This report seeks approval for the expenditure of an additional £800,000 from S106 funds to replace the modular teaching accommodation at Southwater Infant and Southwater Junior Schools to ensure the schools can continue to accommodate the demand for pupil places in the locality. This report follows a previous decision to set the budget (decision reference ES03 (18/19). West Sussex Plan: Policy Impact and Context The proposal is in accordance with the Best Start in Life Policy within the West Sussex Plan. It will ensure access to education, meeting the needs of the community. Financial Impact The use of S106 funds will incur no cost to the County Council. There may be a marginal saving in revenue costs in relation to heating and lighting as the new units will be more efficient. Recommendations The Cabinet Member for Education and Skills is asked to:- (1) Approve an additional £800,000 from Section 106 funds to enable the replacement of the modular teaching accommodation at Southwater Infant School and Southwater Junior School. (2) Authorise the commencement of a procurement for the supply and construction of the modular teaching accommodation for the schools to be available for use by September 2020 within the budget set out in the report.

    Mr D.Stebbing c/o Horsham District Council Parkside Chart Way Horsham West Sussex RH12 1RL 27 March 2020 Dear Mr Stebbing, FINAL COMMENTS ON BEHALF OF SOUTHWATER PARISH COUNCIL This letter has been prepared by Squires Planning, on behalf of Southwater Parish Council, in response to the comments made by Thakeham Homes (on 11th March 2020) in respect of the Southwater Neighbourhood Plan. We do not consider that the Thakeham Homes comments introduce any new or additional matters that have not been discussed at length through the submission documents, previous representations and the examination process. That said, we would like to make the following two points: 1. The comments misinterpret the National Planning Policy Framework (NPPF), seeking to apply requirements placed on strategic policy makers and Local Planning Authorities in paragraphs 67 & 68 to the relevant authority for preparing a neighbourhood plan. 2. We agree that NPPF paragraph 69 asks neighbourhood planning groups to consider the opportunities for allocating small and medium-sized sites (of a size consistent with paragraph 68a) suitable for housing in their area. This has been done throughout the plan preparation process and is well documented in the submission documents, particularly the Southwater Neighbourhood Plan SA-SEA and the Consultation Statement. We would like to take this opportunity, on behalf of the Parish Council, to thank everyone who has participated (including but not limited to those on the Steering Group, residents, landowners, local businesses, land promoters, Horsham District Council and a range of statutory consultees) in the preparation of this plan, from the early engagement exercises through to this examination.
