Washington, D.C. 20036 Dear Steve: Thank you for your letter of May 24th, and may I apologize for not responding earlier. Enclosed is a copy of my report sub- mitted to the USSF Board of Directors and others involved in the project including: Dr. Henry Kissinger, Howard Samuels and Rafael de la Sierra. You will be interested in the events that took place in Stockholm and the advice subsequently received from Rolf Blatter, an attorney in Zurich, regarding the question of arbitration. Also enclosed is a copy of a press release issued on Monday, June 20th, which explains better than anything I can say in regard to recent developments within the league. The effect of these developments is that I no longer hold a position within the NASL or the USSF, and can therefore play no part in the decision making process regarding further steps that might be taken by the USSF in connection with World Cup '86. It is my personal view that by allowing FIFA, or certain FIFA officials, to get away with the outrageous manner in which the selection process has been handled, we - the United States and/or the USSF - are showing extreme weakness and a lack of character. After Watergate, what is so complicated about searching for the truth? While everyone else in the world is too cowardly to take them to task, surely we would gain respect. When you are being treated as the doormat, what is there to lose? Enough, enough! I had hoped that our "long shot" would be successful, but I guess the odds from the closed society at FIFA were just too great this time. Now that our efforts are concluded, I thought I should promptly send to you our statements for legal services and out-of-pocket disbursements. These state- ments are attached and reflect the work I and certain of my colleagues did in connection with the various mat- ters we undertook for the United States Soccer Federation. Pursuant to my discussion several weeks ago with Werner, the attached statements incorporate a very substantial discount from Arnold & Porter's standard billing practices and rates. First, we have charged only for the time ex- pended in connection with securing the various guarantees from the White House and in assisting in the passage of the legislation through Congress. We have not charged for any of the other services we performed prior to the Stockholm meetings. Second, the charge for the services we performed have been discounted from our standard rates. I would be happy to provide you or anyone from the USSF with any additional information concerning the at- tached statements. Having distribùted copies of my World Cup '86 report on Friday, June 10th, (as previously indicated I would) I was therefore unable to include your suggestion for the USSF to take no further action along with the four "consid- erations" I had raised on pages 28 and 29 of my final report. The only way I can bring your suggestion to the attention of those who received a copy of the report, is to send a copy of this letter to all of them and attach a copy of your letter. Also enclosed, please find a copy of documents received on June 13th from Bob Lawrence regarding the position taken by Swiss attorney, Rolf Blatter. Bob received the telex from Rolf Blatter on June 13th, 1 in response to the telex sent on June 1st by Bob, requesting confir- mation of the advice we had been given over the telephone earlier that day.
