Yet, in the 74 years that have passed since the first session of this General Assembly, on 10th January 1946, the world has experienced only brief efforts to deliver these pledges, commitments, and declarations. Those efforts were vital. They made a difference. With each of them, mankind made some progress on the path to human equality, environmental safety, and global security. 1 But, despite them, the benefits of wider inclusive international cooperation are now being sacrificed by the powerful, on the altar of attaining their narrower exclusive national advantage. Never before, has the world had such ample technical and financial resources to address the challenges facing all mankind, including the ravages of Climate Change, pandemics, food security, malnutrition, hunger and poverty. The problem is, that these resources are concentrated in the Capitals of a few nations, which have retreated from contributing to meet those challenges and to overcome them for the good of all humanity.

We look forward to your leadership, It is vital that every nation acts to preserve the planet for future generations; to save the most vulnerable countries from extinction; and to protect the global community from the consequences of enlarged numbers of refugees, economic destruction, public health emergencies, food insecurity and conflict. I know you will agree that reducing and eliminating the causes of climate change must remain a priority of each nation’s efforts. We are already failing to limit the global average temperature to a 1.5 C increase above pre-industrial levels. It is urgent that: (i) the machinery for global financial flows, including through International Financial Institutions, be adjusted to ensure that every country is served in accordance with its needs; and (ii) resources be provided to allow the most vulnerable countries to adapt to the present alarming conditions and to prepare for future negative conditions.

    COMMUNIQUÉ OF THE 82nd MEETING OF THE MONETARY COUNCIL OF THE EASTERN CARIBBEAN CENTRAL BANK 24 JULY 2015 The Eighty Second (82nd) Meeting of the Monetary Council of the Eastern Caribbean Central Bank (ECCB) was held under the chairmanship of the Honourable Victor F Banks, on 24 July 2015 at the La Vue Resort, Anguilla. 1.0 The Monetary Council received the Governor’s report on monetary and credit conditions in the ECCU which was based on developments during the first quarter of 2015. The report indicated that: a. Monetary and credit conditions were estimated to have eased in the first quarter of 2015 relative to the same period in 2014 and that was reflected mainly in increases in the broad money supply and commercial banks’ excess reserves. b. Domestic credit fell by 2.3 per cent compared with a decline of 2.0 per cent in the corresponding period of 2014. On the Regional Government Securities Market (RGSM), credit terms for participating governments eased slightly as the weighted average interest rate on 91-day Treasury bills fell to 3.58 per cent from 4.24 per cent in the first quarter of 2014. c. Economic activity in the ECCU recorded marginal growth in the first quarter of 2015 relative to the same period of 2014. d. The near term outlook was for an overall improvement in the growth performance of the ECCU.
