The schedules have a general number for South Africa from 1961 onwards and specific numbers for each persidential administration: 968.06 Period as Republic, 1961- 968.061 Period of prime ministership of Hendrik Frensch Verwoerd under republic, 1961-1966 1 968.062 Prime ministership of B. J. Vorster, 1966-1978 968.063 Administration of P. W. Botha, 1978-1989 968.064 Administration of F. W. de Klerk, 1989-1994 968.065 Administration of Nelson Mandela, 1994-1999 968.066 Administration of Thabo Mbeki, 1999-2008 968.067 Administration of Kgalema Motlanthe, 2008-2009 968.068 Administration of Jacob Zuma, 2009- Now that there have been four post-apartheid presidents there is no number that brings together South Africa from 1990 to the present, except for the general number that includes the apartheid era. Wouldn't it be more useful to create a new number, 968.07, for South Africa from 1990? Or will we have to wait until the next but one president when the numbers run out? On February 12, 2014, Gert De Jager sent the following e-mail: Subject: Re: Dewey classification for post-apartheid South Africa Interesting is that the period tables of SA English and Afrikaans literature both reflect the change in 1994, with a new period from that year onward (thus emphasizing the split between apartheid and post-apartheid eras). On February 26, 2015 Winton replied with the following: I am sorry about the delay in replying about the period of post-apartheid South Africa. We plan to have an exhibit on this subject at the next EPC meeting. However, I need help from you before I start working on the exhibit. The main question is what is meant by the period of post-apartheid South Africa to the people in South Africa. Is the period limited to the period immediately after the apartheid ended, especially the period of the administration of Nelson Mandela, or is the period any time after the apartheid ended? Gert replied with “I think we can safely accept 1994- as the post-apartheid era, with the period from 1990-27 April 1994 as a transitional period.” We then sent him the following with four methods of indicating the era, and asked which would be the preferred method by librarians in South Africa: There are four methods to handle the period. 1) Create 968.07 1994- with the note “Class here period of post-apartheid South Africa”. The advantage is that it gathers all works about post-apartheid South Africa in the same subdivision. However, this would require the relocation of 968.065-968.068 to subdivisions of 968.07. 2) At 968.065, add the following note “Class here period of post-apartheid South Africa” and add a reference to other parts of the period. 2 This would be a good solution, since it marks the beginning of the period. However, the comprehensive location of a period is usually not given in a very limited portion of the period. 3) At 968.06, add the following note “Class here period of post-apartheid South Africa” Since at least twenty-one of the fifty-four years of the period as a Republic and half of the entries of 968.06 are within the post-apartheid period, this is viable solution. The problem is that comprehensive works about the period are classed with the works about the period of apartheid South Africa. 4) Create 968.07 2009- with the note “Class here period of post-apartheid South Africa” and relocate “Administration of Jacob Zuma, 2009-” from 968.068 to 968.701. This method creates a subdivision that is only post-apartheid South Africa. However, it both requires a relocation and leaves the earlier years of post- apartheid South Africa in a different subdivision. Gert replied: I would suggest option 1, creating a new period 968.07, and relocating 968.065 etc. 1) This should have been done in 1994 (???) (DDC 21 (maybe published too shortly after 1994) but at least in time for DDC 22) (again analogous to the new literature periods from 1994 onward; and with the Republic of South Africa (1961) a new period was created immediately in time for DDC 17 (1965)). 2) There are only 1372 entries in OCLC with DDC numbers 968.065 to 968.068*, and I would assume a lot of duplicates, so not as many titles. In our catalogue there are only 168 entries (of which the majority, about 163) is about Mandela, and Unisa Library is the largest academic library in South Africa (Africa?). This means that reclassification would not be a big issue here (in fact, is reclassification still an issue given the advancement of technology?) 3) It just make more sense to connect the start of post-apartheid above in hierarchy to Mandela and subsequent administrations (but definitely not at 968.06 as in option 3) 4) Option 4 makes no sense for me, because it could create the perception that post-apartheid (mostly positive perceptions) is linked to the Zuma administration (mostly negative perceptions) He also sent the four methods to his mailing list and got the following responses: From Peter G. Underwood: From a purely theoretical perspective, Option 4 seems the best because it collocates all the post-apartheid material. 3 From Margaret Bergh of J S Gericke Library at Stellenbosch University: My choice for this period is first 1 and then 3. From Elra de Wet of FS Provincial Library Services, Bloemfontein: Our choice for this period is first 1 and then 2. Proposal Since Gert and two of the three responders prefer method 1, we propose to create 968.07 1994- with the note “Class here period of post-apartheid South Africa” and to relocate 968.065-968.068 to subdivisions of 968.07.
