I. GENERAL REQUIREMENTS:

Metro Ethernet (MPLS) Voice and Data Services Requirements

U.S. Mission to Indonesia has a complex data network topology to include 10 geographically separated locations across Indonesia. The network transport service needs to go through a Metro Ethernet – IP/ Multi-protocol label switching (MPLS) cloud technology which will allows U.S. Embassy Jakarta IRM systems to pass data, voice, and various other IP based services. The IP/MPLS link must provide layer 2/3 switching, a logical mesh topology to the U.S. Embassy and all sites/locations, within Indonesia through private direct routing, unfiltered, and non-shared (1:1) bandwidth. To accomplish this goal, the service availability, infrastructure, and equipment needs to already exist at the U.S. Embassy in Jakarta and at all tail site locations.

Metro Ethernet (MPLS) Customer Service and Service Level Agreement (SLA) Requirements

The up-time for the service provides needs to consistently remain at 99.5 % or more with regard to availability of the IP/MPLS network with a high-level of redundancy against inadvertent interruption in data/voice services. Customer service and technical support needs to all be available with a dedicated account manager and technical network engineer who are easily accessible 24/7 via email, phone, and social media. The U.S. Embassy account will need to be listed as “high priority corporate account” at no charge which automatically triggers multi-level assistance mechanism to receive around-the-clock care, updates, including pictures from affected work sites. The service provider must have a well-established 24/7 Network Operation Center infrastructure that is effective and provides expeditious outage escalation to upper tiers of support in less than 1 hour. The support personnel need to be directly accessibly by U.S. Embassy Jakarta Information Systems Center staff to coordinate service restoration, maintenance, and repairs.

III. Metro Ethernet (MPLS) Technical Requirements

1. IP/MPLS private mesh network, layer 2/3 switching. 2. Dedicated and private connection, not shared (1:1) with other customers. 3. Backup line and auto roll over at installed locations. 4. Service Level Agreement (SLA) 99.5% uptime. 5. Bandwidth management connection with software access allowing U.S. Embassy Jakarta 24/7/365 visibility into the meshed network to monitor performance and identify hard outages or network saturation. 6. 24/7/365 Technical support with 15 minute response time 7. All equipment provided and serviced by vendor and life cycle replaced, must be genuine CISCO, Juniper, or other branded equipment with prior approval from the Embassy. All equipment needs to be Internet Protocol Version 6 (IPv6) compliant products and standards for all Internet Protocol (IP) devices. 8. No filtering, Network Address Translation (NAT) or web blocking for the US Government connection. 9. Provider must have fiber-optic network infrastructure already present and installed in the demarc facility at all site locations. 10. Multimode 50-micron Fiber-optic cable with SC connectors to the Embassy OTB. 11. The system will have to be approve by IRM Washington to ensure compatibility with existing system requirements.

IV. PROCUREMENT TERMS & CONDITIONS:

1. The vendor must be willing to accept Purchase Order (PO) from U.S. Embassy Jakarta. 2. Vendor’s contract is not accepted and signed. 3. All items bid must meet or not to exceed specifications listed. 4. Proposals must be in local currency (Rupiah), firm fixed price to include tax and any other anticipated charges. 5. The items and services must be delivered to the US Embassy Jakarta. (Delivery cost should be included in the quotation). 6. Selected vendor must be able to accept payment within 30 (thirty) days after the orders are delivered completely and the original correct invoice is received. 7. The payment will be made through Electronic Fund Transfer (EFT) to the vendor bank account () as stated on the invoice. 8. Any cancellations after PO acceptance, only services rendered will be paid.
