1. INTRODUCTION

This Travel Plan (TP) has been prepared by Paul Basham Associates on behalf of Colten Care to support a planning application for a phased comprehensive development to provide two Class C2 care facilities: • Phase 1 - Demolition of the existing Stratford Court Class C2 care home and the erection of a new replacement ‘Braemar Court’ 54 bed C2 care facility with associated access and landscaping works. • Phase 2 – Upgrade and refurbishment of the existing C2 Braemar Lodge care home to provide 49 beds with associated access and landscaping works.

The application site comprises Braemar Lodge, a 54 bed care home operated by Colten Care and Stratford Court, a 50 bed care facility at Stratford Road in Salisbury. The site covers approximately 0.7 hectares in total and is located approximately 1.5km north of Salisbury city centre. The application site is identified within Figure 1.

Planning permission was approved with conditions in July 2004 to demolish the existing dwellings at Nos 18 and 20 Stratford Road (reference: S/2004/0823). The erection of a 55-bed nursing and residential home was allowed on appeal in January 2005 (reference: S/2004/0837). Council (WC) highways officers had no objection subject to a condition requiring the submission of a Green Travel Plan (GTP).

Approval for Stratford Court as a rest home for the elderly dates back to circa 1984. Planning records detail extensions to Stratford Court including; ‘to provide accommodation for use as an elderly mentally dependent unit, sitting rooms, sun lounges and W/C’ (reference: S/1987/1234) approved in August 1987 and the approval for ‘the use of part of premises as a senile dementia group day care centre’ (reference: S/1989/2241), was approved in February 1989.

A Transport Statement (TS) has also been prepared for the proposed development by Paul Basham Associates alongside this TP which assesses the impact of the development from a highway perspective. The pertinent information from the TS has been included in this TP.

Travel Plan Principles A Travel Plan is a strategy for influencing travel demand to a development site, by meeting the travel needs of its users, reducing the impacts of car travel, supporting a reduced need to travel and an increase in sustainable travel where appropriate and possible.

The Travel Plan Strategy promotes access to local facilities and activities for future site-users, whilst encouraging good design principles and working with the local community. A Travel Plan is an evolving process. It is a live document that is implemented, regularly monitored, reviewed, and has an identified owner.

Travel Plan Objectives In pursuit of reducing the impact of car travel, the need to travel by car and increase sustainable travel practices, this Travel Plan will be supported by a number of objectives, as set out in Table 1. Due to the nature of the development and the fact that none of the residents have their own cars, this TP is primarily concerned with the travel patterns of staff members and visitors to the site, but also considers opportunities for residents to travel sustainably where appropriate.

Travel Plan Structure and Approach The structure of this TP has been informed by Wiltshire Council’s ‘Development Related Travel Plans: Supplementary Planning Document’ and will discuss the following: • Chapter 2: Travel Plan Policy • Chapter 3: Site Location and Accessibility • Chapter 4: Current Braemar Lodge Operation • Chapter 5: Indicative Baseline and Target Travel Patterns • Chapter 6: Travel Plan Strategy • Chapter 7: Implementation, Monitoring and Enforcement • Chapter 8: Summary and Conclusions

2. TRAVEL PLAN POLICY

The objectives of this TP have been designed to work alongside those set at national, regional and local levels. For reference these objectives particularly relate to:

• National Planning Policy Framework (NPPF); • The Wiltshire Core Strategy (2015); and • The Wiltshire Local Transport Plan (2011-2026) (LTP3).

National Planning Policy Framework (NPPF) The NPPF (revised February 2019) acts as the central guidance for development planning and replaces national planning policy guidance including Planning Policy Guidance 13 (PPG13): Transport. As defined in the NPPF’s Annex 2: Glossary, a Travel Plan is ‘a long term management strategy for an organisation or site that seeks to deliver sustainable transport objectives and is regularly reviewed’ and is a requirement for developments which generate a significant amount of movement. The following NPPF paragraphs are relevant to the Travel Plan:

Transport issues should be considered from the earliest stages of plan-making and development proposals, so that: a) The potential impacts of development on transport networks can be addressed; b) Opportunities from existing or proposed transport infrastructure, and changing transport technology and useage, are realised – for example in relation to the scale, location or density of development that can be accommodated; c) Opportunities to promote walking, cycling and public transport use are identified and pursued; d) The environmental impacts of traffic and transport infrastructure can be identified, assessed and taken into account – including appropriate opportunities for avoiding and mitigating any adverse effects, and for net environmental gains; and e) Patterns of movement, streets, parking and other transport considerations are integral to the design of schemes, and contribute to making high quality places. (NPPF Para.102)

The planning system should actively manage patterns of growth in support these objectives. Significant development should be focused on locations which are or can be made sustainable, through limiting the need to travel and offering a genuine choice of transport modes. This can help to reduce congestions and emissions, and improve air quality and public health. However, opportunities to maximise sustainable transport solutions will vary between urban and rural areas, and this should be taken into account in both plan-making and decision-making. All developments that will generate significant amounts of movement should be required to provide a travel plan, and the application should be supported by a transport statement or transport assessment so that the likely impacts of the proposal can be assessed.

Planning policies and decisions should sustain and contribute towards compliance with relevant limit values or national objectives for pollutants, taking into account the presence of Air Quality Management Areas and Clean Air Zones, and the cumulative impacts from individual sites in local areas. Opportunities to improve air quality or mitigate impacts should be identified, such as through traffic and travel management, and green infrastructure provision and enhancement. So far as

possible these opportunities should be considered at the plan-making stage, to ensure a strategic approach and limit the need for issues to be reconsidered when determining individual applications. Planning decisions should ensure that any new development in Air Quality Management Areas and Clean Air Zones is consistent with the local air quality action plan. (NPPF Para.181)

The Wiltshire Core Strategy (2015) The Wiltshire Core Strategy (2015) provides up-to-date strategic planning policy for Wiltshire and covers the period up to 2026. There are a number of key principles which underpin the strategy to help build more resilient communities. These include, but are not limited to: • Providing for the most sustainable pattern of development that minimises the need to travel and maximises the potential to use sustainable transport; • Working towards lowering Wiltshire’s carbon footprint through the appropriate location of development; and • Protecting and planning for the enhancement of the natural, historic and built environments, including maintaining, enhancing and expanding Wiltshire’s network of green infrastructure to support the health and wellbeing of communities.

In order to deliver the vision for Wiltshire, six strategic objectives have been developed. Strategic objective 6 – ‘ensuring that adequate infrastructure is in place to support our communities’, places emphasis on ensuring that essential infrastructure is delivered as required by Core Policy 3 – Infrastructure Requirements. Of particular relevance to this TP are the following policies:

Core Policy 60: Sustainable transport The council will use its planning and transport powers to help reduce the need to travel particularly by private car, and support and encourage the sustainable, safe and efficient movement of people and goods within and through Wiltshire.

This will be achieved by: i. planning developments in accessible locations ii. promoting sustainable transport alternatives to the use of the private car iii. maintaining and selectively improving the local transport network in accordance with its functional importance and in partnership with other transport planning bodies, service providers and the business community iv. promoting appropriate demand management measures v. influencing the routing of freight within and through the county vi. assessing and, where necessary, mitigating the impact of developments on transport users, local communities and the environment. Core Policy 61: Transport and new development New development should be located and designed to reduce the need to travel particularly by private car, and to encourage the use of sustainable transport alternatives.

As part of a required transport assessment, the following must be demonstrated: i. That consideration has been given to the needs of all transport users, where relevant, according to the following hierarchy: a. Visually impaired and other disabled people b. Pedestrians c. Cyclists d. Public transport e. Goods vehicles f. Powered two-wheelers g. Private cars. ii. That the proposal is capable of being served by safe access to the highway network. iii. That fit for purpose and safe loading/unloading facilities can be provided where these are required as part of the normal functioning of the development. Where appropriate, contributions will be sought towards sustainable transport improvements, and travel plans will be required to encourage the use of sustainable transport alternatives and more sustainable freight movements. The Third Wiltshire Local Transport Plan (2011-2026) (LTP3) The Third Wiltshire Local Transport Plan (2011-2026) (LTP3) was adopted in March 2011, supported by a number of strategies that also make up LTP3 and are relevant to this TS including: • LTP3 Public Transport Strategy; • LTP3 Accessibility Strategy; • LTP3 Cycling Strategy; and • LPT3 Car Parking Strategy.

The LTP3 has an overarching vision ‘To develop a transport system which helps support economic growth across Wiltshire’s communities, giving choice and opportunity for people to safely access essential services. Transport solutions will be sensitive to the built and natural environment, with a particular emphasis on the need to reduce carbon emissions’.

In order to achieve the overarching vision for Wiltshire, 18 strategic transport objectives have been developed. The objectives most relevant to this TP are outlined below:

Strategic Transport Objectives • SO1: To support and help improve the vitality, viability and resilience of Wiltshire’s economy and market towns. • SO2: To provide, support and/or promote a choice of sustainable transport alternatives including walking, cycling buses, and rail. • SO3: To reduce the impact of traffic on people’s quality of life and Wiltshire’s built and natural environment. • SO4: To minimise traffic delays and disruption and improve journey time reliability on key routes. • SO5: To improve sustainable access to a full range of opportunities particularly for those people without access to a car. • SO11: To reduce the level of air pollutant and climate change emissions from transport. • SO12: To support planned growth in Wiltshire and ensure that new developments adequately provide for their sustainable transport requirements and mitigate their traffic impacts. • SO13: To reduce the need to travel, particularly by private car. • SO14: To promote travel modes that are beneficial to health.

This TP has been written in accordance with these policies to meet the sustainable requirements for new developments within Wiltshire and increase the share of alternative transport options for the proposed development and wider community. Seeking to maximise and build upon opportunities presented at all of the above scales, this TP’s primary aim is to reduce the reliance on the private car whilst increasing the use of sustainable transport modes.

3. SITE LOCATION AND ACCESSIBILITY

The site, which comprises two adjoining properties; Braemar Lodge (54 beds) and Stratford Court (50 beds), is located on Stratford Road, approximately 1.5km north of Salisbury City Centre. The proposed development site is located within a residential area has excellent accessibility to local amenities and facilities within Salisbury.

A summary of the closest amenities is provided within Table 2 which includes walking and cycling journey times to a number of services. The walking times displayed in Table 2 are based on the premise that it takes 5 minutes to walk 400 metres, however this can vary from person to person.

Pedestrian Infrastructure Wide footpaths flanking the local road network link the proposed development site to the wider area with examples of signalised crossings, dropped kerbs with tactile paving to aid pedestrians and provide safe crossing facilities.

An isochrone map to show the site’s accessibility using pedestrian walking times is shown in Figure 2. Each interval represents 2 minutes of walking from the proposed development site with the final interval representing 20 minutes of walking. The isochrone map shows that a large area of Salisbury City Centre and many local facilities are accessible on foot. Residential areas within Salisbury city and suburbs can access the site within a 20 minute walk, providing an easy and sustainable commute for staff living in these areas and working at Braemar Lodge.

Cycle Infrastructure Within the vicinity of the proposed development are on-road and traffic-free cycle routes including National Cycle Network (NCN) routes no. 45 and no.24. NCN Route no. 45 runs from Chester to Salisbury with sections running parallel to Stratford Road. NCN Route no. 24 runs from Bath to Eastleigh, locally linking Wilton and Quidhampton to central Salisbury. Cycle routes in Salisbury are shown in Figure 3.

An isochrone map to show the site’s accessibility using cycling times is shown in Figure 4. Each interval represents 1 minute of cycling from the proposed development site with the final interval representing 10 minutes of cycling. The isochrone map shows a large area including Salisbury City Centre and residential neighbourhoods can access the site within a 10 minute cycle, highlighting the site’s high level of accessibility within the local area.

Salisbury and Wilton Cycle Map, attached in Appendix A, details surfaced and unsurfaced cycleways and recommended cycle routes within the site’s vicinity staff may utilise.

Bus Services As a bus route there are several on-road bus stops along the length of Stratford Road, with numerous school and commercial buses stopping outside the South Wilts Grammar School for Girls, c.80m south of the site. The closest bus stop is the Stratford Court bus stop located, 25m north of the Stratford Court site. As shown in Photograph 1, the bus stop is defined by a pole and on-street ‘bus stop’ highway markings. Further bus services are provided at Butts Road stop, c.400m south of the site. Furthermore, Butts Road bus stop located 400m (5 minute walk) south east of the site provides additional frequent bus services. A summary of local bus services from the bus stops within the proximity of the site is detailed in Table 3.

The first services from the Beehive Park and Ride and the city centre to Butts Road bus stop depart at 06:25 and 07:05 respectively on weekdays.

The final northbound journey departure from Stratford Road bus stop to the Beehive Park and Ride stop is at 22:53. The final southbound journey from Butts Road to Salisbury City Centre departs at 23:38. These journeys are on weekdays and Saturdays and are provided as the X4 service.

Rail Services Salisbury Railway Station is located c.1.7km (7 minute cycle/ 21 minute walk) south of the proposed development and provides frequent rail services to/from local areas and regional centres. Local destinations which staff and visitors may travel to/from to access the proposed development are included in Table 4.

Summary of Site Accessibility Overall, the site is considered highly accessible with a wide variety of services and public transport modes accessible within close proximity to the site. The proposed development is accessible within walking/cycling distance of the public transport services, the city centre and large residential areas within Salisbury. The location of the site provides a choice of car-free and sustainable travel options for both staff and visitors.

The closest bus stops are situated 25m north west, 80m south east and 400m south east of the site and provide frequent services to areas within Salisbury, Wiltshire and also link to the Park and Ride car park. Salisbury Railway Station is situated c.1.7km (7 minute cycle/ 21 minute walk) south of the site.

4. CURRENT BRAEMAR LODGE OPERATION Colten Care currently operate the Braemar Lodge site and liaison with the current Home Manager has provided first-hand information on the day-to-day operation of the care home facility.

In accordance with original Braemar Lodge application in 2005 (reference: S/2004/0837), a GTP was implemented. From the outset Colten Care has kept parking on site down to minimum encouraging and enabling staff to travel by non-car modes. The GTP raised awareness of sustainable travel with staff regularly updated on travel options including car sharing and public transport services.

There are currently circa 100 staff (both full-time and part-time) employed at Braemar Lodge who work a variety of shift patterns staggered over both day and night periods, weekdays and weekends. To support sustainable travel use Colten Care strive to recruit locally. The staff profile shows that staff do not tend to live very far from their place of work with over 50% living within Salisbury and the local area as shown in the distribution map provided in, Figure 5. A high proportion of staff are within easy walking and cycling distance from the site, and within a short walk to the local bus network.

On a typical day there are no more than 35 staff on each shift; with the highest level of staff being on the morning shift between 0800-1400 hours. A survey by the Home Manager showed that only 14 (40%) of the 35 staff parked on site during this time period. Although there are no set visitor times, visiting in the morning is discouraged with visitors arriving in the afternoon or evening. None of the care home residents have cars and therefore the current car park arrangements of 23 spaces at Braemar Lodge have been sufficient for staff, residents and visitors.

Since the original planning permission was granted in 2005, the on-street parking arrangements on Stratford Road have been formalised. It is understood that due to the proximity of Stratford Road to Salisbury city centre and because it provided free parking that the road was used by commuters and shoppers, causing congestion and parking issues for local residents.

The Stratford Road controlled parking zone is now in place for permit holders, with parking available to non-residents for up to 2 hours with no return within 4 hours, is operational between Monday – Saturday (8am-6pm) and it is understood to be heavily enforced. Braemar Lodge staff do not park on street however, if necessary, visitors can utilise the free 2 hours during the day or longer in the evening and on Sundays.

During a site visit, there were numerous parking spaces available on Stratford Road, as shown in Photograph 2, even at 3.30pm just before the end of the school day at the South Wilts Grammar School, which is located c.150m south of the site.

5. INDICATIVE BASELINE AND TARGET TRAVEL PATTERNS The main objective of this TP is to engage with and encourage employees and visitors to use sustainable modes of travel when travelling to/from the proposed development. In order to establish the modal split of trips generated by the site the Census ‘Journey to Work’ data can be used. The ‘E04010464: Salisbury’ Output Area is considered to be the most representative of the proposed development. The anticipated modal split for staff is outlined in Table 7.

The table above indicates that in the region of 56% of all trips are undertaken in a private vehicle without passengers, with 6% of trips undertaken as a passenger. Walking constitutes the second most popular mode of travel accounting for 23% of trips, followed by public transport which accounts for 10%. The Journey to Work data indicates that sustainable modes of travel are already popular within the region, with walking accounting for almost a quarter of all journeys to work. The high uptake of sustainable modes of travel already present among employees in the region will reduce the demand for parking on-site.

SMART (Specific, Measurable, Achievable, Realistic and Time-bound) targets are proposed to be met over a three-year period, monitored from 100% occupation. These targets inform the measures and monitoring strategy and the Action Plan. Overall, a 5% target modal shift away from Single Occupancy Vehicle trips is sought through the implementation of the Travel Plan. Modal split targets are shown in Table 8.

In order to determine whether these modal splits are representative of the site, a baseline would be conducted upon full operation of the development scheme. This survey would determine the actual baseline travel patterns for the development. Details of the survey schedule are set out in the Implementation and Monitoring section.

Specific targets for residents and visitors have not been established given the intended users (and associated mobility) of the development. The site has been designed to be self-containing with facilities such as a hairdressers, physio rooms and a spa on-site.

6. TRAVEL PLAN STRATEGY

The following section proposes a package of measures to be adopted and refined by the Travel Plan Coordinator (TPC) throughout the lifetime of the Travel Plan. The measures are strongly influenced by the site location, the type of development, the travel plan objectives and targets and local and national policy. The measures chosen could also be continued by staff and residents beyond the monitoring period.

The package of measures involved a combination of both ‘soft’ and ‘hard’ measures aimed at encouraging more sustainable travel practices. Although the measures are primarily aimed at staff members, it also takes into account residents and visitors.

‘Hard’ measures have been incorporated into the proposed site layout. These include measures such as a permeable site layout design providing for safe movement through the site, cycle storage facilities, and showers and changing facilities for staff.

The package of ‘soft measures’ are to be adopted and refined by the TPC throughout the lifetime of the TP.

Key Stages: Preliminary Although the existing staff at Braemar Lodge will be retained following the refurbishment of the care home, it will also be necessary to employ new staff at Braemar Court. It is therefore essential that a number of measures are completed at an early stage in order to embed the TP within the care homes and help encourage habitual sustainable travel practices to become embedded by site users. The preliminary stages identified in the Action Plan should be completed within 3 months of the development scheme becoming fully operational.

The care provider would be required to appoint a TPC, whose details would be given to the Wiltshire Council (WC) Travel Plan Officer (TPO). During this stage there should be ongoing dialogue between the TPC and WC’s TPO.

It is important to influence staff travel behaviour early on before travel habits have been established. Based on travel patterns of existing staff it is expected that the majority of additional staff would also be employed locally, and steps would be taken to target new staff and provide travel advice on sustainable travel modes.

Key Stages: 3 Years Following Opening The Travel Plan would become fully active once both care homes become fully operational and the completion of the baseline survey. The Travel Plan will remain active for 3 years following that date. After the official monitoring period has come to an end the care homes could continue the practices developed as part of the TP.

During the lifetime of the TP the Action Plan agreed with WC through this TP would be expanded upon through the implementation of a variety of measures. These measures would be determined through liaison with the members of staff, residents, visitors, the care provider, TPO, and other key stakeholders.

Modal Measures: Walking and Cycling The site is located in an already established residential area, 1.5km north of Salisbury Town Centre and its associated amenities. The site’s proximity to existing residential units and nearby facilities make both walking and cycling an attractive and viable mode of transport for members of staff. The pedestrian network within the vicinity of the site benefits from wide footpaths, dropped kerbs and tactile paving to aid pedestrians and provide safe crossing facilities. Residential areas within Salisbury City and suburbs, can be accessed from the site via a 20-minute walk, providing an easy and sustainable commute for staff living in these areas and working at Braemar Lodge.

The TPC would encourage the use of local walking and cycling amenities through promoting national/local cycling and walking campaigns and events e.g. Cycle to Work day as well as advertising local cycling and walking routes. The provision of on-site cycle parking facilities will also help to encourage these sustainable modes of travel.

Modal Measures: Public Transport The site is located in close proximity to several bus stops with the closest bus stop located approximately 25m (1 minute walk) north west of the proposed development. From here frequent bus services are available to/from areas within both Salisbury and Wiltshire. Butts Road bus stop located 400m south east of the site provides bus services to destinations further afield including Andover and Swindon.

The Park and Ride 11 (PR11) bus service operated by ‘Salisbury Red’ departs from the Beehive Park & Ride service up to every 15 minutes, stopping at both the ‘Butts Road’ and ‘Stratford Court’ bus stops. With the first service from Beehive Park and Ride departing at 06:25 during the week, and the last service departing from Stratford Road at 22:54, the Park and Ride (PR11) service is a viable option for

employees travelling to and from the site. The availability of frequent bus services in the site is reflected in the travel patterns of the existing staff members, which indicate that approximately only 40% of staff travel to the site by car.

Staff members can purchase an annual pass for £487 a year allowing unlimited travel within the Salisbury zone, whilst weekly and monthly period tickets are also available.

The TPC would seek to raise awareness of the local public transport opportunities by providing information on services, routes and timetables as well as maintaining dialogue with local transport operators.

Salisbury Railway Station is accessible from the site via a 7 minute cycle or 21 minute walk. This presents an opportunity for staff and visitors to travel sustainably to the site from destinations further afield, including Dean (12 minute journey time), Grateley (12 minutes), Andover (20 minutes), Tisbury (20 minutes), and Warminster (20 minutes). The TPC would also seek to promote railcards to members of staff frequently travelling to and from these destinations.

Should there be residents with mobility issues who wish or need to travel outside of the site, ‘Shopmobility Salisbury’ is a scheme that enables people with temporary or permanent motility difficulties to get about in Salisbury City Centre and shop independently. Members of the scheme can hire walking aid equipment such as electric scooters and power chairs allowing them to access the shops and facilities that Salisbury offers. Registration to the scheme is £7.00 and equipment hire is £3.00 per visit.

Modal Measures: Car Sharing Given the availability of infrastructure within the vicinity of the site to support sustainable modes of travel and the sustainable travel patterns of existing staff members, car use is expected to remain low among new staff members. On occasions where car use is unavoidable, however, the TPC would seek to promote car sharing through the use of websites such as Liftshare. Promoting sustainable driving practices such as car sharing helps to reduce pollution and congestion.

The ‘Connecting Wiltshire’ lift sharing scheme forms part of the nationwide Liftshare scheme and provides a useful tool for helping members to find potential car sharing partners. Whilst shift patterns may restrict the availability of lift sharing, the creation of a database containing employee postcodes and work patterns could also be used to devise site specific lift share patterns. This would be monitored and promoted by the TPC.

The TPC would also provide staff with information on fuel efficient practices and the benefits of car sharing.

Modal Measures: Sustainable Private Vehicle Use On occasions when single occupancy vehicle use is unavoidable or where alternative travel options are significantly limited in comparison, opportunities to promote sustainable driving practices would be promoted.

As more cities are being required by government to implement Clean Air Zones, the industry is aiming to provide a greater network of electric charging points, encouraging the greater uptake of electric and hybrid vehicles. Altering resident’s perceptions on hybrid, but in particular electric vehicles, is fundamental for creating a more sustainable development.

Electric vehicles now have significant ranges, with some vehicles achieving up to 160/180 miles before needing to be recharged. In addition, manufacturers are confident in the batteries that they are now offering 8 year warranties on some models.

Hybrid vehicles combine both electric motors with a standard combustion engine providing a normal driving scenario with the addition of an electric provision. Promotion of both electric and hybrid vehicles is becoming a key aspect of sustainable travel, and with Government grants available, this would be promoted as part of the TPC.

Visitors The Travel Plan will also encourage and extend sustainable travel opportunities to any visitors travelling to and from the site. Based on operational experience, families are likely to choose care homes for family members which are close to their own home. Visitors will therefore be encouraged to make use of sustainable modes of travel when travelling to and from the site.

Visitors would also have access to the Travel Plan noticeboard displayed in the care homes. This will provide useful information including bus routes, rail timetables, and the benefits of travelling sustainably.

Local Area and Other Site Users This TP should not evolve with the development in isolation to the local area and community. Maximising use and enjoyment of the local area is essential to providing an effective TP. Successful co- operation with and promotion of the local area, its various facilities and key players would lead to a wide range of benefits including: • Stronger sense of local community; • Greater presence of local pedestrian/cycle activity; • Greater understanding of the locale; and • Greater understanding of local travel needs, trends and opportunities.

Communication and Marketing Employees of the care homes would be provided with a Travel Information Pack upon full operation of the care homes or the commencement of their employment. This pack will promote sustainable modes of travel and include useful information such as bus routes and times, rail services, car sharing schemes, local and national travel events, and details of local walking and cycling routes. A section in the ‘Colten Chronicle’ (the bi-annual company magazine) will also be allocated to promoting and encouraging green travel.

The TPC would provide staff and residents with a noticeboard which would provide information on site accessibility and sustainable travel options. It could also provide information on and promote the following which would be maintained by staff and the TPC: • Introduction to the TP; • Accessibility Map; • Walking, cycling and public transport links and journey planners; • Health benefits of walking and cycling; • Key travel links such as the My Journey personal journey planner tool; • TP Survey Results; • Cost information for car sharing; and • Local news/advertisement/discounts.

7. IMPLEMENTATION, MONITORING AND ENFORCEMENT

The role of the TPC would be part-time over the course of the TP and would be undertaken by a member of the management team at both care homes or an external co-ordinator. The TPC would be responsible for implementing and monitoring the TP through collaboration with residents, visitors, staff members, and the local community to maximise the benefits of the TP.

More specifically, the role of the TPC requires: • Overseeing the development of the TP; • Implementing an effective marketing strategy and raising awareness; • Staying informed on local, regional and national campaigns and promotions; • Acting as the point of call for all TP related queries; • Liaising with WC, residents, staff, visitors etc; and • Coordinating the monitoring and evaluation of the TP including the organisation of the surveys.

The TPC would liaise with the management team at both care homes to agree a budget for the Travel Plan and how and where money should be directed. The details of the TPC should be provided to WC as soon as possible.

Monitoring The TPC would undertake a consistent monitoring approach for the implementation of the TP, with the following aims in mind: • Ensuring that surveys are undertaken at defined intervals; • Ensuring that all are informed of the TP’s aim and objectives including WC’s TPO and all members of staff; • That the TP is being adopted, at least in part by the local community/staff/visitors beyond the life of the monitoring period; and • Staff respondee fatigue is avoided by securing a time-efficient, user friendly and incentivised method of data collection which benefits and supports subsequent TP implementation.

With the above in mind the proposed monitoring approach of this TP is outlined in Table 9.

A baseline staff travel survey would be completed 3 months upon full operation of the development scheme to establish the actual baseline travel modal splits of the care homes. This would provide an opportunity to review the TP targets and to update these if applicable and in agreement with the WC TPO. After the start of the TP, staff travel surveys would be undertaken in Years 1, 2 and 3 which would allow the TPC to ensure that the measures proposed by the TP remain relevant and achievable. An example of a staff travel survey is attached as Appendix B.

The results of the surveys would be made available for all staff, residents, and visitors to view on the development’s dedicated TP website and should also be included in all newsletters and on any community notice boards.

After each survey has been completed a monitoring/progress report would be produced and submitted to WC within 3 months of the survey taking place. The report would include information on the following: • Survey Results; • Review of targets and position to achieve targets; • Summary of measures implemented during the year; and • Evidence of communication and marketing.

The TPC would seek to achieve an acceptable response from the travel surveys with a monitoring/progress report produced and submitted to WC within 3 months of each survey. A prize draw entry on completion of the survey could be used to help boost the response rate, for example a £20 shopping voucher. If response rates are low the TPC could conduct a short presentation/workshop with staff where they are asked questions about their travel patterns with a show of hands responding to each question.

The annual monitoring report (submitted to WC’s TPO) would outline how the TP has been implemented along with a presentation of results and an outline of the future monitoring strategy including any revisions. Over the course of the TP, responses are likely to decrease and therefore the TPC would work alongside WC TPO to ensure that the response rates are adequate.

Action Plan An Action Plan has been developed that identifies all the measures to be implemented by the TPC of the care homes including their timescales for delivery. This Action Plan is attached in full as Appendix C.

Should the annual progress review identify areas where the TP has fallen short of its objectives and targets (with consideration to any unforeseen circumstances beyond the control of the TPC), the TPC would work with WC’s TPO to identify possible areas for improvement and new measures.

The evolution of the TP over the 3-year period would highlight aspects that were successful and those having little impact, and therefore guide such remedial measures.

Handover and Overcoming Barriers to Success Upon completion of the official monitoring period in Year 3 the TP should continue by the staff members who undertook the TPC role.

Mismanagement can become a potential barrier to the successful implementation of a TP. Whilst the TPC is responsible for the overarching management of the TP, ongoing co-ordination with the WC TPO officer should ensure that mismanagement does not occur.

Whilst specific remedial measures have not been identified within the TP, such measures would be identified through discussions with WC Travel Plan Officers. The 3-year budget for implementing the Travel Plan Coordination works would be sufficient to ensure that remedial measures could be implemented. For example, if one measure is not working in Year 1, there would be budget in Year 2 to rectify this and change to new measures if needed.

8. SUMMARY AND CONCLUSIONS

This Travel Plan (TP) has been prepared by Paul Basham Associates on behalf of Colten Care to support a planning application for a phased comprehensive development to provide two Class C2 care facilities at Stratford Road, Salisbury. The existing facilities in Braemar Lodge will be refurbished, providing 49 bed and the new Braemar Court care home on the existing Stratford Court site will provide 54 beds and additional facilities for dementia care, new large care suites, lounge and dining areas, extended service areas and outdoor amenities.

The site is highly accessible with a wide variety of services and public transport modes within close proximity to the site. The proposed development is accessible within walking/cycling distance of the public transport services, the city centre and large residential areas within Salisbury. The location of the site provides a choice of car-free and sustainable travel options for both staff and visitors.

This TP’s primary aim is to encourage a sustainable development by promoting more sustainable travel practices and decreasing the number of single occupancy vehicle trips. Existing evidence indicates that staff currently working at Braemar Lodge already make use of sustainable travel modes when travelling to/from the site. New employees will be encouraged to adopt similar sustainable travel behaviours in order to minimise the demand for parking spaces and help to create a sustainable development.

This TP has proposed indicative TP targets for staff and measures that have been based on modal splits calculated from 2011 Census data. Along with a series of proposed measures to advise them these targets would be reviewed, revised and agreed with WC’s TPO upon completion of the baseline travel survey undertaken 3 months after the scheme is operating fully. The overall aim of the TP would be to decrease single occupancy vehicle trips undertaken by staff by 5% over the course of 3 years.

In order to meet the key objectives of the TP a number of measures would be implemented by the TPC at an early stage. These measures primarily focus on the establishment of the TP within the community and their establishment at an early stage should also help achieve TP targets in the long term.

The TPC would oversee the implementation of all aspects of the TP and would work alongside WC, staff, and residents to ensure that accurate and achievable targets are proposed. Survey results would be used to guide the TP, to ensure that targets and measures remain relevant and that the TP becomes increasingly integrated into the local community.
