Description of Saferworld and programme: Saferworld is an independent non-governmental organisation that works to prevent violent conflict and build safer lives. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.

Saferworld’s Central Asia programme focuses on police reform, community security and community policing in Tajikistan and , enabling communities and civil society to respond more effectively to conflict and security issues. The programme combines project implementation at the community level, dialogue, capacity building, policy research, networking and advocacy, and working with institutions and civil society in the region.

Job Purpose:

The Project Coordinator will work on the implementation (and support further development) of Saferworld’s community policing project in Tajikistan. S/he will provide support to the team through assessment, planning, monitoring and research, as well as capacity building of, and in coordination with, local partners to implement the projects. The post requires working closely with the police, authorities and local partner organisations to ensure participation of diverse groups of civil society to promote people centred security provision. S/he will also contribute to the further development of the Central Asia programme in the country and region.

The position is based in Dushanbe with a substantial amount of time spent in the project target areas across Tajikistan. Main roles and responsibilities:

Specific Responsibilities:

1. Community Policing Project implementation in Tajikistan

 Work on the implementation of the Community Policing project in Tajikistan under direct supervision of the Project Manager, and in close coordination with the Policing Advisor: o ensure effective implementation and delivery of project objectives o support the Project Manager in managing internal Saferworld and donor narrative reporting  Contribute to the development of relations with Saferworld’s partners in Tajikistan and work closely with them towards the enhancement of the capacity of civil society and partner organisations through: o guidance and support to the project partners and their staff members in assessing the context; in planning and implementing activities; and in monitoring and reporting o coordinating the work of the newly established Civil Society Platform o capacity and needs assessment of project partners, (including as appropriate community members and other NGOs/CBOs), in relation to organising dialogue among diverse civil society actors and influencing national and international actors for people centred security provision o assistance in the design and delivery of training and other support activities o assistance in undertaking research on conflict analysis and potential threats to security and analyse results  Organisation and facilitation of events (dialogue meetings, workshops, training and seminars) with participation of civil society, local authorities, project partners and the team  Monitor and manage specific project components to the wider regional programme, including promotion of local government or civil society- focused initiatives to support police reform and broader reform of the security sector  Increase the awareness of donors and governmental actors regarding the development and implementation of conflict-sensitive programming and policies  Help identify the capacity gaps and requirements of community-based organisations, NGOs, law enforcement agencies and government departments in relation to community policing

Effective internal (across Saferworld) and external communication

 Maintain and further develop effective collaborative and strategic relationships with civil society partners, authorities and other stakeholders in Tajikistan  In coordination with the Project Manager, represent Saferworld at national and international stakeholder meetings and other events  Monitor and analyse official and public debates on issues relevant to Saferworld’s work in Tajikistan and identify opportunities for Saferworld to provide input into the policy debate in the Central Asia region  Maintain collaborative relationships with other Saferworld staff working on policy and advocacy issues across the programmes as well as within the Policy, Advocacy and Communications Division.

Development of Saferworld’s programme in Tajikistan and Central Asia region

 Assist in: o the development of Saferworld’s strategy for the country and region with regular analysis of political and security developments in specified countries and themes, o the implementation of Central Asia strategy to build peace and prevent conflict, reflecting on themes such as national and community security, police reform (community policing) and broader security and justice sector development.  Contribute to lesson-learning within the wider Central Asia programme and to the integration of cross-cutting themes (such as gender, justice, conflict sensitivity and police reform) and functions (such as communications and capacity building) across the organisation.

Logistics and Administration  Perform project-related logistics and administration activities in liaison with the Project Manager and Finance/Operations manager, such as: o Drafting of project narrative reports o Assisting in preparing estimates for budgeted activities o Undertaking monitoring and evaluation tasks  Together with the Project Manager contribute to the monitoring of risks to the safety of team and partner personnel and the development of safety and security plans and appropriate responses to manage them  Take on other administrative tasks as assigned by the Project Manager, such as updating the database, taking minutes, translating documents and assisting with logistics for travel, etc.

PERSON SPECIFICATION

Essential requirements:  At least 3 years’ relevant project experience, preferably in the non-profit sector, in a conflict-affected and logistically challenging environment, preferably experience working in Tajikistan and/or Central Asia  Experience in community policing or security and justice sector development preferably in Tajikistan and/or Central Asia  Excellent skills (and previous experience) in working with partners including providing mentoring, coaching, support, and communication  Experience of developing and managing collaborative relationships with a wide variety of civil society, governmental and multi-lateral institutions  Fluency (written and spoken) in the English and Russian languages  Master’s degree related to conflict or security studies, , development studies or similar; or equivalent practical experience on the issues  Excellent communication skills.  Ability to undertake extensive travel in Tajikistan.  Experience in facilitation of trainings  Knowledge of Tajik language

Desirable requirements:  Good knowledge of Central Asia context  Knowledge of the Russian and English language will be an advantage 

Salary: 10 500.00 TJ Somoni per month Leave entitlement: 28 days of annual leave per year in addition to approved public holidays in Tajikistan Probation: There will be a probationary period of three months Travel: The position is based in Dushanbe with a substantial amount of time spent in travel across Tajikistan Hours: Standard working week is 37.5 hours a week
