Republic of Suriname (hereinafter "the State" or "Suriname"), related to the investigation of and criminal proceedin(JS against Mr. Liakat Ali Alibux- former Minister of Finance and former Minister of Natural Resources - who was sentenced on November 5, 2003 for the crime of forgery, in accordance with the procedures provide for in the Indictment of Political Officials Act. In its report on the merits, the Commission concluded that within the framework of that process the State of Suriname is internationally responsible for violating the rights to a fair trial, to judicial protection, to freedom from ex post facto laws, and to freedom of movement and residence, as set forth in Articles 8, 25, 9, and 22 of the American Convention on Human Rights. Specifically, the Commission found that Mr. Alibux did not have a remedy to appeal his conviction; that he did not have access to the courts to challenge the constitutionality of the Act under which he was tried; that said Act was applied ex post facto; and that the restriction on his ability to leave the country was disproportionate. -

Inhoudelijk zal ik verder niet ingaan op de zaak. In het vonnis van 29 november is de Krijgsraad uiteindelijk, na beoordeling van de feiten en omstandigheden en de toetsing daarvan aan de geldende wettelijke regels en bepalingen, tot de conclusie gekomen dat de verdachten, met uitzondering van degenen die zijn vrijgesproken, zich schuldig hebben gemaakt aan de 8 december moorden. En dat is het uiteindelijke doel geweest van de Krijgsraad. Ik zie hierin geen enkele politieke spelletje dat gespeeld wordt anders dan de vele fratsen die de heer Bouterse met zijn verlengstuk steeds heeft geprobeerd n. Dat de beslissing van de Krijgsraad politieke consequenties heeft voor Bouterse en zijn gevolg staat mijns inziens buiten kijf. Mijn mening ter zake is dat Bouterse en co. Dit kan echter heel nadelige gevolgen hebben voor het nationalistisch gevoel van het land. En het manifesteert zich reeds: Suriname is nu al meer verdeeld dan ooit tevoren. In dat opzicht kan ik wel stellen dat er politiek gespeeld wordt met de dood van 15 vooraanstaande burgers van Suriname door de coalitie. Dus volk let AUB op uw zaak. Legal-institutional framework2 On November 25, 1975 Suriname obtained its independence after having been a colony of Holland for approximately 300 years. The official language is Dutch. Suriname is a democratic state, based on the sovereignty of the people and on respecting and guaranteeing the fundamental rights and freedoms. Suriname acknowledges and respects the international law of self-determination and national independence on the basis of equality, sovereignty and mutual interests. The government of Suriname is based on the trias-politica doctrine or the separation of powers. The President is the head of state of Suriname, head of government, chairman of the State Council and of the Security Council. He is responsible to the National Assembly. The executive power rests with the President. Together with the Vice-President and the Council of Ministers, the President forms the government. The political power rests with the people and is exercised in accordance with the Constitution. The political democracy creates the condition for the people’s participation in general, as well as free elections by secret ballot to compose the people’s representative organs of government. -

Se casó con Edme Vas con quien tuvo 8 hijos, 4 mujeres y 2 barones. Durante sus primeros años laborales se dedicó a la docencia y llegó a ser director del departamento de educación. Realizó sus estudios en los Países Bajos y se desempeñó como ministro en Surinam. Fue el fundador del Partido Nacional que nació en 1946. Junto con Henck Arron fueron los propulsores de la independencia del país. Johan Ferrier. Paramaribo, Surinam. A los 37 años de edad decidió viajar a Ámsterdam para comenzar sus estudios de grado Se recibió en 1950 en pedagogía social. Se recibió en 1950 de profesor de literatura y fi losofía. Su tesis abordó el tema de las características sociales del país y la situación socio - pedagó- de profesor de gica. Trabajó en el ámbito de la docencia en el colegio de Surinam y más tarde ocupó literatura y fi losofía. el cargo de ministro de educación. Surinam consiguió establecer un alto grado de independencia en 1954 cuando obtuvo autonomía de los países bajos si bien en materia de política exterior continuaron con algunas dependencias. CONSTITUTION OF SURINAME, 1987 Preamble WE, THE PEOPLE OF SURINAME, inspired by the love for this Country and the belief in the power of the Almighty and guided by the centuries-long struggle of our people against colonialism, which was terminated by the establishment of the Republic of Suriname on 25 November 1975, taking into consideration the consequent struggle against neo-colonialist colonization and the process of renovation of social relations, which was commenced on 25 February 1980, conscious of our duty to combat and to prevent every form of foreign domination, resolved to defend and protect the national sovereignty, independence and integrity, assured of the will to determine our economic, social and cultural development in full freedom convinced of our duty to honor and to guarantee the principles of freedom, equality and democracy as well as the fundamental rights and freedoms of man, inspired by a civic spirit and by the participation in the construction, expansion and maintenance of a society that is socially just, determined to collaborate with one another and with all peoples of the world on the basis of freedom, equality, peaceful coexistence and international solidarity, SOLEMNLY DECLARE, TO ACCEPT, AS A RESULT OF THE PLEBISCITE TO BE HELD, THE FOLLOWING CONSTITUTION. SURINAME: FROM STUDENT ACTIVISM TO TRANSNATIONAL PARTY POLITICS, 1950S-2005 This chapter asks how (post)colonial history has affected Surinamese transnational party politics since the 1950s. As we saw in the previous chapter, homeland-based actors are ambivalent towards influence from the former colonial metropole. We further saw that the transnational mobilisation potential of Surinamese migrant civil society is limited by its fragmentation and that most organisations do not exist for long. -
