Tuesday 13 April 2021, 9.00 – 12.00 at 09.00 11. Chair's announcements concerning Coordinators' decisions 1. Adoption of agenda The agenda was adopted in the form shown in this outcome. The coordinators were briefed by Mr Rangel, rapporteur for the proposed Regulation on the Statute of the Ombudsman, on the status of negotiations with the Council on this dossier. PE691.346v01-00 4/16 PV\1229230EN.docx EN Mr Rangel committed himself to come back for another briefing, once the negotiations were more advanced. 2. Chair’s announcements Coordinators took the following decisions: The amendment to the AFCO report on dialogue with citizens and citizen participation in EU decision-making in order to protect PETI’s prerogatives would be put to the vote of the committee in the form suggested by Mr Jahr. At the request of the Greens, petition 722/20 will be reopened. Not to postpone the presentation of the Study End the Cage Age. 3. Adoption of the draft agenda of the PETI meeting of 26-27 May 2021 Coordinators approved the proposed draft agenda. 4. Proposals for future meetings 4.1 EPP Requests Petition No 0742/2018 by Jürgen Kirchner (German) on the European Medicines Agency’s (EMA) alleged infringement of rules against conflicts of interest for consulted experts agenda of May or June. Petition 1356-20 on the infringement of Directive 2005/36/EC on the free movement of health professionals by the Spanish authorities will be added to the agenda of June. 4.2 S&D requests Petition No 1413/2020 by Alberto Maritati (Italian), on behalf of ‘Movimento Europeo Italia’, bearing 623 signatures, on the request to put an end to the massacre of human beings in the Mediterranean Sea and Petition No 1268/2020 by Gabriel Bao Moreno (Spanish) on the need for joint action by the European Union on migration in the Mediterranean Sea will be included in the agenda of May. 4.3 Greens/ALE requests Petition 0760/2007, presented by Cosimo Fracasso, on the dioxin alarm in Taranto, Petition 2207/2013, presented by Violante Sion on the environmental pollution caused by the ILVA plant in Taranto and Petition 1150/2019 by P.S. (Italian), bearing 7 signatures, against the construction of a biodigester for waste treatment will be include in the agenda of May. 5. Requests by the groups At the request of the S&D, PETI will draft a short motion for resolution under Rule 227(2) on LGTBI+ rights; PV\1229230EN.docx 5/16 PE691.346v01-00 EN At the request of the Greens/ALE, PETI will table an Oral Question + Resolution on "Transparency on the EU COVID-19 vaccination strategy" 6. Requests concerning B-items B-items will be dealt with by written procedure. 7. Withdrawn petitions Coordinators took note that there were no withdrawn petitions. 8. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour.     Brussels, 14 April 2020 Dear Ms Elżbieta Witek, Marshal of the Sejm of the Republic of Poland, Dear Members of the Polish Parliament, Dear Colleagues, As Members of the European Parliament, we are writing to express our deep concern regarding the Parliamentary Document no 39 on amending the act of June 6, 1997 - the Penal Code - known as the “Stop paedophilia” bill - and Parliamentary Document No 36 on the amendment to the Act of 7 January 1993 on family planning, protection of the human fetus and conditions for the termination of pregnancy -known as “Stop Abortion” bill - that will be debated in a first reading in the Sejm of the Republic of Poland in your sitting of the 15-16 April 2020. We are convinced that measures that roll back protections for women’s human rights and self- determination are of grave concern as they undermine a core European Union value, that of advancing gender equality. Under human rights law measures that undermine or restrict exist- ing rights are not permitted and these draft bills violate Poland’s obligation to ensure ever greater protection of human rights. We are deeply concerned that the “Stop Abortion” bill provide for the prohibition of termina- tion of pregnancy due to severe or fatal foetal anomalies, currently a legal ground for abortion in Poland. Poland’s Act of 1993 on Family Planning, Protection of Human Fetus and the Con- ditions of Legal Pregnancy Termination is one of the most restrictive laws on abortion in the European Union. The bill would in effect result in a near total denial of access to legal abortion in Poland as most legal abortions are performed under this ground.

There are 41 candidates contesting these elections. Our questionnaire reached 36 of them. 16 replied and 7 accepted our invitation to meet with us. Given that every candidate had an equal opportunity to show his/her interest in matters which are of utmost importance to us, FACTS is advising its members to completely ignore those MEPs who ignored our call. Consequently, we are only considering the 16 candidates who responded and/or came to meet us. Should any of the other candidates choose to reply, we shall update our data and inform our community accordingly. If you know any of the candidates who have not responded please feel free to bring the matter to their urgent attention. We are presenting the results in a factual way along with notes drawn from what the candidates stated and/or have achieved in matters which are relevant to our sport and passion. The object of this exercise is to identify candidates who stand a chance of being elected and who would be in the best position to represent our interests in Brussels.     Brussels, 24 February 2021 Declaration from Members of the European Parliament to urge the Commission and Member States not to block the TRIPS waiver at the WTO and to support global access to COVID-19 vaccines We, Members of the European Parliament, urge the European Commission and the European Council to review their opposition to the TRIPS waiver proposal at the World Trade Organisation (WTO), which serves to enable greater access to affordable COVID-19 health technologies, including vaccines, in particular for developing and middle income countries. This call comes in view of the European Council meeting of 25 February 2021 and the crucial decision to be made by all Member States at the WTO General Council on 1-2 March 2021. Since the beginning of the pandemic, the need to ensure global open access to COVID-19 health technologies and to rapidly scale up their manufacturing and supply has been widely acknowledged. However, despite efforts and statements made by the European Commission and several heads of state in support of treating COVID-19 medical products as global public goods, this has not yet translated into actionable realities. In this context, the EU’s open opposition to the TRIPS waiver risks exacerbating a dangerous North-South divide when it comes to affordable access to COVID-19 diagnostics, personal protective equipment, treatments and vaccines. The WTO decision on a potential waiver offers a crucial and much-needed act of effective solidarity, as it is an important step towards increasing local production in partner countries and, ultimately, suppressing this pandemic on a global scale.

Dr. David Cavan is the Director of Policy and Programmes at the International Diabetes Federation. A former physician at the Bournemouth Diabetes and Endocrine Centre and Clinical Director at the Royal Bournemouth Hospital, he is a world-know expert on diabetes and has written several books about how to take control over it.
