Saco Coastal Waters Commission of the November 7, 2007 Meeting

I. Call Meeting to Order – At 7:03 p.m. a Saco Coastal Waters Commission meeting was held at City Hall .

II. Roll Call of Members – The members present constituted a . The members present: Chairman Joseph Stephenson, Treasurer Robert Barris, Wayne Hutchins, Todd Stewart, Mike Gray and Thomas Casamassa. Also present: Deputy Director of Public Works Mark Lorello, Public Works Supervisor Dale Shannon. Absent: Vice- Chairman Robert Morowski Jr. (Notified), Harbormaster Don Abbott, and Asst. Harbormaster Daniel Chadbourne (Notified).

III. Approval of Minutes –October 3, 2007

Todd Stewart moved, Wayne Hutchins seconded to approve the October 3, 2007 minutes as written. The motion passed with five (5) yeas.

IV. General A. 5000 Account Review

Treasurer Robert Barris reviewed the Revenue & Expenditures updated through September 30, 2007.

A guard will be put on the winch. The swing of the upriver hoist needs to be compared to the down river hoist. Also, the down river hoist still has allot of play. The down river hoist pulley should be changed from cable to rope. The pillow blocks that are in place are taking the load, and they don’t need to be any bigger.

B. New Mooring Tracking Software – Muni Mooring GIS – Update

The cost of the program is $3,000 - $5,000. It was decided not to purchase the software at this time.

C. SHIP Grant – Update

Dep. Dir. of Public Works Mark Lorello reviewed the “Camp Ellis SHIP Grant Projects” costs.

Treasurer Robert Barris presented the following “Unallocated Funds after Additional Grants”.

Piles - It was determined that Green hart piles are better to use than steel, and more cost effective. The Commission authorized Dep. Dir. of Public Works Mark Lorello to prepare the bid packages for a primary bid for 10 pilings (6 wood piles for the ramp, 3 steel piles up river, and 1 down river), with 2 alternative bids, and to present the bid packages at the next meeting.

Cable Fees for the Cameras at the Pier – A late fee was charged because the monthly bill was being sent to the Parking Lot shack, and it kept getting returned. The actual monthly fee will be $115.00.

Wireless Internet Laptop for the Dockmaster – This will be looked into.

Seadog Boat Tied up to the Docks – The Police Dept. was going to address this issue. This will be looked into.

Ticket Issuing Machine & Universal Gate – This will be discussed next month.

VI. New Business

A. Biddeford Harbor Comm. Meeting – Report from Saco C.W.C. Representatives

No new updates.

B. Time Line for Removal of Floats

It was suggested if possible to leave the floats in until the ice starts, which is around the 2 nd week of December. This would be harder for the Public Works Dept., because they usually have other projects going on at that time of the year.

C. Removal of Sand Around Floats - Update

The DEP won’t allow the removal of any sand. They don’t consider removing a small amount of sand as regular maintenance. They are requiring a full Natural Resource Protection Permit, and Army Corps approval. This would be a 3-6 month process, at a cost of around $3,000 - $5,000. It was mentioned that since the Patriot’s Day Storm made the sand problem allot worse, if FEMA recognizes it as being related to the Patriot’s Day Storm, then it could be presented to the Army Corps, and the City could get the permits faster. Dep. Dir. of Public Works Mark Lorello will check into this.

D. Mooring Inspection Fees - Complaint

A Commissioner inquired what the fee for Mooring Inspections had been set at. A guy who had his mooring inspected approached him, and was upset that he was charged $50.00. It was noted that the Commission recommended an inspection fee of $15.00, but it was then left up to the Harbormaster and Asst. Harbormaster to charge what they feel is reasonable for their time, since sometimes the mooring owners aren’t ready, and they Harbormaster has to wait around.

E. New Boat Owner of Kenny Pendleton’s Boat – Pier Use Permit

A Commissioner inquired why the new owner of Kenny Pendleton’s boat was being asked to pay a Pier Use Permit Fee, when one was already issued to the boat earlier in the season, and it is now the end of the season, and the boat is coming out of the water. When this issue was discussed with the Commission last month, only the Mooring Permit was mentioned. It was noted that the Harbormaster does have the discretion to allow a person in certain conditions to use the pier.
