A meeting of the County Council was held in the Council Chambers at Ponoka on Friday July 12th, l968, with Reeve I. E. Davies presiding and the following Councillors present: A. C. Boman, F. E. Palechek, R. C. Jensen, G. E. Ferguson, E. Solberg and L. L. Soderberg.

I/?nutes Item g1) On a motion by Councillor Jensen the minutes of the meeting of June lhth, 1968, were adopted as printed. - Carried.

Ponoka Item 2 gay The appointed committee reported on the progress Nuisance which had been made in regard to the purchase of a nuisance ground Ground Site for Ponoka and surrounding area. A suitable sight had been selected and the committee, along with members from the Town of Ponoka, were to negotiate with the owner. It was generally agreed by the Council‘; lors that the County would do the necessary roadwork, digx the necessary pits and also make a small grant toward the purchase of a nuisance ground site.

On a motion by Councillor Ferguson this report was accepted. — Carried.

Bear Hills Item 2 [by The appointed committee met with the Council Drainage of the County of Wetaskiwin to discuss the Bear Hills drainage project Project and also the cost of fire fighting in the west part of both Cou.nties. In regard to the Bear Hills project, it was the general feeling that both the County of Wetaskiwin and the County of Ponoka were in favor of such a project providing a suitable program could be implemented:

Representatives of the Department of Indian Affairs were also present and they were going to take the proposal back to a meeting of the Indian Council Bands, which was to be held on July hth at Hobbema, for their approval.

On a motion by Councillor Boman this report was accepted, - - Carried.

County of On a motion by Councillor Ferguson the Secretary was Wetaskiwin instructed to write the County of Wetaskiwin informing them that the re Fire County of Ponoka will not assume the costs presented in regard to Fighting fire fighting for the following reasons: (1) Origin of fires very uncertain.

(2) County of Ponoka was not contacted before the hiring of any men or equipment,

Water & Sewer Item 2 (c) On a motion by Councillor Soderberg, Councillor Rimbey Public Ferguson was appointed a committee of one with power to act in regard Works Shop to installing water and sewer in the County municipal shop at Rimbey_

Drainage: Item 2 {d The appointed committee reported that they had? NW 1, NE 2, investigated the drainage complaints in the NW 1 and the NE 2 in LLB-23-W1; LL3-23—W}4and it was their opinion that the water is now flowing in the natural watercourse, and they recommend that the County not change any watercourse.

Drainage: In regard to the NE l3—h3—23-Wuit was their opinion that a NE 13-1:3-23-W1: small culvert would eliminate the problem.

On a motion by Councillor Solberg this report was accepted. - Carried.

Nuisance Item 2 gf) On a motion by Councillor Soderberg, Councillor Ground, Boman was appointed a committee of one with power to act in regard ‘ Eureka to establishing a nuisance ground on the site of the Eureka School.

Lease Road Item 3 gay The application by A. Jaffray to lease the road Allowance, allowance W/SW28—L;l—2-W5was approved on a motion by Councillor w/sw 28—h1—2—5 Ferguson. - Carried.

Marathon, Item 3 gb} The letter from Marathon Realty authorizing the Road Cons tr . County to enter and construct a road E/SE 9 and W/NW3 in h2—3—WS- E/SE 9, was noted and filed on a motion by Councillor Solberg. W/NW3—l;2—3-WE - Carried. By—Law1'"7. Item 3 c) By-Law No. 21-61;-BLUFauthorizing the numbering 21-6 —BU? of streets and avenues in the Hamlet of Bluffton received first Numbering of reading on a motion by Councillor Soderberg, second reading on a Streets, motion by Councillor Jensen and, by unanimous consent of Council, Bluffton a third reading on a motion by Councillor Solberg, and finally passed.

Bridges , Item 3 d} The letter from the Bridge Branch regarding Blindman their future proposal as to all bridges crossing the Blindman River River in the County of ‘Ponoka was read to Council and, on a motion by Councillor Ferguson, the Secretary was to advise the Bridge Branch of the Councills approval. — Carried.

Bridges , Item 3 e) A letter was also received from the Bridge Medi cine Branch regarding future construction of all bridges on the Medicine River River in the County of Ponoka and the Secretary was directed to advise the Bridge Branch of the Council's approval. - Carried.

Bridge Item 3 f) All bridge authorizations were read to Council Authorizations and, on a motion by Councillor Jensen, noted and filed for future reference. — Carried.

Dept. Hwys. Item 3 g On a motion by Councillor Jensen the letter Fence, received from the Department of Highways regarding compensation for W/SW22—LL2—3—Sa fence W/SW22—LL2—3—WSwas noted and filed. — Carried.

Railway Item 3 {h On a motion by Councillor Soderberg the letter Crossing from the Canadian Transport Commission regarding remuneration for the N/NW19-1L2-25-h work done at the railway crossing N/NWl9-h2—25-W1;was noted and filed. — Carried.

Regulations : Item 3 (i) Word was received from the Department of New Highways that Councils could direct all developers of new subdivisions Subdivisions to provide all the necessary roadwork in the new subdivision under Section l7 (1) of the subdivision and transfer regulations.

S eminar , Item A 6} Authorization was given for the Assessor, Wetaskiwin Art Ablett, to attend the one day seminar in Wetaskiwin on July l6th, July l6/68 1968. - Carried.

Blindman Item 15) On a motion by Councillor Boman the proposed. Valley, extensions on the Blindman Valley R,E.A. and the Fairview R.E.A. were Fairview approved. R.E.A. - Carried. Accounts Item gas} The bills were reviewed and, on a motion by Councillor Boman, authorized to be paid if found correct. - Carried.

Water Item 7 a} A letter was received from the Water Resources Resources Division, Department of Agriculture, requesting all potential Division locations in the County which could qualify for the Alberta Water Control Assistance program projects for I969.

On a motion by Councillor Jensen the Secretary was to make application for the following locations:

Town of Ponoka Item 7 gb The letter from the Local Authorities Board — Annexation regarding annexations to the Town of Ponoka effective January lst, I969, was noted and filed on a motion by Councillor Boman. - Carried.

Recreation. Item 7 c) The proposal regarding all municipal bodies Board participating in a joint recreational program for the Town of Bashaw Agreement and adjacent areas was read to Council and, on a motion by Councillor Ferguson, noted and filed for future reference. - Carried.

Mec ca Glen Item '7 d) The Mecca Glen Centennial Committee were to be Centennial notified that the County would advance the $900.00 as agreed at the Book completion of the printing of the historical book for the area.

Revised EMO Item 7 {e} The Alberta Survival Plan - Volume Three — Survival Plan Emergency Police Services — Revised May, 1968, by E. M. O. was noted and filed on a motion by Councillor Boman. - Carried.

W. Bender Item 7 (f) A letter was received from the solicitor of fire Claim Mr. Walter Bender in regard to the intentions of the County as to damage claim and, on a motion by CounciI|_lor Jensen, the Secretary was to inform the solicitor that the County is not assuming any responsibility whatsoever. - Carried.

Correspondence Item §8} The following correspondence was received:

Radio System Item (10) The Secretary was asked to get as much information as possible for the next meeting as to the performance and costs of a two way radio system which could be installed in our Public Works equipment.
