Animal Protection Voters-Political Action Committee Issues 2016 Primary and Early General Election Endorsements for New Mexico Legislature Voters are urged to support the candidates who will do the best job of standing up for the protection of animals in their districts. Santa Fe, N.M. – Animal Protection Voters (APV), the leading political and legislative advocacy organization for animal protection in New Mexico, works via APV-PAC, its political action committee, to support humane candidates for elected office. APV-PAC announced today its endorsement of 19 candidates facing contested races in the primary election on June 7, and early endorsement of 56 candidates seeking election or re-election in the general election on November 8. Incumbents won endorsements for consistently showing animal advocacy and leadership through votes and other actions in the state legislature. New challengers and candidates received endorsements based on their past activity involving animal issues, as well as their responses to a questionnaire on topics including wildlife protection, anti-whistleblower legislation, horse slaughter and funding for animal-related programs. APV-PAC endorsement decisions emphasized two APV priority bills expected to be reintroduced in the 2017 legislative session: a ban on coyote killing contests, and a ban on traps and poisons on public lands. A growing majority of New Mexicans oppose traps and killing contests as unethical and ineffective wildlife management and a danger to public safety. “Most New Mexicans support stronger animal protection laws, and we are delighted to endorse a diverse, bipartisan slate of candidates who will represent the humane vision and values of their constituents,” said Jessica Johnson, Chief Legislative Officer for APV. -

In 2016, meetings were scheduled to be held in Santa Fe at the State Capitol on June 10, July 22, September 19, October 4 and November 14, with Senator John M. Sapien as chair and Representative Dennis J. Roch as vice chair. During the June 10 organizational meeting, members approved a work plan for the 2016 interim for approval by the New Mexico Legislative Council. In addition to the task force's statutory duties, members agreed to include the following issues: • the continuing Zuni lawsuit, including information about the upcoming district court hearing; • an examination of the cost of ownership and operation of school facilities; • charter school facilities; • progress on implementation of the Broadband Deficiencies Correction Program; • an assessment of the efficacy of the public school capital outlay funding formula; and • cost-effective disposal of unused or under-used public school facilities. The task force also heard testimony during the June meeting from economists from the University of New Mexico's Bureau of Business and Economic Research regarding their assessment of the efficacy of the public school capital outlay funding formula, which was conducted in late 2015 and early 2016. -

DISABILITY ISSUES IN THE 2015 LEGISLATURE STATUS REPORT #6 Jim Jackson, Executive Director Disability Rights New Mexico March 2, 2015 Coming Events: Mar. 11 – Behavioral Health Day at the Legislature House sends state budget bill to Senate. After lengthy debate, the House passed the state budget bill on a vote of 42-25 and sent it on to the Senate. Democrats proposed a package of amendments to the bill, primarily aimed at eliminating some educational initiatives sought by the governor and moving the money for those programs into the funds that are allocated to school districts statewide through the funding formula. The proposed amendments failed on a party-line vote. Potential Senate amendments to the budget bill will be considered in the next week or two by the Senate Finance Committee. Break on through to the other side. Several bills we are following are now half-way through the legislative process, having cleared their first chamber. Senate bills passed this week by the Senate, which will now go through the process of House committee hearings, include: • SB 216, requiring an annual report on the DD waiver and waiting list • SB 42, prohibiting HSD from terminating Medicaid eligibility while an individual is in jail. • SB 43, authorizing court-ordered outpatient treatment for certain persons with mental illness who are predicted to deteriorate without such treatment. This bill was passed by the Senate on a 30-11 vote after extensive debate. HB 222, authorizing Community Engagement Teams to reach out to persons with mental illness and link them with community services, passed the House 57-0 and has moved on to the Senate. -

FiscalFiscal PolicyPolicy ProjectProject NM’s Working Families Tax Credit Improving the Credit’s Benefits to the State, Its Businesses, and Its People By Amber Wallin, MPA January 2017 Our economy is strongest when people have money to spend and, while the rest of the nation is recovering from the recession, New Mexico is still struggling to attract good-paying jobs. When people work full time and still don’t earn enough money to cover the basics, our economy is not at its healthiest. Tax credits for low- and moderate-income working families are one common-sense way to spur economic activity and put money in the hands of consumers who will spend it, particularly when wages are low. In New Mexico, the Working Families Tax Credit first passed with bipartisan support under President is one of the most sensible parts of our tax code: it Gerald Ford in 1975. Larrañaga Notable appropriation increases include education, early childhood initiatives, public health, workforce development and economic growth, public safety, and the protection of vulnerable citizens. Targeted increases included enrollment and utilization growth in the Medicaid program, at-risk student funding in public and higher education, healthcare workforce development, substance abuse, behavioral health, higher entry-level minimum teacher salaries, and job creation. In summary, funding for public schools increased $36.6 million, or 1.3 percent, including $6.7 million for minimum salary increases for entry-level teachers and $5.9 million for initiatives targeting early childhood education, teacher quality, and school improvement. Funding for higher education increased nearly $9.8 million, or 1.2 percent including $6.1 million for instruction and general (I&G) formula funding; $2.4 million for research and public service projects, special schools, athletics, and public television, and healthcare workforce expansion; and nearly $1.1 million for student financial aid programs and adult basic education. The bill increases funding for early childhood initiatives nearly $15.1 million, a 6.4 percent increase over FY15 appropriations. Total funding for early childhood initiatives is $251.1 million, including $15 million for early literacy programs, $23.7 million for the K-3 Plus extended school year program, $51.1 million for prekindergarten, $14.3 million for home visits to families with infants, and $96.6 million for childcare assistance. -

DISABILITY ISSUES IN THE 2015 LEGISLATURE STATUS REPORT #8 Jim Jackson, Executive Director Disability Rights New Mexico March 16, 2015 DD waiver cuts to be restored by court order . Federal District Court Judge Judith Herrera ruled last week that the reductions and caps in DD waiver services imposed in the past year by the Department of Health must be rescinded. The court order is in response to a lawsuit filed last year by DRNM and The Arc of NM and eight individual families challenging the cuts that were based on the way that the state used the Supports Intensity Scale (SIS) to limit individual budgets and service menus. The lawsuit was also based on the state's failure to provide a constitutionally adequate process for appealing the cuts. For more information, see the DRNM website, drnm.org. The final week! This year's legislative session ends this Saturday at noon. So far, only 6 bills have passed both the House and the Senate. This is the time when sponsors scramble to get their bills heard and approved in committees and passed on the floor of the House and the Senate. With more than the usual animosity between the House and the Senate this year, it may turn out that relatively few bills will make it through both chambers. Upheavals in the Senate. Senator Phil Griego, Democrat from San Jose, abruptly resigned his seat on Saturday, apparently to avoid a hearing on an ethics complaint that might have led to his censure or even expulsion. The complaint was reportedly based on his receipt of a commission or fee related to the sale of state property that was the subject of legislation he shepherded through the 2014 session, in apparent violation of a state constitutional provision. -

Increase the tax on tobacco products to prevent kids from smoking, help current users quit and raise state revenue. ASK: Please vote to increase the tax on cigarettes by $2 per pack with an equivalent increase in other tobacco products. Vote YES on HB# , SB# . • Significantly raising the tax on tobacco has been proven to stop kids from smoking before they start. What's more, it will save nearly $522 million in health care costs and save the lives of more than 6,600 New Mexicans. • A $2/pack increase in the cigarette tax with an equivalent increase on other tobacco products: o Will prevent more than 9,400 kids from starting to use tobacco: and o Will generate $13 million in new revenue to save critical state programs; and is supported by 81% of New Mexico voters according to recent polls. Local Control or Preemption ASK: Please vote to repeal existing tobacco preemption in the New Mexico Tobacco Products Act in order to allow local governments to adopt their own laws in the most effective ways for their communities.
