Dear Steve:
Thank you for your letter of May 24th, and may I apologize for not responding earlier. Enclosed is a copy of my report sub- mitted to the USSF Board of Directors and others involved in the project including: Dr. Henry Kissinger, Howard Samuels and Rafael de la Sierra. You will be interested in the events that took place in Stockholm and the advice subsequently received from Rolf Blatter, an attorney in Zurich, regarding the question of arbitration.
Also enclosed is a copy of a press release issued on Monday, June 20th, which explains better than anything I can say in regard to recent developments within the league. The effect of these developments is that I no longer hold a position within the NASL or the USSF, and can therefore play no part in the decision making process regarding further steps that might be taken by the USSF in connection with World Cup '86. It is my personal view that by allowing FIFA, or certain FIFA officials, to get away with the outrageous manner in which the selection process has been handled, we - the United States and/or the USSF - are showing extreme weakness and a lack of character. After Watergate, what is so complicated about searching for the truth? While everyone else in the world is too cowardly to take them to task, surely we would gain respect. When you are being treated as the doormat, what is there to lose? Enough, enough!
As I will no longer be working for the NASL on a full time basis after June 30th, and the accounting for expenditures incurred on the World Cup '86 project has already been transfered to the USSF, I am sending your statement for legal services rendered to the USSF for payment.

I, like everyone, was quite disappointed with the outcome of the Stockholm meetings. I had hoped that our "long shot" would be successful, but I guess the odds from the closed society at FIFA were just too great this time.
Now that our efforts are concluded, I thought I should promptly send to you our statements for legal services and out-of-pocket disbursements. These state- ments are attached and reflect the work I and certain of my colleagues did in connection with the various mat- ters we undertook for the United States Soccer Federation. Pursuant to my discussion several weeks ago with Werner, the attached statements incorporate a very substantial discount from Arnold & Porter's standard billing practices and rates. First, we have charged only for the time ex- pended in connection with securing the various guarantees from the White House and in assisting in the passage of the legislation through Congress. We have not charged for any of the other services we performed prior to the Stockholm meetings. Second, the charge for the services we performed have been discounted from our standard rates.
I would be happy to provide you or anyone from the USSF with any additional information concerning the at- tached statements.

Unfortunately, your letter of Thursday, June 9th was not received at this office until Monday, June 13th. Having distribùted copies of my World Cup '86 report on Friday, June 10th, (as previously indicated I would) I was therefore unable to include your suggestion for the USSF to take no further action along with the four "consid- erations" I had raised on pages 28 and 29 of my final report.
The only way I can bring your suggestion to the attention of those who received a copy of the report, is to send a copy of this letter to all of them and attach a copy of your letter.
Also enclosed, please find a copy of documents received on June 13th from Bob Lawrence regarding the position taken by Swiss attorney, Rolf Blatter. Bob received the telex from Rolf Blatter on June 13th, 1 in response to the telex sent on June 1st by Bob, requesting confir- mation of the advice we had been given over the telephone earlier that day. I have no knowledge as to why the response from Rolf Blatter. selayed.

As far as the Federation is concerned, the Committee's assignment with the awarding of the Cup to Mexico was finished. Therefore, in your suggested considerations there is an additional consideration which I am putting forward at this time, and that is to do nothing further.
The detail contained in your report would need inter- pretation and expansion as there are very few people who are aware of what really happened.

Because of the June 10th deadline, I don't feel that I will have adequate time to fully respond to your views on the chronology of the events surrounding the World Cup bid. However, having made a cursory review, I feel that certain areas, perhaps not of interest to the entire group of recipients, need to be expanded on and further clarified for the USSF Board.
Although I am not aware of who requested this report from you, since you have completed it and intend to distribute it, it may be simpler and more timely if I delay my response until after the Board has received it.

Attached is a copy of a working memorandum you requested, outlining various suggestions in regard to the selection of personnel as members of the United States World Cup '86 Organizing Committee.
From those selected, a smaller group should be chosen as members of
your Executive Committee.
It is my recommendation that the full committee be invited to attend its inaugural meeting shortly after your return on April 26th, in
Washington or any other location to be determined. Invitations to attend that meeting or any expansion thereof should also be extended to two or three (or even more) representatives from each location recommended to FIFA, by the USSF, as World Cup '86 sites for games.
An outline of an agenda should be prepared prior to your departure later this week and, by tomorrow morning, I will provide you with a list of items to be considered for inclusion.
Incidentally, Warner Communications has prepared a 10 minute film for. viewing by the FIFA Special Committee during their visit here, and later, (on May 18-20 in Stockholm), by the full FIFA Executive
Committee. If you would like to have a copy available for your per-
sonal use, I will so arrange. The League has also developed a 10 i

minute slide presentation which is available on 3/4 inch tape or
35mm film, and I will make sure that you receive a copy. Both of
these films should be shown at the first meeting of the U.S. World
Cup '86 Organizing Committee, as a means of quickly educating the
members.
Representatives of the Government and/or Mayor, Chamber of Commerce,
Tourist and Convention Bureau, Stadium Authority, etc., in each
location have already attended a meeting in their city, at which I
attempted to prepare them for the visit of the FIFA Special Committee.
Assuming that the visit to any city might last only four hours, they
understood that possibly two hours might be spent viewing the stadium
and facilities.
The local representatives have been drawing up a small guest list of
local dignitaries to attend a reception/presentation, luncheon or
dinner during the remaining two hours. At that time, some audio
.vis.ual presentation would be shown, and momentos would be presented
to members of the FIFA Committee by various civic leaders.

The FIFA letter dated January 7, 1983 sent to all nations
interested in hosting World Cup '86 had a document enclosed en-
titled "Terms of Reference" in which on Page 2 of Fundamental
Provisions, FIFA stipulates that "Hence the local Organizing
Committee shall consist, for the most part, of representatives
from the Football Association".
This stipulation therefore needs to be considered in taking
into account the number of persons and their affiliation in order
for them to be selected for the United States World Cup '86 Or-
ganizing Committee. Listed below are suggestions of various

which committee members should be selected.
