Read Full License Page 1/17 Abstract The present study was undertaken with the databank of dissolved Pb and pH of the aquatic system in the East Kolkata Wetlands, an internationally unique Ramsar Site of Eastern India during a period of twenty years (2000-2019). Our study site is receiving huge amounts of domestic and industrial wastewater from surrounding areas of highly populated metropolitan city of Kolkata. The data on pH exhibits a decreasing trend with the passage of time, which may be attributed to the phenomenon of acidication in which CO2 dissolves with the water and shifts the pH to a lower value. This may result in the dissolution of accumulated Pb in the sediment and transfer the same to the overlying aquatic phase. The increasing trend of dissolved Pb conrms the hypothesis. The signicant negative correlation between pH and dissolved Pb (r= -0.7763; p≤0.01) supports the view of the regulatory effect of pH on the dissolved Pb level in the aquatic systems of East Kolkata Wetland. -

The single most important thread running through all the pages of the year was the way in which we have broken the stony walls of social isolation and embraced our fellow citizens – doubly marginalised by homelessness and mental illness. For too long, have we looked away from this bundle of rags and dirt. For too long have we been afraid of her unpredictable behaviour. But it has taken this embrace to touch the pain in her and the human in me. The discovery of the deepest reservoirs of strength and ‘capacity’ of persons whom the world had held with increasing despair and the way in which we have succeeded in bringing delight to the care process have been ‘magical moments’ we have cherished over the year. A fast growing urban population has exerted great pressure on the provisioning of these indispensable services. This paper discusses the issues in agency and access to basic services as drinking water and sanitation in the bustling eastern Indian city of Kolkata. While availability of water per se has not been a constraint in the city, access to basic services has been uneven underscoring possible dysfunctionalities in urban governance. An out-dated and over- stressed system of drainage and sewerage has restricted chances of a better hygienic living environment in the city. With the growing emphasis on decentralized governance – that could facilitate local level democratic decision-making – the pattern of provisioning of basic services reflects the dynamics of urban governance, ultimately. The empirical core of the study dwells upon qualitative and quantitative information as collected from the offices of the Kolkata Municipal Corporation (KMC), local newspapers and discussions with inhabitants and representatives of the civic body in select regions. -
