Karbi Anglong District Council was set up on 17th November 1951 and later termed as Karbi Anglong Autonomous Council on 23rd June 1952. North Cachar Hill District Council was set up on 29th April 1952 and was later renamed as North Cachar Hills Autonomous Council on 13th September 1995. Both the Councils are constituted and function under The Assam Autonomous Districts (Constitution of District Councils) Rules, 1951 ( as amended). 8 Memorandum of Understanding (MoU) A Memorandum of Understanding was signed with Govt. of India, Govt. of Assam and the council authority on 1st April 1995 Executive powers of 30 subjects/ departments have been entrusted to KAAC and NCHAC Greater Autonomy to Councils 9 Entrusted Subjects Subjects 1. Craftsmen Training Besides there are inherent subjects like- Primary Education, Land Revenue, Forest, Local Taxes, etc. 12 Devolution of Fund After finalisation of fund for the State as a whole, the Transformation and Development Department earmarks 7.5% of state divisible plan fund (since renamed as SOPD) as the share of Hill Areas. Development Commissioner for Hill Areas (DCHA) allocates the divisible fund among the development sectors of the two Hill Autonomous Councils in 70:30 ratio for Karbi Anglong and N.C. Hills Autonomous Council respectively. The fund is released to the council in two six monthly installments by Hill Areas Department. 13 Devolution of Fund In order to enable both the Councils to finance the expenditure of the entrusted subjects, the State Government makes fund available as advance under the Head of Account “K” Deposit Advances, bearing no interest. Annual Action Plan according to the need of the Council concerned is prepared by the respective Council. Plan coordination, evaluation, monitoring, compiling, quarterly review are performed by the DCHA . 14 Release of fund during last two years under SOPD and Est. Exp. 304.89 358.28 404.64 15 One time Special Assistance from NITI Aayog Grants to be used to support and strengthen the delivery of basic civic services including water supply, sanitation, septic management, sewage and solid waste management, storm water drainage, maintenance of community assets/ roads/ foot path/ street lights/ burial and cremation grounds etc. During the year 2016-17 fund sanctioned : • Karbi Anglong Autonomous Council (KAAC) Rs. 94.11 Cr • North Cachar Hills Autonomous Council (NCHAC) Rs. 24.66 Cr 16 Total Rs. One time Special Assistance from Govt. of Assam Over and above the Plan fund (SOPD) the Govt. of Assam has released an amount of Rs.100 Crore to KAAC and Rs.20.00 Crore to NCHAC during the year 2017-18. This fund is earmarked for undertaking various developmental schemes such as maintenance of community assets/ roads/ foot path/ burial and cremation grounds, construction of rural mini stadiums, cultural halls etc. During the financial year 2018-19, an amount of Rs.100.00 Crore and Rs.50.00 Crore has been budgeted in respect of KAAC and NCHAC respectively. 17 Major Schemes Under the Department Funded by Central Govt. • Non-Lapsable Central Pool of Resources (NLCPR). • Social & Infrastructure Development Fund (SIDF). • Accelerated Irrigation Benefit Programme (AIBP). • Development Schemes implemented under Memorandum of Settlement (MoS) signed with UPDS and DHD. 18 Major Departmental Initiatives • Construction of stadiums for encouraging tribal youths in the field of sports. • Construction of ethnic community centres for cultural practice. • Construction of integrated skill development centres . • Construction of composite ethnic village and eco park in Dima Hasao. • Construction of mini stadiums in rural areas in each of the MAC Constituencies under Karbi Anglong. • Construction of Library, Museum and Auditorium. • Construction of homes for orphans and destitute women. 19 Major Departmental Initiatives • Up gradation of existing hospitals. • Projects for development of tribal handloom weavers. • Strengthening of Agriculture training infrastructure. • Extensive rubber plantation. • Milk processing plant at Dhansiri and Manja. • Plantation of trees in all educational institutions. • Minor irrigation projects in rural areas. • Strengthening of Tourism infrastructure such as tourist lodge, guest house etc. 20 Status of Corporation • There is a Corporation namely Assam Hills Small Industry Development Corporation (AHSIDC) under Hill Areas Department set up in the year 1968. • To set up Small scale industries in the hill districts to give benefit to local tribal people. • The Corporation suffered sickness during the period 2001-2012. • Started reviving from 2015-16 with loan from Govt. of Assam. • Products are pineapple juice, orange juice, mustered oil, citronella oil, packaged drinking water, pickles, spices under the brand name of KANCH. • Turn over for 2016-17 is Rs.2.95 Crore with net profit of Rs.33 Lakhs. 21 Memorandum of Settlement (MoS) Two MoS were signed with GOI, GOA and UPDS of Karbi Anglong on 25-11-2011 and with DHD (J) and DHD (N) of NC Hills on 08-10-2012 in New Delhi . An amount of Rs. 350 Crores (for 5 years) under KAATC package and Rs. 200 Crores (for 5 years) under DHATC package have been earmarked under the above MoS. 22 Ministry of DoNER, Govt. of India has sanctioned 10 Nos. of projects for Rs.20.60 Crore and retained 17 Nos. of projects involving an amount of Rs. 236.17 Crore under KAATC Package. Ministry of DoNER, Govt. of India has retained 10 Nos. of projects involving an amount of Rs.122.80 Crore and sanctioned an amount of Rs. 60.69 Crore under DHATC Package. 23 Areas for Development • Govt. of India sanctioned funds under Hill Areas Development Programme (HADP), Watershed Development Project for Shifting Cultivation Areas (WDPSCA) and Integrated Jhumia Development Project (IJDP) have brought immense growth to the tribal community. • However HADP has been discontinued since 2015-16 while WDPSCA and IJDP have been discontinued since 2011-12. 24 Thank You 25.

Further he regularly deputed Shri P. Hmar, instructor, District Cultural Office and B. Fanglu, monument attendent with the team. Dr. Deepirekha Kouli, Director, Directorate of Archaeology, Assam has joined with the team at the latter part of the exploration and authenticated the explored sites. After reaching at Haflong, the District head quarter of Dima Hasao, the team assembled with the District authority and the North- Cachar Hills Autonomous Council. The team discussed about the execution of the exploration with Sri Debojit Thousen, the then Hon’ble Chief Executive Member of the NC Hills Council, Haflong. The Dima Hasao District. Dima-Hasao, earlier known as North Cachar Hills District is located at the southern part of Assam. The district lies in E- 92°25'30" to 92°42'30"latitudes and N-24°56'30" to 25°51'10" longitudes.

It provides information on the health of an ecosystem based on which organisms live in a waterbody. The benthic community is dependent on its surrounding and therefore, it serves as an indicator that reflects the overall condition of the ecosystem. Among the commonly used biomoniting approaches, biotic indices and multimetric approaches are most frequently used to evaluate the environment health of streams and rivers. The macro invertebrate fauna and physico-chemical parameters of Lungding stream of Dima Hasao district were studied seasonally from March 2017 to February 2018. A total of 13 species of benthic invertebrate fauna belonging to three phyla (Annelida, Arthropoda and Mollusca), five classes (Hirudinea, Gastropoda, Bivalvia, Crustacea, Insecta) and thirteen families (Hirudinidae, Physidae, Anomidae, Gammaridae,Panaediae, Baetidae Aeshnidae, Belostometidae, Hydrophilidae, Chaoboridae, Chironomidae) were found in the Lungding stream during the study. Gastropoda was predominant (23.71 %) followed by Crustacea, Bivalvia and Hirudinidae with percentage composition of 19%, 16.59% and 11.42% respectively. Among Insects, Dipteran midges (Chaoboridae) with 8.84% were the dominant group.

    DISTRICT HID/AIDS EPIDEMIOLOGICAL PROFILES Developed using data triangulation Assam Factsheet 2014 Assam State AIDS Control Society Khanapara, Guwahati-22 Foreword The National AIDS Control Programme (NACP) is strongly evidence-based and evidence-driven. Based on evidence from ‘Triangulation of Data’ from multiple sources and giving due weightage to vulnerability, the organizational structure of NACP has been decentralized to identified districts for priority attention. The programme has been successful in creating a robust database on HIV/AIDS through the HIV Sentinel Surveillance system, monthly programme reporting data and various research studies. However, the district level focus of the programme demands consolidated information that helps better understand HIV/AIDS scenario in each district, to enable effective targeting of prevention and treatment interventions to the vulnerable population groups and geographic areas. This technical document prepared by the SIMU division of Assam SACS is a follow up exercise of the detailed District epidemiological profiles report 2013 prepared using the information collected and analyzed during the data triangulation exercise conducted during 2011-12. The 2013 report provided useful information support to the district level health functionaries but at the same time we were informed that a concise report will be even better. So, keeping this in mind, the 2014 report is being prepared in a factsheet format which is adapted from the District Epidemiological factsheets prepared by NACO and using updated information. The reports are prepared by some of the ICTC, PPTCT, Blood bank and STI counselors who are supported by a group of Public Health experts from medical colleges and state programme officials and we are grateful to each of them for their support in this activity.

The location of the quarry site as has been recommended by the Department of Environment and Forest, Government of Assam to issue the Mining Lease is in the river bed of Panjan River, which is a perennial river with high degree of Sand and Gravel deposition on its course.
