For more information about the pro-choice voting record of incumbents, refer to our legislative score card. If a candidate does not appear on the guide, it is because the candidate either 1) are anti-choice, 2) are not fully pro-choice, or 3) chose not to complete the questionnaire. If you have any questions about the guide, please don’t hesitate to call the NARAL Pro-Choice Maryland office at (301) 565-4154. An endorsed candidate must: 1. Support Chapter 1 of the Laws of Maryland 1991, which codified Roe v. Wade in the State of Maryland; 2. Support public funding of abortion services, with no restrictions, for women who rely upon state/federal programs for health care. 3. Support current law which allows post-viability abortions in order to save the life or health of the women or if the fetus is affected by genetic defect or serious abnormality. 4. Oppose any measure that would restrict access to abortion, including but not limited to parental consent and notification legislation, waiting periods, informed consent laws, and any measure that would foster harassment and obstruction of clinics. In addition, the candidate must have a viable campaign, a pro-choice slate if participating in a slate, and complete the 2018 NPCM PAC Candidate Questionnaire. .

As Baltimore’s grassroots think tank, we pride ourselves on providing public accountability and transparency regarding both our elected officials and public policy issues. To establish a more racially equitable Baltimore it is essential that we have honest and straightforward conversations about the structural dynamics that have often plagued our city. The lesson from the 2015 Baltimore Uprising is that when we fail to invest directly in our communities, the entire region suffers politically and economically. LBS’ values are grounded in the fundamental idea that the Black community can self-determine it’s trajectory when given the appropriate resources and structure to do so. We should not simply wait for our elected officials to do the right thing when they are in office. We elect them, and therefore, we should be the judge that assesses whether or not they are working in our best interests. This report card, the first of its kind produced by our organization, hopes to move our city in that direction. Founded in 2010, Leaders of a Beautiful Struggle has been a consistent voice in Annapolis on a litany of public policy issues – particularly criminal justice reform.     Toll Modernization Proposal Public Comment Final Report October 24, 2019 Maryland Transportation Authority Toll Modernization Pro posal – Public Comment Final Report Executive Summary On July 25, 2019, the Maryland Transportation Authority (MDTA) Board unanimously approved to proceed to advertise the Toll Modernization Proposals and seek public comment. The public comment period began on August 1, 2019 and continued until 5PM, October 3, 2019. Nine public hearings were conducted between September 3rd and September 19th. The Toll Modernization Proposal presented to the public included: I. Establish New Payment Option (Pay-by-Plate) A new payment method would be created for infrequent customers and those that do not want an E-ZPass® account. This payment method allows customers to pay as they go by registering their license plate and credit card and eliminates the need to maintain a prepaid balance. II. Expanded and New Vehicle Classifications Provides MDTA the ability to expand and create vehicle classifications for motorcycles, 3-wheeled cars, passenger vehicles towing trailers and campers, 3- and 4- axle recreational vehicles, and 2-axle recreational vehicles and tow trucks towing vehicles. III. Video Toll Early Payment Discount (Pay-by-Invoice) The MDTA proposes the introduction of an early payment discount structure, which would allow customers who pay their notice of toll due within a pre- determined timeframe and prior to the mailing of the notice, to receive a 15% discount off the video toll rate.
