We do not consider that the Thakeham Homes comments introduce any new or additional matters that have not been discussed at length through the submission documents, previous representations and the examination process. That said, we would like to make the following two points: 1. The comments misinterpret the National Planning Policy Framework (NPPF), seeking to apply requirements placed on strategic policy makers and Local Planning Authorities in paragraphs 67 & 68 to the relevant authority for preparing a neighbourhood plan. 2. We agree that NPPF paragraph 69 asks neighbourhood planning groups to consider the opportunities for allocating small and medium-sized sites (of a size consistent with paragraph 68a) suitable for housing in their area. This has been done throughout the plan preparation process and is well documented in the submission documents, particularly the Southwater Neighbourhood Plan SA-SEA and the Consultation Statement. We would like to take this opportunity, on behalf of the Parish Council, to thank everyone who has participated (including but not limited to those on the Steering Group, residents, landowners, local businesses, land promoters, Horsham District Council and a range of statutory consultees) in the preparation of this plan, from the early engagement exercises through to this examination. This letter and its appendices should be regarded as the Scoping Report of the SSWNP in accordance with Stage A of the provisions of the Environmental Assessment of Plans & Programmes Regulations 2004 (which implement EU Directive 2001/42). As a statutory consultee in the Regulations you are invited to comment on this report and I would be grateful for your comment by 26th September 2014. Background The SSWNP is being prepared by the Storrington & Sullington Parish Council and Washington Parish Council as qualifying bodies under the 2012 Neighbourhood Planning (General) Regulations. In accordance with the 2004 Regulations 2004, the local planning authority, Horsham District Council, issued its formal screening opinion on 20 May 2014, concluding that an SEA is required and that it would prefer this is undertaken as part of a wider Sustainability Appraisal (SA/SEA). In its decision, the District Council has not made its reasons explicit for reaching this conclusion, but it is understood that the likely intention of the SSWNP to contain policies allocating land for development is the primary reason. A third of the designated area lies within the South Downs National Park and there are no European sites within the area, although the area does lie within the 15km buffer zone of the Arundel Valley SAC/SPA/Ramsar site.

This report seeks approval for the expenditure of an additional £800,000 from S106 funds to replace the modular teaching accommodation at Southwater Infant and Southwater Junior Schools to ensure the schools can continue to accommodate the demand for pupil places in the locality. This report follows a previous decision to set the budget (decision reference ES03 (18/19). (2) Authorise the commencement of a procurement for the supply and construction of the modular teaching accommodation for the schools to be available for use by September 2020 within the budget set out in the report.
