The IAC has completed the review and concurs with the Short Conformity Report: Amendment 2 DeSoto County. a. TIP Amendment MS‐NHS‐2008‐02: Star Landing Corridor Amend the TIP by adding $2,300,000 in FY 2014 Earmark total funds for the PE‐D phase for the Star Landing Corridor project from Tulane Road to Getwell Road. TN Local Road Amendments Note: The following two (2) TIP Amendments were included in an Exempt Packet that was submitted to the Interagency Consultation (IAC) Group for a 14‐day review requesting concurrence with the exempt status of the amendments. The IAC has completed the review and concurs with the Exempt Packet. b. TIP Amendment TIGER IV‐2012‐01: Mainstreet to Mainstreet Multimodal Connector Amend the TIP by adjusting money within the project to account for the $1,000,000 in FY 2013 Congestion Mitigation and Air Quality (CMAQ) federal funds provided from Arkansas and the $250,500 local match provided by the Memphis & Shelby County Community Redevelopment Agency. The total funds for the project have not changed. c. TIP Amendment ENH‐2013‐01: Bike and Pedestrian Connector – Phase 2A & B Amend the TIP by adding the Bike and Pedestrian Connector – Phase 2A & B Transportation Alternatives Program (TAP) project. Total project cost is $1,065,121 with $777,491 in FY 2013 TAP federal funds for construction. The project includes bike and pedestrian facilities along Memphis‐Arlington Road between Milton Wilson and Jetway to connect Arlington Elementary and Middle schools. 10) Presentations a) TDOT Multimodal Access Fund – Kyle Wagenschutz b) State Implementation Plan (SIP) Amendment Update – Shelby County Health Department 11) Other Business a. Memphis Urban Area Metropolitan Planning Organization Transportation Policy Board Thursday, September 12, 2013 3:00 PM MATA Central Station – Boardroom 545 South Main Street - Memphis, TN 38103 1) Call to Order @ 3:00 PM 2) Approval of August 29, 2013 Meeting Minutes Mayor Mark Luttrell moved to approve the minutes as presented; Mayor Rhea Taylor seconded the motion, and the motion carried without dissent. 3) Memphis MPO Coordinator’s Report No updates at this time. 4) Approval of LRTP Amendments and Air Quality Conformity for Shelby and DeSoto Counties Ms. Pragati Srivastava gave an overview of the LRTP amendments. Mr. Steve Hill moved to approve the LRTP Amendments; Mr. James Hay seconded the motion, and the motion carried without dissent. Mr. BJ Page commented that for item k, MS-747 may be an error. MPO staff checked into the item and found that the portion of Getwell Road from the Mississippi state line to Church Road is technically MS-747, though it is not commonly labeled or referred to as such. COMMENTS/DISCUSSION: Mr. Dennis Lynch of the Sierra Club expressed concern about the Walnut Grove Middle project and asked that the board consider not changing the horizon year of the project or to delay their decision until after a final decision is made on Shelby Farms Parkway, and also to wait until after the Household Travel Survey is completed to analyze expected traffic patterns. Mayor Mark Luttrell assured Mr. Lynch that sensitivity will be given to the concerns of the people at the upcoming TDOT public meeting regarding the project on September 24, 2013, and throughout the entire process. Note: The following thirteen (13) LRTP Amendments were submitted to the Interagency Consultation (IAC) Group for a 30‐day review and they concur with the amendments. All comments from these agencies and the public have been addressed. The Engineering and Technical Committee of the MPO has reviewed the 2014-2017 TIP and has recommended adoption by the TPB. Ms. Pragati Srivastava gave an overview of the proposed 2014-17 TIP. Mr. B J Page moved to approve the FY 2014-2017 TIP; Mr. Tim Gwaltney seconded the motion, and the motion carried without dissent. COMMENTS/DISCUSSION: Mr. Dennis Lynch of the Sierra Club submitted a letter which states that traffic volumes have decreased in recent years due to economic development in the Memphis area being slow. As a result, he recommends that the MPO delay any decisions on roadway expansions until the currently underway Household Travel Survey is completed and updates to the Travel Demand model are completed to analyze the need for roadway expansion based on the new data. 6) Tennessee State Route 14 (Austin Peay Highway) Functional Classification Change The Tennessee Department of Transportation is requesting to amend the Roadway Functional Classification of Tennessee State Route 14 (Austin Peay Highway) between the Memphis Urbanized Area boundary and State Route 385 (future I-269) from Rural Minor Arterial to Rural Principal Arterial, adding the road segment to the National Highway System under the provisions of MAP-21. Ms. Pragati Srivastava gave an overview of the agenda item. Mr. Rick McClanahan moved to approve Tennessee State Route 14 ; Mr. Darek Baskin seconded the motion, and the motion carried without dissent COMMENTS/DISCUSSION: None 7) Other Business Next TPB Scheduled Meeting: November 21, 2013 1:30pm at UT Health Science Center Included in the agenda is TDOT’s priority project list. It will be reviewed with the ETC in the coming months and recommendations will be brought to the TPB. TDOT is hosting a public meeting on the Shelby Farms Parkway project on September 24 from 5PM to 7 PM at the Agricenter.
