    AZERBAIJAN AM005-X 1 EBRD BOARD of GOVERNORS’ 30th Annual Meeting July 1, 2021 Written Statement by Mr. Mikayil Jabbarov, Minister of Economy, EBRD Governor for the Republic of Azerbaijan Your Excellency Mr. Chairman, Honourable Ms. President, Fellow Governors, Distinguished Guests, Ladies and Gentlemen, I would like to sincerely thank the European Bank for Reconstruction and Development (EBRD) for the organization of the virtual 30th Annual Meeting of the Board of Governors of the Bank. Let me take this opportunity to congratulate the EBRD on its 30th anniversary and call your attention to another anniversary, later this year. Republic of Azerbaijan marks 30 years since the country gained its independence after collapse of the Soviet Union. Our success in transition towards a market economy is also the EBRD’s success as we have strong and lasting partnership over 29 years. The EBRD has so far invested 3.1 billion EUR through 177 projects in the country. The value of the current portfolio of projects supported by the EBRD in Azerbaijan is more than 1.15 billion EUR. In Azerbaijan, the EBRD helps small and medium-sized businesses grow and succeed through its network of experts.     INTERNATIONAL CAMP OF AZERBAIJAN - "WONDERLAND 2019 Ismayilli" Dear Scouts! The Association of Scouts of Azerbaijan invites you to take part in an international scout camp “Wonderland Azerbaijan 2019” which will be held in Ismailli, 1 July - 8 July in 2019. Brief Information: The very first international scout camp, Wonderland was held in Shaki in 2013 which was supported by The Ministry of Youth and Sports of the Azerbaijan Republic. Since then Wonderland has become an annual international scout camp. Next scout camp was held in South part of Azerbaijan in - Lerik, in 2014 where 208 scouts from all regions attended. In 2015 ​ we pitched our tents in the West part of Azerbaijan – in Gadabay. Gadabay is another beautiful region of Azerbaijan. In 2016 the Wonderland was organized in Ganja in the European Youth Capital. Then we decided to organize the camp in Gabala in 2017. And the last camp was held in Nabran in 2018 where 500 scouts attended. This year we have decided to organize the scout camp in Ismayilli. So we decided to set up our tents in that marvelous city. Ismayilli is an ancient city of Azerbaijan. It is a town and capital ​ of the Ismayilli District of Azerbaijan. Population 14,435 (2008). The territory of the district was ​ ​ ​ ​ ​ part of the Albanian state, which was formed in the late 4th century and early 3rd century BC, long before it was erected. Historical facts prove that Mehranis, who belonged to Javanshir, had created Girdiman's prince in Ismayilli territory. Javanshir was of this generation. There is a fortress called Javanshir on the coast of Akchay, 4 km north of the village of Talantan.

    1 AGGRESSION OF THE REPUBLIC OF ARMENIA AGAINST THE REPUBLIC OF AZERBAIJAN Historical background. The Nagorny Karabakh region of the Republic of Azerbaijan is part of the geographical area called Garabagh (Qarabağ). The name of this part of the country consists of two Azerbaijani words: "qara" (black) and "bag" (garden).1 The geographical area of Karabakh covers the lands from the Araz River in the south to the Kur River in the north, and from the junction of the Kur and Araz Rivers in the east to the eastern ranges of the Lesser Caucasus in the west. From ancient times up to the occupation by Russian Empire in the early 19th century, this region was part of different Azerbaijani states. On 14 May 1805, the Treaty of Kurakchay (1805) between Ibrahim Khan, Khan of Karabakh, and Sisianov, representative of the Russian Emperor, was signed. According to this treaty, the Karabakh khanate came under the Russian rule. The Gulustan peace treaty, signed between Russian Empire and Persia on 12 October 1813, de jure recognized the joining to Russia of the Northern Azerbaijan khanates, with the exception of the Nakhchyvan and Iravan khanates. According to the Turkmanchay peace treaty, signed on 10 February 1828 - at the end of the second Russian-Persian war (1826-1828) - Iran confirmed its relinquishment of Northern Azerbaijan, including the Nakhchyvan and Iravan khanates. After the signing of the Gulustan and Turkmanchay treaties a very rapid mass resettlement of Armenians in the Azerbaijani lands took place and the subsequent artificial territorial division emerged. The First World War also contributed to the increase in the number of Armenians in the South Caucasus.
