2 Additional Conditions: 1.The unit shall operate and maintain the zero liquid discharge treatment components comprising of primary, secondary and tertiary treatment components at all times and ensure that the RO permeate shall be recycled in the process and the final RO reject shall be disposed off with the reject management system ensuring zero liquid discharge of effluent in the premises. 2.The unit shall operate and maintain the Reject Management System (RMS) such as the MEE effectively and recover the salt from the systems which shall be stored within the premises with log book . 3.The unit shall ensure zero liquid discharge of effluent thereby no discharge of untreated/treated effluent on land or into any water bodies either inside or outside the premises at any point of time. 4.The unit shall maintain the log book to the peizometers for monitoring the ground water quality and seepage. 5.The unit shall operate and maintain the EMFMs provided for the Zero Liquid Discharge System (ZLDS) at various locations continuously and efficiently and maintain log books for the same to furnish the monthly report to the Board. 6.The unit shall maintain log books for the consumption of various chemicals in the treatment plant / ZLDS, Energy consumption, fresh water consumption, Chemical sludge and bio sludge generated from the ZLDS, RO permeate recovered the salt residues collected from the MEE. 7.The Unit shall operate and maintain the nutche filter efficiently and continuously for handling solids from zero liquid discharge system. The separated solids shall be stored in drums in designated area before disposal to TSDF. 8.In order to prevent the formation and accumulation of toxic gases inside the tanks and prevent the occurrence of fatal accidents while cleaning the tanks, adequate ventilation arrangements should be provided in all the tanks including septic tanks. The sludge accumulated in the ETP components shall be cleaned mechanically only and manual cleaning of the sludge should not be carried out under any circumstances. 9.The unit shall constantly improve its processing, ETP, RO and RMS facilities so as to reduce reject generation and the discharge to the MEE. 10.The unit shall install solar panel of Restriction of Hazardous Substance (RoHS) standards for lighting of the office & factory building to the maximum extent possible and street lighting within the factory premises. 11.The unit shall install Electro Magnetic Flow Meter(EMFM) for process make up water to measure the actual daily water consumption. 12.The unit shall dispose the Hazardous wastes as per the Authorization obtained under Hazardous Waste (MH&TM) Rules, 2008 and also comply with the provisions of Hazardous and Other waste (M&TM)Rules, 2016. 13.In case of revision of consent fee by the Government, the unit shall remit the difference in amount within one month from the date of notification. ADEQUECY REPORT FOR EFFLUENT TREATMENT PLANT

Method of Treatment

Process Effluent A Latex Polymer whitewater stream containing 1-2% polymer solids are coagulated in two whitewater pits with a polyelectrolye polymer. The coagulum is pumped to a plate and frame filter press where solid polymer cake is removed. This by product is completely polymerized latex material. It has a potential to be used as fuel is furnaces and in Rubber / Plastic compounding. The filtrate is then pumped to the common biotreatment train.

Domestic Waste Domestic waste is collected in a segregated pit before being fed to the common biotreatment train.

Cooling Tower and Boiler Blowdown These streams are collected in a segregated pit before fed to the common biotreatment train.

Common Bio-treatment Train Effluent from the three collection pits will be collected in equalization tanks which serve to equalize the flow and composition of different effluent streams. Slow speed mechanical agitator will be provided in each equalization tank for uniform mixing of the effluent.

Effluent from equalization tanks will be pumped to aeration tank by feed pumps. The aeration tanks will be aerated using a diffused aeration system which will supply oxygen for the growth of microorganisms and uniform mixing. The MLSS (Mixed Liquid Suspended Solids) that develop shall be allowed to settle in the secondary clarifier (Settler). The sludge from secondary clarifier shall be re- circulated back to aeration tank for maintaining the MLSS concentration in the aeration tank by sludge re-circulation pumps. Excess sludge shall be diverted to sludge drying beds for dewatering.

Zero Liquid Discharge System The bio-treatment effluent is then pumped through a pressure sand filter and activated carbon filter to a bio-treated water surge tank. This tank feeds the recycle RO unit in a batch fashion. The recycle RO permeate is recycled to the raw water pond and eventually returned to the process. The reject stream from the recycle RO unit is pumped to a tank which then feeds a mechanical evaporator. The concentrated liquor from the mechanical evaporator is then fed to a drier / evaporator pan where it is converted to solids for secured landfill disposal.

DETAILS OF MECHANICAL EVAPORATOR – 45 KLD

The reject from recycle RO is further evaporated in a mechanical evaporator. This evaporator will be suitably designed to handle 45 KLD of reject from recycle RO. GENERAL PROCESS DESCRIPTION OF EVAPORATOR

Feed (RO rejects) shall be pumped by Feed Pumps from the RO Reject Tank to Degasser Tower. 33% HCl shall be dosed in the feed line from Acid Dosing Tank with the help of diaphragm type HCl Dosing Pump. The mixing of feed with HCl shall be ensured by using online Static Mixer.

From Degasser Tower Tank the second Feed Pump shall pump the liquid through four Preheaters in series. The purpose of Preheaters is to preheat the effluent from ambient temperature to approx 85-90 deg C. So that the vaporization starts taking place as it enters in first Calandria.

The first Calandria shall be designed for forced circulation where the preheated effluent shall be forced and recirculated in tubes with high velocity. Forced Circulation Evaporator is selected to avoid frequent fouling of Calandria by recirculating feed at high velocity from Calandria tubes. To enhance the evaporation process under vacuum, motive steam is expanded through Thermocompressor and steam is supplied on the jacket side of first Calandria. The steam line shall be provided with control loop including pressure transmitter, I/P converter and control valve to control the steam pressure in the first Calandria. Feed shall be recirculated by Recirculation Pump through Calandria tubes and shall be partially forwarded to second Calandria.

Vapours from first Calandria shall move forward in the first Vapour Separator where any residual liquid shall be separated out and pure water vapour shall move in the jacket of second Calandria. The vapour shall give away the heat to the concentrated mother liquor flowing in the tube of second Calandria designed for forced evaporation. The vapour generated in second Calandria shall move forward to second Vapour Separator. The vapour shall be sent to the jacket of third Calandria, whereas the concentrated effluent shall be sent to tubes of third Calandria.

The first and second Calandria shall concentrate the feed effluent below it’s saturation limit so that crystallization does not take place. The effluent, which is almost saturated shall be sent into the third Calandria. Recirculation Pump shall recirculate the concentrated brine to third Calandria to maintain the tube velocity while salt shall be precipitated due to continuous evaporation of water.

Vapour generated from third Vapour Separator shall be condensed in Direct Contact Barometric Condenser. The concentrated brine (slurry) shall be transferred by Concentrate Outlet Pumps to a Settler. Nutsche Filter shall receive settled solids from the Settler. The saturated liquor from Filter and settler shall be sent back to RMS through Balance Tank. Two Stage Steam Jet Vacuum System with Direct Contact Condenser shall maintain the vacuum in the RMS.

Steam condensed in first Calandria and water vapours condensed in jackets of Preheaters and other Calandrias shall be pumped out by Condensate Outlet Pump through the Condensate Pot. The cooling water and balance condensates from the Barometric Condensers shall be recirculated back to the Cooling Tower.
