BACKGROUND 1.1. As an early step in the formulation of the Council’s civic pride initiative, a new design for street nameplates was produced by the Council’s Design and Print Team. Previously street nameplates have only included the name of the street, whereas the new design also includes the settlement name and the Council’s crest/logo. 1.2. In some locations it may be unclear as to what the settlement name should be – for example where a street or development is located close to a specific settlement but within the parish boundary of a different settlement. For that reason it is considered that the final decision as to the settlement name to be used should be made by the Leader of the Council in the interests of transparency and democracy. 1.3. Annex A sets out a list of street nameplates that have been identified as being in need of replacement due to their age and/or condition. Once approval has been given to the settlement name to be included in each case, this list will be prioritised and the street nameplates will be ordered and installed in batches. 2. FINANCIAL IMPLICATIONS The sum of £20,000 has been set aside in the budget for 2020/21 for the replacement of street nameplates. Each individual street nameplate costs under £100 (the precise cost depends upon the number of letters in the street name and any additional information that has to be included, e.g. ‘No Through Road’), with an installation cost of either £45 or £55 depending upon the precise location. The cost of the replacement street nameplates as set out in Annex A can be met from this allocation. 3. LEGAL IMPLICATIONS 3.1. There are no legal implications associated with this report. 4. RISK ASSESSMENT 4.1. The principal risk associated with this report is that the settlement name to be included on the street nameplate is incorrect. This risk is mitigated by the formal decision-making route being taken, thus providing transparency and the opportunity for scrutiny of the final decision. 5. ALTERNATIVE OPTIONS 5.1. The alternative to this approach would be to have maintained the former style of street nameplate, containing only the name of the street. However, it is considered that the new design demonstrates greater civic pride and a sense of identity for local residents. 6. BACKGROUND PAPERS 6.1. None. Down Ampney claims to fame Down Ampney is the birthplace of the quintessential English composer, Ralph Vaughan Williams. His father was vicar here in the 1870s and Ralph was born in what is now The Old Vicarage. His father is buried in the churchyard and there is an exhibition in the Church to which many devotees come. The village’s other claim to fame is the part Down Ampney played in the Second World War as much of the estate was a large airfield, hospital, barracks etc. Hundreds of men and women were stationed here and were part of the Arnhem Airborne Operation and D-Day landings. Dakotas and Horsa gliders were flown from here. There is a memorial near the airfield and a garden of remembrance on the north side of the church.
