    Toll Modernization Proposal Public Comment Final Report October 24, 2019 Maryland Transportation Authority Toll Modernization Pro posal – Public Comment Final Report Executive Summary On July 25, 2019, the Maryland Transportation Authority (MDTA) Board unanimously approved to proceed to advertise the Toll Modernization Proposals and seek public comment. The public comment period began on August 1, 2019 and continued until 5PM, October 3, 2019. Nine public hearings were conducted between September 3rd and September 19th. The Toll Modernization Proposal presented to the public included: I. Establish New Payment Option (Pay-by-Plate) A new payment method would be created for infrequent customers and those that do not want an E-ZPass® account. This payment method allows customers to pay as they go by registering their license plate and credit card and eliminates the need to maintain a prepaid balance. II. Expanded and New Vehicle Classifications Provides MDTA the ability to expand and create vehicle classifications for motorcycles, 3-wheeled cars, passenger vehicles towing trailers and campers, 3- and 4- axle recreational vehicles, and 2-axle recreational vehicles and tow trucks towing vehicles. III. Video Toll Early Payment Discount (Pay-by-Invoice) The MDTA proposes the introduction of an early payment discount structure, which would allow customers who pay their notice of toll due within a pre- determined timeframe and prior to the mailing of the notice, to receive a 15% discount off the video toll rate. And the finger-pointing. With the Maryland primary now behind us, it’s time to consider the winners and losers of the day – and those who fell somewhere in between. WINNERS Ben Jealous The new Democratic nominee for governor has eyed a political career in Maryland for a long time, and now it’s his moment. His margin of victory in the nine-way primary surprised even his own team, and his general election fight with Gov. Lawrence J. Hogan Jr. (R) will attract national attention – and even more national progressive support and financing than before. It’s easy to imagine he’ll have a national profile if he wins. And he just may be able to remake the creaking Democratic establishment along the way. Larry Hogan He continues to prove himself as one of the most skillful and lucky politicians in the land. He used his vast political resources and the bully pulpit of his office brilliantly leading up to the primary, and has already begun his assault on Jealous as a “tax-and-spend” liberal who is too risky a choice for our state – a theme he and his team will repeat 10 times a day.     NPAM Election Analysis Maryland Primary Election Results – At a Glance Governor’s Race Former NAACP leader Ben Jealous defeated five other Democrats and will face Governor Larry Hogan in the general election. Maryland General Assembly While provisional and absentee ballots are being counted this week (and as a result, key aspects of this report are subject to change), we expect at least fifteen (15) new members of the 47-member Senate, and twenty-nine (29) new members of the 141-member House of Delegates after the November 6 General Election. Both chambers will also see changes in several key leadership posts when the Governor and General Assembly are sworn in mid-January 2019. While not an exhaustive list, below are some updates from the Maryland’s primary elections. Please note, provisional and absentee ballots have not yet been counted. Some of these outcomes are not final and may be subject to change. We will update you accordingly. Maryland Senate – Retiring or Lost their Primary John Astle (D-Anne Arundel) – the Vice Chair of the Finance committee is retiring. The general election with pit Sarah Elfreth (D) against Ron George (R). Jim Brochin (D-Baltimore County) – This member of the Judicial Proceedings committee stepped down to run for the Democratic nomination for Baltimore County Executive (not called yet). Robbie Leonard (D) and Delegate Chris West (R) will run in the general election. Joan Carter Conway (D-Baltimore City) – The Chair of the Education, Health, and Environmental Affairs committee lost a very close race to Delegate Mary Washington, who will be unopposed in the general election.
