The Liberal Democratic Party: Still the Most Powerful Party in Japan Ronald J. Hrebenar and Akira Nakamura The Liberal Democratic Party (LDP) was the national-level ruling party of Japan throughout the entire First Party System (1955–1993). Among the politi- cal systems of non-Socialist developed nations, Japan is unique in that except for a short period after World War II, when a Socialist-centered coalition gov- ernment ruled Japan in 1947–1948, conservative forces have continuously held power on the national level. In 1955, when two conservative parties merged to form the LDP, conservative rule was concentrated within that single organiza- tion and maintained its reign as the governing party for thirty-eight years. It lost its majority in the weak House of Councillors (HC) in the 1989 elections and then lost its control of the crucial House of Representatives (HR) in 1993. However, it returned to the cabinet in January 1996 and gained a majority of HR seats in September 1997. Since the fall of 1997, the LDP has returned to its long-term position as the sole ruling party on the Japanese national level of politics. However shaky the LDP’s current hold, its record is certainly un- precedented among the ruling democratic parties in the world. All of its com- petition for the “years in power” record have fallen by the sidelines over the decades. The Socialist Party of Sweden and the Christian Democratic Party of Italy have both fallen on hard times in recent years, and whereas the Socialists have managed to regain power in Sweden in a coalition, the CDP of Italy has self-destructed while the leftists have run Italy since 1996. -

This paper analyzes various discourses on neoliberalism in Japan, especially the period 2007 to 2013. First, I will examine neoliberal discourses in the reconstruction discussion after the Great East Japan Earthquake. Second, I will focus on elements of Keynesianism in neoliberal discourses. Third, I will analyze neoliberal discourses in politics and government administrations. Fourth, I will explore various sociological analyses of neoliberal consciousness. Fifth, I will analyze the psychological strategies of neoliberal persuasion. Sixth, I will look at anti-neoliberals’ argument on the wage system. Finally, I address when the starting point of neoliberalism in Japan was. This paper seeks to show that (1) the GH¿QLWLRQRUXQGHUVWDQGLQJRIQHROLEHUDOLVPKDYHGHYHORSHGWRLQFOXGHHOHPHQWVRI.H\QHVLDQLVP SHRSOHPD\ have practical reasons for accepting the neoliberal ideology, and such acceptance does not necessarily depend on its theoretical power of persuasion, and (3) some leading anti-neoliberals accepted neoliberal policies. Japan’s Foreign Policymaking Process and Power Shift Tomohito Shinoda Introduction Since the end of the Cold War era, Japan has experienced four political regime shifts between different parties. The Liberal Democratic Party (LDP) first ceased its 38-year long reign in August 1993 with the establishment of the non-LDP coalition government led by Morihiro Hosokawa. This coalition lasted only ten months until June 1994 when the LDP regained power with the partnership with the Socialist Party and Sakigake. In September 2009, as a result of the landslide victory in the general election, the Democratic Party of Japan (DPJ) took over the government. Another landslide election victory, however, brought the LDP back in power in December 2012. Political regime changes between different parties in a variety of nations often provoke foreign and national security policy restructurings, as challenging parties run election campaigns usually by criticizing the incumbent’s policies. For example, changes at the time of regime shift have been dominant feature of United States foreign policy. -

In addition, I conducted over one hundred open-ended interviews, primarily in 1987–1988 and in 1993–1994. Almost all of these interviews were conducted in Japanese, each lasting about an hour. I spoke with construction contractors, industry association officials, elected politicians and their aides, political party officials, government bureaucrats, newspaper reporters, and academics. Because of the highly sensitive, and sometimes sub rosa, nature of the subject matter, I cannot identify these individuals by name. For their willingness to answer sometimes naive questions and to assist in other ways, however, I owe a deep debt of gratitude. At the time I undertook this study, sensible people warned me about the quagmire that lay ahead. They alerted me to the difficulties of handling the shadowy actors engaged in the complex and secretive process of rigging bids on public works projects. Others warned me about dealings with the government bureaucrats and legislators who also animate the policymaking stage in this heretofore strictly "domestic" domain. -

The Absence of a Japanese Radical Right: Consistent with Current Theory of the Radical Right? Harunobu Saijo Abstract One set of theories pertaining to radical right success examines the strategy of mainstream right-wing parties. One mechanism that seems to have been ignored is the extent to which mainstream right-wing parties include or exclude "radical right" individuals and supporters within their own ranks. I argue that giving \radical right" elements a place within mainstream parties, allows center-right parties to prevent potential radical right voters from switching support to parties more extreme than itself, by presenting a more credible alternative. This raises the issue of internal party dynamics, and non-unitary parties, which the existing literature ignores, due to the largely unitary nature of Western European parties. The Japanese case demonstrates such a mechanism. Furthermore, the validity of this thesis can be tested more rigorously over time, as the state allows more immigrants to enter Japan, which may strain this outcome. 1 1 Introduction In the comparative party politics literature, the rise of the "Radical Right" party has been widely theorized and analyzed with a focus on Western and Eastern Europe. Other works have expanded the scope of study to fit parties in late capitalist countries as diverse as Israel, Canada, Australia, Chile, and New Zealand (Norris, 2005, 7) (Rydgren, 2007, 242). Yet, there has been less work on the Japanese case, though some have tried to apply the populist or radical right theories to phenomena in Japanese politics. Furthermore, most of the contributions that do examine the Japanese radical right either examine groupuscular formations that do not contest elections, or examine particular elections or personalities instead of examining the country-level variables theorized by the literature, or consider how the Japanese case can inform the theory in general. -

From local to national level, from the legislature through to the bureaucracy, men outnumber women significantly. Dominant discourses of gender that shape Japanese womanhood as being connected to the home and family have gently steered women away from choosing a career in politics. Gender-role socialisation and gender stereotypes form the cultural barriers to women’s participation in mainstream representative politics. -

1 Codebook: Comparative Political Data Set, 1960-2013 Codebook: COMPARATIVE POLITICAL DATA SET 1960-2013 Klaus Armingeon, Christian Isler, Laura Knöpfel, David Weisstanner and Sarah Engler The Comparative Political Data Set 1960-2013 (CPDS) is a collection of political and institu- tional data which have been assembled in the context of the research projects “Die Hand- lungsspielräume des Nationalstaates” and “Critical junctures. An international comparison” directed by Klaus Armingeon and funded by the Swiss National Science Foundation. This data set consists of (mostly) annual data for 36 democratic OECD and/or EU-member coun- tries for the period of 1960 to 2013. In all countries, political data were collected only for the democratic periods.1 The data set is suited for cross-national, longitudinal and pooled time- series analyses. The present data set combines and replaces the earlier versions “Comparative Political Data Set I” (data for 23 OECD countries from 1960 onwards) and the “Comparative Political Data Set III” (data for 36 OECD and/or EU member states from 1990 onwards). A variable has been added to identify former CPDS I countries. For additional detailed information on the composition of government in the 36 countries, please consult the “Supplement to the Comparative Political Data Set – Government Com- position 1960-2013”, available on the CPDS website. The Comparative Political Data Set contains some additional demographic, socio- and eco- nomic variables. However, these variables are not the major concern of the project and are thus limited in scope. For more in-depth sources of these data, see the online databases of the OECD, Eurostat or AMECO. -

Codebook: Government Composition, 1960-2019 Codebook: SUPPLEMENT TO THE COMPARATIVE POLITICAL DATA SET – GOVERNMENT COMPOSITION 1960-2019 Klaus Armingeon, Sarah Engler and Lucas Leemann The Supplement to the Comparative Political Data Set provides detailed information on party composition, reshuffles, duration, reason for termination and on the type of government for 36 democratic OECD and/or EU-member countries. The data begins in 1959 for the 23 countries formerly included in the CPDS I, respectively, in 1966 for Malta, in 1976 for Cyprus, in 1990 for Bulgaria, Czech Republic, Hungary, Romania and Slovakia, in 1991 for Poland, in 1992 for Estonia and Lithuania, in 1993 for Latvia and Slovenia and in 2000 for Croatia. In order to obtain information on both the change of ideological composition and the following gap between the new an old cabinet, the supplement contains alternative data for the year 1959. The government variables in the main Comparative Political Data Set are based upon the data presented in this supplement. When using data from this data set, please quote both the data set and, where appropriate, the original source. Please quote this data set as: Klaus Armingeon, Sarah Engler and Lucas Leemann. 2021. Carpenter: Koizumi's Reform of Special Corporations THE JOURNAL OF INTERNATIONAL BUSINESS & LAW KOIZUMI'S REFORM OF SPECIAL CORPORATIONS By: Dr. Susan Carpenter* When Prime Minister Junichiro Koizumi assumed office in April 2001 he pledged to initiate extensive structural reforms that would bring Japan's deflation-ridden economy back on track and renew consumer confidence. His mantra 'structural reform without sanctuary' brought memories of former Prime Ministers Morihiro Hosokawa and Maruyama's attempts at reforming the political and economic system during three turbulent years from 1993-1996. Koizumi's proposed reforms encompass three areas: (i) fiscal reforms; (ii) state-sector reforms; (iii) tackling the non-performing loans (NPL). He also promised to downgrade the Liberal Democratic Party, the party that has dominated national and local politics since 1955 and over which he presides as the president. Nearly three years later, despite Koizumi's efforts, the process of reform has occurred slowly, giving voters, who had high expectations that Japan's worst post-war recession would come to an end, the distinct impression that Koizumi's reforms may be more an image of the effort to reform.
