Cllr Johnson nominated to attend Police Community Priority Meeting 22nd August. d. Chair Cllr Thompson gave a report to Cllrs on the Community Police visit to Thurleigh. There was a good turnout, with residents confirming that speeding is their main concern. The PCSO suggested that a community speed watch group would be an excellent way forward. Thurleigh can join other villages as one speed watch group, this means only a small number of people would be needed and equipment and training is shared. 9. EIN Environmental Improvement Network and Footpaths a. Cllrs received a verbal report from Mr Soaft the chair of the EIN group. The introduction of the new wheeled strimmer has led to many more paths being cleared, specifically the path to the reservoir and the path from the behind the church towards Scald End. EIN Chair noted that in April he had reported a water leak and a flooded path between the sewage works and Keysoe Road. He reported the leak again in July and the work has now been agreed. The leak is not water from the sewage works. b. Cllrs to note the Footpath Mower was purchased using a £590 Ward fund arranged by Cllr Towler. c. Cllrs to note that EIN Risk Assessments will be reviewed with each volunteer in 2017. The last assessments were carried out in 2014. A spot check was carried out by the clerk on the 26th of June. During the spot check equipment, personal safety equipment and process were discussed. No concerns were raised by the volunteers. New Risk assessments for all volunteers are being received and kept by the clerk. 10. Highways a. Cllrs considered the Highways Maintenance Schemes 2018 – 2022 including Highways, Paths, Structures and Drainage Details of the scheme are found (http://www.bedford.gov.uk/transport_and_streets/highways/highway_network_managem ent.aspx.) The documents show the following for Thurleigh i. Carriageway Maintenance C22 Thurleigh Road Ravensden Patching Wyboston & Riseley Ravensden & Thurleigh September / October 2017 ii. Drainage Maintenance – 0 iii. Footway Maintenance - 0 iv. Structures – 0 Cllrs made no comments b. Bedford Borough Highways, Andrew Prigmore confirms that if no objections are made Robins Folly 40mph limit will be extended in September 2017. Cllrs noted the growth of hedges into roads from Thurleigh out towards Bolnhurst particularly past the Old Fruit Farm (also known as old Thurleigh Farm Play Centre). The same reduction in visibility was also noted in Robins Folly. The clerk was asked to write to Highways to highlight the problem. Initials………….. Date…/…/… 3 11. Village Welfare: a. Cllrs noted that The Jackal pub has been de-licensed, a license was applied for in August 2016 but was rejected. It was not thought that being delicensed would affect a change of use application. b. The Chair provided an update from Carlton and Wymington Parish Councils who use portable speed signs provided by Morelock. Cllrs and residents have been pleased with the results. Speed data can be downloaded and sent to the police to request speed checks. The signs are mobile and can be moved around the village. The signs could be shared with another village. The costs of the signs are approximately £2,500 as opposed to speed cameras that cost £10,000 to purchase and more to maintain. The Chair read Cllr Fisher’s suggestion that the Parish Council funded most of the sign but part of the funds could be raised locally. Morelock signs are coming to the September Parish Council meeting to demonstrate the signs. c. Clerk reported that currently no quotes have been received for Village Garden fencing and gate work. The Clerk will continue working on obtaining three quotes. d. Cllrs to note that a Thurleigh Editor of the Villager Magazine is needed. e. Cllrs considered the tree work needed in the Close. Cllr Towler suggested asking the EIN volunteers to cut back growth around trees. 12. Gordon Johnstone (Wyboston Parish Council), Cllr. Martina Perry (Bolnhurst and Keysoe Parish Council) and Cllr. Beverley Brightman (Colmworth Parish Council). Apologies: Gareth Turner (Bedford Borough Council Highways Department) 1. Consider the introduction of a 50mph limit on Bushmead Road All the parish councils represented supported the introduction of reduced speed limits on the Bushmead Road to a maximum of 50mph but KH suggested it should be 40mph in places. They recounted witnessing several nasty accidents on the road (one requiring an airlift to hospital). They also recounted many near misses some of which they believed were due to large HGV’s passing at speed when the road is not wide enough and cars being forced into the middle of the road by potholes. They acknowledged that recent repairs had improved the worst areas of the road but were concerned that some areas with failing patches had not been addressed. Andrew Prigmore explained that the worst areas had been repaired at a cost of approximately £70K but they had to choose the worst areas due to their limited budget. He reported that police data showed that none of the accidents on the road had been directly caused by excess speed.

When Dame Judi (below) learned of how the College had helped Myrtle she was so impressed that she wrote to our supporters urging them to help us in our work. “I am so grateful to everyone for their generosity,” said College Chairman, Sir Paul Britton. “This shows that people really appreciate what we do and want to ensure that we can help as many as possible.” Regular readers may remember that Myrtle’s story was featured in the Bulletin last year. She was a trained primary school teacher before spending many years as a missionary in Nigeria where she helped to found two schools for physically handicapped children. Sadly, her mobility has declined, but the power wheelchair, for which the College fundraising team raised the money, has enabled her to retain her independence. “I am thrilled that my letter has helped to raise so much support for the College,” she said. “The care that we receive here is wonderful and I am delighted that this will mean it can continue to be offered to those most in need.” Characters from the College: Canon John Laird By Cliff Caswell It started as a means to gain secular experience, but Canon John Laird’s teaching gift has been an important feature throughout his ministry.

BLETSOE PARISH COUNCIL August 2020 Dear Parishioner Bedford Borough Local Plan Review https://www.bedford.gov.uk/planning-and-building/planning-policy- its-purpose/local-plan/ The Parish Council is currently compiling a response to Bedford Borough Council on their Issues and Options for the Local Plan Review. Alongside an individual response there will also be a joint submission from other North Bedfordshire Parish Councils. This response is being drawn up by an official planner in coordination with Councillors. As well as the Parish Council responding to the Borough it would be extremely advantageous if residents could respond individually as well. CPRE Bedford has already made a response and this might be useful to you in compiling your own. You can find it on the following link https://www.cprebeds.org.uk/news/issues-and-options/ The link to the Borough consultation response which you can complete or write an email / letter can be found here: https://bedford.oc2.uk/document/1 Please support your Parish Council by making your views known. ½ The issues and Options Consultation and Call for Sites published by the Borough requested for potential development to be submitted by August 14th 2020 and for the Issues and Options Consultation responses to be submitted by 4th September 2020. This document contains suggestions for significant growth in the North Bedfordshire area which will have a significant impact on all of our residents. The current proposal includes: • Three ‘garden villages’ at Twinwoods, Thurleigh and Colworth, with 4,500 - 6,000 houses each • There is an additional urban development site at Wymington which we understand the Borough considers may have the scope for a potential new station.

TO VERIFY THE MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING These were approved. 4. MATTERS ARISING Play Equipment Quotes – PCllr Browning reported that these are on hold for the duration of the lockdown. Average Speed Cameras – BCllr Royden has confirmed that our application will be added to the list for consideration. He explained that they are still extremely rare across the country. The cameras are extremely effective but also very expensive at around £75,000 and the Borough Council receives no funding from the fines produced. He appreciated the offer of financial assistance and this demonstrates the commitment of the local community. However, he explained that the list is growing every year, & there are about 90 site requests across the Borough. This is at a time when the Council is seeking to find £27million cuts not least to cover the cost of the Covid crisis. He was therefore not sure when the next schemes will be affordable. Bereavement - condolences sent. School Nativity Project – grant application declined. SID Risk Assessment – circulated. SID data sharing with Pertenhall & Ravensden – Pertenhall have agreed, Ravensden yet to reply (meeting 19/1/21) 5.
