes A and B), and that report identifies a wide range of impacts on the York economy including: 294 businesses that were at severe risk of closure were still trading a year later due to the grants 635 businesses were helped to diversify or adapt their products and services through use of the grants Our focus on micro businesses excluded from mainstream support had a significant positive impact on the mental health and wellbeing of business owners 5.

  • LOBBYING for GOOD How Business Action Groups Can Help Save Capitalism
LOBBYING FOR GOOD How Business Action Groups Can Help Save Capitalism A GLOBAL FUTURE REPORT AUGUST 2019 Global Future is a fresh voice in the debate about our country’s direction. We make the case for immigration, freedom of movement and building an open and vibrant Britain that looks out to the world and succeeds in it. We believe the dynamism of our economy and creativity of our culture depends on our country remaining open to people, trade and ideas from across the world. In the emerging political divide between open and closed visions for the future, we reject the narrow nationalism of those who want to close us off or who live in the myths of the past. Instead, we believe that the only way Britain can succeed in the future is as a vibrant and open nation that reaches out to the world. Global Future’s mission is not only to help people appreciate the benefits of openness but also to understand the genuine issues that stand in the way of realising these benefits for everyone. We will explore new ways for people to take more control over what matters most in their lives without cutting themselves off from opportunities to succeed in an interconnected world. TaxWatch 1st annual report for the 18 month period October 2018 to March 2020 1st Annual Report (18 mths) – October 2018 – March 2020 Key facts and figures: 7 briefing papers 5 in-depth reports 16 blog posts 4 opinion pieces with external publishers 235 citations in the press 4 citations in Parliament 113,578 hits on www.TaxWatchUK.org Report October 2018 – March 2020 Summary and introduction This is TaxWatch’s first annual report, covering the 18 month period from our foundation in October 2018 to our year end in March 2020. To say this has been an eventful period would be an understatement. For TaxWatch this has been an exciting time, growing from an idea talked about over a coffee in a London cafe, to establishing ourselves as a company and becoming a respected voice on tax in the UK, seeing our research cited over 200 times in major news outlets around the world and in the UK Parliament. The 18 months covered by this report has also been eventful for the tax world. After nearly a decade of talk, 2019 saw world governments making tentative steps towards tackling the tax issues highlighted by the growth of the digital sector through the OECD BEPS process. At the time of writing, it appears that these efforts have stalled, but facing public pressure to do something, government has responded by pressing ahead with the digital services tax – despite pressure from the United States and the technology lobby to scrap or delay the tax. Tax avoidance by individuals continues to be an important issue for the government and parliament, with the 2019 Loan Charge becoming one of the most controversial tax policies seen for many years.

  • Seize the Moment: How Can Business Transform the UK Economy?
2 Seize the moment: How can business transform the UK economy? Seize the moment - If you read nothing more, read this Here’s our pitch. This is a once-in-a-generation opportunity to unite as a nation and agree to transform the UK economy for the decade ahead. COVID-19, our new relationship with the EU, our goal to reach net-zero emissions and the ever-accelerating pace of technological advancement demand a far more ambitious and joined-up strategy than the UK has ever produced. Anything less would be to miss the significance of both the threats and opportunities before us. The governments of the UK have set out their plans, which we warmly welcome. They are necessary but not sufficient to deliver economic growth. What we need now is detail and action. To identify the specific growth opportunities in the economy for our sectors and firms, and how – in realising these opportunities – businesses can enable the whole of UK society to benefit from this growth. Also, to set in motion the actions necessary to make the UK the most competitive, dynamic and future-focused economy in the world. This report sets out the concrete prizes to reach for, and help UK business and our people to prosper: A decarbonised economy, winning the global race to net-zero. An innovation economy, breakthrough ideas and technologies, adopted by all. A globalised economy, making the UK a trading powerhouse. A regionally thriving economy, ensuring every region and nation has distinctive, global strengths. An inclusive economy, where work enables all talent to progress.
